Abstract

This study observes social phenomena that occur in the people of Gampong Mon Geudong, Banda Sakti District, Lhokseumawe City, Aceh Province . This gampong was chosen because it is one of the gampongs known for its high drug circulation and drive in Lhokseumawe City, and finally a movement that is aware of the dangers of drugs has formed and formed the B-DAME organization which aims to overcome the problem of drug abuse in Gampong Mon Geudong. From the results of the study it was found that many young people were already trapped in the drug trap. The results of other studies found that the community care model incorporated in the B-Dame organization was effective in reducing drug and drug trafficking in Gampong Mon Geudong. The suggestion from this research is that the government completes the model that has been developed by the Mon Geudong community into a model implemented by various other gampongs so that the drug problem will slowly but surely be overcome later.

Abstract

Collective movement for drug eradication organized by the community was proved to be more effective in stopping drug trafficking than to the security approaches organized by the state apparatus (government). Based on the case study of community’s collective movement in the village of Ujoeng Pacu Lhokseumawe, this artilce is intended to show the complex phenomena of genealogy and the dynamics of the collective movement of the community in fighting the drug mafias. Using the Perspective of Tilly Collective Movement and the Method of Phenomenolgy, the study found that  jihad collective movement on the drug eradication caried out by the community of Ujong Pacu was motivated by the rigging relationship among theological unrest, social and economical security, and concerns about the future generations. The consideration of the drug as the only trigger of any  immoral (ma maksiet) activities towards Allah Almighty has made the flow of this movement not only significant to the social movement but also to theological movement (jihad). Due to its interpretation as a religious movement, the moral of the drug eradication movement was not deterred despite the various threats and the terror bombing as an act of counter-attack from the drug mafias occured repeatedly in the Ujoeng Pacu’s community.

Abstract

Berdasarkan studi kasus di Aceh Utara, tulisan ini hendak menunjukkan realitas kompleks tentang komodifikasi Syari’at Islam oleh elite yang sedang memerintah di Aceh. Realitasnya, birokratisasi Syari’at Islam telah menutup ruang bagi lahirnya wacana tandingan (counter discourse) dari masyarakat terhadap wacana yang dikembangkan oleh negara. Hal itu termanifestasi pada pelbagai Qanun yang telah disahkan. Qanun-qanun tersebut justeru memperlihatkan dominasi kepentingan elite yang sedang memerintah daripada aspirasi yang disuarakan oleh masyarakat. Sementara itu, birokratisasi dayah (pondok pesantren salafi/tradisional) dan penciptaan ketergantungan ekonomi dayah pada negara melalui kegiatan yang mengatasnamakan “pembinaan” dayah ternyata merupakan kedok bagi dominasi negara terhadap teungku dayah (elite agama Islam tradisional). Dominasi ini berhasil memposisikan teungku dayah sebagai jastifikator pelbagai kebijakan pemerintah. Akibatnya, peran teungku dayah di Aceh yang pada awalnya adalah aktor sosial yang secara vis a vis sanggup berhadapan dengan pemerintah dalam mengkritisi pelbagai kebijakan berdasarkan aspirasi yang berkembang di masyarakat menjadi pudar. Based on a case study in North Aceh district, this paper wants to demonstrate the complex reality of current commoditization of Syari’ah committed by political elites in Aceh. In fact, the bureaucratization of Syari’ah has closed democratic spaces which enable civil society including local religious elite to counter state’s discourses and policies. Such bureaucratization was manifested in the enactment of several Qanuns which unveil the domination of ruling elites’ interests over society’s interests and aspiration. On the other hand, the bureaucratization of dayah (traditional or salafi pesantren) and the formation of its economic dependence on state’s budgets through what called as “dayah guidance/direction programs” became a powerful means for the state apparatus to co-opt teungku dayah as Islamic local religious elites. Such cooptation has successfully positioned teungku dayah to act as justificatory actor toward various government policies. As the result, the historical role of teungku dayah in Aceh as the main political actor, which able to criticize government policies based on people aspiration, is fading away in the aftermath of conflict in Aceh.

