Abstract

The assessment of regional expansion policy is important as an effort to equalize development and improve public services in underdeveloped and remote areas. This study aims to describe and analyze the implementation of Regional Regulation No. 5 of 2006 concerning the establishment of 51 districts, 517 villages, and 1 sub-district in Yahukimo Regency as an indicator of community development. The urgency of this research is to evaluate the effectiveness of regional expansion in overcoming inequality and improving public services in underdeveloped areas. The focus of the study includes policy content, policy environment, policy outcomes, and factors that support and hinder its implementation. This study uses a descriptive qualitative approach with a case study method. Data collection techniques include in-depth interviews, participatory observation, and documentation study, while data analysis techniques are carried out through data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the policy has not been fully optimized. Although there has been an expansion of government administration to remote areas, there are still significant obstacles such as limited infrastructure, minimal human resource capacity, and weak coordination between districts. The policy environment shows that the influence of local power and the involvement of political elites is quite dominant, but this has not been balanced by the active participation of grassroots communities. In terms of policy outcomes, there have been changes in the structure of government, but these have not been significant in accelerating public services and community welfare. This study recommends the need to strengthen the capacity of village officials, develop a roadmap for development based on customary territories, and implement integrated evaluative oversight across all levels of government.

Abstract

This research aims to evaluate the implementation of the Direct Cash Assistance program in Kota Batu Urban Village. The type of research used is qualitative. Data collection was conducted through interviews, observation, and documentation. The data analysis process was carried out through three stages, namely data reduction, data presentation, and conclusion drawing. The results of this study indicate that the implementation of the direct cash assistance program policy in Kota Baru Urban Village, seen from the indicators of effectiveness, adequacy, implementation, responsiveness and accuracy, can overall be said to have run quite well. However, there are obstacles obtained, such as; lack of clarity regarding the Direct Cash Assistance program, and lack of communication between related parties. As a recommendation, evaluations must continue to be carried out on officers appointed in the field so that they work more effectively, the distribution of assistance is expected to be more evenly distributed to all communities, and build good communication between related parties so that the program can run according to procedures in order to get a good response from the community.

Abstract

This research discusses a Community Collaboration that aims to accelerate interest in swimming in Merauke through community service. A brief introduction explains the background of the low interest in swimming and the constraints faced by the people of Merauke. The research objective is to describe the impact of this collaboration on swimming awareness, participation, culture and accessibility in Merauke. The research method included a collaborative approach involving swimming coaches, government agencies, community organizations, and the private sector. Training programs and outreach campaigns were run to increase community awareness of the benefits of swimming. Data analysis involved participation monitoring, community view surveys, and impact evaluation. The results showed a significant increase in public awareness of the importance of swimming, especially in terms of safety and health. Participation in swimming activities also increased significantly across different age groups. The establishment of a positive swimming culture is also one of the outcomes of this collaboration, where swimming is no longer considered as an alien thing but a part of the daily routine. The construction of public swimming facilities and the provision of adequate swimming equipment have also successfully overcome infrastructure barriers, providing easier access for the community. This article illustrates how community collaboration can transform.

Abstract

This research aims to explain how the implementation of the Digital Population Identity (IKD) Policy in Increasing Public Awareness of Population Document Ownership in Jayapura Regency which also reveals the inhibiting and supporting factors of the policy implementation, as well as analyzing efforts to optimize its implementation. This research is important, because Digital Population Identity (ID) is a strategic innovation to improve the efficiency of public services, but its implementation in Jayapura Regency still faces challenges that require implementative solutions. This research uses a type of qualitative research with a public policy research approach. Data collection techniques include interviews, observation, and documentation. The research instruments used were interview guides, notebooks, and recording devices. The informants were selected purposively, while the data analysis followed the stages of data reduction, data presentation, and conclusion drawing and verification. The results showed that the implementation of the Digital Population Identity (IKD) policy in Jayapura Regency faced challenges in the aspects of communication, resources, disposition, and bureaucratic structure. Socialization through various media has been carried out, but limited human resources, infrastructure, and budget are the main obstacles. Nevertheless, the commitment and proactive attitude of policy implementers show the important role of disposition in the success of the program. To be more effective, an increase in resource allocation, additional human resources, training, and SOP adjustments are needed. An integrated socialization strategy and revision of the Dukcapil Renstra to include IKD as a priority are also important to increase public awareness and achieve the IKD target.

