Abstract

Desa Kebakalan Kecamatan Karanggayam, Kebumen, Jawa Tengah merupakan salah satu desa dengan kasus stunting di Kabupaten Kebumen Jawa Tengah. Untuk mengurangi stunting perlu upaya untuk meningkatkan gizi balita salah satunya melalui penambahan protein pada makanan. Pemanfaatan tepung ikan khususnya untuk mengurangi angka stunting balita di Kabupaten Kebumen dilakukan melalui kegiatan Sosialisasi dan Pelatihan Diversifikasi Produk Makanan Balita Berbahan Tepung Ikan. Hasil pelatihan menunjukkan peningkatan signifikan keterampilan peserta dalam mengolah produk berbasis tepung ikan. Beberapa makanan yang dihasilkan adalah Sempol Udang, Bakwan Pontianak, Perkedel, Nugget Kentang dan Bola-bola Tahu. Dampak positif Program ini adalah memperkuat kesadaran peserta akan pentingnya inovasi pencegahan stunting melalui penambahan tepung ikan untuk memperkaya gizi pada makanan balita. Disarankan agar pendampingan lanjutan dilakukan untuk memastikan keberlanjutan penanggulangan stunting dan peningkatan nilai tambah pada produk bernilai jual.

Abstract

Aktivitas penangkapan ikan oleh nelayan di Kabupaten Kebumen mengalami kendala utama terkait dengan kondisi oseanografis dan ketidakpastian musim penangkapan ikan. Saat tidak musim, sebagian nelayan memiliki mata pencaharian lain yaitu bertani, beternak, dan lainnya. Namun tidak semua nelayan memiliki kemampuan tersebut, banyak nelayan yang menggantungkan hidupnya hanya sebagai nelayan. Tujuan penelitian ini yaitu mengidentifikasi potensi wilayah sebagai alternatif kegiatan ekonomi bagi nelayan dan memberikan rekomendasi mata pencaharian alternatif yang tepat bagi nelayan di Kabupaten Kebumen, contoh kasus di Desa Jogosimo. Pengumpulan data peluang kegiatan ekonomi alternatif dilakukan melalui survei potensi wilayah dan studi pustaka. Hasil tersebut selanjutnya dilakukan focus group discussion (FGD) untuk mendapatkan masukan terkait dengan pandangan nelayan terhadap alternatif mata pencaharian tersebut. Analisis data dilakukan secara deskriptif berdasarkan hasil survei lapang dan FGD. Hasil identifikasi lapang dan studi pustaka diperoleh kegiatan ekonomi alternatif yang dapat dilakukan nelayan yaitu kegiatan penangkapan ikan di muara sungai dengan bubu, budidaya/pembesaran kepiting bakau, dan wisata sungai. Hasil FGD diperoleh masukan perlunya inovasi agar alat tangkap bubu tidak hilang saat arus sungai deras. Kondisi mangrove di Desa Jogosimo perlu dilakukan penanaman kembali agar populasinya lebih tinggi, sehingga budidaya ataupun pembesaran kepiting bakau dapat dilakukan. Rekomendasi yang dapat diberikan adalah perlunya mengembangkan wisata sungai melalui integrasi kegiatan penangkapan ikan, pemeliharaan dan pmbesaran kepiting bakau, serta wisata kuliner dan pemasaran produk lokal. Abstract

Indonesia is one of the worlds leading tuna-producing countries. Under the Quota Based Fishing (Penangkapan Ikan Terukur/PIT), its Exclusive Economic Zone (ZEEI) in the Indian Ocean is designated as zone 04 of PIT. This research aims to analyzing the characteristics of tuna fisheries in the zone 04 (Indonesian Fisheries Management Area/IFMA 572 and 573), including tuna production by fishing gear and by port landing, species composition by gear, Landing per Unit Efforts (LPUE) by gear and by tuna species. The most dominant fishing gear for tuna is lines (hand lines, troll lines, kite lines, and rod handlines). Purse seines and longlines also caught a lot of tuna, but their percentages were still lower. The dominant tuna species caught was yellowfin tuna, which came from all types of fishing gear. The average LPUE in 2024 for gillnets was 28.6 kg/days, lines 56 kg/days, purse seine 161 kg/days, longline 58.5 kg/days, and pole and line 268 kg/trip/day. The abundance of ALB was highest in July, but the trend has been increasing since March and began to decline in last year. Pole and line and purse seine were the most productive fishing gear for catching tuna. The abundance of YFT varied greatly with high abundance in March, July, and October. The abundance of BET was high in February, July, and September. SBT is highly abundant in March, April, and July, with some months being empty. Abstract

