Abstract

The use of digital innovation in evaluating public services is crucial to improve transparency, data accuracy, and service quality in line with community needs. However, there is a gap between innovation adoption theory and field practice, particularly in terms of low user participation and suboptimal survey results. This study analyzes the adoption of the SuKma e Jatim application at the Bojonegoro regency public service mall using Rogers’ innovation diffusion theory. The method employed is qualitative, utilizing a case study approach that involves observation, in-depth interviews, and documentation techniques. The data are then analyzed using the Miles & Huberman model, with assistance from NVivo 12 software. The results show the SuKma e Jatim application has relative advantages in the form of a faster, more efficient, and more transparent evaluation process, but its compatibility and ease of use are still influenced by digital literacy and the need for technical assistance. The trial rates low due to a lack of socialization, while observability is high because survey results can be accessed in real-time and used to improve services. This study concludes that SuKma e Jatim has strong potential as a digital innovation in public service evaluation, but its successful adoption requires strengthening socialization, increasing user capacity, and continuous technical development.

Abstract

This study aims to comprehensively analyze the role of the Bojonegoro District Ministry of Religious Affairs in building public participation through strengthening digital literacy based on religious values as an effort to prevent online gambling. The focus of the research problem lies in the low quality of community participation, which is still symbolic and does not yet show active involvement in the planning, implementation, and evaluation of policies. In this context, public participation does not yet fully reflect empowerment but remains at a consultative level without a balanced distribution of power between the government and the community. This study uses Sherry R. Arnstein's Ladder of Citizen Participation Theory to identify the position and dynamics of ongoing participation. The approach used is a qualitative case study with data collection techniques through in-depth interviews, field observations, and documentation analysis. The results of the study show that public participation is still at a tokenistic level, characterized by one-way communication, limited dialogue spaces, and the dominance of top-down policy approaches. Therefore, this study recommends strengthening participatory governance through inclusive dialogue forums, secure and responsive reporting systems, cross-sector collaboration, and the strengthening of digital literacy based on religious values in a sustainable and structured manner.

Abstract

This study aims to analyze stewardship-based accountability in the preparation of the Unit Price Standard (SSH) in Bojonegoro Regency, emphasizing four primary indicators: trust, commitment, collectivity, and responsibility. The research uses a descriptive, qualitative approach through in-depth interviews, observations of the Desk forum, and scrutiny of documents such as the SSH preparation SOP and SSH data for Fiscal Year 2025. The results show that stewardship principles have begun to be integrated into the SSH preparation process, although their practical implementation is not yet fully optimal. Trust is reflected in the transparency of information and honesty of employees, but is still limited by the inconsistent data quality of OPDs. Commitment is evident in officials' readiness to work beyond regular hours and their quick response to revisions, but is hampered by substantial workloads and tight deadlines. Collectivity emerges in cross-OPD teamwork in the Desk forum, although not all OPDs present comprehensive supporting evidence. Procedural accountability appears strong through the existence of SOP and official SSH documents, while substantive accountability is strengthened through Inspectorate supervision and data correction mechanisms. In conclusion, stewardship governance has provided a positive direction toward a more transparent and responsible work culture. However, it still requires strengthening the data system, increasing technical capacity, and shortening the preparation timeline.

Abstract

The implementation of e-Government through application at the Digital Identity (Disdukcapil) of Tuban Regency aims to enhance the efficiency and accessibility of civil registration services for the community. However, the adoption of this application still faces various challenges, including low levels of digital literacy among the public, infrastructure limitations, and technical obstacles. This study aims to evaluate the effectiveness of the IKD application in improving the quality of public services and to identify the barriers faced by the community in using this application. The research method employed is a qualitative approach, utilizing interviews and observations with users of the IKD application and service officials. The findings indicate that although the IKD application has significant potential in supporting e-Government, there are substantial barriers to its adoption, particularly in rural areas with limited internet access. Furthermore, the IKD application is seen as needing enhancement in terms of features and data security to improve user experience and trust. Based on these findings, it is recommended that the government strengthen its outreach efforts, improve application features, and ensure user data security so that the IKD application can be optimized as an inclusive and efficient public service solution.

Abstract

Licensing Management (SIMANIZ) in supporting the quality of public services at DPMPTSP Bojonegoro Regency. This research uses a quantitative approach with survey techniques on 100 respondents of the service user community. A total of 15 service attributes were used to evaluate the performance and level of importance of services, which were then analyzed using the (IPA) method. The results showed that the majority of attributes were in a strategic position with high performance and importance values. This finding indicates that the SIMANIZ application has played a role in improving the speed, efficiency, and accessibility of public services. However, some attributes are in priority areas for evaluation, especially related to service speed and continuity of system development. This study recommends the need for continuous improvement of service features that are considered important by the community in order to achieve digital services that are effective, adaptive, and oriented to the needs of service users.
