Abstract

Although tuna fisheries have significant role on Indonesian fisheries, concept for integrated tuna fisheries development in South Java Waters have not been implemented yet.  This study was aimed to design model for tuna fisheries development in South Java Waters.  Because of fisheries is a complex system, therefore the system approach was applied in this study.  The system design, named SIMPENA model, consist of three submodels, there are (1) fisheries business (USAHA), (2) fishing port requirement: functionality and accessibility (PELABUHAN), and (3) policy and institution (LEMBAGA).  The result of this study indicated that the tuna business is a very high risk business.  Government policies which contribute a little support to the business cause a big impact for the business continuity.  There is only a few number of fishing port that could support the tuna business in this region, namely PPS Cilacap and PPN Palabuhanratu.  The development strategic analysis by using interpretative structural modeling technique resulted seven elements which playing an important role for succeeded the system.   Key words: system design, development, fisheries, tuna, South Java Waters

Abstract

Tuna revitalization program undertaken by PPN Ternate indicate a change in the management offish resources and the expansion of seed not only focus on skipjack but also on tuna resources. Perceptions ofstakeholders have an important role and is affecting their engagement towards fisheries management system thatwill be applied. The study was conducted during the two months of January and February 2013 with interviewsand surveys. Perception analysis be descriptive of the factors that influence the tuna fishing effort in PPN Ternate,deskriminan multiple testing using the equation to obtain a perceptual map (perceptual map). Public perceptionof tuna landed in PPN Ternate can provide a proof of the success of the tuna revitalization program undertakenby PPN Ternate. Based on the results of research conducted can be concluded that the tuna fishing business isgrowing and should continue to be developed.Keywords: Perception, PPN Ternate, stakeholder, tuna

Abstract

Faculty of Fisheries and Marine Science, Bogor Agricultural University, has been running a sustainable quality assurance system in both academic and non-academic fields. The success of academic management can be examined through the achievement of established performance indicators. This study aimed to analyze the performance of undergraduate academic program in the period of 2005—2013. Thus, it also aims to investigate the causes of the decline in the achievement of academic performance indicator. The results showed that the achievement of FPIK performance indicator in 2013 was 81.45%. This value decreased compared to that in 2012 i.e. 85.09%. The achievement of academic performance indicators of undergraduate program in 2013 was 7.99%, decreasing from the previous year of 11.2%. For the past decades, FPIK has put efforts to improve its achievement of performance indicator in the perspective of quality assurance. By referring to SWOT analysis, strategies are formulated to improve the qualities of input, process and output. To ensure the continuous improvement of qualities, quality assurance strategy is adopted.Keywords: performance indicator, quality assurance, continuous improvementABSTRAKFakultas Perikanan dan Ilmu Kelautan, Institut Pertanian Bogor, telah menjalankan sistem penjaminan mutu yang berkelanjutan dalam bidang akademik dan non akademik. Keberhasilan pengelolaan bidang akademik dapat dilihat pada pencapaian indikator kinerja yang telah ditentukan. Dalam penelitian ini, bertujuan untuk menganalisis pencapaian kinerja bidang akademik program sarjana pada periode 2005–2013. Dalam penelitian ini juga bertujuan mempelajari penyebab penurunan pencapaian indikator kinerja bidang akademik. Hasil penelitian menunjukkan bahwa pencapaian indikator kinerja FPIK tahun 2013 sebesar 81,45%. Nilai ini menurun dibandingkan dengan pencapaian kinerja tahun 2012 sebesar 85,09%. Pencapaian  indikator kinerja bidang akademik program sarjana pada tahun 2013 sebesar 7,99%, nilai ini turun dari tahun sebelumnya sebesar 11,2%. FPIK telah melakukan banyak hal untuk meningkatkan pencapaian indikator kinerja dalam perspektif penjaminan mutu untuk dekade terakhir. Dengan analisis SWOT dihasilkan strategi untuk peningkatan kualitas input, proses dan output. Untuk menjamin perbaikan perbaikan mutu yang berkelanjutan digunakan strategi penjaminan mutu. Abstract

