Abstract

This study aims to analyze the refunctionalization of policies in increasing the role of Women's Leadership in the Bureaucracy Position of the Jayapura Regency Government. Therefore, in this study, there are 3 main study focuses, firstly, analyzing the description of the role of women's leadership in Government Bureaucratic Positions in Jayapura Regency. Analyzing the supporting factors and inhibiting factors that affect the leadership role of women in the Government Bureaucracy Position in Jayapura Regency. Third, formulating efforts to refunctionalize policies in increasing the leadership role of women in government bureaucratic positions in Jayapura Regency. The research method used is descriptive qualitative. The research location is in Jayapura Regency. The technique of determining the informants was selected purposively. The data collection used includes in-depth interviews, observations, and FGDs. Data analysis techniques include the stages of data reduction, data presentation, data interpretation and drawing conclusions. The results of the study show that The refunctionalization of gender-based public policies at the district government as an alternative is carried out through two choices of steps, namely direct implementation in the form of programs or through the formulation of derivative policies or derivatives of public policies based on gender mainstreaming. The author's series of investigations in policy implementation starting from programs, to projects and to activities that are in accordance with public sector management show that there are weaknesses in the politics of determining certain positions which are carried out in a closed manner so as to ignore the role of gender mainstreaming.

Abstract

This study aims to reveal a professional description of promotion, supporting slot maxwin factors, and inhibiting factors, and a strategy for a promotion system that is in accordance with the work professionalism of the Public Works and Public Housing Office of West Papua Province can produce public service performance. The research approach used is a mixed method that combines a qualitative research approach, to see the depth of data through interviews and field observations, then a quantitative approach using statistical benchmarks or regression using survey methods. Qualitative data analysis includes the stages of data reduction, data presentation, and verification, and drawing conclusions. While the quantitative analysis is through the Kolmogorov-Smirnov normality test. The research results show that the mechanism is not yet transparent. Supporting factors and inhibiting factors that influence the professionalism of promotion are closely related to its internal and external dimensions. If the supporting factors cannot be optimized and the inhibiting factors cannot be handled properly, then promotion cannot be carried out professionally. Public Service Standards and Reputation can be described by the degree of achievement by examining the consistent aspects of achieving the goals supported by the presentation of the Public Service Index

Abstract

Since the implementation of Law Number 23 of 2014 concerning Regional Government, Jayapura Regency has adopted a policy of delegating authority as an effort to improve the efficiency and effectiveness of government administration at the district level. This study aims to analyze the effectiveness of the delegation of authority from the Regent of Jayapura to the District Heads based on the Jayapura Regent Regulation Number 13 of 2019 on the Delegation of Partial Authority from the Regent to the District Heads to Perform Certain Local Government Affairs. This study uses a qualitative approach with data triangulation methods, including indepth interviews, observations, and document analysis. The results show that although there are some successes in the implementation of delegated authority, various obstacles remain, such as mismatches between the delegated authority and district capacities, lack of trained and competent human resources, and budget limitations. Additionally, the delegation process often lacks adequate accountability and transparency systems. The study also found that unclear policies and regulations, as well as complex bureaucratic processes, hinder the effectiveness of the delegated authority implementation. Some district heads feel that the delegated authority is insufficient to enable them to make quick and accurate decisions to serve local community interests. Recommendations from this study include improving human resource capacity at the district level, enhancing accountability and transparency systems, and simplifying bureaucratic processes to support the effectiveness of delegated authority. Thus, it is expected that the delegation of authority from the Regent of Jayapura to the District Heads can run more optimally and contribute positively to regional development and the improvement of public service quality

