Abstract

The Joint Business Group (KUBE) aims to provide the community with access to potential and resources, hoping that it will be based on community empowerment, so that the process of improving the common good can be more effective and efficient. This study aims to analyze the justification for the participation of KUBE Tulip members in the cultivation of maize when there are obstacles, what causes these obstacles. This research was supplemented by a descriptive qualitative method using methods of data collection through interviews, observation and documentation. This study found that the most dominant action rationality behind KUBE Tulip member participation was instrumental rationality. However, his objective is influenced by affective rationality, which result in a lack of member participation in the implementation of the program. The lack of participation of members is based on the existence of disputes between groups, the diversification of work and the emergence of new habits and is repeated. This rationality is normalized by the members of the group during the execution of the program. Program Kelompok Usaha Bersama (KUBE) hadir untuk memberikan akses kepada masyarakat terhadap potensi dan sumber dengan harapan berbasis pemberdayaan masyarakat sehingga proses peningkatan kesejahteraan masyarakat dapat berjalan lebih efektif dan efesien. Penelitian ini bertujuan untuk menganalisis rasionalitas yang melatarbelakangi partisipasi anggota KUBE Tulip dalam penanaman jagung, apabila terdapat kendala maka hal apa yang menyebabkan kendala tersebut terjadi. Penelitian ini diselesaikan dengan metode kualitatif deskriptif dengan metode pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini menemukan bahwa rasionalitas tindakan yang paling dominan dalam melatarbelakangi partisipasi anggota KUBE Tulip adalah rasionalitas instrumental. Namun tujuan tersebut dipengaruhi oleh rasionalitas afektif sehingga menjadikan kurangnya partisipasi anggota dalam pelaksanaan program. Kurangnya partisipasi anggota kelompok dilandasi oleh adanya perselisihan antar kelompok, adanya diversifikasi pekerjaan, serta munculnya kebiasaan baru dan dilakukan secara berulang. Rasionalitas tersebut dinormalisasikan oleh anggota kelompok dalam menjalankan program.

Abstract

ABSTRACT Community-based tourism development is a tourism model that emphasizes the active role of the community in tourism development. The community is a group of youth who are members of a tourism awareness group organization. The tourism awareness group is Pokdarwis Pelintar Perlang Village, Central Bangka Regency. One of the tours currently being developed is Pading Lake tourism which is a former tin mining area. In this study there is social capital as a strength possessed by youth groups to achieve common goals both socially and economically. Social capital arises in this environment because of the interactions that exist within a group which are influenced by trust, rules or norms and social networks. The aim of this research is to find out and describe the strategy for developing padding lake tourism in Perlang Village, knowing the opportunities and challenges in developing pading lake tourism which of course cannot be separated from the inhibiting factors. This research method uses a descriptive qualitative approach in which there are primary data sources from in-depth interviews with informants. This study took as many as 14 informants with the technique of determining informants using purposive sampling technique. This study uses the theory of Social Capital from Robert Putnam which focuses on three elements, namely trust, norms and social networks. The results of the research show that the development strategy is to develop facilities and infrastructure in the Pading Lake tourist destination area, create business opportunities and tourist attractions (camping ground), improve post-mining land rehabilitation, increase promotion, increase human resources. Then there are inhibiting factors, namely inadequate facilities and infrastructure. Furthermore, the opportunity is to help create business actors. While the challenge is to maintain cohesiveness and convince tourism actors to survive, the ups and downs of visitors. Keywords: Tourism Development, Tourism Awareness Groups, Social Capital

Abstract

The purpose of this study is to describe all forms of unconventional tin mining practices in the Pice dam area of Lenggang Village, to analyze the process of forming power relations in unconventional tin mining practices in the Pice Dam area and to analyze the implications produced by a relationship in unconventional tin mining practices on social conditions. the local community of Lenggang Village. This study used a qualitative research method with a descriptive analysis approach. Sources of research data come from primary and secondary data. Primary data was obtained through observation and interviews with Tin Miners, Village Heads, Mining Bosses, DLH of East Belitung Regency, Mosque Management and Non-Mining Communities. Secondary data obtained through documentation and various supporting documents. The technique for determining informants used a purposive sampling technique. The theory used to analyze the phenomena in this study is the theory of power relations by Michel Foucault. The results of the study consist of: First, mining practices began based on the transition from Conventional Mining (TK) to Unconventional Mining (TI) with the economic benefits of Rajuk Unconventional Mining (TI) being very high, this occurred as a result of a change in the status of PT Timah from a State Enterprise (PN) to become BUMN which is considered as people's mining. Second, power relations consist of bosses, miners, police, village government and mosque administrators who spread the dominant discourse of mining as power-knowledge. Third, discipline occurs in the form of governmentality such as the death of the resistance movement, bias on educational issues and high levels of consumption due to the low human development index.

Abstract

Pertambangan merupakan sektor pendapatan perekonomian negara. Akan tetapi sering juga terjadinya konflik yang ada dimasyarakat. Adapun tujuan dari penelitian ini untuk mengetahui faktor-faktor penyebab terjadinya konflik, bagaimana upaya masyarakat dalam menyelesaikan konflik serta respon dari masyarakat terkait konflik pertambangan antara PT. Timah dengan masyarakat petani sawah. Teori yang digunakan didalam penelitian ini yaitu teori konflik menurut Alfred Lewis Coser. Penelitian ini menggunakan pendekatan penelitian kualitatif studi kasus yaitu merupakan sebuah desain penelitian yang dapat digunakan untuk melacak peristiwa yang bersangkutan tanpa ada manipulasi. Informan penelitian adalah masyarakat Desa Tanjung Labu khususnya kelompok petani sawah. Untuk menjawab permasalahan penelitian ini, penulis menggunakan teknik pengumpulan data seperti 1) wawancara; 2) observasi; serta 3) dokumentasi. Hasil dari penelitian ini menggambarkan adanya permasalahan dalam pertambangan timah. Permasalahannya yaitu terjadi konflik antara PT. Timah dengan Petani Sawah, karena pemerintah tidak transparan dan akuntabel kepada masyarakat sehingga mereka menolak lahannya digarap, kemudian masalah sistem pembagian hasil atau Fee yang tidak sesuai dengan perjanjian yang ditetapkan. Sehingga memicu pada tindakan aksi demonstrasi di kantor DPRD Provinsi Kepulauan Bangka Belitung. Selain itu konflik membuat kurang harmonisnya hubungan kekerabatan antara masyarakat Petani Sawah dengan petani lainnya, masyarakat dengan penambang dan hilangnya mata pencaharian mereka. Permasalahan ini yang memicu terjadinya konflik dalam kehidupan masyarakat hingga perlu dicari jalan keluarnya yaitu dengan jalan negosiasi agar permasalahan ini tidak menjadi konflik yang berkepanjangan.