ABSTRACTKarimunjawa National Park (KNP) consists of 7 zones i.e., core, protection, tourism, residence, rehabilitation, cultivation, and traditional fisheries utilization zone. Fishing activities in the traditional fisheries utilization zone (TFUZ) was not optimal because of limited of fishing zone information. The objective of this study was to determine the fishing zone based on major fish for each fishing gear. This study was conducted in KNP from October to December 2009. The major fish resources were determined through analyses of comparative performance index (CPI). Fish resource potential was analyzed by bio-economic model. The existence of fish resources were used as a basis of arrangement of fishing gear arround the fishing zone, through consideration of fishing gear characteristics, the characteristics of waters, the probabilities of conflict, degradation of fish resources, and regulations. Map of fishing zones were created using geographicl information system. Results showed that potential fishes around the TFUZ were reef fishes such as trevallies, yellow tail, and grouper. The potency of reef fishes was about 149 tons/year and pelagic fish of 19,080 tons/year. Fishing zones around the TFUZ consisted of (1) area of 0-3 miles from coastal line which was allocated as the fishing zone of reef fishes using hand line and fish trap, (2) area of 3-4 miles from coastal line which was allocated as demersal fishing zone using bottom gillnet, (3) area of 0-4 miles from coastal line which was allocated as pelagic fishing zone using surface gillnet, and (4) area that more than 4 miles which was allocated as pelagic fishing zone using dynamic fishing gear (troll line), and boat lift net. Keywords:  fishing zone, reef fish, pelagic fish, gillnet, Karimunjawa

Abstract

Salah satu kebijakan pemerintah Indonesia untuk pengelolaan perikanan berkelanjutan adalah PERMEN-KP No. 2 tahun 2015 tentang pelarangan alat tangkap pukat hela dan pukat tarik di seluruh wilayah pengelolaan perikanan Indonesia. Kebijakan dikeluarkan karena pukat tarik dianggap merusak habitat sumberdaya ikan. Tujuan penelitian adalah mendeskripsikan unit penangkapan ikan pukat tarik, mengukur ikan dominan yang tertangkap dan mengukur kondisi sumberdaya ikan. Penelitian dilaksanakan pada bulan Juli – September 2017 di Kabupaten Takalar Sulawesi Selatan. Data yang dikumpulkan berupa data primer dan sekunder. Analisis data dalam penelitian adalah analisis deskriptif, CPUE, hubungan CPUE dengan upaya penangkapan, serta perhitungan tingkat pemanfaatan. Hasil penelitian menunjukkan alat tangkap pukat tarik saat ini sebanyak 58 kapal berukuran 5-6 GT. Hasil tangkapan mengalami penurunan ukuran dibandingkan 9 tahun yang lalu. CPUE ikan pelagis kecil menurun dari tahun 2008-2014, namun meningkat 55% pada tahun 2015. Nilai MSY ikan pelagis kecil dan demersal sebesar 16844,15 dan 2126,6 ton/tahun dengan upaya optimum adalah 320 dan 274 unit. Tingkat pemanfaatan ikan pelagis kecil dan demersal adalah 66% dan 94% menunjukkan sumberdaya ikan sudah fully exploited. Naiknya CPUE di tahun 2015, maka pelarangan penggunaan pukat tarik secara nyata memang dapat memulihkan sumberdaya ikan.

Abstract

Flying fish eggs are one of the fisheries commodities that have important economic value in the waters of Tual City. Based on the Decree of the Minister of Maritime Affairs and Fisheries Number 69 of 2016 concerning the Plan for the Management of Flying Fish Fishery, several priority issues that are the problem of flying fish are; (1) fish resources and habitat; (2) social and economic; (3) governance. The flying fish fisheries management plan is expected to support policies in the management of flying fish and flying fish eggs in the Fisheries Management Region of the Republic of Indonesia. The purpose of this study is to analyze the system problem situation and build a model for the development of flying fish egg fisheries. This research method uses system approach. The four-step system approach starts from needs analysis, problem formulation, system identification and system modeling. The results showed that the root problems in flying fish egg fisheries were many ships that did not have permit documents, the availability of data on potential fish resources, the use of fishing gear that were considered environmentally unfriendly, low human resources, high fuel prices and access to capital for fishermen. The model of developing flying fish eggs consists of submodel use of environmentally friendly fishing gear and submodel of the development of flying fish egg fishing business. The problem of flying fish egg fisheries in Tual PPN can be solved by the solution of the use of environmentally friendly fishing gear for flying fish resources and the development of the fly fish egg fishing business.

