Abstract

This article focuses on the study of Evaluation of Village Fund Management in Yobeh Village, Sentani District, Jayapura Regency, with the aim of analyzing and evaluating village fund management in Yobeh Village and knowing the factors that influence the Village Fund management process in Yobeh Village, Sentani District, Jayapura Regency. To determine the success of village fund management in Yobeh village, the author uses William Dun's theory of policy evaluation which divides policy evaluation into Effectiveness, Efficiency, Sufficiency, Equality, Responsiveness, and Accuracy, then to analyze more deeply about the management of village funds, the author refers to Minister of Home Affairs Regulation No. 20 of 2018 concerning Village Financial Management which regulates the Principles of Village Financial Management. Furthermore, to analyze the factors that affect the management of village funds, the authors refer to Permendagri No. 20 of 2018 concerning Village Financial Management, it regulates the stages of village financial management and then combines them with the results of interviews and observations in the field so that conclusions and solutions can be obtained to improve village fund management in Yobeh Village, Sentani District, Jayapura Regency.

Abstract

This research is entitled Implementation of Regional Development Information System (SIPD) Policy in Regional Development Planning in the Asmat Regency Government. The Regional Development Information System Policy aims to provide facilities and the availability of data and information systems to stakeholders to make decisions and development planning policies at the regions or at the center. This study aims to determine and analyze how the implementation of the Regional Development Information System policy and what are the inhibiting and supporting factors in regional development planning in the Asmat Regency Government. The research locus is at the Regional Development Planning Agency and Regional Development Research and other Regional Apparatus Organizations. This study uses a qualitative method with a descriptive approach. The implementation of the policy of the Minister of Home Affairs Regulation Number 70 of 2019 is assessed by four variables, namely: communication, resources, disposition and bureaucratic structure. There are two variables that become inhibiting factors, namely: resources, staff or human resources of the Regional Development Planning and Research Agency have fulfilled and understood, while the Regional Apparatus Organizations are constrained by the number of implementers who understand and other resources in the form of network access internet network connectivity, while the bureaucratic structure, the absence of a regional head decision regarding the Asmat Regency Data Management Team, the division of tasks and functions that are not in accordance with the accounts in the application resulted in duplicate duties and functions of the implementer so that the input delay was in accordance with the schedule for the preparation of planning documents. Furthermore, there are two supporting variables, namely: communication, the Development Planning Agency and Regional Development Research as the manager of the Regional Development Information System application has carried out communication smoothly with other Regional Apparatus Organizations and internally themselves. The clarity of the orders given by the head of the Regional Development Planning and Research Agency to the heads of fields to carry out their duties and functions as well as consistency in communicating with Regional Apparatus Organizations in accordance with their field of affairs, as well as disposition variables, the attitude of the implementers are responsive and in accordance with the direction of the leadership. The results and discussion of research in the implementation of regional development information system policies in regional development planning at the Asmat Regency Government are assessed in accordance with the Regulation of the Minister of Home Affairs Number 70 In 2019 by following the stages of inputting the preparation of regional development planning documents on an application in the form of a website, namely the Regional Development Information System

Abstract

This study aims to analyze the performance of employees in public services at the Cenderawasih University Postgraduate Program, as well as describe the determinant factors that influence the performance of Cenderawasih University Postgraduate Program employees. The research method used is descriptive qualitative. Research locations focused on the Cenderawasih University Postgraduate Program, with consideration of accessibility in conducting research. The informant determination technique was carried out purposively, for those who were considered to know the research problem. Then, the data collection techniques used were observation and interviews, then the research instruments included interview guides and recording devices. Data analysis techniques through the stages of data categorization, data description, and data interpretation. The results showed that the performance produced by employees in the Cenderawasih University postgraduate program was not optimal. This was seen from the quality of results, discipline, responsibility, target accuracy, and cooperation shown in carrying out public services. Lack of awareness and good coordination. Although the employees always try to maximize their work. Support for available facilities and also aspects of the quality of human resources. newer technology employees who are less solid or have difficulty working in teams. However, the problem or obstacle comes from employees who don't care enough, so they forget their responsibilities to work in a team.