Shark resources are highly vulnerable to overfishing pressure. The conservation status of several shark species in Indonesia is listed in the Red List of the International Union for Conservation of Nature (IUCN) and Appendix II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). However, violations of laws and regulations related to the utilization of shark species in Indonesia still occur. These conditions necessitate an effective monitoring and surveillance system to support the sustainable and responsible management of shark species. This study aims to develop a surveillance model for utilizing shark species at the Cilacap Oceanic Fishing Port using a systems approach. The stages of the systems approach applied in this study include needs analysis, problem formulation, system identification, and system modeling. The results reveal that the current surveillance system for shark utilization still faces various challenges that hinder its effectiveness. These issues include a lack of synergy among mandate holders, weak law enforcement, insufficient institutional support, misalignment between existing standard operating procedures and budget allocations with actual needs, limited capacity of fisheries inspectors, low awareness and understanding of legal obligations, suboptimal use of surveillance facilities and infrastructure, and the continued occurrence of unreported fishing. In response to these issues, this study proposes a surveillance model that integrates four sub-models: (1) the regulatory and institutional sub-model, (2) the surveillance procedures and budget sub-model, (3) the human resources sub-model, and (4) the facilities and infrastructure sub-model. This integrated model is expected to address the root causes of the problems and enhance the overall effectiveness of shark utilization surveillance. Abstract

Palabuhanratu merupakan pusat kegiatan potensial perikanan tangkap di Kabupaten Sukabumi. Salah satu tangkapan ikan yang dominan didaratkan di lokasi ini adalah kelompok jenis ikan pelagis. Kelompok jenis ikan pelagis memiliki sifat bergerombol (schooling) dalam bermigrasi. Sebaran dan kelimpahannya dipengaruhi oleh beberapa parameter oseanografi seperti suhu permukaan laut, konsentrasi klorofil- a, salinitas, arus hingga kedalaman perairan. Keberhasilan upaya penangkapan ikan sangat tergantung pada ketepatan dalam memprediksi daerah penangkapan. Pendugaan daerah penangkapan ikan, dapat dilakukan dengan pemahaman terhadap kondisi parameter oseanografi. Data parameter oseanografi selain berasal dari hasil pengukuran in-situ juga dapat memanfaatkan data hasil pantauan sensor satelit penginderaan jauh. Penelitian ini mengkaji kesesuaian habitat ikan pelagis berbasis kondisi oseanografi hasil pengukuran sensor satelit penginderaan jauh. Analisa kesesuaian habitat menggunakan pemodelan Maximum Entropy (Maxent).  Hasil analisa kemudian ditransformasikan untuk menduga zona potensial penangkapan ikan dalam bentuk model. Hasil yang diperoleh menunjukkan nilai uji kontribusi dan jackknife yang menyatakan salinitas sebagai parameter oseanografi yang memiliki tingkat informasi paling tinggi dalam pembangunan model. Response curve menunjukkan parameter klorofil-a yang optimal bagi ikan pelagis pada rentang 0,015 mg/m3 hingga 0,25 mg/m3, suhu optimal pada rentang 26,3 oC hingga 27,7oC, kecepatan arus yang optimal pada 0,37m/s, salinitas yang optimal berkisar 32,15 PSU hingga 32,5 PSU dan batimetri yang optimal pada kedalaman 200 hingga 5000 meter.Palabuhanratu is a potential activity for capture fisheries in Sukabumi Regency. One of the dominant fish catches landed at this location is the pelagic fish species. The pelagic fish species has a schooling characteristic in migrating. Their distribution and abundance are influenced by several oceanographic parameters such as sea surface temperature, chlorophyll-a concentration, salinity, currents, and depth of the waters. The success of fishing efforts is very dependent on the accuracy in predicting the fishing area. Estimation of fishing areas can be done by understanding the condition of oceanographic parameters. Apart from in-situ measurement results, oceanographic parameter data can also utilize data from monitoring by remote sensing satellite sensors. This study examines the suitability of pelagic fish habitat based on oceanographic conditions measured by remote sensing satellite sensors. Habitat suitability analysis using Maximum Entropy (Maxent) modeling. The results of the analysis are then transformed to estimate potential fishing zones in the form of a model. The results obtained show the contribution and jackknife test values which state salinity as an oceanographic parameter that has the highest level of information in model development. The response curve shows the optimal chlorophyll-a parameters for pelagic fish in the range of 0.015 mg/m3 to 0.25 mg/m3, optimal temperature in the range of 26.3oC to 27.7oC, optimal current velocity of 0.37m/s, Optimal salinity ranges from 32.15 PSU to 32.5 PSU and optimal bathymetry at depths of 200 to 5000 meters.

