Abstract

The purpose of this research is to determine and analyze the quality of service for Building Permit (IMB) for Residential Houses, as well as to identify and analyze the factors that support and hinder the quality of service for Residential Building Permits (IMB) in order to realize legal protection for the public at the Investment Management Unit and One-Stop Integrated Services of East Jakarta Administrative City.This research employs a qualitative method with a descriptive approach. Data collection techniques include observation, interviews, and documentation. The informants in this study are the Head of the East Jakarta PMPTSP Unit, Coordinators of Service Implementation Units I and II of the East Jakarta PMPTSP, the community, community leaders, and religious figures. The data analysis in this study uses the interactive data analysis model from Miles and Huberman, which includes the following steps: 1) Data Reduction, 2) Data Presentation, 3) Drawing Conclusions. The findings of this research are: 1) The quality of service for Residential Building Permits (IMB) in terms of legal protection for the public, when viewed from aspects such as direct evidence, responsiveness, guarantees, and empathy, is still low. 2) Factors that support the quality of service for Residential Building Permits (IMB) are: a) The availability of legal frameworks, b) Community support for the department's work program, c) External support: the availability of law enforcement officers, as well as internal and external supervisors such as the Inspectorate and BPKP. Factors that hinder the quality of service for Residential Building Permits (IMB) are: a) Limited number of staff, b) Limited budget, c) Lack of community participation, d) Weak supervision of services, e) Insufficient implementation of Standard Operating Procedures (SOP), f) Delays in coordination

Abstract

People with disabilities have the same rights as citizens and are entitled to obtain population administration services. The implementation of the population administration data collection and issuance policy for people with disabilities cannot be separated from problems such as budget constraints, lack of facilities and infrastructure, and limited human resources. The purpose of this study is to examine and analyze the implementation of the population administration data collection and issuance policy for people with disabilities, the inhibiting and supporting factors, and to find an effective implementation model for the population administration data collection and issuance policy for people with disabilities. The research method used by the researcher is descriptive analysis with type his approach is qualitative through interviews, observations, and documentation. Data analysis was carried out use technique triangulation of data to increase the validity of research findings. The results of the study found that the implementation of the population administration data collection and publication policy has a clear target, namely people with disabilities. To achieve the realization of the percentage of targets that have been set, service innovations were found through the development of cooperation with parties or institutions managing people with disabilities with a pick-up service model. In addition, an integrated online service business process was also created through the Online Service Information Registration System (SIDILAN) application. The pick-up service model and online services from the dimensions of productivity and linearity are very effective because in addition to the clear targets and mechanisms, they are also efficient in utilizing resources.

Abstract

Researchers took the title The Effect of Organizational Culture, Leadership Style and Competence on Employee Performance at the Human Resources Development Agency (BPSDM) of the Ministry of Home Affairs of the Republic of Indonesia. The number of samples was 221 respondents. The analysis method used is descriptive quantitative using SPSS. The results showed that 1) Organizational culture is able to influence employee performance at BPSDM Kemendagri RI. The stronger the organizational culture at BPSDM Kemendagri RI, the higher the employee performance; 2) Leadership style is able to influence employee performance at BPSDM Kemendagri RI. The better the leadership style at BPSDM Kemendagri RI, the higher the employee performance; 3) Competence is able to influence employee performance at BPSDM Kemendagri RI. The higher the competence of employees at BPSDM Kemendagri RI, the higher the employee performance.

Abstract

The total assets managed by the UPK in Tangerang Regency are IDR 47,424,689,719, if the UPK does not transform into a Joint BUMD there is a chance that the government will lose these funds, because the management of the UPK is managed privately. The aim of this research is to implement policies, determinant factors that determine policy implementation, and strategies for optimizing the policy transition of establishing managers of ex-PNPM-MP community revolving fund activities into joint village-owned enterprises in Tangerang Regency, Banten Province. This research uses the policy implementation theory proposed by Hamdi. The research method used is a qualitative approach with descriptive research type. The data analysis technique used is data reduction and drawing conclusions. The research results show that the implementation of the transition policy for the formation of Ex-PNPM-MP Community Revolving Fund Activity Managers to become BUMDesma has not been optimal. This is proven by the research results that there is no former PNPM-MP DBM Activity Management Unit that has implemented the transformation process. Policy Transition: 1) Unfreezing Stage, namely socialization and communication steps as well as organizational/institutional strengthening. 2) The Movement Stage, namely the step of sharing understanding about the transformation process. 3) Refreezing stage, namely the leadership role and connections between programs. Policy implementation strategies during the transition period: communication and socialization and institutions.