Abstract

As an effort to advance Papuan human resources, the Special Autonomy Law regulates education and culture. One form of concern for the future of Papuan human resources, especially attention in the education sector, was also shown by the Jayapura City Government through the Port Numbay Men's Special Education Program (PKP3N) in collaboration with the Universitas Kristen Satya Wacana (UKSW) Salatiga. The provision of scholarships through PKP3N since 2013 until now has shown a fairly good performance despite the challenges and obstacles faced. This sociological condition in the field of Higher Education does not have to be a prolonged problem, but a solution must be sought. Therefore, it is necessary to create a model that is considered appropriate in answering various problems of higher education within the Jayapura City Government. Specifically, the purpose of this research is to explain the implementation of the policy of the scholarship award in the Higher Education Sector implemented by the Jayapura City Government, identify the factors that support and hinder the process of implementing the policy of the scholarship award in the Higher Education Sector for Port Numbay students. at UKSW Salatiga, and strategically evaluating the success of implementing the Special Autonomy Fund scholarship award for the Higher Education Sector within the Jayapura City Government. This study was designed with a qualitative method. Data was collected through structured interviews with policy makers (Jayapura City Government and Jayapura City Regional Secretary) and policy recipients (19 students of UKSW Salatiga). Unstructured interviews were also addressed to policy implementers and several community members. The findings of this study mainly focus on the need for socialization to executive officials, Technical OPD and Community Leaders as well as a form of attention and motivation to policy recipients as a form of follow-up for the success of policy implementation.

Abstract

Penelitian ini bertujuan untuk menganalisis peran kepemimpinan akademik di Universitas Musamus dalam mengembangkan strategi inovatif dan adaptif yang dapat meningkatkan kualitas pendidikan, memperkuat daya saing, dan mengintegrasikan nilai-nilai lokal dalam menghadapi tantangan globalisasi. Pendekatan kualitatif dengan desain studi kasus dipilih untuk memperoleh pemahaman mendalam tentang praktik kepemimpinan akademik dalam konteks lokal dan global di Papua Selatan. Teknik pengumpulan data yang digunakan meliputi wawancara mendalam, observasi partisipatif, dan dokumentasi. Wawancara dilakukan terhadap pimpinan universitas, dosen, dan mahasiswa untuk menggali pandangan tentang kebijakan dan dampaknya terhadap pendidikan. Observasi partisipatif mengamati langsung kegiatan akademik dan kebijakan yang diterapkan, sementara dokumentasi dianalisis untuk melihat hubungan antara kebijakan tertulis dan implementasinya di lapangan. Data yang diperoleh dianalisis menggunakan teknik analisis tematik untuk mengidentifikasi tema-tema utama yang berkaitan dengan inovasi kepemimpinan, tantangan yang dihadapi, dan dampaknya terhadap kualitas pendidikan. Hasil penelitian menunjukkan bahwa kepemimpinan akademik yang inovatif dan adaptif berperan penting dalam meningkatkan kualitas pendidikan, meskipun terdapat tantangan terkait keterbatasan infrastruktur dan sumber daya. Universitas Musamus berupaya menghadapi tantangan tersebut melalui penguatan kemitraan eksternal dan pengembangan sumber daya manusia untuk menciptakan pendidikan yang relevan dengan kebutuhan global dan lokal.

Abstract

This research aims to explain how the implementation of the Digital Population Identity (IKD) Policy in Increasing Public Awareness of Population Document Ownership in Jayapura Regency which also reveals the inhibiting and supporting factors of the policy implementation, as well as analyzing efforts to optimize its implementation. This research is important, because Digital Population Identity (ID) is a strategic innovation to improve the efficiency of public services, but its implementation in Jayapura Regency still faces challenges that require implementative solutions. This research uses a type of qualitative research with a public policy research approach. Data collection techniques include interviews, observation, and documentation. The research instruments used were interview guides, notebooks, and recording devices. The informants were selected purposively, while the data analysis followed the stages of data reduction, data presentation, and conclusion drawing and verification. The results showed that the implementation of the Digital Population Identity (IKD) policy in Jayapura Regency faced challenges in the aspects of communication, resources, disposition, and bureaucratic structure. Socialization through various media has been carried out, but limited human resources, infrastructure, and budget are the main obstacles. Nevertheless, the commitment and proactive attitude of policy implementers show the important role of disposition in the success of the program. To be more effective, an increase in resource allocation, additional human resources, training, and SOP adjustments are needed. An integrated socialization strategy and revision of the Dukcapil Renstra to include IKD as a priority are also important to increase public awareness and achieve the IKD target.

Abstract

The purpose of this study was to determine the performance of public services carried out by officials in the Yobeh Village, Sentani District, Jayapura Regency, and to find out the effect of the training carried out on the officers in the Yobeh village, Sentani district, Jayapua Regency. The research method used is descriptive qualitative to describe and analyze the evaluation of the implementation of the apparatus development policy of Yobeh village, Senani District, Jayapura Regency. The technique of determining the informants used was Pusposive, while the data collection included in-depth interviews. Data analysis in the form of data reduction, data display and conclusion. The results showed that first, the managerial approach and policy were the most dominant factors in the implementation of government apparatus development policies. Second, the village head is implementing the village apparatus development policy. Support in the form of policy facilities and infrastructure is tailored to the concept of the need for deliberations and meetings related to the implementation of the village program. The lack of guidance from other institutions such as the district and local governments has resulted in a lack of capacity of village officials in carrying out their duties and functions. Third, cultural factors are the most dominant factor in delivering quality public services.

