Abstract

Keterlibatan tiga pilar dalam pengelolaan pariwisata yaitu pemerintah, masyarakat dan swasta. Salah satu sektor pariwisata yang menarik minat wisatawan yaitu Desa Wisata Ketenger di Kabupaten Banyumas. Tujuan penelitian ini yaitu untuk mengetahui proses tata kelola kolaboratif dalam pengelolaan wisata di Desa Wisata Ketenger, dimana pemerintah berperan menjadi pengontrol atas pengelolaan wisata, masyarakat berperan sebagai SDM, dan pihak swasta berperan menjadi pengelola wisata. Penelitian ini menggunakan metode penelitian deskriptif dengan menggunakan pendekatan kualitatif. Hasil penelitian memperlihatkan proses Collaborative Governance yang mencakup 5 indikator masih belum terlaksana secara maksimal, khususnya pada aspek komitmen terhadap proses dan juga share understanding. Namun, untuk indikator lainnya sudah berjalan dengan baik sesuai dengan pola pemerintah dalam mengembangkan wilayah akan memberikan dampak pada kemajuan di Desa Wisata Ketenger.

Abstract

The involvement of three pillars in tourism management: government, community, and private sector. Collaboration between these three pillars is crucial for creating a sustainable tourism industry, providing economic benefits for local communities, and preserving culture and the environment. One tourism sector that attracts visitors is the Ketenger Tourism Village in Banyumas Regency. Ketenger Village holds a wealth of natural and cultural potential supported by the ability and capacity of the tourism village's institutions to manage this potential. The purpose of this study is to determine the collaboration process in the development of the Ketenger Tourism Village. This study uses a descriptive research method with a qualitative approach. Secondary data to support the research were obtained through data available in journals, articles, newspapers, or online news. The results show that the Collaborative Governance process, which includes five indicators, has not been optimally implemented, particularly in the aspects of commitment to the process and shared understanding. However, other indicators have been running well in accordance with the government's pattern in developing the region, which will have an impact on the progress of the Ketenger Tourism Village.

Abstract

Desentralisasi fiskal mengandung arti bahwa pemerintah daerah harus membiayai pengeluaran sendiri terutama yang bersumber dari sumber pendapatan sendiri dan pemerintah pusat harus memberikan kewenangan kepada pemerintah daerah atas sumber pendapatannya. Namun, pada pemerintah kabupaten Landak Pendapatan asli daerah masih sangat rendah dan dari tahun 2020 hingga 2023 selalu mengalami penurunan. Sehingga tujuan dari penelitian ini adalah untuk mengetahui kinerja desentralisasi fiskal di pemerintah daerah kabupaten Landak. Penelitian ini merupakan kuantitatif deskriptif, dengan berdasarkan pengukuran Indeks Kemandirian Fiskal daerah, Rasio Desentralisasi Fiskal, Rasio Ketergantungan Fiskal dan Efektivitas Fiskal pada Laporan Keuangan Pemerintah Daerah Kabupaten Landak tahun 2020-2023. Hasil penelitian menunjukan pengukuran Indeks Kemandirian Fiskal daerah, Rasio Desentralisasi Fiskal dan Rasio Ketergantungan Fiskal menunjukan hasil bahwa pemerintah kabupaten Landak masih belum mandiri secara fiskal dan masih bergantung pada pendanaan pusat, padahal secara Efektivitas Fiskal dinilai sudah cukup efektif

Abstract

Corruption is a bureaucratic disease that has become as entrenched as the common cold, undermining governments globally. Proactive government policies can reduce corruption crimes through prosecution, prevention and education. The Indonesian government has implemented a ‘trident’ corruption eradication policy in educational institutions aiming to shape the attitudes, norms and behaviour of the nation’s younger generation. Unfortunately, the existing literature is limited in assessing the policy output of preventing and eradicating corruption, particularly the effectiveness of anti-corruption education among university students. A policy output evaluation perspective is offered to fill this research gap. This study aims to evaluate the policy output of anti-corruption education in shaping attitudes, norms and behaviour using the theory of planned behaviour. A quantitative approach and survey method were chosen, and a total of 125 respondents participated. The partial least squares algorithm and bootstrapping methods were used to analyse the data. The study’s results reveal that perceived behaviour control, attitude, subjective norm have significant influences on students’ intention. Perceived behaviour control has significant influences on students’ anti-corruption behaviour, though attitudes do not affect students’ anti-corruption behaviour. The findings also show that it has a good level of effectiveness in anti-corruption education policy outputs in achieving policy goals. Our policy recommendations include socialisation about anti-corruption to the community, implementing ideology education and upholding the law on corruption to increase the success of corruption prevention and eradication policies.

Abstract

Padang City is one of West Sumatra Province's Level II Regions. Padang is geographically vulnerable to natural disasters, particularly earthquakes and tsunamis. Natural disasters affect men and women differently. Women are four times more likely than men to become victims of natural disasters. Women, on the other hand, have become advocates for the existence of various government disaster relief efforts. The Regional Government of Padang City actively maximized the position of women as one of the agents who became a support and fixed the post-natural disaster situation, according to a descriptive qualitative method and the theory of social feminism. The purpose of this study is to determine the position of women actively as one of the agents who support and improve the situation after natural disasters. Using a descriptive qualitative method with the theory of social feminism, it was found that the Padang City Regional Government has maximized the position of women actively as one of the agents who support and improve the situation after natural disasters. The efforts of the local government are aided by West Sumatra's adoption of local matrilineal values, which place women as the primary party in the concept of kinship life. Women's resilience in disaster mitigation conditions can be increased by actively involving them.

Abstract

Follow-up on implementing the recommendations based on the BPK audit result in the Banten Provincial Government has not been effective due to the completion time of the follow-up not being up to standard and the audited entity having difficulty carrying out the follow-up. This study aims to determine the effectiveness and challenges in implementing the policy of completing follow-up on the results of the BPK audit in the Banten Provincial Government. This study uses a descriptive qualitative approach and primary data collection techniques (observation and interviews) with informants purposively selected from BPK and local government. The technique used for data analysis is interactive models. Results show that the policy has not covered all target groups and has no impact on direct improvement changes. Decision-making has not supported the sustainability of completing follow-up audit results. The Inspectorate's mediation effectiveness is hindered by limited personnel and budget resources.  Based on the implementation environment, actors have not been fully involved in monitoring the follow-up progress, and leaders do not have the commitment and assertiveness to encourage follow-up on audit results. The potential implication of this study suggests that the BPK should consider reformulating technical policies to ensure the effective and measurable completion of follow-up recommendations on audit results.