Abstract

Village-Owned Enterprises (BUMDes) are established as a manifestation of the government's commitment to fostering self-reliance and bolstering the local economy. However, it is evident that not all BUMDes have effectively initiated and executed commercial endeavors, thus failing to yield desired economic outcomes. This underscores suboptimal implementation of coaching and development initiatives. This research uses a qualitative method with a case study approach. For this reason, the research location was determined in Sumedang Regency with a case sample of 4 (four) BUMDes in different sub-districts which represent BUMDes qualifications, namely pioneer, beginner, developing and advanced. Data was collected through interview techniques, observation and documentation and then analyzed qualitatively. The formulation of BUMDes development and development strategies is carried out through SWOT analysis. The research findings indicate that the reasons for the inactivity and lack of development among many BUMDes in Sumedang Regency include: (1) low human resource capacity; (2) weak legal aspects; (3) insufficient institutional relationships; (4) the formation of BUMDes often driven by formalistic reasons; and (5) limited marketing networks. Effective strategies for BUMDes development should encompass: (1) human development through enhancing human resource capacities; (2) enterprise development through promoting village potential, facilitating cooperation and partnerships, strengthening marketing networks via digital marketing; (3) environmental development through mapping natural resource-based village enterprises; and (4) institutional development through optimizing the implementation of regulations concerning villages and BUMDes, collaboration in nurturing and developing BUMDes, facilitating BUMDes legality, reinforcing village consultations, and strengthening institutional relationships of BUMDes.

Abstract

Bawaslu as a state auxilarry bodies, in charge of election supervision affairs must certainly have a good institutional structure from the central level to the Regency/City level, especially the target of this study, namely Bawaslu Provinsi Jawa. The purpose of this study is to analyze the management or governance of Bawaslu institutions within West Java Province and the management of Bawaslu human resources in West Java Province in improving employee performance. The method used is qualitative-descriptive. The results showed that Bawaslu of West Java Province must improve the secretariat status of each Regency/City to strengthen the institutional structure and increase the competence of human resources.

Abstract

Penelitian ini bertujuan untuk menganalisis optimalisasi pengelolaan Penerimaan Negara Bukan Pajak (PNBP) dalam meningkatkan pendapatan negara pada Direktorat Jenderal Administrasi Hukum Umum (Ditjen AHU) Kementerian Hukum Republik Indonesia selama periode 2020–2024. Fokus penelitian diarahkan pada perencanaan, pelaksanaan, serta mekanisme pengawasan PNBP, termasuk efektivitas digitalisasi layanan melalui platform AHU Onlinedan integrasi sistem pembayaran SIMPONI. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan studi dokumentasi, analisis data sekunder, serta telaah regulasi terkait PNBP. Hasil penelitian menunjukkan bahwa penerimaan PNBP Ditjen AHU mengalami tren peningkatan signifikan dan melampaui target pada tahun 2022–2024, yang dipengaruhi oleh digitalisasi layanan hukum, peningkatan kebutuhan masyarakat terhadap layanan administrasi hukum, dan perbaikan proses pelayanan publik. Namun demikian, struktur PNBP masih mengalamiketimpangan yang ditandai dengan dominasi dua layanan, yaitu Fidusia dan Badan Hukum, yang menyumbang lebih dari90% total PNBP. Ketergantungan ini menciptakan risiko fiskal dan menunjukkan perlunya diversifikasi sumber penerimaan. Penelitian juga menemukan bahwa digitalisasi melalui AHU Online mampu meningkatkan efisiensi, transparansi, dan akuntabilitas pelayanan. Namun, pemanfaatan sistem digital belum optimal pada layanan non-dominan, literasi hukum digital masyarakat masih rendah, dan mekanisme pengawasan berbasis digital belum sepenuhnya terstandarisasi. Berdasarkan temuan tersebut, penelitian memberikan rekomendasi berupa diversifikasi layanan PNBP, penguatan integrasi sistem digital, peningkatan literasi hukum masyarakat, serta perbaikan pengawasan internal guna menciptakan tata kelola PNBP yang berkelanjutan dan sejalan dengan prinsip Good Governance.

