Abstract

This research aims to understand the evaluation of public service quality at the Sirimau Sub-District Office in Ambon city, which will be analyzed using the Servqual Method. The research method used in this analysis is qualitative descriptive. This research will be conducted at the Sirimau Sub-District Office, Ambon City, Maluku. The research informants consist of 10 people from various elements, including sub-district office employees, sub-district government elements, and community members receiving services from the sub-district office. This research reveals several key aspects that influence the quality of public services at the Sirimau Sub-District Office. Firstly, reliability is the main focus, which includes the implementation of tasks according to standards and proficiency in using aids. Furthermore, the responsiveness of employees in responding to the needs and complaints of the community is a determinant factor of user satisfaction. The importance of insurance or guarantees in providing protection and certainty to the community is also revealed in this research. Additionally, the empathetic, friendly, and appreciative attitude of the officers helps build a good relationship with the community. Lastly, in terms of physical evidence, although most indicators are considered good, There are still issues regarding the comfort of the service area that need to be addressed promptly

Abstract

The training on using the Mendeley application for Public Administration students at the Faculty of Social and Political Sciences, Universitas Pattimura, aims to enhance skills in managing references and citations systematically. The main issue faced by students is the difficulty in organizing references structurally and the risk of citation errors that can affect academic quality. This activity includes preparation, material delivery, and hands-on practice using the Mendeley application. The training is based on the Theory of Technology Acceptance Model (TAM), which explains how technology adoption can influence its effectiveness. The results show that students can manage references more systematically and gain confidence in writing academic papers, including final assignments. Moreover, the training positively contributes to improving the overall academic quality on campus. Beyond teaching the technical aspects of using the application, this training also raises students' awareness of the importance of academic ethics in reference management. Thus, this training serves as a strategic step to prepare students for academic challenges while promoting a stronger culture of scientific writing.

Abstract

Desa Suli, yang terletak di Kecamatan Salahutu, Kabupaten Maluku Tengah, memiliki potensi besar untuk dikembangkan menjadi desa wisata berbasis kearifan lokal. Permasalahan utama yang dihadapi adalah kurang optimalnya pengelolaan potensi wisata alam dan budaya, serta minimnya promosi yang dilakukan. Tujuan dari kegiatan pengabdian ini adalah untuk meningkatkan pemahaman masyarakat mengenai pengembangan desa wisata yang berkelanjutan dan melibatkan partisipasi aktif mereka dalam pengelolaan potensi yang ada. Kegiatan ini dilakukan dengan metode ceramah, diskusi kelompok, dan curah pendapat, yang melibatkan masyarakat Desa Suli dan fasilitator dari berbagai bidang terkait pariwisata. Ceramah diberikan untuk menjelaskan konsep dasar desa wisata dan langkah-langkah yang diperlukan untuk mengelola potensi wisata. Diskusi kelompok bertujuan untuk memperdalam pemahaman peserta, sementara curah pendapat membuka ruang bagi masyarakat untuk menyampaikan saran dan aspirasi mereka. Hasil kegiatan menunjukkan bahwa masyarakat memiliki antusiasme tinggi dalam mengembangkan desa mereka sebagai destinasi wisata. Mereka menyadari pentingnya peningkatan infrastruktur, fasilitas umum, serta penggunaan promosi digital untuk menarik wisatawan. Kegiatan ini berhasil meningkatkan kesadaran masyarakat tentang potensi wisata lokal yang dimiliki, serta pentingnya menjaga kelestarian alam dalam pengembangan pariwisata. Pelatihan lanjutan dan kerjasama dengan pemerintah serta pihak swasta disarankan untuk mendukung keberlanjutan program pengembangan desa wisata ini.

Abstract

This research aims to explore the implementation of participatory development in Bantimurung Village, Belopa Utara District, Maros Regency, and identify the factors influencing its implementation. The research adopts a descriptive analysis approach to offer a systematic, factual, and accurate portrayal of existing data regarding participatory development in Bantimurung Village. Data were gathered through observation techniques, in-depth interviews, and literature studies. The findings reveal that participatory development in Bantimurung Village has been effectively executed across various stages, including planning, execution, evaluation and monitoring. However, improvements are needed in each stage to enhance active participation. Additionally, several factors influencing the implementation of participatory development in Bantimurung Village were identified and categorized as supporting and inhibiting factors. Supporting factors include the village head's leadership, community participation, facilitator activity, budget availability, and clear regulations. On the other hand, inhibiting factors encompass land acquisition challenges, the role of non-governmental organizations, and human resources issues.

Abstract

Purpose: This study aims to explore and analyze the quality of public services provided by Perusahaan Umum Daerah Air Minum (PERUMDAM) Tirta Yapono in Ambon City. Research Methodology: A qualitative descriptive approach was employed, with 10 customers serving as key informants, along with 2 customer relations staff and 1 general affairs head. Data collection focused on understanding service quality based on five key dimensions. Results: The research identified five dimensions of service quality: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. Across these dimensions, several issues were observed, revealing that the services provided have not fully met the quality standards. Many customers perceive the services as suboptimal, highlighting areas that require significant improvement to better meet customer needs. Limitations: The study focuses solely on PERUMDAM Tirta Yapono, which may limit the generalizability of the findings to other regions or sectors. Contribution: This research underscores the need for improvements in the quality of public services within PERUMDAM Tirta Yapono, providing a foundation for developing strategies to enhance customer satisfaction and service delivery standards.

