Abstract

Aparatur Sipil Negara (ASN) merupakan salah satu aset yang sangat penting dalam organisasi pemerintahan, aparatur tidak hanya berperan sebagai objek yang harus selalu mendapat perhatian dan perlindungan dari pemerintah melainkan juga berperan sebagai subjek yang dapat menentukan maju mundurnya suatu organisasi pemerintahan. Adapun reformasi bikrorasi pemerintahan salah satu aspek yang perlu diperhatikan agar pemerintah dapat melakukan perbaikan, pembaharuan dan perubahan mendasar terhadap penyelenggaraan pemerintah, sehingga tugas dan fungsi dapat terselenggara dengan baik, melalui dukungan sumber daya aparatur yang berkualitas, namun kenyataannya reformasi birokrasi belum sepenuhnya berhasil di mana pada praktiknya penataan Aparatur Sipil Negara (ASN) belum tepat dalam menempatkan posisi jabatan seorang pegawai. Berdasarkan hal tersebut kemudian penulis tertarik untuk melakukan penelitian dengan judul Efektivitas Penempatan Aparatur Sipil Negara (ASN) dalam Meningkatkan Kinerja Pegawai di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah Kota Ternate Provinsi Maluku Utara. Pada penelitian ini penulis menggunakan metode deskriptif kualitatif. Adapun hasil penelitian dapat disimpulkan bahwa proses penempatan pegawai di BKPSDMD Kota Ternate belum efektif, adapun fakto-faktor yang memengaruhinya meliputi faktor ketidaksesuaian prestasi akademik atau pendidikan dengan jabatan, ketidaksesuaian pengetahuan, ketidaksesuaian pengalaman dengan jabatan dan faktor keterbatasan kuantitas sumber daya manusia yang memenuhi persyaratan jabatan tertentu.

Abstract

Pemanfaatan teknologi digital melahirkan sebuah bentuk mekanisme birokrasi pemerintahan yang baru dengan istilah pemerintahan-elektronik (electronic-government). Fokus dari penelitian ini adalah melihat penerapan e-government dalam meningkatkan kualitas pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPM-PTSP) Kota Bandung, faktor-faktor yang memengaruhi serta menentukan strategi yang sebaiknya dilakukan untuk keberhasilan penerapan e-government dalam meningkatkan kualitas pelayanan publik di DPM-PTSP Kota Bandung. Peneliti menggunakan teori oleh Indrajit terkait penerapan e-government dan melaksanakan wawancara langsung untuk mengetahui faktor-faktor yang memengaruhi serta melakukan analisis SWOT dan litmus test untuk menentukan strategi. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Dalam mengumpulkan data, peneliti melakukan observasi, wawancara, mengumpulkan dokumen, dan triangulasi data tentang penerapan e-government dalam meningkatkan kualitas pelayanan publik pada DPMPTSP Kota Bandung. Hasil penelitian menunjukkan bahwa penerapan e-government dalam meningkatkan kualitas pelayanan publik pada DPM-PTSP Kota Bandung sudah cukup baik. Dilihat dari elemen support penerapan e-government telah didukung oleh kebijakan e-government dari tingkat Pemerintah Pusat sampai ke Organisasi Perangkat Daerah, namun sosialisasi yang dilaksanakan masih belum maksimal, Pada elemen capacity penerapan e-government telah didukung oleh anggaran, infrastruktur teknologi dan kompetensi pegawai yang memadai, pada elemen value penerapan e-government telah memberikan manfaat bagi masyarakat dan pemerintah. Langkah-langkah yang dapat dilakukan DPM-PTSP Kota Bandung pada penerapan e-government dalam meningkatkan kualitas pelayanan publik antara lain: (1) Berkoordinasi dengan pemerintah pusat mengenai komitmen penerapan pelayanan perizinan secara online dan kemudahan akses informasi publik melalui website/aplikasi; (2) Mengintegrasikan HAYU dan GAMPIL dengan aplikasi pelayanan perizinan dari pemerintah pusat; (3) Melakukan sosialisasi penerapan e-government langsung kepada masyarakat; (4) Melaksanakan audit tingkat keamanan aplikasi secara berkala; (5) Bekerja sama dengan dinas teknis untuk meningkatkan kualitas pelayanan; (6) Membuat rencana kebutuhan pegawai dan formasi yang dibutuhkan; (7) Meningkatkan kapasitas aparatur melalui pelatihan pelayanan publik dan pelatihan di bidang TIK; (8) Melaksanakan sosialisasi lebih luas mengenai inovasi digitalisasi proses untuk mempersempit ruang gerak calo; (9) Melaksanakan forum komunikasi dan koordinasi dengan perangkat daerah terkait untuk memaksimalkan kualitas proses pelayanan perizinan berbasis e-government; (10) Mengoptimalkan fungsi dan kompetensi pegawai untuk melaksanakan tugas masing-masing pada penerapan e-government dalam pelayanan perizinan; (11) Membuat loket khusus bagi masyarakat yang membutuhkan panduan secara langsung.

