Abstract

The implementation of e-Government through application at the Digital Identity (Disdukcapil) of Tuban Regency aims to enhance the efficiency and accessibility of civil registration services for the community. However, the adoption of this application still faces various challenges, including low levels of digital literacy among the public, infrastructure limitations, and technical obstacles. This study aims to evaluate the effectiveness of the IKD application in improving the quality of public services and to identify the barriers faced by the community in using this application. The research method employed is a qualitative approach, utilizing interviews and observations with users of the IKD application and service officials. The findings indicate that although the IKD application has significant potential in supporting e-Government, there are substantial barriers to its adoption, particularly in rural areas with limited internet access. Furthermore, the IKD application is seen as needing enhancement in terms of features and data security to improve user experience and trust. Based on these findings, it is recommended that the government strengthen its outreach efforts, improve application features, and ensure user data security so that the IKD application can be optimized as an inclusive and efficient public service solution.

Abstract

The DAMISDA application was developed by the Bojonegoro Regency Government to address data accuracy challenges in poverty alleviation, aiming to facilitate effective social assistance targeting. This study examines DAMISDA's effectiveness through three primary indicators: goal achievement, integration, and adaptation. A descriptive qualitative approach was employed, incorporating in-depth interviews, observations, and document analysis to assess the application’s performance. Findings indicate that DAMISDA has enhanced poverty data accuracy, aiding precise targeting in social assistance distribution. However, issues such as inclusion errors and network instability hinder optimal efficiency, affecting data updates and timely interventions. The integration process is supported by clear procedures and extensive socialization efforts, though network limitations impact seamless implementation. Adaptation efforts, including operator training, have improved application usage, but technological infrastructure constraints remain a significant challenge. The study underscores DAMISDA's potential as a model for data-driven poverty interventions, suggesting policy improvements in infrastructure and validation processes. This research contributes to e-government literature by highlighting the role of digital tools in poverty management, particularly in rural Indonesia. Further exploration is recommended to evaluate DAMISDA’s adaptability in broader contexts, contributing to more resilient and accessible digital platforms for targeted poverty alleviation.

Abstract

This study aims to analyze the quality of Teacher Professional Allowance (TPG) distribution services at the Fakfak Regency Education, Youth, and Sports Office. This study uses a descriptive method with a quantitative approach through a survey of certified teachers. Data used were obtained using a Likert scale to measure teachers' perceptions of the quality of service provided, including aspects of reliability, assurance, direct evidence, empathy, and responsiveness. The results show that most service quality attributes have met user expectations, but there are several attributes that still need improvement, especially in terms of the speed and accuracy of teacher data monitoring through the Dapodik application. Based on the results of the Importance Performance Analysis (IPA), attributes that need to be prioritized for improvement are services related to data accuracy and procedures that facilitate users. This study provides recommendations for improving the quality of service in TPG distribution to make it more efficient and in line with teacher expectations. .

Abstract

Licensing Management (SIMANIZ) in supporting the quality of public services at DPMPTSP Bojonegoro Regency. This research uses a quantitative approach with survey techniques on 100 respondents of the service user community. A total of 15 service attributes were used to evaluate the performance and level of importance of services, which were then analyzed using the (IPA) method. The results showed that the majority of attributes were in a strategic position with high performance and importance values. This finding indicates that the SIMANIZ application has played a role in improving the speed, efficiency, and accessibility of public services. However, some attributes are in priority areas for evaluation, especially related to service speed and continuity of system development. This study recommends the need for continuous improvement of service features that are considered important by the community in order to achieve digital services that are effective, adaptive, and oriented to the needs of service users.

Abstract

Tripe Helix's Approach to Equitable Educator Quality Policy in the Era of Decentralization. One of the findings in the obstacles to the implementation of educational decentralization is the equal distribution of teaching staff equality. The efforts made by the central government to improve the standard of national education are carried out against the backdrop that it is on its way to achieving the goal of creating superior human resources. It is difficult to find human resources who are both academically capable and emotionally robust. In the decentralized age, this article seeks to offer a "triple helix" strategy for educational equity policies. For municipal leaders to succeed in decentralization, innovation and creativity are crucial. To achieve outcomes aimed at a national or even international level, leaders must be adept at managing local resources. In the spirit of NPM, where there is cooperation between the public and private sectors, the idea of decentralization is implemented. The Triple Helix theory is consistent with the ideas of decentralization and NPM. It was first popularized by Etzkowitz and Leydesdorff as a way to develop innovative policies. A literature analysis was the research methodology used. The information that the author used to create this article came from a study of several pertinent texts and research studies. This article's findings use the Triple Helix approach to achieve a balanced distribution of educators with the necessary credentials.