Abstract

Kondisi rendahnya akses pendidikan perempuan, terbatasnya peran mereka dalam kepemimpinan gereja, dan stereotip budaya. Penelitian ini bertujuan untuk memberdayakan perempuan melalui pendidikan di Gereja Pantekosta di Indonesia (GPDI) Jemaat Betlehem Enggros, Wilayah Port Numbay, Kota Jayapura. Permasalahan yang dihadapi perempuan jemaat adalah rendahnya tingkat pendidikan formal dan kurangnya dukungan terhadap pengembangan kapasitas, yang berdampak pada keterbatasan akses perempuan dalam pengambilan keputusan gerejawi. Kegiatan pengabdian ini dilaksanakan pada 1 Mei 2025, dengan metode pelatihan yang mencakup sosialisasi kesetaraan gender, pelatihan penguatan peran perempuan, diskusi pendidikan, dan pelatihan kepemimpinan. Analisis data dilakukan secara deskriptif kualitatif melalui observasi, wawancara, dan dokumentasi. Hasil menunjukkan peningkatan pemahaman perempuan tentang kesetaraan gender, partisipasi aktif dalam kegiatan gereja, serta peningkatan keterampilan kepemimpinan. Namun, tantangan masih ada, termasuk stereotip budaya dan keterbatasan akses pendidikan formal. Untuk keberlanjutan program, diperlukan sinergi antara gereja, pemerintah, dan organisasi masyarakat sipil. Penelitian ini menegaskan pentingnya pendidikan sebagai alat pemberdayaan perempuan dan mengusulkan strategi peningkatan akses pendidikan dan kepemimpinan perempuan melalui pendekatan yang inklusif dan partisipatif. Penelitian ini diharapkan dapat menjadi referensi bagi gereja-gereja lain dalam mengembangkan program pemberdayaan perempuan berbasis pendidikan.

Abstract

Focused research discusses the Archives Management System in the General Bureau and Protocol of the Papua Province Governor's Office. The method used is a qualitative approach.To obtain data, this is done through: Observation, Interviews and Documentation. To analyze various phenomena in the field, the following steps are carried out: Information collection, data reduction, data presentation, and drawing final conclusions. The results of this study show that the planning carried out in archive management is only general in nature, the organizing carried out in archive management has not been carried out effectively, the actuating in archive management has not gone well, so in-depth planning needs to be carried out in accordance with archival procedures starting from the creation of archives, use of archives, maintenance of archives, up to destruction of archives.

Abstract

Penelitian ini juga bertujuan untuk menguji dan menganalisis pengaruh secara simultan, kepemimpinan, motivasi dan disiplin Kerja terhadap kinerja. Penelitian ini dilakukan pada pegawai Setda Mamberamo Tengah berjumlah 127 orang dengan metode pengambilan sampel jenuh. Pendekatan analisis diuji dengan regresi berganda. Hasil penelitian membuktikan bahwa secara simultan variabel kepemimpinan, motivasi dan disiplin kerja berpengaruh positif dan signifikan terhadap kinerja.

