Abstract

The process to establish a planning and budgeting policy in the Directorate for Occupational and Sports Health is very dynamic and it fluctuates according to the goals and priorities of the policy. This research aims to ascertain how far the political aspects influences the establishment process. This research was a qualitative research accomllished through in-depth interviews with related parties. The framework used the planning and budgeting systems model and process/cycle. Results of this research indicated that politics played a major role in the policy establishment process in conflicts, cooperation, and negotiations when setting the size and allocation of the budget and the targets aimed. The main points in the process are the priorities of the program, the fiscal capacity of the nation, and the results of the previous year’s evaluation. We recommend that the human resources of the directorate are equipped abilities to advocate the importance of the occupational and sports health program.

Abstract

Regional Regulation of Lebak District No.17 of 2006 on the Implementation of Order, Hygiene and Beauty is a derivative form of Government Regulation No.109 Year 2012 About Security of Materials Containing Addictive Substance in the form of Tobacco Products for Health. One of the mandate in the regulation is the establishment of Non Smoking Area (KTR) as an effort to protect the public against the health risks caused by the environment contaminated with tobacco smoke. Because health hazards caused by cigarettes not only affect the smokers but also passive smokers. WHO even mentioned that less than 6 million people died from smoking and exposure to cigarette smoke. The purpose of this research is to evaluate the implementation of KTR policy in Lebak District. This research uses Triangulation mix methode, data collection is done with qualitative and quantitative approach. The results obtained only a small percentage of people who adhered to the KTR policy (28%), the community behaved positively for smoking (58%) and high knowledge of cigarette and KTR hazards (58%) and no relationship between behavior and knowledge (p value = 0.075). Implementation of the policy of No Smoking Area has not been effective because there is still a difference between implementation and guidance in the use of Excise Revenue Sharing Fund from the Ministry of Health. Local governments have not been responsive to KTR policy with the issuance of Local Regulations on Non-Cigarette Regions, the formation of supervisory teams and socialization of local regulations. Recommendations that can be submitted are the issuance of Regional Regulations on Non-Smoking Areas, and the perception agreement of the use of Tobacco Revenue Sharing Funds on policy makers.

Abstract

Human Immunodeficiency Virus (HIV) menyebabkan tingginya angka mortalitas dan morbiditas. Konsekuensi lainnya yaitu dapat mempengaruhi kualitas hidup pasien, buruknya kualitas hidup mengakibatkan keterbatasan pada aktivitas fisik dan aktivitas sosial pada pasien HIV/AIDS. Tujuan: mengukur kualitas hidup pasien HIV/AIDS di RSUD Pasar Rebo untuk melihat gambaran kualitas hidup. Metode: Penelitian ini merupakan penelitian observasional dengan desain studi cross sectional. Data diperoleh menggunakan kuesioner European Quality of Life 5 Dimension 5 Level (EQ-5D-5L) untuk mendapatkan nilai utility dengan value set Indonesia dan nilai Visual Analog Scale (VAS). Pengambilan sampel dilakukan dengan consecutive sampling dimana sampel diambil berdasarkan subyek yang datang dan memenuhi kriteria inklusi. Hasil: Hasil penelitian menunjukkan mayoritas responden pada semua domain dilaporkan tidak terjadi masalah pada pasien HIV/AIDS namun kecemasan/depresi merupakan domain yang dilaporkan memiliki banyak gangguan/masalah pada pasien HIV/AIDS. Berdasarkan penilaian kualitas hidup dengan kesioner EQ-5D responden didapatkan sebanyak 56.8% responden memiliki kualitas hidup yang baik. Hasil uji bivariat menunjukkan bahwa terdapat hubungan yang bermakna antara pekerjaan dengan kualitas hidup (p=0.020) begitu juga terdapat hubungan yang bermakna antara status pernikahan dengan kualitas hidup (p=0.019).

Abstract

Pemanfaatan media sosial telah terbukti menjadi strategi yang efektif dalam meningkatkan brand awareness rumah sakit, khususnya di tengah persaingan industri kesehatan yang semakin kompetitif.. Penelitian ini bertujuan untuk mengkaji bagaimana media sosial dapat meningkatkan kesadaran merek rumah sakit melalui tinjauan literatur. Metode penulisan tinjauan literatur ini berdasarkan database Google Scholar, ProQuest,  Scopus, dan Science Direct dengan rentang tahun publikasi 2019–2024. Hasil penelitian menunjukkan bahwa media sosial seperti Instagram dan Facebook secara signifikan meningkatkan brand recall dan recognition, memungkinkan rumah sakit menjangkau audiens lebih luas, menyampaikan informasi kesehatan secara interaktif, dan memperkenalkan layanan unggulan mereka. Strategi seperti penggunaan konten visual, testimoni pasien, dan acara daring terbukti efektif dalam memperkuat kesadaran merek. Melalui platform ini rumah sakit dapat menjangkau audiens yang lebih luas, menyampaikan informasi kesehatan secara interaktif, serta memperkenalkan layanan unggulan mereka Strategi seperti konten visual, testimoni pasien, dan acara daring terbukti memperkuat kesadaran merek. Meskipun demikian, tantangan seperti konsistensi pesan dan pengelolaan konten yang relevan masih perlu diperhatikan. Kesimpulannya, pemanfaatan media sosial secara strategis dapat meningkatkan brand awareness rumah sakit, memperkuat citra positif, dan membangun kepercayaan masyarakat terhadap layanan kesehatan. Pemanfaatan yang terintegrasi dengan pendekatan pemasaran digital dapat memberikan dampak positif terhadap kepercayaan dan loyalitas pasien, sekaligus memperkuat daya saing rumah sakit dalam industri kesehatan.

