Abstract

Aim:This research is  aimed  to study of organic degradation in  Pluit reservoir,  that located in the Village Penjaringan, North Jakarta, between 6° 07' 28.6" S 106° 48' 07.6" E and 6° 06' 40.2" S 106° 47'51.1"E with a broad area of ± 80 Ha, depth 1-8 meter. Flow systems pluit reservoir is half continuous and water is disposed with 4 units pump with a capacity of 4.5 m3/s which operates 8 hours/day throughout 11 pumps available. From the results of research findings are then compared with quality standards inspection according to the Government Regulation No. 82/2001 Class II for a review of recreation, fisheries and agriculture. Methodology and Result:The 90% of the DO value is ≤ 2 mg/L. The phosphate value obtained overall is not complied to the standard quality (≤ 0.2 mg/L P). In Pluit reservoir is found organic compounds as raw CODwhich was not complied to the standard quality (≤25 mg/L COD) approximately 27.52 mg/L COD - 371.52 mg/L COD. A kinetics test was done in order to determine the decreasing rate of COD in two conditions, where the first aeration to initial DO reached 4.5 mg/L, and the second is without aeration. Conclusion, significance and impact study:The COD degradation towards time is then measured and shows that organic degradation rate towards time without aeration process shows no decreasing, while non-aerated condition shows that the reaction rate following first pseudo reaction is 0.096 hours-1 – 0.133 hours-1 with an average value of 0.1177 hours-1.

Abstract

Information and communication technology (ICT) has become an essential aspect of modern life. Everybody has to deal with ICT, especially for work. In Asia, ICT skills involve five main aspects: software development, ICT project management, enterprise architecture design, network and system administration, and information system and network security. Every year Indonesia sends workers to Singapore. In contrast, most of those workers are skilled workers for the household which their job responsibilities are taking care of the house, babysitting, taking care of the elderly and drivers. However, some of them have ICT skills, and some others do not have them. Therefore, Universitas Negeri Jakarta conducted a webinar on "the success key of digital technology utilization" to enhance the Indonesia Worker's comprehension of ICT literacy, which was participated by 210 Indonesian workers in Singapore. The webinar was divided into three parts, pre-test, speaker presentation, and post-test. The results showed that there was an increment of participant comprehension on ICT literacy after the webinar.

Abstract

As the capital of East Kalimantan province, Samarinda city government has adequate access to ensure the Legality of zakat management organizations in its jurisdiction. However, many community-based zakat agencies still carry out their activities without state license. Otherwise, the Constitutional Court Decision Number 86/ PUU-X/2012 obliges these zakat agencies to get the Ministry of Religious Affairs permit based on the National Amil Zakat Agency (BAZNAS) recommendation, in this case, the BAZNAS of Samarinda. This article focuses first on the legal implication of the Court’s decision which confirms the constitutionality of the zakat agencies' licensing requirement in Indonesian Zakat Law. Second, it probes the Samarinda community-based zakat agencies' stance on unlicensed activities and factors affecting their compliance with the Court's decision. Using socio-legal method, this article finds that the Court has established a norm that every zakat management organization must obtain the state's license as long as they operate within the jurisdiction of BAZNAS. Hence, it is considered illegal when community-based zakat agencies in Samarinda manage zakat unlicensed because every corner of the city is arguably within reach of BAZNAS Samarinda operation. Nevertheless, the Court's ruling is not observed by the society in Samarinda because they build their own social construction in implementing the Islamic teaching of zakat. Their stance is mainly influenced by religious motives instead of legal compliance, as well as the hereditary obedience to religious figures. Although many zakat agencies are not licensed, the society always feels benefited and facilitated by their work of collecting and distributing zakat in their region. Abstract

This paper aims to prove the importance of Khaled Abou el-Fadhl's (b. 1963) critique on Salafibism for mainstreaming Islamic moderation in contemporary Indonesia. This research examines Khaled's critique using the approach of ‘ilm uṣūl al-fiqh, a technique that analyzes the nature, secrets, and purposes of Islamic teachings including its laws. The problem examined in this research is the significance of Khaled's critique on Salafibism for mainstreaming Islamic moderation in contemporary Indonesia. This research concludes that from the perspective of ‘ilm uṣūl al-fiqh, Khaled's critique on Salafibism is crucial for mainstreaming Islamic modernization in present-day Indonesia. The significance of the critique lies in three things: (1). Providing the new awareness and energy for Indonesian Islamic scholars to campaign for moderate Islam and rejects puritanical Islam, especially Salafibism. (2). It provides theoretical guidance for the Islamic moderation movement in Indonesia, especially the importance of the balance between literalism and maqāṣid as well as between text and context in understanding the holy book. (3). Creating the practical guidance for the Islamic moderation movement in Indonesia to counter extremism. This research indicates that adopting a moderate approach to Islam holds significant promise for achieving local, national, and global religious harmony. Abstract