Abstract

This research aims to evaluate government policy in the form of Government Regulation Number 13 of 2020 concerning Appropriate Accommodation for Learners with Disabilities and the changes brought about by the policy. To support education for children with disabilities in getting an education by guaranteeing accommodation in disability limitations there are physical, intellectual, mental, and sensory. This consists of budget or funding assistance, facilities and infrastructure, educators and education personnel, and an education curriculum that supports the learning process of children with disabilities. This research method uses systemic literature review and meta-analysis in policy evaluation by determining strategies and criteria for systematic literature review searches. The results of the literature review are then analyzed using formal evaluation to produce reliable and valid information about policy outcomes that have been officially announced as policy program objectives. The results of this study show promising early results in inclusive education, where students with disabilities can participate in learning activities well. People with disabilities have an equally strong passion for learning independence and social equity for all. Coordination between institutions, stakeholders, and parties related to learners with disabilities needs to be formulated to support social engagement. The policy has an impact on Objective mapping, Value clarification and Critique, Cross-impact analysis, and Discounting.

Abstract

This study aims to comprehensively analyze the role of the Bojonegoro District Ministry of Religious Affairs in building public participation through strengthening digital literacy based on religious values as an effort to prevent online gambling. The focus of the research problem lies in the low quality of community participation, which is still symbolic and does not yet show active involvement in the planning, implementation, and evaluation of policies. In this context, public participation does not yet fully reflect empowerment but remains at a consultative level without a balanced distribution of power between the government and the community. This study uses Sherry R. Arnstein's Ladder of Citizen Participation Theory to identify the position and dynamics of ongoing participation. The approach used is a qualitative case study with data collection techniques through in-depth interviews, field observations, and documentation analysis. The results of the study show that public participation is still at a tokenistic level, characterized by one-way communication, limited dialogue spaces, and the dominance of top-down policy approaches. Therefore, this study recommends strengthening participatory governance through inclusive dialogue forums, secure and responsive reporting systems, cross-sector collaboration, and the strengthening of digital literacy based on religious values in a sustainable and structured manner.

Abstract

The existence of the Binangun Jati Unggul Village-Owned Enterprise (VOE) as an effort to improve the community’s economy and become a contributor to Village Original Income. This research aims to see problems in the management of VOE, especially in terms of marketing is still low; the author provides alternative ideas to solving the problem. The involvement of technology can create an online marketing system that is useful for the successful management of VOE. The research method used in this research is descriptive qualitative research. The results of this study are Binangun Jati Unggul VOE has not run optimally.  Binangun Jati Unggul VOE is still facing problems related to the quality of human resources minimal, limited capital, and weak marketing. Development style VOE based on digital marketing as an effort to boost marketing The VOE became wider. The presence of advanced technology is a demand of the times that must be met in carrying out agricultural business activities through collaboration and synergy between agricultural economic institutions in serving the farmer’s needs. The application of digital marketing through the innovative farmer market electronic scheme (e-Pasti) is expected to provide solutions to weak marketing systems. Therefore, all agricultural activities run more effectively and efficiently, and the market share is becoming wider, which has a positive impact on the government, farmers, youth, and local communities.

Abstract

This study aims to analyze the transformational leadership style adopted by women leaders in Village-Owned Enterprises (BUM Desa) in transferring positive values, building trust, and innovation during the COVID-19 pandemic. The type of research used is descriptive qualitative research with a case study approach. The methods of data collection used in this study are observation, interviews, documentation, and data triangulation. The findings of this study indicate that: 1) The transformational leadership style in the existence of BUM Desa Binangun Jati Unggul has a strong influence in instilling positive values, being able to inspire subordinates, and being the key to innovative problem-solving. 2) Women have been effective in increasing the productivity of business units and showing the persistence of spirit in the joint movement in facing the COVID-19 pandemic crisis. However, problems are still related to the need for more skill development and the lack of employee independence at work. Women's transformational leadership style has presented a new concept of solid gender characteristics as an asset for a leader in making inclusive and change-oriented decisions. The women's leadership paradigm has underpinned that women can become ideal leaders to be relied upon in building gender equality. This is to achieve the vision and mission goals of Binangun Jati Unggul Village-Owned Enterprise in improving the welfare of the local community.