Abstract

The process of treating patients in hospitals generally takes a long time and costs a lot. This can cause various problems, such as overcrowding of inpatient rooms, long queues of patients, and increased health care costs. Early discharge planning (EDP) is a strategy that can be used to reduce the length of patient care and health care costs. The aim of this research is to analyze the EDP implementation process at X General Hospital from March-May 2024. This research method uses descriptive research methods. Data collection techniques in this research are observation, interviews and literature study. The data that has been collected is then analyzed using the univariate method with the help of a fishbone diagram. The research results show that X General Hospital faces a number of challenges in implementing the H-1 discharge planning strategy. Some of the problems identified include lack of uniformity of understanding among doctors in charge of patients (DPJP) regarding the H-1 discharge planning program, lack of DPJP participation in socializing the program, lack of communication standards between patient care officers (PPA) regarding the H-1 discharge planning program to patients and their families, the absence of a policy regarding compensation fees for DPJP on the day the patient is discharged if no visit is made, lack of standardization in communication regarding patient discharge, as well as less than optimal coordination between PPA via telephone or WhatsApp, and also a lack of effective coordination with third parties or guarantors via telephone or email.

Abstract

Social media has become a strategic platform in healthcare communication, including for education and institutional branding. This study aims to explore the use of Instagram by Aysha Islamic Hospital as a medium for health education and strengthening the image of the institution. The approach of this research is qualitative descriptive with a case study method. Data was obtained through observation of @rsislamaysha's official Instagram account, interviews with the digital marketing team, and digital documentation. The results showed that Instagram was actively used to deliver educational content, service promotions, patient testimonials, and hospital social activities. Visual communication strategies, integration of Islamic values, and two-way interaction are the main strengths in building relationships with audiences. However, the main challenge faced is that the quantitative content effectiveness evaluation system is not optimal. Findings support the critical role of social media that social media has an important role in increasing public health literacy and strengthening the branding of health care institutions.

Abstract

Aims: This study aims to analyze the extent to which national and regional stunting prevention policies in Indonesia, particularly in Karawang Regency, accommodate the needs of pregnant women working in industrial sectors. It examines whether current policy content effectively addresses occupational vulnerabilities and supports the first 1, 000 Days of Life initiative. Methods: A qualitative content analysis approach was employed using document analysis guided by the Ready, Extract, Analyze, and Distill (READ) method. Four policy documents were examined: Presidential Regulation No. 72 of 2021 and three regional policies in Karawang after 2021. Dunn’s Public Policy Analysis framework was used in this study. Results: The findings reveal seven themes of policy focus: government support, community empowerment, access to quality maternal healthcare, health human resource development, optimization of community health cadres, integration of data and information systems, and strengthening research and innovation. While pregnant women were identified as the target group, none of the policies explicitly included pregnant workers as a distinct subpopulation. The interventions mentioned in the policies are community-based and have a high risk of inaccessibility to industrial workers.   Conclusion: Stunting prevention policies in the Karawang Regency have yet to operationalize an inclusive, context-sensitive approach for pregnant workers. The revised policies must align with international maternity protection standards and adopt workplace-based intervention models.

Abstract

The development of Sharia hospitals represents a unique integration of Islamic values into healthcare services, fostering new avenues for economic growth. This study has three key objectives: (1) examining factors contributing to the establishment of Sharia hospitals, (2) analyzing the essential elements of Sharia hospital development using the Business Model Canvas (BMC) to ensure sustainability; and (3) assessing Sharia hospitals' potential to drive economic growth. Through a mixed-methods approach, quantitative data were collected from 619 patients and 149 respondents, while qualitative insights were gathered through focus group discussions and in-depth interviews with stakeholders including hospital managers and policymakers. Results indicate that Sharia hospitals report higher levels of patient satisfaction and loyalty compared to non-sharia hospitals, with significant emphasis on service quality, and experiential marketing. The integration of Islamic financial instruments such as Zakat, Infak, Sedekah, and Wakaf (ZISWAF) also enhances financial accessibility for underserved populations, promoting equitable healthcare. Indonesia also has the opportunity to open up Muslim-friendly health tourism destinations, attracting patients from other Muslim-majority countries. The growth of Sharia hospitals also contributes to the expansion of the halal ecosystem in Indonesia. This is not only beneficial for the health sector but also drives economic growth. Abstract