This research was motivated by the importance of financing the MSME sector based on sharia principles to overcome the problem of limited MSME business capital and avoid the element of usury. The research aims to determine what factors had a significant effect on the realization of MSME financing at the Sharia Bankaltimtara, Samarinda. To analyze the factors that influenced the realization of MSME financing, the method used was multiple linear regression analysis. Based on the results of the regression coefficient test, there are two factors that have a significant influence on the realization of MSME financing at Sharia Bankaltimtara Samarinda, namely the customer's net profit per month and the value of the financing collateral. Meanwhile, other factors such as education level, length of business, type of business, composition of business capital, and type of financing contract did not significantly affect the realization of financing in the MSME sector. The implication of this research is as an evaluation for Bankaltimtara Syariah Samarinda that increasing MSME financing must focus on assessing customers' monthly net profit and the value of financing collateral.

Abstract

The Ministry of Religion in East Kutai District conducts pre-marital marriage counseling for prospective brides and grooms, organized by the sub-district Religious Affairs Offices (KUA). These KUA offices are classified into different typologies, namely C, D1, and D2, based on rules and regulations established by the Ministry of Religion. Factors taken into consideration for this classification include geographic conditions and the number of marriage events. These typological differences give rise to unique challenges and issues. In this context, the research problem is formulated: How is the implementation of Director General of Islamic Guidance (Kepdirjen Bimas Islam) Regulation Number 189 of 2021 concerning the execution of pre-marital marriage counseling for prospective brides and grooms in East Kutai District?. The research methodology employed is qualitative, specifically a Field Research approach with sociological-legal orientation. Data is collected through observation, interviews, and documentation, followed by data condensation, presentation, conclusion drawing, and data validity techniques for data analysis. The results indicate variations in the implementation of Kepdirjen Regulation Number 189 of 2021 in different KUA typologies. KUA typology C utilizes face-to-face or group methods, while typology D1 and D2 employ independent methods for pre-marital counseling. This divergence is attributed to the challenging geographic conditions of typologies D1 and D2, where these methods are deemed suitable and effective. Additionally, the hindrances and support mechanisms in the implementation of pre-marital counseling are linked to the limited infrastructure in typologies D1 and D2, particularly concerning electrical and network accessibility, which hampers service provision in these regions.

Abstract

Banyaknya peristiwa serangan satwa liar yaitu buaya yang kerap meresahkan warga di sekitar wilayah Sangatta Kabupaten Kutai Timur. Penulis melihat banyaknya konflik yang melibatkan antara buaya dengan manusia yang tidak sedikit memakan korban meninggal dunia, luka-luka dan cacat tetap.Dengan permasalahan demikian, penulis akan meneliti terkait efektivitas peraturan yang sudah dikeluarkan oleh Menteri Kehutanan pada tahun 2008 ditinjau dalam perspektif Maqashid Syari’ah. Dalam penelitian ini, penulis mengambil pemikiran Imam Al-Ghazali. Dalam konflik antara manusia dengan satwa liar kedua mahluk hidup tersebut sangatlah penting keberadaannya. Satwa dan manusia sama-sama tidak boleh disakiti, dilukai bahkan dibunuh. Hasil yang didapat dari penelitian ini adalah bahwa pihak Balai Konservasi Sumber Daya Alam Kalimantan Timur belum sepenuhnya menerapkan Peraturan Menteri Kehutanan Nomor P.48/Menhut-II/2008 sebagaimana mestinya sehingga peraturan ini belum efektif. Ada beberapa faktor penghambat yang dihadapi oleh Balai Konservasi Sumber Daya Alam Kalimantan Timur pada penanganan pasca koflik kepada buaya yang terkena konflik dengan manusia seperti lokasi pelepasliaran, penanganan jika buaya tersebut terkena luka atau sakit akibat proses evakuasi, dana untuk kompensasi kepada korban manusia, serta kurangnya Sumber Daya Manusia terlatih untuk menangani buaya. Menurut pandangan Maqashid Syar’iah, konflik antara manusia dan satwa liar sebisa mungkin harus dihindari. Manusia dan hewan adalah mahluk hidup yang diciptakan oleh Allah SWT. yang artinya keberadaannya sangatlah penting serta tidak boleh disakiti, dilukai bahkan dibunuh dalam kondisi tertentu.