Abstract

Sadeng that located in Gunungkidul, Daerah Istimewa Yogyakarta Province, has enough potential fisheries resources. There are relatively new fishing industry activities in Sadeng that began in 2000 by fisherman from Cilacap (Central Java) and fisherman from East Java.  The current research attempts todetermine the aspects of multi-purpose fishing industry that covering technical aspects, marketing aspects, social aspects and financial aspects.  Base on technical aspects, motor ship is one of fishing units that operated in Sadeng.  The productivity of motor ship fishing unit has 1,514.6 kg/trip.  Moreover, marketing aspects, especially for fishing catch marketing, has not been effective due to lack of promotion on fisheries and fishery products.  In addition, financial aspects show the profit of this fishing industry is Rp 55,883,626.67 per year, R/C ratio is 1.18 and Payback Periode is 3.46.   Key words: multi-purpose, technical aspects, marketing aspects, social aspects, financial aspects ABSTRAK Sadeng merupakan salah satu daerah di Kabupaten Gunungkidul, Daerah Istimewa Yogyakarta yang memiliki potensi sumberdaya perikanan yang cukup besar. Usaha perikanan tangkap di Sadeng relatif baru, mulai berkembang pada tahun 2000 dengan didatangkannya nelayan dari Cilacap dan Jawa Timur. Penelitian ini bertujuan untuk mendeskripsikan aspek-aspek yang mempengaruhi usaha perikanan tangkap multi purpose di Sadeng yang meliputi aspek teknik, produktivitas, aspek pemasaran, aspek social dan finansial.  Berdasarkan analisis aspek teknis, salah satu unit penangkapan ikan yang digunakan di Sadeng adalah kapal motor. Produktivitas kapal motor sebesar 1.514,6 kg per trip. Proses pemasaran hasil tangkapan belum berjalan maksimal karena kurangnya promosi kegiatan perikanan dan produk perikanan di Sadeng. Hasil analisis finansial, memperoleh keuntungan sebesar Rp 55.883.626,67 per tahun, R/C 1,18 dan PP 3,46.   Kata kunci: multi purpose, aspek teknis, aspek pemasaran, aspek sosial, aspek finansial

Abstract

Penggunaan alat tangkap bubu telah berkontribusi dalam kegiatan pemanfaatan sumber daya perikanan karang di Pulau Karimunjawa. Salah satu target tangkapan bubu yakni ikan kerapu yang merupakan ikan konsumsi bernilai ekonomis tinggi. Permintaan ikan kerapu terus meningkat, sehingga nelayan cenderung menangkap semua ukuran, termasuk ikan kerapu muda yang belum pernah memijah (immature). Dewasa ini, kondisi perikanan kerapu terindikasi mengalami penurunan stok akibat tekanan penangkapan. Apabila hal ini diabaikan, tidak menutup kemungkinan bahwa kegiatan penangkapan berpeluang mengancam status keberlanjutan sumber daya ikan. Salah satu cara untuk mengurangi hasil tangkapan kerapu belum layak tangkap yakni dengan penggunaan celah pelolosan. Namun belum diketahui sejauh mana efektivitasnya ketika diaplikasikan pada penangkapan ikan karang dengan bubu di Karimunjawa. Oleh karenanya penelitian ini bertujuan mengkaji efektivitas penggunaan celah pelolosan pada bubu dalam mengurangi peluang tertangkapnya kerapu muda belum layak tangkap serta kelangsungan hidup kerapu pasca penangkapan. Penelitian dilakukan dengan metode experimental fishing. Pengambilan data dilakukan melalui observasi dan pengukuran langsung di lapangan. Kurva rasio kelangsungan hidup ikan dihitung dengan metode kuadrat terkecil non linier menggunakan fasilitas Solver pada MS-Excel. Hasil penelitian menunjukkan bahwa penggunaan celah pelolosan pada bubu dapat menurunkan hasil tangkapan ikan kerapu muda yang belum layak tangkap dari 66.70% menjadi 45.50%. Penggunaan celah pelolosan telah mampu menurunkan hasil tangkapan ikan kerapu belum layak tangkap dengan tingkat efektivitas 69.20%. Ikan kerapu pasca pelolosan dapat bertahan hidup dengan rasio kelangsungan hidup sebesar 77.88% dimana rasio kelangsungan hidup ikan juvenil (86.4%) lebih tinggi dibanding ikan kerapu dewasa (69.2%) pada hari ke-8 pasca penangkapan. The use of basket traps has contributed to the utilization of reef fisheries resource in Karimunjawa Island. The basket trap is a fishing gear that dominant used for capturing grouper, which is a high economic valueble fish consumption. The demand for groupers continues to increase, so fishermen tend to catch all sizes of groupers, including young immature fish. Currently, there are indications that the condition of grouper fisheries has decreased in stock due to fishing pressure. If this is ignored, there may be opportunities to threaten the sustainability status of grouper fish resources. An option to reduce the catch of immature grouper is the use of escape gaps. However, it is not yet known to what extent its effectiveness for fishing activities in Karimunjawa Island. Therefore, this study aims to examine the effectiveness of using the escape gap in traps for reducing the chances of catching immature groupers. The research was conducted using an experimental fishing method. The data collection method was carried out through field observations. Fish survival ratio were calculated using non linier least square method by the solver facility. The results showed that the catch of immature groupers decreased from 66.7% to 45.5%. The use of escape gaps was able to reduce immature grouper with and effectiveness of 69.2%. Grouper can survive after passing through the escape gap with a survival ratio at the eighth day of observation was 77.8%, where the survival ratio of juvenile (86.4%) is higher than adult groupers (69.2%).