Abstract

The existence of an e-LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat) is the implementation of e-Governance to facilitate public service complaints for the community. This study aims to analyze and describe the Implementation of e-LAPOR in Services at Jayapura Regency, Kominfo Service, and to analyze the supporting and inhibiting factors for the Implementation of e-LAPOR in Services at the Regency, Services of Information and Communications Services. Jayapura. This study used a qualitative descriptive approach which was carried out at Jayapura Regency Communication and Informatics Office, the determination of informants was carried out by snowball. Data collection techniques used are observation and interviews. Data analysis includes the stages of data reduction, data presentation, and conclusion. The results of the study show that the implementation of the e-LAPOR Policy in services at the Jayapura District Communication and Information Service has been running but not optimal. In terms of the communication aspect, it has been carried out as it should, by coordinating the policy organizers for information dissemination and socialization in introducing this policy to the target group. In the aspect of human resources, they already have adequate human resources and meet the adequacy aspect, but in terms of the quality of mastery of technical skills it is still lacking, so it is very necessary to hold training to develop the soft skills they have, the institutional environment of facilities is sufficient to carry out the SP4N-LAPOR (Sistem Pengelolaan Pengaduan Pelayanan Publik Nasional Layanan Aspirasi dan Pengaduan Online Rakyat) application is managed by the Admin, access to the internet is also sufficient to run the application. The disposition works quite adequately based on the firmness and seriousness of policy implementers at the institutional level in carrying out the policy. Then, the Bureaucratic Structure is based on the authority and obligation that is handed over by the main tasks and functions of each existing field and section and refers to the SOP (Standard Operational Procedures) for policy implementation. Supporting factors are the existence of regulations at the regional level, the allocation of human resources, and supporting facilities. Then the inhibiting factor is that the community is not very adept at using the e-LAPOR application to make complaints, especially the people at the village level. Then, the lack of outreach to the community and limited access to the internet network in the villages.

Abstract

This study aims to examine the Implementation of the ADD Program Policy in Jayapura Regency, precisely in Kampung Bumi Sahaja and to analyze the supporting and inhibiting determinant factors. This study used a qualitative approach with descriptive analysis. Data were obtained through observation, documentation and in-depth interviews with informants consisting of various elements of society. Data analysis includes the stages of data reduction, data presentation, data verification and drawing conclusions. The results showed that the implementation of the village fund program implementation policy in Jayapura district, precisely in Kampung Bumi Sahaja, involved various elements of the community and government, infrastructure development was appropriate because it had been felt by the community and in terms of decision making, the opinions of local community leaders were taken into consideration by government. Furthermore, the community hopes that in the future the allocation of village funds should be prioritized for development activities that can revive the local community's economy and are in accordance with the vision and mission of Jayapura Regency

Abstract

This study aims to explore the factors that support and hinder the implementation of housing policies in Central Mamberamo, which factors are used as input for the Central Mamberamo Regency Government to take corrective steps and this study is also a mediator for Papuan civil servants to know for sure and comprehensively the benefits of livable houses for the safety and security of Papuan civil servants so that they are always healthy and enthusiastic in their activities and productivity. Data were processed using source triangulation techniques. The results of this study found that the implementation of the housing service policy program for civil servants by the Housing and Settlement Area Service of the Central Mamberamo Regional Government. From the aspects; a) Policy content; the policy of Law No. 1 / 2011 is then continued by making PKP, the contents of PKP 1) show that the Perkim Service has strong authority covering the determination of the allocation of official housing and the form of official housing. Context of Implementation. 1) housing program includes a) Staff, Barracks type 36. b) echelon 3 & 4 officials, Barracks type 42. c) echelon 2 officials, single house type 45. 2) Benefits of the policy, a) saving housing costs b) increasing PSN motivation in working. c) discipline. d) safety and e) security of civil servants. Abstract

