Abstract

This study aims to analyze the implementation of good governance principles in Indonesia’s immigration administration, focusing on transparency and accountability aspects. It employs a descriptive qualitative approach through a literature review of scholarly articles, policy reports, and relevant regulations. The establishment of the Ministry of Immigration and Corrections (Kemenimipas) under Presidential Regulation No. 157 of 2024 marks a significant milestone in the institutional reform of immigration services in Indonesia. The findings reveal that transparency is implemented through digitalized services such as M-Paspor and e-Visa, along with public access to information. Meanwhile, accountability is reflected in performance reporting, public complaint systems, and external oversight by institutions such as the Ombudsman. However, a gap remains between theoretical ideals and practical implementation, particularly regarding human resource capacity, technological access, and policy consistency across regions. This study concludes that transparency and accountability are not merely administrative requirements but essential foundations for building high-quality, responsive, and trustworthy immigration services. The study recommends regulatory updates, stronger performance evaluations, and investments in human resources and digital infrastructure.

Abstract

Penelitian ini bertujuan untuk menganalisis dampak kebijakan efisiensi anggaran terhadap pelaksanaan fungsi pengawasan pada Kantor Imigrasi Kelas I TPI Bandar Lampung. Efisiensi anggaran sebagaimana tertuang dalam Inpres Nomor 1 Tahun 2025 membawa konsekuensi terhadap kinerja instansi pemerintah, khususnya pada unit-unit strategis seperti Seksi Pengawasan dan Intelijen Keimigrasian. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan pengumpulan data melalui wawancara dan studi pustaka. Hasil penelitian menunjukkan bahwa efisiensi anggaran berdampak pada menurunnya intensitas pengawasan lapangan, serta menyebabkan keterbatasan dalam penggunaan sarana dan prasarana. Kendala utama mencakup luasnya cakupan wilayah kerja dan minimnya dukungan anggaran operasional. Penelitian ini merekomendasikan optimalisasi pelaksanaan kegiatan dengan mementingkan urgensi dari pelaksanaan kegiatan sebagai strategi mitigasi efisiensi anggaran tanpa mengorbankan efektivitas pengawasan.

Abstract

Artikel ini mengkaji peran strategis Petugas Pengawas Imigrasi Desa (PIMPASA) dalam mencegah Perdagangan Orang (TPPO) dan Penempatan Migran Nonprosedural (TPPM) melalui pendekatan Tata Kelola Kolaboratif. Program Desa Binaan Imigrasi, yang dipimpin oleh PIMPASA, merupakan respons pemerintah terhadap meningkatnya kasus migrasi ilegal dan eksploitasi warga negara Indonesia di luar negeri. Studi ini menggunakan metode kualitatif deskriptif partisipatif, yang mengintegrasikan teori tata kelola kolaboratif, birokrasi tingkat jalanan, dan model jaringan kebijakan publik. Temuan penelitian mengungkapkan bahwa PIMPASA, sebagai agen kolaboratif, berhasil menjembatani kebijakan keimigrasian dengan kebutuhan masyarakat setempat. Keterlibatan tokoh masyarakat, aparat desa, dan lembaga pendidikan memperkuat fungsi pencegahan terhadap TPPO dan TPPM. Studi ini juga menyoroti bahwa efektivitas program bergantung pada sinergi multisektoral, kapasitas komunikasi PIMPASA, dan dukungan kelembagaan yang berkelanjutan. Artikel ini merekomendasikan penguatan kapasitas PIMPASA, digitalisasi sistem pemantauan, dan perluasan kerja sama antarkementerian untuk memastikan keberlanjutan dan skalabilitas program di wilayah lain.

Abstract

Indonesia has been the largest producer and exporter of Crude Palm Oil (CPO) in the world since 2006.However, Indonesia faces complex challenges related to global CPO trade, starting from the global issue of China and the United States trade war, Including other strategic issues. The impact of the complexity of the US and China trade war is hitting Indonesia where palm oil from Indonesia is considered to be old and not environmentally friendly. This will impact market demand and disrupt the stability of national production. So an appropriate policy strategy is needed to manage this. The research objective is used as consideration for stakeholders in reviewing Indonesia's CPO policy in anticipation of the future. The research method uses a sociolegal approach. The research results show that the reasons for the decline in Indonesian CPO exports are the rejection of several European Union countries, which prevented the entry of Indonesian CPO and the influence of the China and United States trade war where soybean and sunflower oil are abundant as boycott between China and the US. Then, to fight against the European Union, Indonesia filed a lawsuit with the WTO, then certification of Palm Oil Plantations in Indonesia as part of the resistance will certainly have a positive impact on Indonesian CPO and developing biodiesel so that CPO consumption is used domestically.

