Abstract

Purpose: This study investigates the influence of competence and the work environment on the performance of Family Planning Counselors (PKB) in Surabaya, with motivation as a mediating variable. It aims to identify critical factors impacting PKB performance and provide recommendations for improvement. Design/methodology/approach: The study employed Structural Equation Modeling-Partial Least Squares (SEM-PLS) to analyze data collected from 38 PKBs in Surabaya. Data were processed using SmartPLS 4, focusing on the relationships between competence, the work environment, motivation, and performance. Findings: Competence and the work environment do not significantly influence performance directly. However, both variables significantly impact performance indirectly through motivation, with mediating effects of 64.6% and 16.8%, respectively. Motivation emerged as a critical factor in enhancing performance, emphasizing the need for holistic development strategies. Research limitations/implications: The study is limited to PKBs in Surabaya, and the findings may not be generalizable to other regions or sectors. Future research should explore additional variables and broader samples. Practical implications: Organizations should prioritize motivational strategies, competency development, and supportive work environments to enhance employee performance effectively. Originality/value: This study highlights the mediating role of motivation in linking competence and the work environment to performance, providing insights into optimizing human resource strategies for public service organizations. Abstract

In today's digital era, cyberloafing which refers to surfing the web for personal reasons during work hours is a major workplace issue. A policy was put in place at XYZ Agency in July 2024 to control internet usage and curb cyberloafing. The policy is meant to boost productivity, but its impact is still uncertain. Even with the policy, some employees continue cyberloafing on personal internet connections, leading to concerns about its effect on their work performance and how self-control and work procedures play a role in this behavior. This study seeks to investigate the impact of cyberloafing on productivity, influenced by levels of self-discipline and workplace protocols. Employing a quantitative method, the research involved 100 participants from the XYZ Agency. Utilizing Smart PLS 3.0 software, the data was examined to ascertain connections between different factors. The results indicated that cyberloafing had a notable, albeit modest, positive effect on performance measures within this study, with a coefficient of 0.161. Workplace procedures, acting as a moderating element, were found to have a detrimental impact on the correlation between cyberloafing and employee productivity. However, self-control was not found to significantly alter or moderate the link between cyberloafing and job performance.

The research was carried out by distributing questionnaires related to the KM, WLB, JS and OCB variables to respondents. The number of respondents taken was 192 people from 368 total of employees. Structural Equation Model Partial Least Square (SEM PLS) is used as methodology and the data processed using Smart PLS 3. The research results show that KM and JS have a positive effect on OCB, but WLB does not have a significant effect on OCB. Furthermore for indirect relationships, JS acts as a mediator for the relationship between KM and OCB and WLB and OCB. Hopefully, this research can be taken into consideration by Surabaya City of Government, Regional Secretariat in improving the implementation both of KM and WLB, in order to improving OCB.

Abstract

The purpose of this research is to determine the effect of motivation and workload on employee performance at the Manukan Kulon Subdistrict Office. This research includes quantitative research. The population of this study were Manukan Kulon sub-district office employees with the sampling technique used in the form of a census so that the sample in this study was all 23 Manukan Kulon sub-district office employees. The data in this research was obtained through questionnaires to respondents. The data analysis techniques used are the classical assumption test, the coefficient of determination test (R-Square), overall hypothesis testing, and individual hypothesis testing. The results of research based on multiple linear regression analysis concluded that motivation has a significant positive effect on employee performance as indicated by a regression coefficient value of 0.257 with a significance value of Sig t=0.000 and α=0.05. Workload does not have a significant effect on employee performance as indicated by t = -1822 > t table = 2.06866 (df=23, α/2=0.025), the significance value is Sig t=0.083 with α=0.05. Based on multiple linear regression analysis, the calculated F value = 12,119> F table = 3.42 (df1=2, df2=23, α=0.05), with a significance value of F = 0.000 < α=0.05, then H0 is rejected, so motivation and workload simultaneously have a significant effect on employee performance. Thus, it can be concluded that the performance of Manukan Kulon District Office employees is influenced by motivation and workload simultaneously by 58.4% and the remaining 42.6% is influenced by other factors.