Abstract

This study is motivated by the importance of operational efficiency in fishing ports in addressing the dynamics of vessel arrivals and limited service facilities. The objective of this study is to analyze a fishing vessel queue model to optimize port operations at the Palabuhanratu Port based on existing facility conditions. The methods used include field observation, interviews, and quantitative analysis using a queue model with a Poisson distribution approach for vessel arrivals and an exponential distribution for service. The results of the analysis show that the queue system follows the (M/M/5):(FCFS/~/~) model with five service points operating in parallel. The vessel arrival rate is relatively low compared to the service capacity, so that the port is in an under capacity condition with a high probability of an empty system and almost no waiting time in the queue. To improve optimization, scenarios were carried out to increase the number or frequency of vessels in several vessel size categories, namely 21 vessels (21–30 GT), 63 vessels (5–10 GT), 12 vessels (11–20 GT), 123 vessels (5–10 GT), 7 vessels (51–100 GT), 5 vessels (101–200 GT), 31 vessels (5–10 GT), and 4 vessels (11–20 GT). Simulation results show that the addition is able to increase the utilization of port facilities without causing significant queues, so that operational efficiency can be improved sustainably.

Abstract

Pelabuhan Perikanan Nusantara (PPN) Sungailiat sebagai salah satu lokasi pendaratan hasil tangkapan cumi-cumi dengan produksi cenderung menurun pada periode 2017–2021. Penurunan produksi cumi-cumi diduga dipengaruhi oleh tekanan eksploitasi, perubahan iklim, dan aktivitas penambangan timah laut. Keberlanjutan cumi-cumi dapat terancam mengingat tingginya sensitivitas cumi-cumi terhadap perubahan kondisi perairan. Penelitian bertujuan mendeskripsikan alat penangkapan cumi-cumi di PPN Sungailiat dan menganalisis dinamika ekologi perikanan cumi-cumi di perairan Bangka Belitung periode 2017–2021. Data unit penangkapan diperoleh melalui observasi dan wawancara nelayan, sedangkan data oseanografi diperoleh dari citra penginderaan jauh (remote sensing). Analisis data meliputi analisis deskriptif, analisis CPUE, analisis indeks musim penangkapan, dan analisis temporal. Hasil penelitian menunjukkan bahwa alat tangkap utama cumi-cumi di PPN Sungailiat adalah pancing ulur yang didominasi kapal berukuran ≤ 5 GT. Rata-rata nilai CPUE lebih tinggi pada musim timur dibandingkan musim barat. Musim puncak penangkapan terjadi pada bulan Agustus–November. Distribusi klorofil-a lebih tinggi saat musim timur, suhu permukaan laut relatif hangat pada musim timur hingga peralihan, dan salinitas berada pada kisaran optimal (± 31,5–33,0 PSU). Interaksi antara faktor oseanografi dan musim penangkapan memengaruhi dinamika hasil tangkapan cumi-cumi di perairan Bangka Belitung.