Abstract

Salah satu upaya pemerintah dalam meningkatkan akurasi data hasil tangkapan adalah dengan meluncurkan program sistem basis data bernama Satu Data. Namun pendataan dengan sistem tersebut masih belum mencapai tempat pendaratan ikan yang kecil, salah satunya di Natuna. Pendaratan ikan di Natuna dilakukan di dermaga-dermaga kecil yang tersebar di sepanjang pantai. Hal ini akan menyebabkan data hasil tangkapan tidak tercatat dan terintegrasi dengan baik. Tujuan penelitian ini yaitu mengidentifikasi tempat-tempat pendaratan ikan nelayan kecil di sekitar Sentra Kelautan dan Perikanan Terpadu Natuna, melakukan penilaian pendataan yang dilakukan dermaga-dermaga kecil di daerah Bunguran Timur serta kemudian menyusun dan mengimplementasikan sebuah sistem database perikanan berbasis website yang dapat digunakan untuk melakukan pendataan hasil tangkapan. Data yang digunakan adalah data dermaga pendaratan ikan di Bunguran Timur, mekanisme pendataan hasil tangkapan yang sekarang dilakukan dan produksi perikanan di dermaga pendaratan ikan. Metode analisis yang digunakan adalah deskriptif, deskriptif komparatif dan pengembangan sistem informasi. Analisis deskriptif digunakan untuk menggambarkan dermaga-dermaga pendaratan ikan dan mekanisme pendataan hasil tangkapan, sedangkan deskriptif komparatif untuk membandingkan metode pendataan hasil tangkapan yang digunakan di setiap dermaga dengan Sentra Kelautan dan Perikanan Terpadu di Natuna. Pengembangan sistem informasi bertujuan menghasilkan sistem pendataan hasil tangkapan yang efektif berdasarkan kebutuhan informasi. Hasil dari penelitian ini adalah sebuah sistem basis data yang digunakan sebagai sistem pendataan hasil tangkapan ikan berbasis online yang bernama Nelayanku Heroku. Nelayanku Heroku memiliki tiga menu utama berupa menu dashboard, menu nelayan dan menu data tangkapan.

Abstract

The leading fish commodities is a kind of fish which most in demand, has high value, expected to provide a highly income compared with other types, and also giving contribution in developing capture fishery that based on efficiency concept for achieving comparative and competitive commodity in facing of trading globalization. Karimunjawa National Park (KNP) inhabited mostly by fisherman. Its area surrounds by 111.625 ha as waters. Fishing zone is dedicated for traditional fisheries. Therefore the capture fisheries in KNP should be adjusted to accommodate conservancy and utilization objectives. This research will try to answer the question about leading fish commodity which will be developed and have big contribution to economic of Karimunjawa archipelago Jepara regency Central Java province. The objective of this study is to analyze leading fish commodity in capture fishery which can increase fisherman’s prosperity in KNP. Selection of leading fish product was conducted by implementing comparative performance index. The criteria used in the research are production’s location quotient (LQ) value of fish production, LQ value of price, market demand, and fish position on food chain. The result showed that the leading fish commodity of capture fisheries in KNP are trevallies, yellow tail, and grouper. It is recommended that the government and fisherman in KNP should priority to catch fish commodity, by developing environmantal friendly fishing gears to support the sustainability of fish resources and their habitat.capture fisheries, Karimunjawa National Park, leading commodity
