Abstract

This study analyzes foreign aid provided by Australia through Pacific Solution. The number of refugees and Asylum Seeker who come to Australian territory every year has a big impact on Australia. So to curb the flow of refugees, and save Australia from the threat of refugees and illegal , Asylum Seeker, the Australian state issued a policy in the form of Pacific Solution. With this policy , Asylum Seeker and refugees are transferred to detention centers spread across island countries in the Pacific Ocean, one of the country is Nauru. One of the policy application strategies is Operation Relex, which is a strategy to protect Australia's territorial borders on the high seas by intercepting, detaining and preventing ships carrying people who want to enter Australia without a visa. This research applied qualitative method with data collection technique through literature study sources from books, journal, article and website that related to foreign aid and pacific solution. This research show that the provision of foreign aid through the Pacific Solution policy has succeeded in restraining the flow of refugees and Asylum Seeker who come to Australian territory. To maintain Australian sovereignty from the threat of refugees and Asylum Seeker. Australia must continue to provide foreign assistance to Nauru, so that Nauru remains willing to become a shelter for refugees and , Asylum Seeker. Abstract

This research focuses on analyzing the implementation of the Convention of the Rights of the Child (CRC) to fulfill the right to education for refugee children in the city of Pekanbaru for three years. The primary analysis of this research highlights the role of the Indonesian state as a party to the CRC and collaboration of various local and international actors in formal and informal education. Along with this, the writing of this thesis uses qualitative research methods with a combination of primary data references (interviews with UNHCR, IOM, refugees, Kesbangpol, schools and official document analysis) and secondary (analyses of journals, theses, books, websites, and periodic reports. Abstract

This research tries to explain how the strategy and diplomacy conducted by Indonesia in resolving the Flight Information Region dispute in the Riau Island Province from Singapore. control of the flight information region which has been controlled by Singapore for a long time, which could harm National interests for a sovereign state of course air space is very important to protect the security and sovereignty of a country, so it is feared that it could disturb stability in the region and impact interests of Indonesia. This research uses the perspective of Neorealism, Neoralism moraemphasis on cooperation and the role of institution -  both government and non-government institutions in international relations. To bridge the problem with the hypothesis This research uses uses foreign policy theory, the level of nation-state analysis and the concept of national security. This research shows that Singapore control Indonesia sky was established at the ICAO convention in Dublin, Ireland, from March 1946 to the present. Indonesia has tried several solutions against Singapore and involved international organizations such as ICAO, but this has not been effective. The influence of Singapore FIR in Indonesia sovereignty and security can be seen from Indonesia airspace in The Riau Island which is a strategic airspace and is located in the Malacca Strait route. Therefore, Indonesia insists on trying to resolve this dispute so that it does not drag on and has a bad impact on the region and Indonesia own interests, this can be seen in the diplomacy carried out by Indonesia and producing a Framework for Negotiation of FIR Realignment, which was signed on 12 September 2019. Keyword : FIR, Dispute, Sovereignty, Security

Abstract

This research discuss about defence diplomacy which Indonesian Government use in order to reach an agreement in C.500-C.600 Segment and Simantipal River. In this research, author focuses on policital aspect and national security especially in those segment. This territorial dispute problem between Indonesia and Malaysia marked by demarcation efforts that have been carried out since 1975. In order to analyze the problem, the researcher uses Boundary Making Theory and nation-state level analysis. The research method used by the researcher is a qualitative research method and the data obtained through books, journals, reports and newspapers. The results of this study indicate that Indonesia and Malaysia has reached an agreement in determining the boundaries of the terrirory especially in C.500-C.600 Segment and Simantipal River. It means that Indonesia have successfully carried out bilateral diplomacy. The bilateral diplomacy is carried out through forums helds between Indonesia and Malaysia, named Joint Indonesia-Malaysia Boundary Committee (JIM). Abstract

 This study examines the effect of the implementation of Indonesia's visa-free visit policy on China in the field of employment. The expansion of the list of countries receiving visa-free facilities from the previous policy shows success with the increase in the number of foreign tourists to Indonesia and is also followed by an increase in the country's foreign exchange earnings. But behind all these positive results, the visa-free policy has a negative impact that threatens the sovereignty of the Indonesian state. This study uses a qualitative method, with data collection techniques through literature study sourced from several books, journals, articles, and websites. This study uses the perspective of Realism and Foreign Policy theory. The results of this paper show that behind the positive results resulting from the application of the visa-free policy, there is a negative impact, namely the entry of illegal Chinese foreign workers. The expansion of the visa-free policy is a gap for the Indonesian government amid the influx of foreign workers from China. The visa-free visit policy which was originally intended to attract foreign tourists was used by illegal Chinese foreign workers to be able to enter and work in Indonesia. They enter with the mode of pretending to be tourists using visa-free facilities without going through legal or applicable requirements and administrative processes. Keywords: Visa Free, Foreign Workers, Illegal.