Abstract

The utilization of shark species in Indonesia still encounters legal violations, thus necessitating an effective surveillance system. This study aims to identify the issues within the surveillance systemregarding the utilization of shark species at the Cilacap Ocean Fishing Port (PPS Cilacap). The studyuses a system approach, limited to the system analysis stage. The results showed that there are stillproblems in the shark species utilization monitoring system at PPS Cilacap. These problems resultin violations that continue to occur, especially concerning the legal regime of Regional FisheriesManagement Organizations (RFMOs). The problems identified in the conclusions of this study coverseveral aspects. Regarding regulations and institutions, the mandate holders lack synergy, lawenforcement remains weak, and support from management institutions for surveillance agencies isinsufficient. Regarding surveillance procedures and budget, the existing standard operatingprocedures (SOPs) do not represent surveillance needs in accordance with legal regulations onshark management, and the available budget is inadequate. Regarding facilities and infrastructure,surveillance facilities for shark species have not been utilized at PPS Cilacap, and unreported fishingstill occurs. Regarding human resources, the number of fisheries inspectors does not meet actualneeds, while vessel captains and owners' knowledge and legal awareness remain limited. Toaddress these issues, the recommended strategies include the maintenance and development ofport facilities at PPS Cilacap, the integration of information systems among institutions, thedissemination of shark governance, the recruitment, education, and training of fisheries inspectors,the revision of SOPs, and comprehensive law enforcement.  Keywords: PPS Cilacap; shark; surveillance system

Abstract

Indonesian fishing communities possess unique social characteristics due to their dependence on the sea as their primary source of livelihood. Despite abundant coastal and marine resources, fishers often remain trapped in cycles of structural poverty. The primary factors contributing to this include limited human resource quality, restricted access to technology, and limited market and capital control. Fishermen face low income due to challenges in employment relationships because the fishermen’s social dependence on ship owners, which results in unilateral control over market access and selling prices. Additionally, issues persist regarding competency enhancement, occupational safety, and facility support. This study aims to identify social behaviors that require intervention to improve social norms in the working relationships between ship owners and fishermen in Kupang City. Employing a soft systems methodology, the research identifies social issues necessitating intervention in the interaction patterns among fishermen, ship owners, and other stakeholders. The study yields three root definitions. First, local governments, fishing ports, along with ship owners are creating a competency improvement program for fishermen, through the implementation of independent training to achieve enhanced skills, workplace safety, and professionalism of fisheries human resources. Second, the local government, ship owners and fishermen's organizations, established a mediation and labor relations management system through a fair profit-sharing mechanism and clear work regulations. Third, local governments, fishermen's organizations and related institutions, are designing a system of protection and independence for fishermen through strengthening market access, financial management, and alternative livelihoods, to improve welfare and reduce vulnerability.

Abstract

Fish Landing Bases Pasir, Karangduwur, and Argopeni are centers of fishing activities in Ayah District Kebumen Regency. Most fisher have limited knowledge related to the sustainability of fish resources, environmentally friendly fishing technology, good fish handling, and business management. Community service activities for Lecturers Returning to Kampung IPB are carried out to increase the capabilities of fishers in Kebumen Regency through the implementation of good practices in sustainable capture fisheries. Activities are carried out in three stages, namely: 1) Exploration of issues and problems; 2) Program implementation; and 3) Follow-up. The results of the activity show that the deepening of issues and problems becomes the basis for focusing on the preparation of implementation materials. Dissemination and discussions have been effective in increasing stakeholders' understanding of good practices in sustainable capture fisheries. As a follow-up activity, fishermen's capabilities need to be continuously improved in terms of catching lobsters that are already fit for catching, doing good fish handling for export commodity fish starting from the catching process to marketing distribution, processing abundant fish during the fish season, as well as effective business and financial management to address to the presence of seasonal fish.