Abstract

This study aims to analyze the performance management of the Religious Harmony Forum, from now on referred to as FKUB, in maintaining interfaith harmony in the city of South Tangerang. This study used a qualitative approach with descriptive methods by conducting observations and interviews to collect data. In this study, it was found that FKUB South Tangerang City was not optimal in carrying out its functions and duties because it did not have good performance management. This can be seen from indicators, among others, there are still many people in South Tangerang City who do not know about the Tangsel FKUB and feel the benefits of the organization's existence, the Tangsel FKUB does not have a clear vision, mission and objectives, has not received adequate funding from the Tangsel City Government and has never carried out training for administrators. Therefore FKUB South Tangerang City needs to improve performance by using Armstrong performance management and Balance Scorecard (BSC).

Abstract

The problem is that planning for the development of information and communication technology has not run the pace of development for Tegal City in line with national development planning so that the role of ICT has not been optimal in its implementation and the knowledge, skills and innovative creativity of the Tegal City apparatus, Central Java Province, is still low in the utilization of information technology. The theory used in this study uses Muchlis Hamdi's public policy theory with dimensions: 1) productivity, 2) linearity, 3) efficiency, and the determinant factors that influence supporters and obstacles, 1) substance of the policy, 2) behavior of the executor's task, 3) network interaction, 4) target group participation, 5) resources, policy implementation of information technology utilization in Tegal City, Central Java Province. This study uses a qualitative approach with descriptive methods, namely data collection by interviews, documentation and observation with data analysis, namely data reduction (data reduction), data display (display data), and conclusion drawing/verification (drawing conclusions/verification) with triangulation techniques on the data obtained. Conclusion: the implementation of information technology utilization policies in Tegal City, Central Java Province, is good but not optimal due to problems in the use of SPBE development information technology in the Tegal City government, namely that it has not yet been implemented, not all Human Resources (HR) in OPD The City of Tegal understands the use of information technology, the knowledge, skills and innovative creativity of the Tegal City apparatus and the beneficiaries of community policies, not all layers of Tegal City society can utilize information technology and understand it. The researcher found a new model, namely the name Information Technology Utilization Model "JADIR", a policy for utilizing information technology in the City of Tegal, Central Java Province, can be a solution and optimize the performance of the Tegal City government apparatus in order to implement good governance and provide quality public services through the utilization adequate information technology in an efficient and effective manner.