Abstract

Artikel ini menunjukkan arti penting Gerakan Sosial dan model agensi dalam aksiPemberantasan Narkobadi Kota Lhokseumawe). Isu ini strategis dan menarik diteliti karena Satudekade terakhir, mafia narkoba telah menjadikan Indonesia sebagai salah satu pusat pasarnya.Realitasnya, penyebarannya meluas baik secara geografis maupun dari segi penggunanya. Satudekade lalu, secara geografis penyebarannya berpusat di kota dan tempat-tempat hiburan malam,saat ini melebar hingga ke pelosok desa. Pengguna narkoba sepuluh tahun lalu terbatas padakalangan tertentu, kini tidak lagi terbatas. Anak-anak, remaja dan bahkan terdapat pula disebagiandaerah di Indonesia kaum agamawan pun menjadi pencandunya. Argumen utama tulisan inimenggunakan kerangka konsep agensi Giddens sebagai gerakan kolektif. Argumen tulisan akandiakhiri dengan uraian mengenai strategi Agensi gerakan yang bersifat suci karena didorongmelalui justifikasi norma Islam melahirkan keberanian luar biasa masyarakat Ujoeng Pacudalam menghadapi mafia narkoba. Artikel ini berangkat dari hasil penelitian yang menggunakanpendekatan kualitatif dengan studi kasus sebagai strategy of inquiry.Data dikumpulkan melaluiwawancara mendalam, pengamatan memilih informan sebagai sumber data, menilai kualitasdata, analisis data, menafsirkan data dan membuat kesimpulan atas semuanya yang diperkayadengan studi literatur yang ekstensif.

Abstract

This thesis examines the Socio-Economic Implications of the Existence of Migrant Students in Communities Around the Teuku Umar University Campus. The existence of Immigrant Students at Teuku Umar University certainly provides many changes to the socio-economic community. A very visible aspect is the change in the socio-economic conditions of residents around the campus. Immigrant students have a positive impact in improving the socio-economic life of the surrounding community. The purpose of this study was to determine the socio-economic implications of the presence of immigrant students in the community around the Teuku Umar University campus and find out what factors influence social change in the community around the Teuku Umar University campus. The population of this research is the community around Teuku Umar University. The sampling technique used is proportional random sampling. The sample in this study were 13 people spread across three villages around the campus. The results of this study indicate that until now the influence of foreign students around Teuku Umar University has not been very significant, but with the presence of newcomer students at Teuku Umar University many positive changes have been produced, for example increasing living standards, increasing income, and changing livelihoods.

Abstract

The goal of this research is to determine the role and strategy of women's leadership in carrying out their responsibilities as leaders. The descriptive qualitative method was employed in this investigation. Women leaders at STAIN Teungku Dirundeng Meulaboh are thought to be competent of carrying out their obligations well, and they participate actively in organizational activities in every current field. Leaders can also supply subordinates with adequate job motivation, allowing them to accept their responsibilities. There are various essential factors that have a significant impact on his position as a public official, which may be evaluated in terms of societal values, social status, communication, education, and work experience. As a result, more effort must be done by the women leaders in question in order for them to be considered suitable for positions in each profession. Women's leadership in academic accomplishment is no different than men's leadership, but they prefer to favor emotions over enforcing discipline, making assertiveness difficult. Women's leadership strategies at STAIN Teungku Dirundeng Meulaboh include consulting and delegating strategies, planning and organizing strategies, problem solving strategies, clarifying strategies, monitoring strategies, motivation strategies, and recognition and appreciation strategies, as well as supporting strategies.

Abstract

Penerapan usaha penggemukan dan pembesaran bebek serati super merupakan langkah strategis untuk mengatasi persoalan kemiskinan akibat pengangguran musiman sebagian pemuda gampong Uteun Kot, khususnya yang berdomisili di Dusun E. Tidak memiliki pekerjaan tetap dan rendahnya keahlian untuk menghasilkan produk ekonomi, membuat mereka tidak mampu menghasilkan pendapatan stabil dalam memenuhi kebutuhan hidup yang semakin meningkat akibat inflasi ekonomi. Program Pemberdayaan Ekonomi Pemuda Pengangguran Musiman di Gampong Uteun Kot Kota Lhokseumawe Melalui Usaha Pembesaran dan Penggemukan Bebek Serati Super ini bertujuan tidak hanya menjadikan para pemuda pengangguran musiman memiliki pekerjaan tetap meskipun pekerjaan utama sebagai buruh sedang tidak ada dan meningkatkan kesejahteraan ekonomi mereka tetapi juga tidak kalah pentingya adalah menguatkan harmonisasi hubungan antara Universitas Malikussaleh dengan para pemuda gampong Uteun Kot. Hal ini urgen karena salah satu kampus Universitas Malikussaleh yaitu Fakultas Kedokteran berada di gampong Uteun Kot. Harmonisasi hubungan kampus dengan lingkungannya merupakan prasyarat bagi terlaksananya proses pembelajaran yang baik dan kondusif. Pelaksanaan kegiatan ini dilakukan melalui metode pemberdayaan yang terdiri dari pelatihan, pemberian modal usaha awal dan pendampingan hingga dengan produk dipasarkan. Sampai dengan akhir pelaksanaannya, kegiatan ini telah berhasil membentuk kelompok, mentransformasikan pengetahuan para pemuda sasaran tentang proses pemeliharaan bebek serati super, pemberian hibah bibit dan calon indukan bebek serati super agar memiliki keberlanjutan pasca panen serta infrastruktur kandangnya..