Abstract

ABSTRAKIndonesia merupakan negara yang luas sehingga tentu saja tidak terlepas dari berbagai macam permasalahan sosial, salah satunya adalah kemiskinan. Kemiskinan adalah keadaan dimana terjadi kekurangan hal-hal yang biasa untuk dipunyai seperti makanan, pakaian, tempat berlindung dan air minum. Upaya yang dilakukan pemerintah untuk menekan angka kemiskinan dilakukan dengan berbagai macam upaya melalui kebijakan yang dirancang oleh pemerintah pusat maupun pemerintah daerah. Adapun program pemerintah yaitu melalui program bantuan rumah layak huni bagi Masyarakat Berpenghasilan Rendah (MBR). Dalam kajian ini untuk mengumpulkan data dan informasi digunakan metode deskriptif kualitatif, yang mana terfokus pada proses implementasi kebijakan program bantuan rumah layak huni bagi masyarakat berpenghasilan rendah (MBR) Tahun 2021 Di Kabupaten Asmat dan Kendala dalam implementasi kebijakan program bantuan rumah layak huni bagi masyarakat berpenghasilan rendah (MBR) Tahun 2021 Di Kabupaten Asmat. Teknik pengumpulan data menggunakan teknik pengumpulan data primer dan sekunder dimana sumber data primer diperoleh dari hasil wawancara langsung dengan pihak-pihak yang terkait, sedangkan sumber data sekunder menggunakan buku-buku, literatur dan dokumen lain yang relevan dengan masalah yang diteliti. Dari hasil penelitian yang dilakukan ini diperoleh kesimpulan bahwa proses Implementasi Kebijakan Program Bantuan Rumah Layak Huni Bagi Masyarakat Berpenghasilan Rendah (MBR) Tahun 2021 di Kabupaten Asmat berdasarkan pada fokus yaitu komunikasi, sumber daya, disposisi dan dan sistem birokrasi secara umum sudah berjalan dengan baik. Selain itu juga, dalam proses pelaksanaan pembangunan rumah layak huni di Kab. Asmat masih terdapat kendala-kendala diantaranya kelengkapan administrasi berupa KTP dan Kartu Keluarga, Kurangnya sumber daya manusia pada Bidang Perumahan Rakyat Dinas Perumahan Rakyat Kabupaten Asmat, Terjadi faktor kecemburuan antar masyarakat, Keterlambatan bahan/materil untuk pembangunan rumah layak huni dan Informasi yang lambat terkait bantuan karena jaringan komunikasi yang buruk.Kata Kunci: Kemiskinan, Implementasi Kebijakan, Bantuan Rumah Layak HuniABSTRACTIndonesia is a vast country so of course it cannot be separated from various kinds of social problems, one of which is poverty. Poverty is a situation where there is a shortage of things that are commonplace to have such as food, clothing, shelter and drinking water. Efforts made by the government to reduce poverty are carried out in various ways through policies designed by the central government and local governments. The government program is through the housing assistance program for Low-Income Communities (MBR). In writing this thesis, to collect data and information, a qualitative descriptive method was used, which focused on the process of implementing the policy for the 2021 livable housing assistance program for low-income communities (MBR) in Asmat and Kendala Districts in implementing policies for the housing assistance program for the community. low income (MBR) 2021 in Asmat Regency. The data collection technique uses primary and secondary data collection techniques where primary data sources are obtained from direct interviews with related parties, while secondary data sources use books, literature and other documents relevant to the problems studied. From the results of this research, it was concluded that the process of implementing the Policy for the 2021 Decent Housing Assistance Program for Low-Income Communities (MBR) in Asmat Regency based on the focus, namely communication, resources, disposition and the bureaucratic system in general has been going well. In addition, in the process of implementing the construction of livable houses in Kab. Asmat there are still obstacles including administrative completeness in the form of ID cards and Family Cards, Lack of human resources in the Public Housing Sector of the Public Housing Service of Asmat Regency, There is a factor of jealousy between communities, material delays for the construction of livable houses and slow information related to assistance. due to poor communication network.Keywords: Poverty, Policy Implementation, Housing Assistance

Abstract

This study examines the challenges in the digitization of personnel services within the management system of the State Civil Apparatus in Keerom Regency. This study identifies several key barriers, including limited digital infrastructure, insufficient internet connectivity, a lack of technological devices, low competency among civil servants in utilizing information and communication technology, as well as cultural resistance to digital transformation. A descriptive qualitative approach is employed through the methods of field observation, in-depth interviews, and analysis of policy documents. The research findings indicate that the efforts for digitalization are not evenly distributed across all work units, as the digital system remains centralized in the main personnel unit, while the supporting units still rely on manual processes. Furthermore, the lack of standardized application processes and data results in low efficiency and accountability in services. This study presents strategic steps to address the identified issues, including the enhancement of infrastructure, the improvement of digital competencies among civil servants through ongoing training, and the encouragement of a workplace culture that embraces digital technology. The results of this study contribute to the development of a model for accelerating the digitalization of civil servants at the regional level to enhance the quality of public services that are responsive, integrated, and sustainable. The significance of this study lies in its localized focus on a 3T (frontier, outermost, underdeveloped) region, providing a nuanced understanding of digital transformation challenges often overlooked in centralized policy-making.

Abstract

This study aims to analyze the implementation of the protection and management policy for the Cycloop Mountains Nature Reserve buffer zone in Jayapura by highlighting the issues of governance breakdown and socio-ecological tensions resulting from the weak institutionalization of customary legitimacy. The study employed a qualitative approach with a case study design, through in-depth interviews, Focus Group Discussions (FGDs), participant observation, and documentation studies involving the government, indigenous communities, migrant communities, non-governmental organizations, and academics. Data were analyzed thematically using NVivo with a Systems Theory framework, Grindle's content-context approach, and the Edwards III implementation model. The results indicate that the failure of the Cycloop buffer zone policy implementation is caused by institutional fragmentation, overlapping authority, weak cross-sectoral coordination, limited resources, and low-effectiveness of policy communication. In addition, the lack of integration of customary legitimacy and local knowledge into formal policies weakens social legitimacy and triggers conflicts over resource utilization between conservation interests and community economic needs. This condition creates a negative feedback loop that accelerates the ecological degradation of the buffer zone and impacts community social welfare. This study concludes that protecting the Cycloop buffer zone requires more inclusive and adaptive governance reforms through strengthening institutional coordination, recognizing customary legitimacy, and implementing a community-based conservation approach to ensure ecosystem sustainability and social justice.