Tata Kelola Mutu Puskesmas merupakan pengelolaan terhadap tingkat layanan kesehatan untuk individu dan masyarakat yang dapat meningkatkan luaran kesehatan yang optimal. Penerapan tata kelola mutu melalui tiga komponen yaitu struktur/input, proses dan output. Input terdiri dari sumber daya manusia, sarana dan prasarana, ketersediaan anggaran, komitmen pimpinan dan staf, serta pengorganisasian. Penelitian ini bertujuan untuk menganalisis implementasi tata kelola mutu dalam pencapaian Indikator Nasional Mutu (INM) di Puskesmas Kota Depok, Provinsi Jawa Barat, selama periode tahun 2022-2023. Penelitian ini menggunakan pendekatan kualitatif dengan design studi kasus, Hasil penelitian pada faktor input sudah berjalan namun beberapa factor tidak sesuai standar. Pada faktor proses USEPDSA belum berjalan yaitu pada proses Do/pelaksanaan pengukuran INM belum sesuai, pada Study/ evaluasi pembelajaran belum dilakukan monitoring evaluasi secara berkala dan kaji banding, Pada proses Act / standarisasi belum dilakukan. Pada faktor Output, capaian prioritas INM tahun 2022 dan 2023 tidak terjadi peningkatan. Kesimpulan tata kelola mutu dalam pencapaian Indikator Nasional Mutu (INM) belum diimplementasikan secara optimal. Pemenuhan faktor input dan optimalisasi proses perlu diupayakan dengan dukungan dari Dinas Kesehatan.

Abstract

Tingginya harga minyak dunia mengakibatkan pemerintah Indonesia di bawah pimpinan Susilo Bambang Yudhoyono (SBY) harus mengurangi subsidi Bahan Bakar Minyak (BBM). Hal ini berdampak pada kenaikan harga BBM sebanyak tiga kali yaitu pada Maret 2005 (kenaikan harga berkisar 60 persen), Oktober 2005 (sekitar 108 persen), dan Mei 2008 (sekitar 30 persen). Kebijakan ini dimaksudkan agar dana yang diperoleh dari pengurangan subsidi BBM dapat dipindahkan alokasinya untuk empat program utama bagi penduduk miskin dan tidak mampu. Program-program tersebut adalah Bantuan Langsung Tunai, Bantuan Operasional Sekolah (BOS), pelayanan kesehatan gratis, dan infrastruktur desa. Studi ini bertujuan untuk menilai secara umum pelaksanaan Program Kompensasi Pengurangan Subsidi Bahan Bakar Minyak (PKPS-BBM) pada periode 2005-2006. Sedangkan pendekatan kualitatif dan kuantatif digunakan dalam penelitian ini melalui telaah dokumen dan wawancara. Adapun realisasi PKPS BBM di Nusa Tenggara Barat (NTB), Kalimantan Timur (Kaltim), dan Kota Bogor dinilai belum optimal disebabkan perbedaan jumlah sasaran dan standar utilisasi antara masing-masing daerah dengan pusat mengingat perbedaan kondisi geografisnya. Meskipun demikian, masyarakat miskin cukup puas dengan program pelayanan kesehatan gratis walau pelaksanaan program tersebut belum sepenuhnya tepat sasaran dan masih dapat ditemukan sejumlah iuran yang harus dibayar masyarakat miskin. Unavoidable raise of international fuel prices had forced Government of Indonesia under the leadership of Susilo Bambang Yudhoyono (SBY) to reduce fuel subsidies. These happened in March 2005 (fuel prices increased approximately 60 per cent), October 2005 (with 108 per cent rise in fuel prices), and May 2008 (which increased the fuel prices for around 30 per cent). The point of this policy is that the government has intention to re-allocate the funds from reduced fuel subsidies to four main programs for poor people such as direct compensation (payment of 100,000 Indonesian Rupiah, or about US$10, to 15 million families, or one quarter of the population, through the state postal and banking system), school operational assistance, free health service, and rural infrastructure program. The objective of this study is to evaluate the Fuel Subsidy Reduction Compensation Program (Program Kompensasi Pengurangan Subsidi Bahan Bakar Minyak (PKPS-BBM)) during the period 2005-2006 in general. Quantitative and qualitative approaches are used in this research through document analysis and in-depth interview. PKPS BBM program implementation in Nusa Tenggara Barat, Kalimantan Timur, and Bogor City are not yet optimal because of the dissimilarity on number of target and standard of utilisation in each region, considering differences in their geographical conditions. However, poor people are quite satisfied with free health services although the realization did not touch the target completely. Moreover, there still exists expense charged to poor people.