Abstract

How much does the difference between various poverty measurements? Though has been discussed in the academic literature, that question has never been analysed empirically. To provide the empirical evidence, this paper conducted a survey in the Seribu Archipelago, Indonesia, on the monetary single-dimensional poverty, the monetary multi-dimensional poverty, and nonmonetary poverty with 636 sample. Providing survey of three poverty measurements, this analysis found that there was significant difference on the number of people categorised as the poor. Because this survey result supports theoretical understanding of broader issues of the poverty and government policy, this paper recommends the construction of comprehensive poverty measurement, not just relying on the monetary single-dimensional approach.

Abstract

Penelitian ini bertujuan menganalisis derajat desentralisasi asimetrik di Provinsi Nanggroe Aceh Darussalam pasca penandatanganan Nota Kesepahaman (MoU) Helsinki. Studi ini menggunakan metode kualitatif dengan studi kasus yang berfokus di Provinsi Nanggroeh Aceh Darussalam. Provinsi Aceh dipilih dengan pertimbangan meningkatnya dinamika politik pasca perpanjangan alokasi penjabat gubernur tahun kedua. Hasil kajian menunjukkan bahwa secara umum desentralisasi asimetrik di Aceh berjalan sesuai dengan agenda yang telah disepakati dan menunjukkan kecenderungan semakin menguat, meskipun belum seluruh aspek mendukung secara optimal. Kewenangan khusus sebagaimana diatur dalam Undang-Undang Otonomi Khusus Aceh pada prinsipnya telah dijalankan, namun masih menghadapi kendala berupa ketidaksinkronan aturan pelaksana dengan undang-undang induk. Pendelegasian fungsi pemerintahan telah berlangsung, walaupun sejumlah kewenangan strategis, seperti penyelesaian pelanggaran Hak Asasi Manusia pascakonflik, belum terealisasi secara memadai. Kontrol pemerintah pusat relatif lebih longgar, tetapi pada tataran teknis pengawasan yang berbasis standar kementerian teknis membatasi ruang kreativitas Pemerintah Aceh. Otoritas pengambilan keputusan keuangan daerah sebagian besar berada di tangan Pemerintah Aceh, dengan pengecualian pada sektor hidrokarbon dan sumber daya mineral yang dikelola secara bersama. Inisiatif kebijakan yang bersifat bottom-up, peran partai politik lokal, serta perluasan cakupan pelayanan publik menunjukkan karakter desentralisasi asimetrik yang relatif tinggi. Namun demikian, tingkat ketergantungan fiskal terhadap pemerintah pusat masih signifikan akibat penarikan sejumlah kewenangan melalui regulasi nasional. Berdasarkan temuan tersebut, penelitian ini merekomendasikan pembentukan badan ad hoc nonpermanen untuk mengevaluasi dan menuntaskan agenda desentralisasi asimetrik yang belum terselesaikan, khususnya terkait penyelarasan regulasi, penyelesaian agenda HAM, dan pemberian diskresi pengelolaan keuangan daerah yang lebih sesuai dengan kekhususan Aceh.

Abstract

West Java Province is a pioneer in implementing digital payment for Motor Vehicle Tax (PKB). However, the optimization of PKB revenue continues to face challenges due to the suboptimal governance of digital government, as indicated by the low utilization of digital payment channels, which remains below 9%, and a declining trend in taxpayer compliance over the past five years. This study aims to analyze digital government governance in enhancing PKB revenue, identify inhibiting and enabling factors, and formulate an ideal governance model based on the OECD framework. This research employs a qualitative approach through observations, interviews, and document analysis, involving informants from government institutions, academia, and the public. The findings reveal that digital government governance has been implemented relatively well but has not yet had a significant impact on increasing PKB revenue. Inhibiting factors include system fragmentation, suboptimal use of data, and low levels of digital literacy, while enabling factors consist of institutional commitment, basic digital infrastructure, and service innovation. This study contributes a novel conceptual model, namely the SMART PKB Governance Framework, which is grounded in five core principles: Systematic, Measurable, Agile, Responsive, and Trusted