Abstract

The Border Crossings of Indonesia (PLBN) Skouw is one of the main gateways of Indonesia that shares a direct border with Papua New Guinea. To uphold the functions of supervision and maintain national security, the Directorate General of Immigration implements the Border Control Management (BCM) system as the primary instrument in immigration checks. This study aims to evaluate the effectiveness of BCM usage at PLBN Skouw in the context of immigration functions, namely the supervision of foreigners and guarding against cross-border threats. The method used is qualitative descriptive with a documentary study approach and regulatory analysis, supported by secondary data from relevant agency reports. The research results show that the BCM system has supported the efficiency of the inspection and monitoring process of border crossers through the integration of biometric data and facial recognition systems. However, challenges were found in network infrastructure, human resource readiness, as well as the use of unofficial routes by local communities. Therefore, it is necessary to enhance technical capacity, socialize with border communities, and strengthen inter-agency synergy in order to optimize the function of BCM as the main instrument for monitoring and protecting national sovereignty.

Abstract

Anggaran Biaya Tambahan (ABT) merupakan instrumen penting dalam mendukung kelancaran operasional instansi pemerintah, khususnya untuk kegiatan yang bersifat mendesak dan tidak terakomodasi dalam anggaran awal. Penelitian ini bertujuan untuk menganalisis penyerapan ABT di Kantor Imigrasi Kelas I TPI Jambi dan mengevaluasi tantangan serta peluang optimalisasinya. Permasalahan utama yang diangkat meliputi keterlambatan realisasi anggaran, ketidaksesuaian antara rencana penarikan dana dan pelaksanaan kegiatan, lemahnya koordinasi antarseksi, serta belum optimalnya pelibatan indikator kinerja berbasis hasil dalam penyusunan dan evaluasi anggaran. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi terhadap laporan realisasi anggaran, DIPA, serta kalender kerja instansi. Hasil penelitian menunjukkan bahwa kendala struktural dan teknis tersebut menghambat efektivitas pelaksanaan ABT meskipun tingkat penyerapannya tergolong tinggi secara administratif. Sebagai solusi strategis, konsep Beyond Budgeting ditawarkan sebagai pendekatan inovatif yang dapat meningkatkan fleksibilitas dan efisiensi pengelolaan anggaran. Pendekatan ini mengedepankan perencanaan berbasis kinerja, evaluasi berbasis outcome, serta desentralisasi dalam pengambilan keputusan anggaran. Penerapan prinsip-prinsip ini secara bertahap dinilai mampu memperkuat kualitas tata kelola keuangan pada tingkat satuan kerja. Penelitian ini diharapkan menjadi kontribusi konseptual bagi reformasi sistem anggaran publik, khususnya dalam konteks pengelolaan ABT yang lebih adaptif dan berorientasi hasil.

Abstract

The management of immigration authority in Indonesia's border areas faces significant challenges due to overlapping regulations among government agencies, which undermines the effectiveness of surveillance and law enforcement. The urgency of this issue lies in the need for integrated policies to safeguard national sovereignty and security. This study aims to analyze the causes, impacts, and potential solutions to regulatory overlaps in defining immigration jurisdiction in border regions. A qualitative research method was employed, using a case study approach involving in-depth interviews with key informants, document analysis, and thematic analysis based on Edwards III’s policy implementation theory. The findings reveal regulatory disharmony, weak institutional coordination, and limited resources that hinder the effective implementation of immigration policies. This study contributes to the literature on border governance by emphasizing the necessity for regulatory harmonization and cross-sectoral synergy. It concludes that responsive and adaptive policy reform is essential to strengthen Indonesia’s national immigration system. Future research is recommended to broaden the geographical scope and apply a multidisciplinary approach to capture the complexity of border governance more comprehensively.

Abstract

This study aims to analyze the quality of public services at the Immigration Office Class I TPI Jambi, viewed through the lens of community satisfaction as the main indicator. In an era of information transparency and public accountability, the quality of public service reflects the face of government bureaucracy and is directly assessed by its citizens. This research adopts a qualitative descriptive approach, using in-depth interviews, direct observation, and documentation as methods of data collection. The findings reveal that the immigration office demonstrates commendable performance in terms of tangibles, reliability, and assurance. However, there are still challenges in responsiveness and empathy, especially regarding the promptness of service and the ability of officers to engage in empathetic communication. Overall, public satisfaction falls within the "moderately satisfied" category, suggesting room for improvement. The study offers a critical reflection for the institution to enhance its service quality, fostering a more professional, responsive, and citizen-oriented public administration.

Abstract

Digital transformation in public services, particularly through the use of artificial intelligence (AI), has the potential to significantly improve efficiency and the quality of services provided. While AI offers opportunities to accelerate processes, ethical concerns remain central, particularly with regard to fairness, privacy, supervision and accountability. This study uses the application of ethical principles in AI-based public service delivery at the Immigration Office of Kelas I Khusus TPI Semarang as a case study. Adopting a descriptive qualitative approach, the study explores how Indonesian public service officers embody principles such as honesty, trustworthiness, respect for individuals, protection of life, and justice within the framework of AI-assisted passport services. The findings reveal that, although AI has improved efficiency, challenges remain in ensuring equitable access to AI tools among employees, safeguarding personal data and maintaining transparent oversight. Stakeholder involvement and tiered supervision procedures are also crucial for sustaining accountability. Moreover, enhancing human resource preparedness and digital infrastructure is essential to ensure the equitable distribution of AI benefits across all levels of public service. This research provides valuable insights into strengthening the ethical foundations of AI implementation within the public sector, proposing strategic measures to enhance fairness and transparency in Indonesian public service delivery.
