Abstract

Pengelolaan sampah yang tidak optimal akan mengakibatkan terjadinya berbagai permasalahan salah satunya degradasi kualitas lingkungan hidup. Permasalahan pengelolaan sampah dialami Kabupaten Sleman, potensi timbulan sampah yang tidak sebanding dengan jumlah yang saat ini bisa dikelola di dua tempat pengelolaan sampah terpadu (TPST). Diperlukan adanya strategi baru pengelolaan sampah untuk segera mengatasi permasalahan pengelolaan sampah di Kabupaten Sleman. Penelitian ini bertujuan untuk menganalisis kondisi terkini pada pengelolaan sampah di Kabupaten Sleman dan merumuskan strategi berdasarkan pada analisis lingkungan internal dan eksternalnya. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, studi pustaka, dan dokumentasi. Penelitian ini menggunakan teori perencanaan strategis yang dikemukakan oleh John. M. Bryson dengan teknik analisis menggunakan analisis SWOT untuk mengkaji kekuatan, kelemahan, peluang, dan ancaman, serta uji litmus guna merumuskan strategi yang tepat. Hasil dari penelitian ini ditemukan 13 isu strategis yang kemudian dilakukan uji litmus dan mendapatkan 3 isu yang bersifat strategis. Isu yang bersifat strategis bisa menjadi strategi pengelolaan sampah di Kabupaten Sleman. Strategi pertama yang bisa dilakukan adalah pembangunan TPST skala kecil yang lebih banyak, membentuk tim bagian sarana dan prasarana, dan menyusun standar operasional prosedur saat terjadi darurat sampah

Abstract

The government provides substantial funds to village governments in an effort to accelerate the process of equitable development in Indonesia. To be able to realize clean government and good governance, there are four main characteristics, namely participation, transparency, rule of law and accountability. Whether or not the government succeeds in striving to realize good governance is determined by how much the principle is implemented. This study aims to analyze the application of good governance principles in the management of village funds and analyze the obstacles faced in applying good governance principles to the management of village funds. This research uses descriptive qualitative methods with data collection through observation, interviews and documentation. The results showed that the management of village funds in Menjangan Village has applied the four principles of good governance, namely transparency, participation, rule of law and accountability. This is evidenced by the Menjangan Village Government's efforts in managing village funds, namely the implementation of hamlet deliberations, musrenbangdes, installation of infographics, installation of activity boards, supervision from the community to the Inspectorate and the creation of a suggestion box. However, in its implementation, there are obstacles, namely transparency in the management of village funds that have not been optimized due to limited village government resources in the field of information technology, limited sources of village information media, and installation of infographics only at the Village Hall. Another obstacle faced in the management of village funds is the lack of optimal community participation, especially during village meetings.

Abstract

Student brawls are a serious issue for the community in Tegal Regency. One of the strategies to address the issue of brawls is through the intervention of law enforcement agencies, specifically the Tegal Police Department. However, the services provided by the Tegal Police in handling student brawls still face several issues, including the high number of brawl cases in Tegal Regency. In this regard, some facts on the ground are still at odds with Article 2 of Law No. 2 of 2002 on the Indonesian National Police, which states that the police function as part of the state's governance in maintaining public security and order, enforcing the law, providing protection, guidance, and services to the public. This study analyzes the quality of service provided by the Tegal Police Department, particularly in handling student brawls, using conclusions from service quality theories by Zeithaml, Pasaruman, Berry, Moenir, and Pasolong with a descriptive qualitative approach. Data collection techniques include observation, documentation, and interviews. The results show that the service quality of the Tegal Police Department is still not optimal in the dimensions of tangibility, reliability, and the factors of ability and skill. This situation is influenced by several factors, such as inadequate facilities, the quality and quantity of human resources, and limited accessibility. The researcher provides recommendations to address the issues analyzed, including improving the underperforming dimensions. Actions that can be taken include gradually replacing old operational vehicles, enhancing personnel skills with realistic simulations, and improving infrastructure in remote areas to facilitate access.