Abstract

The rule or regulation of the Minister of PDTT No. 4 of 2015, which describes the management, formation, and dissolution of BUMD, goes into more depth about the implementation of village community empowerment. We may comprehend that BUMG is financed by villages, with village money used to carry out village capital participation. BUMG offers services aimed at boosting local businesses and economies in order to build a flourishing community welfare state. In order to provide a comprehensive and in-depth picture of the implementation of Lhokseumawe Mayor Regulation Number 31 of 2017 at BUMG Gampong Tumpok Teungoh, Lhokseumawe City in 2020-2021, a descriptive qualitative research methodology was utilized. The findings of the study and conversation on BUMG's contribution to community improvement. The findings of the research and discussion on BUMG's role in enhancing the community's economy have been realized, but they have not been successful, particularly in the implementation of BUMG reporting and the development of existing potential so that the economy of the Gampong community can improve social welfare, BUMG also contributes as a substitute for The Original Income. Gampong (PAG) remains incredibly low. Gampong Bumg To increase the efficiency of business units and the efficiency of its management's human resources, Gampong Tumpok Teungoh management should focus more on and enhance institutional management and BUMG reporting. The role of Gampong-Owned Enterprises in Developing Business and Community Economy is projected to be the subject of future investigation, which is anticipated to be more thorough and comprehensive

Abstract

This study examines the policy implementation of the Community Activity Restriction Program (PPKM) in the city of Banda Aceh in tackling the COVID-19 pandemic. The PPKM policy is a serious effort by the government to overcome the problem of the COVID-19 pandemic. However, in its implementation in Banda Aceh, it was realized that the policy had a number of deficiencies, so the results intended to be achieved did not work effectively. Thus, this study aims to describe the process of implementing the PPKM policy in the city of Banda Aceh and why the implementation did not work as effectively as expected. The research method used in this research is the descriptive-qualitative method. The research results show that the process of implementing the PPKM policy in Banda Aceh City cannot be separated from the implementation of the four indicators of policy implementation put forward by George Edward III, namely: communication, resources, executor's attitude, and bureaucratic structure. As for the obstacles to the implementation of the PPKM policy in Banda Aceh City, the Banda Aceh City Government is not committed to determining the Task Force Team, which makes the community respond ambiguously, as well as the attitude of officers towards a number of people who are not cooperative, so that conflicts are prone to occur between the community and officers

Abstract

This study examines passport application services at the Immigration Office, Class II TPI Lhokseumawe. It is known that the use of the M-Paspor application is still experiencing various problems, especially in the passport application service process, which has changed from manual to using the online system, and problem solving by the Immigration Office. The research focuses on online passport services and problem solving by the TPI Lhokseumawe Class II Immigration Office regarding online passport application services. The theory used to analyze the problem is public service theory. The research method uses a qualitative approach. Data collection techniques include observation, interviews, and documentation. The results showed that the passport application service process at the Immigration Office Class II TPI Lhokseumawe uses two methods, namely walk-in passport services and online through the M-Paspor application. The walk-in passport application process is limited to a quota of 50 per day and is given only to priority people such as senior citizens over 60 years old, infants, breastfeeding mothers, and pregnant women. Whereas passport applications online, namely using the M-Paspor application on mobile phones, have referred to the Minimum Service Standards, including clear service procedures by providing Standard Operating Procedures, fast turnaround times because they have registered in advance through the M-Paspor application, service fees referring to Government Regulation Number 28 of 2019, service products in the form of passports that can be submitted online at this time, complete facilities and infrastructure, as well as maximum competence of service providers. There are problems with the online passport application service at the Immigration Office Class II TPI Lhokseumawe, including the public's understanding of using the M-Paspor application, problematic internet networks, and the M-Passport application system, which is frequently updated. Problem solving is carried out through the stages of reporting complaints from the public, which are followed up through identifying problems by the leadership, giving dispositions to the responsible section, and making decisions to resolve problems related to the service of passport applications by the community.