Abstract

Sungai Citarum Merupakan Sungai Terpanjang Di Jawa Barat Mengalami Permasalahan Yang Sangat Serius, Sungai Citarum Termasuk Salah Satu Sungai Terkotor Di Dunia. Permasalahan Sungai Citarum Sangat Kompleks Mulai Dari Hulu Sampai Hilir. Penelitian Ini Menggunakan Metode Kualitatif Dengan Tujuan Penelitian Untuk Mengetahui Bagaimana Proses Kolaborasi Dalam Pengelolaan Kawasan Citarum Harum Di Kabupaten Bandung Yang Merupakan Wilayah Bagian Hulu Dari Sungai Citarum. Hasil Penelitian Menunjukkan Proses Kolaborasi Yang Dibangun Berjalan Cukup Baik Berdasarkan Dimensi Collaborative Governance Ansell Dan Gash. Dengan Adanya Kolaborasi Yang Dibangun Antara Pemerintah Dan Masyarakat Dalam Pengelolaan Kawasan Citarum Harum Di Kabupaten Bandung Terlihat Hasil Yang Dicapai, Antara Lain: Kawasan Hutan Di Hulu Sungai Citarum Kembali Hijau, Baku Mutu Air Sungai Citarum Yang Meningkat Dan Membaiknya Indeks Kualitas Air Sungai Citarum Dari Tercemar Berat Menjadi Tercemar Ringan. Namun Proses Kolaborasi Yang Dibangun Antara Pemerintah Dan Masyarakat Masih Dirasa Kurang Karena Belum Adanya Keterlibatan Pihak Swasta Sehingga Hasil Yang Dicapai Dari Kolaborasi Dalam Pengelolaan Kawasan Citarum Harum Masih Belum Bisa Maksimal Sepenuhnya.

Abstract

Researchers took the title The Effect of Organizational Culture, Leadership Style and Competence on Employee Performance at the Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs of the Republic of Indonesia. The number of samples was 221 respondents. The analysis method used is descriptive quantitative using SPSS. The results showed that 1) Organizational culture is able to influence employee performance at BPSDM Kemendagri RI. The stronger the organizational culture at BPSDM Kemendagri RI, the higher the employee performance; 2) Leadership style is able to influence employee performance at BPSDM Kemendagri RI. The better the leadership style at BPSDM Kemendagri RI, the higher the employee performance; 3) Competence is able to influence employee performance at BPSDM Kemendagri RI. The higher the competence of employees at BPSDM Kemendagri RI, the higher the employee performance.

Abstract

This research discusses the implementation of BAZNAS policies in overcoming poverty and realizing community welfare in Karawang Regency. The aim is to discuss the collection of zakat by BAZNAS to reduce the gap between the zakat obtained and the existing zakat potential, as well as to find new strategies and patterns in the implementation of BAZNAS policies. The research method used is a descriptive qualitative approach. The results of the study indicate that the implementation of BAZNAS policies is quite optimal. This can be seen from the execution of the organization that is supported by competent and integrity Human Resources, the understanding of policy implementers and recipients about the importance of BAZNAS implementation, and the support of an up-to-date integrated system. The new concept generated is about the implementation of structured and patterned policies in the collection and distribution of zakat, as well as the integration of zakat beneficiary data with a priority on effectiveness, ability, and adaptation.

Abstract

Bureaucratic reform that has been implemented by the government for more than 10 years as an effort to reform and change various aspects of government administration is not getting closer to the expected goals. This can at least be seen from the value of the Community Satisfaction Survey (SKM) and the Corruption Perception Index which continues to decline. The Ministry of Home Affairs in implementing bureaucratic reform has a significant role because it is included in the National Bureaucratic Reform Team. However, the gap in this research stems from the value of the Bureaucratic Reform Index in the Ministry of Home Affairs from 2015 to 2022 which tends to be stagnant and continues to show a wide gap between the results of the RB index and the targets set in the Ministry of Home Affairs' Strategic Plan. This research uses the Policy Implementation theory according to George Edward III as a basis for analysis. Researchers focus on the dimensions of communication, resources, disposition and organizational structure of policy. Next, describe the supporting and inhibiting factors in policy implementation and produce efforts to overcome existing obstacles. The method used in this research is descriptive qualitative, with the researcher as the research instrument, data collection techniques using interviews, documentation and observation, snowball sampling techniques for selecting informants, data analysis through reduction, presentation and drawing conclusions supported by triangulation of sources for data validity. The research results show that the implementation of reforms in the Ministry of Home Affairs in 2023 has shown quite optimal results. This is shown by the RB Index value which was able to increase significantly by 5.02 points or 84.19 (satisfactory with the record). However, the results obtained were still below the strategic plan target, namely 91.01 (satisfactory). The inhibiting factors can be seen in the lack of influence of the simplification of the organizational structure on work culture and the implementation of the fragmentation of responsibilities related to digitalization which actually leads to overlapping applications. In addition, the risk of corruption is still in the "vulnerable" category. To overcome these obstacles, this is done by implementing a new work system evenly in each work unit, developing corruption prevention through integrity zones and using big data as a data integration effort.