Abstract

The stunting control policy is a policy from the government to create a superior generation, because the stunting problem is an important issue that must be solved because it has an impact on the quality of human resources in the future. This study aims to analyze the implementation of stunting control policies in Brebes District, by analyzing the inhibiting factors in the implementation of stunting control policies in Brebes District. This policy is based on Regent Regulation Number 50 of 2019 concerning Stunting Control. In the stunting control policy, there is the First Thousand Days of Life (HPK) program, the Healthy Living Community Movement (Germas), family independence and nutrition education. This research method uses descriptive qualitative using the policy implementation theory put forward by Van Meter and Van Horn from the aspect; policy standards and objectives, resources, inter- organization relations, characteristics of implementing agents, dispositions and conditions of the social, economic and political environment. This study uses primary data through interviews with informants and secondary data obtained through other sources. The results of the study show that policy implementers have carried out their duties well, ranging from nutrition counseling to intervention programs. However, there is still a significant challenge, namely low public awareness of the importance of stunting prevention, even though campaigns and socialization have been carried out. In addition, another obstacle faced is that the legal framework used still refers to laws that have not been updated, so it does not fully support the change in needs on the ground.

Abstract

Pelayanan pembuatan KTP-el merupakan salah satu programyang dilaksanakan oleh Dinas Kependudukan dan Catatan Sipil, namun dalam pelaksanannya di Kota Pati masih terdapat hambatan yang terjadi. Disdukcapil Kabupaten Pati sebagai penyedia pelayanan dokumen kependudukan di Kabupaten Pati menurut sidak dari Ombudsman memiliki banyak kekurangan di berbagai aspek. Penelitian ini bertujuan untuk menganalisis bagaimana kualitas pelayanan dalam pembuatan e- ktp disdukcapil dan faktor apa saja yang menjadi pendorong serta penghambatnya. Metode yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Sumber data dalam penelitian ini diperoleh dari hasil wawancara, observasi, dan dokumentasi. Pemilihan informan dilakukan dengan menggunakan purposive sampling dan accidental sampling. Kualitas pelayanan diukur dengan menggunakan lima dimensi dari teori Zeithaml yaitu, tangible (bukti fisik), reliability (keandalan), responsiveness (daya tanggap), assurance (jaminan), dan empathy (empati). Tinggi rendahnya suatu kualitas pelayanan juga dipengaruhi oleh faktor pendorong/penghambat yang dikemukakan oleh Moenir. Penelitian ini mendapatkan hasil bahwa dari kelima dimensi tersebut ada empat dimensi tangible (bukti fisik), reliability (keandalan), responsiveness (daya tanggap), dan assurance (jaminan) yang belum berjalan dengan baik, sehingga hanya satu dimensi empathy (empati) yang sudah dijalankan dengan baik. Hasil penelitian dapat dijelaskan bahwa ada empat dari enam faktor yang menjadi pendorong kualitas pelayanan publik (kesadaran, aturan/prosedur, organisasi, dan pendapatan). Berbanding terbalik dengan faktor penghambat seperti, faktor kemampuan/keteranpilan petugas yang masih kurang pelatihan, monitoring, dan evaluasi secara berkala serta faktor sarana pelayanan penunjang utama sebuah pelayanan kependudukan yang kurang dari segi kuantitas maupun kualitasnya.

Abstract

The mechanism for paying BPJS contributions using a virtual account system is considered inflexible; although administratively collective payments are deemed more efficient, the potential for reducing the collectability of contributions is remarkably high. For this reason, this study aims to analyze the implementation of e-government using BPJS Kesehatan Mandiri virtual account system in Harjamukti Sub-district, Cirebon City. The research was conducted using qualitative methods. Data collection techniques were carried out through literature studies, observations, and interviews. The selection of informants in the study employed purposive sampling against 3 employees and 10 families. The results concluded that e-government using BPJS Health Mandiri virtual account system in Harjamukti Sub-district, Cirebon City, had taken into account Van Horn and Van Meter policy implementation variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, and the disposition of the implementer. In the present context, the social, economic, and political circumstances continue to be limited by the unpredictable nature of communal revenue. Keywords: E-Government; The BPJS Kesehatan; Virtual Account System; Contribution