Abstract

This study investigates the dynamics of community participation in human resource development within Barakkae Village, Lamuru District, Bone Regency, Eastern Indonesia. The primary objective is to explore the extent to which rural communities shift from being passive recipients of development initiatives to becoming active agents in shaping human capital outcomes. Employing a descriptive qualitative method, data were collected through in-depth interviews, observations, and documentation involving eight community members over the course of one month. The findings reveal a significant gap between theoretical models of participatory development and actual practice. Community involvement remains limited, particularly in decision-making processes, which are largely monopolized by village elites. This exclusion results in a lack of awareness, limited grassroots engagement, and diminished program ownership among the broader population. Additionally, the effectiveness and sustainability of human resource development programs are hindered by inadequate socialization strategies and insufficient funding. Evaluation mechanisms currently employed by village authorities also lack systematic integration of community feedback, further weakening the impact and relevance of ongoing initiatives. The novelty of this research lies in its contextual analysis of participatory barriers in a rural Indonesian setting, contributing to a deeper understanding of how local power structures and institutional limitations influence community agency. The study recommends the adoption of inclusive planning forums, the institutionalization of proposal repositories for bottom-up input, and stronger budget advocacy as pathways to reinforce local participation. These insights provide a valuable contribution to the broader discourse in social sciences and humanities by emphasizing the transformative potential of community-driven human development in peripheral regions.

Abstract

Artikel ini bertujuan untuk menguraikan berbagai model reformasi birokrasi yang telah diterapkan, baik di Indonesia maupun di negara-negara lain di seluruh dunia. Pemahaman yang mendalam tentang reformasi birokrasi dari sudut pandang Administrasi Publik dianggap penting untuk memberikan wawasan yang menyeluruh. Penelitian ini menggunakan metode studi pustaka (literature review) dengan mengkaji berbagai sumber terkait reformasi birokrasi. Temuan dari studi ini menunjukkan bahwa reformasi birokrasi di berbagai negara umumnya melibatkan dua aspek utama: dimensi organisasi dan dimensi Sumber Daya Manusia (SDM) aparatur. Dimensi organisasi mencakup struktur, budaya, teknologi, serta aspek hukum dan regulasi. Sementara itu, dimensi SDM aparatur mencakup pengetahuan, keterampilan, sikap, perilaku, pola pikir, disiplin, integritas, dan kinerja. Di Indonesia, reformasi birokrasi yang dimulai sejak tahun 1998 bertujuan untuk menciptakan birokrasi yang bebas dari Korupsi, Kolusi, dan Nepotisme (KKN).

Abstract

The conclusion of this study indicates that the implementation of offensive and defensive strategies in the Sub-District Office has proceeded adequately. Evaluation of offensive strategy indicators, such as the approach among colleagues, shows a significant improvement. Although it is already quite good, further improvement is necessary, especially in terms of employees giving warnings to colleagues who violate rules. The family approach has also positively contributed to efforts to prevent bureaucratic pathologies. The weekly evaluations conducted by the section head with the team can be seen as a proactive step in maintaining performance quality. Although it is already quite good, there is a need for improvement to make these evaluations more effective in preventing and addressing violations. On the defensive strategy side, implementing mild sanctions in the form of written warnings has been effective. These sanctions are given to employees who violate rules, such as being absent without notice for 6 to 10 days. Moderate and severe sanctions have also been well implemented when needed, indicating readiness to respond to more serious violations. Overall, offensive and defensive strategies in the Sub-District Office of Pitumpanua are already quite good, but continuous improvement is needed to ensure their effectiveness in dealing with various situations and cases of bureaucratic pathologies in the future.

Abstract

This study aims to analyze public service accountability at the Namlea Subdistrict Office, Buru Regency. The research method used is qualitative, with an in-depth interview approach to gather information regarding the ongoing service processes at the subdistrict office. The research findings indicate that although some aspects of public service at the Namlea Subdistrict Office are running well, there are still areas that require improvement. The reporting process is relatively transparent, but it is hindered by a limited number of staff, which affects the timeliness of report resolutions. Information retrieval also relies heavily on direct visits to the office, suggesting the need for the implementation of information technology to make public access easier and more efficient. Service performance evaluations are conducted regularly, but they are constrained by staff capacity, which is insufficient to handle the volume of reports. Staff control and guidance are carried out routinely, but some members of the public seek increased transparency in this process. Overall, despite several challenges such as limited human resources and facilities, the Namlea Subdistrict Office has shown commitment to improving service quality. However, to enhance accountability, improvements are needed in transparency, information access, as well as strengthening staff capacity and the use of more advanced technology.

Abstract

The purpose of this study is to identify in depth the root of the problems faced by the Ahusen Village Office in terms of the quality of service to the community in Sirimau District, Ambon City. This study uses a type of quantitative descriptive research. The location of the study is the Ahusen Village Office, Sirimau District, Ambon City, The sample from the study for employees was taken by purposive sampling, which was 5 people. As for the community respondents, they were taken incidentally, namely 25 people. Thus the total number of samples is as many as 30 people The data that has been successfully collected related to each of the indicators mentioned above, will be analyzed by a quantitative descriptive method where the data obtained will be displayed through a frequency table, then to draw conclusions about each indicator seen through the tendency of respondents' answers. The results of the study showed that there was a variation in the perception of service quality at the Ahusen Village Office. While there are positive perceptions regarding employee appearance, computer availability, and employee willingness to hear complaints and provide assistance, there are significant challenges related to timeliness, accuracy, readiness, willingness, accuracy, knowledge, trust, and service security. Further evaluation and comprehensive corrective actions are needed to improve the quality of services and overall community satisfaction. These improvement efforts can include employee training, improved physical facilities, improved communication between employees and the community, and stricter supervision of the quality of services provided.
