Abstract

The purpose of this study is to analyze the performance results of five regional apparatus organizations in six mandatory affairs that are not related to basic services. By designing and using a concurrent embedded method approach with comparative descriptive analysis techniques on the LKPJ-2021 document from five regional apparatus organizations. From the results of the study, it was found that (1) the level of conformity and efficiency between budget absorption and the achievement of performance targets in each regional apparatus organization was not optimal, (2) the licensing and non-licensing performance targets were 6,000 permits and non-permits were realized as many as 5,564 permits. This achievement is constrained by Law No. 11, 2020 concerning Job Creation and PP No. 5, 2021 concerning the Implementation of Risk-Based Licensing, (3) settlement activities for compensation and development compensation by the district government with a performance target of 25 plots of land, but the realization results are nil, and (4) technical services, which leave a budget allocation of at least The largest is the Department of Communication and Information, which is Rp. 16,666,316.020.00 or 35.80%. Based on these findings, it is suggested to policymakers to (1) further improve budgeting estimates related to the achievement of performance targets, (2) further strengthen the management of data and information on integrated electronic-based licensing and non-licensing supported by adequate infrastructure, human resources, OSS-BRS, LAPERON, and TRUST applications, and (3) the solution to land problems is prioritized.

Abstract

Taxes are the government's primary tool for collecting revenue, but their implementation presents challenges such as deadweight loss, market shrinkage, and impacts on welfare and economic efficiency. Appropriate tax policy is needed to optimize state revenue while maintaining market balance and public welfare. The purpose of this study is to deeply analyze how tax policy affects market dynamics and economic welfare, both on the producer, consumer, and government sides. This research uses a qualitative literature review approach to analyze the impact of tax policy on market dynamics and economic welfare. Data was gathered through documentation from academic sources such as Google Scholar, PubMed, and ScienceDirect, focusing on publications from the last five years. The data was analyzed in three stages: reduction, presentation, and conclusion drawing, to provide a comprehensive, evidence-based understanding and policy recommendations. The study finds that tax policy implementation often results in deadweight loss, reflected in the decrease in total surplus for both producers and consumers. Taxes on elastic goods and services tend to severely impact welfare, highlighting the need for more careful policy design. High tax rates can shrink the market size, ultimately reducing government revenue. Policymakers must balance elasticity levels between producers, consumers, and tax rates to optimize both economic welfare and state revenue. To improve effectiveness, concrete policies are needed, such as progressive tax rates, regular monitoring of tax impacts, and incentives for certain sectors.

Abstract

This research aim to identify the impact of tourism development from economic, social, cultural, and environmental aspects in Gumbrih Village and has never been studied comprehensively. The qualitative method is carried out by interviewing stakeholders to obtain in-depth information. The results from observations and interviews generally concluded that the impact of tourism development in Gumbrih Village has not yet had a real impact on economic, social, cultural, and environmental aspects. This is due to the impact of the Covid-19 pandemic being felt by the community. However, from the economic aspect before the pandemic, it was able to create jobs in businesses, but the income earned was not optimal because visitors who came still relied on the local community. From the social and cultural aspects, the community is starting to realize the importance of preserving cultural heritage, especially in indigenous culture and art because it can become one of the tourist attractions that can be developed. The development of tourism regarding environmental aspects can be maintained properly, but the community is still guided by the concept of "Tri Hita Karana" because the community believes that tourism development cannot be separated from efforts to protect the natural surroundings. This is supported by government regulations to protect the environment. Suggestions to the tourism village manager to provide a clear understanding of the tourism village development program and collaboration between elements of the village government needs to be established so that the community feels the real impact of the tourism village development.

Abstract

Tourist villages are a driving factor in increasing tourist visits, but the COVID-19 pandemic has had an impact on the development of tourist villages. The decline in tourist visits and people's income is one of the pandemic's impacts. This research was to examine the potential of Gumbrih Village as a tourist village destination to support sustainable tourism. This study employs a qualitative descriptive method, using the Ministry of Tourism and Creative Economy's tourist village guidelines, which comprise six criteria, as the basis for measurement. The sources of this study were community groups directly involved in tourism services and the village government. The study showed that Gumbrih Village is still suitable as a tourist destination, but some of its tourism potentials are decreasing in number. This is due to a decline in tourist visits, limited financial support, environmental changes, and a lack of coordination in marketing programs. Cooperation between the government and the private sector is necessary to support the sustainable tourism program of Gumbrih Tourism Village. This includes collaborating with hotels and travel agencies on promotional activities, offering training programs, and providing financial support to the local community.

The research was conducted at the Surabaya Embarkation Haji Dormitory with the aim of: mapping potential problems, namely: products, services, management and relevant policies, towards the concept of using Haji dormitories on a par with star hotels to improve the national economy. Problems studied: (1) How to map the potential problem of Haji dormitories equivalent to star hotels to improve the national economy?, (2) What is the concept of using Haji dormitories equivalent to star hotels to improve the national economy? This re-search uses descriptive, qualitative, quantitative methods, star hotel assessment study approaches, as well as community base tourism. Data is analyzed using the theory of hotel and tourism quality standards, and rele-vant theories according to the data found at the research site. Research stages: will produce mapping poten-tial issues and concepts for utilizing Haji dormitories equivalent to star hotels, and strategic policies by formu-lating quality management standards. The results of this research analysis are: Surabaya Haji embarkation dormitories do not meet standards equivalent to star hotels, because there are still many star hotel standard items that have not been met, and if you look at the standard score of a three star hotel between 600-700, and the Surabaya Embarkation Haji Dormitory only meets the score of only 400, or 33.30% less than 100%, with a score range of 1 to 5 then the average score for the Haji dormitory is Surabaya embarkation only reached 3.7. Research is expected to support national economic development programs to increase national income outside of taxes.