Abstract

llage Fund Allocation is a policy issued by the government to spur development starting from the periphery, namely building from villages and villages. The hope is that with the Village Fund Allocation disbursed by the central government it can spur development growth and stimulate self-reliance and improve the standard of living of the community at the village or village level. Therefore, this study aims to describe and analyze the implementation of the Village / Village Fund Allocation policy in Sinak Barat District, Puncak Regency, Papua Province. As well as exploring the supporting and inhibiting factors in implementing the policy. Then the research method used is descriptive qualitative with data collection techniques in the form of interviews and observations. Then data analysis includes data reduction, data exposure, and drawing conclusions. The results show that if it is viewed from the aspect of communication and information dissemination has been carried out properly, with communication and coordination in each program agenda of the Village Fund Allocation. In the resource aspect, Sinak Barat District, Puncak Regency has an adequate quantity of resources and meets the sufficiency aspect, but in terms of quality it is still lacking. The disposition runs quite well based on the commitment and involvement of every institution at the village level. Then, the Bureaucratic Structure is based on the authority and responsibility given in accordance with their respective main tasks and functions. Then, the supporting factor is the high enthusiasm of the village community to be involved and participate in implementing the Village Fund Allocation policy. While the inhibiting factor is the problem of conflict which often hinders, because in the event of a conflict, the Village Fund Allocation budget is diverted to resolve the conflict. In addition, part of the budget is also earmarked for sudden health problems to treat people who are sick or dying, so the allocation of village funds for development becomes less effective.

Abstract

The purpose of this research is to highlight two things, namely, first, the issue of the process of determining the policy agenda for the expansion of districts in Papua Province. Second, the determinants that support and hinder the division of the District in Papua Province. The research method used is descriptive qualitative. With the research location in Papua Province. The technique of determining informants is carried out by snowball, for those who have knowledge of the proposed district expansion areas in Papua Province. Then, the data collection techniques used were observation and interviews, then the research instruments included, interview guides, and recording devices. Data analysis techniques through the stages of data categorization, data description and data interpretation. The results show that firstly, the preparation of the expansion policy agenda in Papua province, when viewed from the regulation of the Special Autonomy Law in general, contains the importance of reviewing aspects of the locality of Papua Province, therefore it is possible to produce affirmative policies as an alternative to contextualizing the locality with national policies related to expansion. District in Papua. Second, the supporting factor is that with a variety of resources owned, the state or government can provide opportunities to improve the quality of human resources in the regions, especially Papua Province through the policy of regional expansion. Then the inhibiting factor is the dilemma of the expansionary requirements and in fact contradicts the context of the Papua Province region.

Abstract

Election is a democratic party that guarantees freedom, justice and equality for individuals in determining leaders in the executive and legislative fields. In every stage of the election process, there must be opportunities for problems, errors and violations such as violence, buying and selling of votes, and manipulation. It is undeniable that violations that include manipulation of election regulations, voter choice and electoral administration in the implementation of the recapitulation of the results of the vote count at the district level, still color the implementation of elections. The purpose of this study is to find out, analyze and describe the forms and factors that influence electoral malpractice in the recapitulation of the results of the calculation of the votes acquired by the candidates for members of the Waropen Regency DPRD at the district level in the 2019 Election. The research method uses a qualitative descriptive approach. Collecting data using in-depth interview techniques and active observation. Research informants are Election Organizers and Secretariats and Election Contestants. Data analysis techniques through the stages of preparation, codification, topic description, and data presentation. The results of the study indicate that there were electoral malpractice actions that occurred before and during the recapitulation of the results of the counting of district-level votes in the Election for Candidates for Members of the Waropen Regency DPRD in 2019 in the form of manipulation of voter choices and manipulation of electoral administration. Factors that influence the occurrence of electoral malpractice are the negligence of the election organizers and the existence of vote buying by election participants (candidates) against the election organizers