Abstract

The following study explored European Union’s cultural diplomacy practices towards Indonesia through Europe on Screen Film Festival. The existence of the European Union as an international actor that oversees many of its member states opens up many cultural products that can be used in their cultural diplomacy practices. The European Union implemented one of its cultural diplomacy agendas towards Indonesia through the Europe on Screen film festival. Therefore, this study aims to analyze the implementation of cultural diplomacy practices carried out by the European Union towards Indonesia through the Europe on Screen Film Festival in 2019 and 2020. This study used Constructivism as a perspective, Soft Power Theory, and the concept of Cultural Diplomacy. Data were gathered using qualitative approach and were found in books, academic publications, public documents, and digital archives. This research shows that the cultural diplomacy practices carried out by the European Union towards Indonesia through the Europe on Screen Film Festival in 2019 and 2020 have implemented three principles of cultural diplomacy. The Europe on Screen Festival has successfully become an event that attracts the enthusiasm of public in Indonesia, although there is no clear perception and stigma towards the European Union as institution and its existence as an international actor. Abstract

This research analyzes Qatar's foreign policy in overcoming its country's diplomatic crisis with Gulf countries, such as Saudi Arabia, United Arab Emirates (UAE), Bahrain, and Egypt. Qatar, as one of the small countries in the Middle East region, can rise; this is, of course, supported by bold foreign policy making and trying not to be bound by the foreign policy of the Saudi Arabian government. However, the bold step taken by Qatar to become a country with a foreign policy based on open-door diplomacy is vehemently opposed by other Gulf states. So to minimize Qatar's influence in the Gulf region, Saudi Arabia, together with the anti-Qatar quartet, imposed diplomatic sanctions on Qatar by severing diplomatic relations and closing all air, sea, and land routes from and to Qatar. This study aims to determine the trigger for the termination of diplomatic relations between Qatar and the anti-Qatar quartet so that the blockade is enforced and how to implement an open-door diplomacy foreign policy. This research uses a qualitative research method, with a literature study using secondary data sources obtained through books, journals, articles, the internet, and documents related to this research. This study uses the theory of Foreign Policy. This research shows that the decision taken by the Qatari leader to change its foreign policy led to disapproval from countries in the Middle East, thus bringing the relations of the Gulf countries towards disharmony and causing a diplomatic crisis. However, as a sovereign state, Qatar has the right to determine the foundation and principles of its government's foreign policy. As well as restoring relations between Qatar and the anti-Qatar quartet, both sides agreed to end the crisis through diplomatic dialogues and negotiations, lifting the sanctions blockade on Qatar. Abstract

This study tried to explore the reasons for the agreement of the Singapore - Australia Digital Economy Agreement (SADEA) to increase digital economy cooperation carried out by Australia and Singapore in 2020, from Australia’s point of view. The digital economy is an economic field that has very high potential and will continue to develop until the development of technology stops. SADEA is a bridge for Australia and Singapore to reduce barriers to digital trade for businesses and consumers through a series of new digital economy cooperation indicators. In addition to improving bilateral relations between the two countries, Australia also views that SADEA contributes to the economic interests of emerging digital technology companies in Australia, and can improve Australia's bargaining position in regional or multilateral digital economy forums such as the WTO. This research used Liberalism as a perspective, International Cooperation theory, and a nation-state level of analysis. As for the research method, the author used qualitative research methods accompanied by library research data collection techniques, which collect data from books, journals, articles, or websites. This research showed that Singapore is a potential partner for digital economy. In Southeast Asia, Singapore is the world's largest economic hub for region. Policy support from the government in responding to digital economic opportunities has resulted in an advanced digital environment output for the wider community, both in the community, business, and government sectors. Both Australia and Singapore previously developed a series of economic policies such as a free trade area and a comprehensive strategic partner. In addition, the two countries are also members of the countries that proposed the Joint Statement Initiative (JSI) on E-commerce at the WTO. Abstract

Tourism sector is one of priority sector in Thailand that supports the biggest income of this country. But, the massive tourism development in Thailand also has tight relation by increasing the prostitution level. Sex tourism becomes one of phenomenon that brings it to the dilemma position. Although it becomes the income source for Thailand, but the negative impact occurs such as HIV/AIDS, human trafficking, and bad image of Thailand. Those things makes Thailand’s government implement the work program of image re-branding of tourism sector. The method used in this research is qualitative descriptive. This research uses secondary data by using library research. This study uses Postmodernism Perspective Level of Interest Group, and Theory of Constructivism. The result of this research is Thailand has implemented various ways of public diplomacy effort to pay attention of tourist so that they forget Thailand’s image as sex tourism country. From various ways that have been done by Thailand, it has not lost the negative image of Thailand from international perspective, but Thailand has obtained various international awards in tourism sector that becomes representation of its achievement. Abstract

This whole scientific research has a goals, the main goals of this research is to make sure that refugee has a living in Indonesia that not only place but also has a humanitarian help from the organization that named UNHCR. Who shared a medical belongings and also a place to live. This research use the Clive Archer Theory that contains independence actor whos sounds that only organization that controls it’s one and only paradigm, if it’s paradigm works in a way it means that there’s no one power outhere can limited that organization vision. Once Organization said that there’s no other intervention can contact the organization. This research also use the qualitative theory that brings from books from library and website in the Internet. The results of this study are that this study describes the successful role of UNHCR in providing comfort to refugees from Timor Leste to Indonesia. They got medicines and evacuation posts in Indonesia. This is a comprehensive step in addressing these refugees and this research also shows that the role and policies carried out by UNHCR in dealing with the problem of East Timorese refugees in Indonesia are repatriation (repatriation), resettlement (resettlement), Local integration (reintegration/integration with the community during the post-displacement period).
