Abstract

East Java is the engine of Indonesia’s economic growth. Nevertheless, this region is still faced with the performance of industrial development, which has yet to increase consistently, thereby worsening efficiency and economic growth. As a result, this paper aims to investigate the causes and consequences of capital efficiency in the context of East Java. This paper produces three results by employing the 3SLS simultaneous equation estimation method. First, this paper demonstrates that industrial development in East Java improves efficiency. Second, improving the education level has a positive effect on capital efficiency. Lastly, an increase in capital inefficiency leads to a negative effect on economic growth in East Java. This study suggests three key policies for accelerating economic growth in East Java: providing incentives to industries that can increase capital efficiency, developing innovations to increase capital efficiency, and improving education quality to encourage increased human resource productivity.JEL Classification: D24, O14, O4How to Cite:Santoso, D. Abstract

East Java is the largest rice producer of all provinces in Indonesia, according to BPS, East Java is able to produce 9.90 million Gabah Kering Giling (GKG), while rice is the staple food source of the majority of Indonesian people. There are several problems related to the agricultural sector in East Java, the most serious problem is the conversion of agricultural land which threatens national food security, It was recorded that in 2019 East Java experienced agricultural land conversion of 9,597 hectares., this has an impact on the decline in rice production in East Java in the span of 2020 to 2022. The allocation of central government funds to the agricultural sector in each region has also decreased due to the Covid-19 pandemic. This study aims to determine the effect of changes in fertilizer subsidy policies, rice harvest area, and Dana Alokasi Khusus (DAK) for Agriculture on rice production in 38 districts/cities in East Java calculated using the panel data regression method.

Abstract

The COVID-19 pandemic has caused the economic growth of East Java to contract. However, not all regions in East Java have experienced a deep contraction. This study aims to estimate the magnitude of the impact of COVID-19 on the regional economic growth of East Java and analyze the impact of COVID-19 on regional growth based on its economic base. This study utilizes the convergence model developed by Barro & Sala-i-Martin, and scatter plot analysis. The results indicate that COVID-19 has caused a contraction in the regional economic growth of East Java through a decrease in sectoral influence. The sector most affected is the mining sector. As a result, spatially, mining areas tend to experience severe contractions, while agricultural areas, which are known for their low prosperity, only experience mild contractions. This condition has contributed to a decrease in the coefficient of interregional inequality in East Java during the pandemic. Considering the importance of the industrial sector in accelerating the resilience of economic growth, an alternative development approach that can be pursued is through the development of agro-industries.

Abstract

As a Province with the highest number of poor-population, East Java was also recognized as a top province in poverty alleviation in 2021 and 2022, Although there are still differences in the levels of poverty among various districts and cities. However, East Java was also ranked as the third province with the highest regional income and holds significant authority in optimizing its local resources, evident from the role of Regional Original Revenue (PAD) in total regional income. Examining regional income, there is no research involving Other Legitimate Revenue as one of the components in poverty alleviation. Therefore, this study aims to explore the role of regional income in poverty alleviation, specifically considering the optimization of fiscal decentralization authority and regional income. Additionally, the research investigates the role of relative poverty in addressing disparities in poverty levels. Utilizing a quantitative research approach with the One Least Square Data Cross Section method, the study indicates that Regional Original Revenue, Transfer Funds, and Overall Regional Income are determinants influencing poverty, while Other Legitimate Revenue does not play a significant role. The conditions of poverty disparity and its alleviation can be addressed through a focus on the quality of education and health as aspects of relative poverty.