This study aims to critically examine the dynamics of development in Papua by tracing the paradigm shift from centralization to regional autonomy and special autonomy. The main focus is to understand the extent to which the development approach that has been applied is able to address the issues of welfare and independence of the Papuan people. This research uses a descriptive qualitative method with a documentary study and content analysis approach. Data sources come from development policy documents, local government reports, and academic literature discussing development theory and practice in Papua. The research findings indicate that the dominant growth paradigm during the centralized era led to development disparities, marginalization of local communities, and weak community participation in the development process. The shift toward regional autonomy and special autonomy brought hopes for self-reliance, but faced challenges related to human resource capacity, local politics, and institutional limitations. A shift toward a community-based and socially just development paradigm is beginning to emerge, but it has not yet been fully realized. Therefore, the main recommendation of this study is the importance of strengthening local institutional capacity, consistently implementing participatory development mechanisms, and integrating local values into development planning to ensure the sustainability and relevance of policies at the grassroots level.

Abstract

This study aims to analyze the implementation of the School Operational Fund (BOS) policy at SD Inpres Pruleme, Puncak Jaya Regency. The focus of the study includes policy implementation, supporting and inhibiting factors, and the school's efforts to optimize the use of BOS funds. The research method used is qualitative with a descriptive approach. Data collection techniques include in-depth interviews, observations, and document studies. Research informants were determined using purposive sampling techniques. Data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The results of the study indicate that the implementation of the BOS policy at SD Inpres Pruleme, from a communication perspective, is still constrained by suboptimal information dissemination and coordination. Furthermore, in terms of resources, there are limitations in human resources for financial management and inadequate infrastructure. In terms of disposition, although policy implementers demonstrate commitment in managing BOS funds, understanding of technical regulations and the participation of the school committee in oversight still need to be improved. From the bureaucratic structure aspect, the mechanism for disbursing and reporting BOS funds is still hampered by complex administrative procedures and the lack of an effective monitoring system. Supporting factors include community support, effective communication between schools and the Education Office, and transparency in financial reporting. Meanwhile, the inhibiting factors are limited infrastructure, low budget management capacity, miscommunication between governments, and difficult road access, which hinder distribution and the effectiveness of BOS fund use. Improvement efforts are carried out through transparent planning, capacity building through training, publication of financial reports, optimization of fund use according to priorities, and regular monitoring and evaluation to enhance education quality.

Abstract

This research analyzes the implementation of community empowerment through the Village Fund Allocation Program (ADD) in Moruku Village, Dekai District, Yahukimo Regency. This research aims to understand the effectiveness of ADD implementation and identify supporting and inhibiting factors in the process. The urgency of this research lies in the importance of optimizing ADD management to realize inclusive and sustainable village development. The approach used is a qualitative method with data collection techniques in the form of in-depth interviews, participatory observation, and documentation. Informants were determined using purposive sampling technique, involving village officials, communities, and related stakeholders. Data were analyzed using the Miles and Huberman interactive model. The results showed that the implementation of ADD in Moruku Village was not optimal due to low community participation and the dominance of the village head in managing funds. Based on Edwards III's policy implementation theory, analysis of communication, resources, disposition, and bureaucratic structure reveals that communication is still limited, human resources and infrastructure are inadequate, and bureaucratic mechanisms are less effective in ensuring transparency and accountability. The main supporting factors are the availability of routinely allocated funds and the potential of local natural resources, while inhibiting factors include the weak capacity of village officials, lack of supervision, and low community literacy regarding fund management. This research emphasizes the need for improved communication between village governments and communities, strengthened human resource capacity, and structural reforms in ADD governance to make it more transparent and participatory. The main recommendation is to improve external and internal supervision and active involvement of the community in every stage of program implementation.