Abstract

The debate over governance studies in the 1980s and 1990s revolved around the dichotomy between governance studies as an autonomous scientific field and governance studies as a component of political or administrative study. During the present decade, the field of government has undergone significant axiological advancements. This article seeks to establish a theory in the field of governance studies that specifically examines one of the roles of government. It does so by presenting empirical evidence of non-litigation case resolution and highlighting the function of legal professionals at the village level. These professionals serve as the primary representatives of the government and directly interact with the community. The utilization of qualitative methodologies reveals that the resolution of non-litigation cases and the involvement of legal entities at the village level are primarily dependent on the interactions between village heads and informal institutions, such as religious leaders, traditional leaders, and community leaders. These interactions serve as the key components in resolving non-litigation disputes, thereby establishing a supplementary institution. Hence, there exists a conceptual correlation between informality and governance studies based on empirical evidence on the operation of informal arrangements and institutions. This essay aims to enhance the development of governance studies by acknowledging the prevalent issue of high informality in Indonesia. In order to establish a new theory in governance studies known as government informality, it is necessary to explore the relationship between governance studies and the concept of informality. Government informality refers to the collaboration between government regulatory responsibilities performed by government officials and informal institutions within society to address social issues.

Abstract

Penelitian ini menggambarkan Strategi Implementasi Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat, Masalah penelitian: 1) Implementasi Kebijakan Gerakan Membangun Desa. 2) Faktor determinan yang mempengaruhi Implementasi Kebijakan Gerakan Membangun Desa. 3) Upaya mengatasi faktor-faktor yang mempengaruhi implementasi kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat dan 4) Alternatif strategi implementasi kebijakan yang harus dilakukan agar Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat efektif.  Metode penelitian yang digunakan peneliti adalah deskriptif dengan pendekatan kualitatif. Hasil pembahasan penelitian adalah Kebijakan gerakan membangun desa telah diimplementasikan di seluruh Kabupaten di Jawa Barat, diindikasikan dengan adanya penurunan jumlah desa tertinggal dan desa berkembang di Provinsi Jawa Barat, dan meningkat menjadi desa maju dan desa mandiri. Implementasi kebijakan gerakan membangun desa di Provinsi Jawa barat dipengaruhi oleh faktor produktivitas, linearitas, dan efisiensi, Sedangkan faktor determinan yang mempengaruhi implementasi kebijakan gerakan membangun desa mencakup subtansi kebijakan, prilaku tugas pelaksana, interaksi jejaring kerja, partisipasi kelompok sasaran dan sumber daya. Sementara upaya untuk mengatasi kendala yang mempengaruhi implementasi kebijakan gerakan membangun desa yaitu dengan kesiapan kelembagaan, kesiapan program, dan kesiapan SDM serta kolabrasi penta helix. Terdapat tiga faktor dominan yang menjadi kendala dalam implementasi gerakan membangun desa yaitu waktu, regulasi, dan kehati-hatian. Analisis Strategi SOAR terkait dengan implementasi kebijakan gerakan membangun desa menghasilkan strategi koleborasi penta helix, strategi transparansi dan strategi peningkatan inovasi desa melalui didigalisasi desa, gerbang desa dan one vilage one prodauct. Hasil temuan penelitian ini adalah model implementasi kebijakan Muchlis Hamdi (2014) masih relevan untuk digunakan, namun demikian dalam implementasi kebijakan gerakan membangun desa di Provinsi Jawa Barat, model implementasi kebijakan perlu dilengkapi dengan pendekatan kolaborasi (melalui skema penta helix), transparansi program (melalui edukasi masyarakat, komunitas mitra, dan pemantauan kebijakan), dan peningkatan inovasi untuk mewujudkan desa juara di Provinsi Jawa Barat.