Abstract

Pasar merupakan sarana yang digunakan oleh masyarakat untuk melakukan aktivitas jual-beli guna mendapat mendapat manfaat dari hasil transaksi yang dihasilkan. Pasar Banjarsari adalah salah satu pasar besar di Kota Pekalongan yang memiliki perpaduan antara tradisional dan modern. Namun pada Februari 2018 mengalami musibah kebakaran sehingga, menimbulkan banyak kerugian dari pihak pedagang, pengembang, dan pemerintah daerah. Tujuan dari penelitiaan ini untuk memberikan analisis kebijakan pasca kebakaran pasar diharapkan mampu mengatasi permasalahan yang terjadi setelah kebakaran, seperti pemberian tempat usaha baru, memberikan bantuan kompensasi, dan pemberian ganti rugi atas kebakaran tersebut. Melalui pendapat Stephen Balogh tentang collaborative Governance yang memiliki tiga komponen sepert system context, drivers, dan dinamika kolaborasi. Penelitian ini menggunakan metode studi pustaka, dengan pengumpulan data, informasi, dengan cara menelaah jurnal penelitian, buku, dan literaturlain sebagai sumber yang dapat dipercaya. Hasil penelitian, terdapat pemasalahan keuangan yang menjadi kendala dalam kerjasama karena pemerintah dan pihak pengembang memiliki keterbatasan sumber dana tersebut, ketegasan yang tercermin dalam penyelesaian masalah sengketa perjanjian sewa antara pihak pengembang dan pemerintah belum terlihat karena dalam kurun waktu dua tahun ini belum ada putusan perjanjian. Selain terdapat konflik kepentingan di dalam perjanjian sewa bangunan, terdapat permasalahan hukum yang mengganjal pada saat pembangunan pasar darurat hal ini menunjukan kapasitas maasing-masing pihak.

Abstract

Cannabis is a plant that has medicinal benefits. However, the use of cannabis is prohibited by Indonesian Law Number 35 of 2009 concerning Narcotics. Cannabis has a million benefits that can be used in medicine. The government must take this effect into account because legalizing cannabis for medical use has many benefits from various perspectives. And this will have an impact on the economy, industry, and a number of other sectors. However, the government's attitude towards the benefits of cannabis for medical use has not responded well, the Indonesian government is still silent without any explanation to the public regarding this issue. This research uses a normative juridical approach with conceptual and case law methods. Cannabis is classified as a Group I narcotic, prohibiting its medical use under current regulations, allowing only scientific research and diagnostic purposes. Despite its potential as a treatment, cannabis has not been approved by the National Narcotics Agency (BNN) or the government for medicinal use. Article 41 of the Narcotics Law suggests revising the classification of cannabis to allow its use for medical treatments or palliative care under strict supervision. A specialized government agency could oversee its distribution, ensuring it is used safely and according to medical prescriptions

Abstract

Poverty reduction remains a major challenge in Indonesia. Although government reports always show a yearly decrease in poverty, this is not always accurate. The same situation occurred in Tasikmalaya City. In 2020, Tasikmalaya City was identified as the poorest city in West Java. Despite a decline in the poverty rate in Tasikmalaya City, from 12.72% in 2022 to 11.53% in 2023, poverty remains a significant issue. This research aims to examine how the government manages and controls poverty in Tasikmalaya City. The study uses a qualitative approach. Key informants were selected through purposive sampling. Primary data was collected via interviews and observations, while secondary data came from literature and document studies. Data analysis employed triangulation based on Miles and Huberman. The findings indicate that government governance has not effectively impacted poverty reduction; collaboration, particularly regarding poverty alleviation programs, has not been carried out optimally. Recommendations suggest that the government should apply the principles of good governance to improve collaboration among OPDs in implementing poverty reduction programs.