Abstract

This article discusses the concepts of speculation, projection, and investment in Islam, as well as attempts to achieve a balance between risk and profit according to sharia principles. A deep understanding of financial risk, sustainable financial projections, and Islamic investment principles are the main focus. These concepts are applied in a practical context to show how individuals and institutions can take wise financial decisions taking into account Islamic ethical values. Through the merging of practical and theoretical approaches, this article provides a comprehensive view of how speculation, projection, and investment can be conducted in accordance with Islamic teachings. Speculation tends to involve an element of uncertainty and luck, which is contrary to the principles of justice and order in Islam. In Islam, speculative activities tend to be regarded as gambling involving a high element of uncertainty and ignorance. Investments in Islam must be halal, or not contrary to religious principles. Investments must also be made with due regard to the principles of fairness, transparency, and clear agreements.

Abstract

KUA(religious Affairs office) Sangatta Utara and KUA (religious Affairs office) Bengalon are the KUA (religious Affairs office) with the highest number of marriage events, of course this high number also influences the problems that occur, especially for bridal couples who are getting married but their guardians are not present or are absent Minister of Religion Regulation No. 20 of 2019 concerning the vows of guardians If the guardian cannot attend the ceremony, he must make a guardian's pledge at his domicile, this is to avoid falsifying the guardian's data or other unlawful actions. The aim of this research is to find out and analyze the implementation of the taukil wali pledge in the Minister of Religion Regulation No. 20 of 2019 in the KUA of East Kutai Regency and identify supporting and inhibiting factors. The research method is qualitative with a Field Research type of research with a sociological-juridical approach. The data collection techniques are observation, interviews and documentation, the data analysis techniques used are first data condensation, then data presentation and finally drawing conclusions from the data, as well as using data validity techniques. The results of the research are that KUA Sangatta Utara and KUA Bengalon have implemented it in accordance with PMA Number 20 of 2019, KUA Sangatta Utara and KUA Bengalon postponed bridal couples whose guardians were unable to attend the ceremony and without having a guardian's vows, although there were some who still carried out the ceremony even without However, the guardian's pledge was still forced to be done because the guardian could not be contacted and the family had insisted and the travel distance was more than 92.5 km so it was automatically transferred to the judge's guardian. The inhibiting factor is that the community lacks socialization and another obstacle is the lack of solidarity between KUAs. The supporting factor in North Sangatta KUA and Bengalon KUA is that the employees have a patient spirit, so that whatever problems can be resolved well and support from the Regency Ministry of Religion which continues to monitor and provide support. in order to implement the PMA well.   Keywords: Implementation, Pledge of Taukil Wali, PMA Number 20 of 2019

Abstract

This study aims to determine the effect of accountability, responsibility, transparency, and Fairness on Muzakki satisfaction in Baznas Kutai Timur. This type of research is quantitative, with samples taken by accidental sampling. Data collection techniques include observation, documentation, and questionnaires. Data analysis techniques include validity tests, reliability tests, classical assumption tests, multiple regression tests, and hypothesis tests. The results of this study show that partially, the variables of Accountability, Responsibility, transparency, and Fairness have a significant positive effect on Muzakki satisfaction in Baznas Kutai Timur. Simultaneously, Accountability, Responsibility, transparency, and fairness (justice) have a positive and significant effect on Muzakki satisfaction in Baznas Kutai Timur.Penelitian ini bertujuan untuk mengetahui pengaruh Akuntabilitas, Responsibilitas, Transparansi dan Fairness (keadilan) terhadap kepuasan Muzakki di Baznas Kutai Timur. Adapun jenis penelitian ini adalah penelitian kuantitatif dengan sampel menggunakan accidental sampling. Teknik pengumpulan data berupa observasi, dokumentasi, dan angket. Teknik analisis data yaitu uji validitas, relibilitas, uji asumsi klasik, uji regresi berganda dan uji hipotesis. Hasil penelitian ini menunjukkan bahwa secara parsial variabel Akuntabilitas, Responsibilitas, Transparansi dan Fairness (keadilan) berpengaruh positif signifikan terhadap kepuasan Muzakki di Baznas Kutai Timur. Secara simultan Akuntabilitas, Responsibilitas, Transparansi dan Fairness (keadilan) berpengaruh positif dan signifikan terhadap Kepuasan Muzakki di Baznas Kutai Timur.
