Abstract

Cukai hasil tembakau adalah salah satu sumber pendapatan negara yang dikelola melalui APBN yang memiliki peran krusial untuk mengelola semua sumber pendapatan negara dan mengalokasikan ke berbagai sektor seperti penyelenggaraan pemerintahan, pendidikan, kesehatan, infrastruktur, pertahanan, hingga stabilisasi ekonomi di seluruh wilayah NKRI. Penelitian ini bertujuan untuk mengetahui dampak kebijakan kenaikan tarif cukai hasil tembakau dan tren downtrading hasil tembakau terhadap penerimaan negara di tahun 2024. Kajian ini menggunakan pendekatan metode penelitian kulitiatif desktiptif. Data yang digunakan adalah data sekunder, Hasil dari penelitian ini menunjukkan bahwa tarif cukai hasil tembakau sangat berpengaruh terhadap penerimaan cukai. Pada Tahun 2020 pendapatan cukai hasil tembakau sebesar 82,8%, pada tahun 2021 sebesar 96,6%, pada tahun 2022 sebesar 96,4, dan pada tahun 2023 sebesar 96,2% dari total pendapatan cukai. Kebijakan kenaikan Cukai secara bertahap dari tahun 2020 hingga 2023 berdampak pada peningkatan penerimaan Cukai Hasil Tembakau.

Abstract

Green mustard is a leading agricultural commodity in Indonesia but often faces pest attacks such as Spodoptera litura, which can reduce productivity by up to 85%. This study aims to develop an automated pesticide sprayer prototype using Convolutional Neural Network (CNN) technology with the VGG19 architecture. The system utilizes Raspberry Pi, Arduino, ESP8266, and a camera to detect pests in real-time and accurately spray pesticides. The dataset used consists of 1,380 images, divided into 10% for testing, 25% for validation, and 75% for training. The model evaluation values for the ‘mustard with pests’ class achieved precision, recall, and F1-Score of 96% each, while for the ‘mustard without pests’ class they were 95% each. In addition, the MAPE (Mean Absolute Percentage Error) value of 4.61% shows that the percentage error of the model prediction is very small. The developed VGG19 model achieved an accuracy of 95% and high efficiency after conversion to the TFLite format, reducing model size by 75.57%. This tool is highly recommended to enhance farmers' work efficiency, reduce excessive pesticide use, and support sustainable agriculture. Its ability to operate autonomously and precisely makes it an ideal solution to assist farmers regarding pest problems.

Abstract

This study investigated the effect of calcination temperature on the phase composition and crystal size of zinc oxide powders synthesised by the sol-gel method. Zn powder, HCl and NaOH were used as precursors in a multi-step process involving dissolution, titration, gel formation, leaching, drying and calcination at temperatures ranging from 300°C to 700°C for 2 hours. Rietveld analysis of X-ray diffraction (XRD) data using MAUD and Rietica software determined phase composition and crystal size. Initial analysis identified a single simonkolleite phase (Zn5(OH)8Cl2) prior to calcination, which disappeared at 500°C. Wurtzite (ZnO) appeared at 300°C, accompanied by secondary phases (NaCl and ZnCl2). The wurtzite content increased to 81.42 wt% at 700°C. Calcination temperature also influenced crystal size, which ranged from 27.34 nm to 110.61 nm for wurtzite at different temperatures. The results highlight the dynamic changes in phase composition and crystal size with different calcination temperatures, providing valuable insights into tailoring zinc oxide properties for various applications.

Abstract

Pengabdian kepada masyarakat berupa pelatihan manajemen usaha secara digital di kelompok usaha sambal pecal di kota Balikpapan bertujuan memberikan pembekalan untuk umkm sambal pecal bisa mengelola usaha dengan baik. Kelompok usaha sambal pecal terdiri dari 10 orang anggota yang berada di kecamatan Balikpapan Kota. Kelompok usaha ini telah memproduksi sambal pecal untuk menyediakan kebutuhan bagi masyarakat kota Balikpapan. Permsalahan yang dihadapi oleh kelompok usaha ini yaitu anggota kelompok belum mampu mengatur pembagian kerja yang baik bagi anggotanya sehingga pembagian kerja tidak terorganisir dengan baik. Demikian pula pemasaran yang belum meluas sehingga jangkauan pelanggan terbatas pada masyarakat sekitar tempat usaha. Demikian pula pada pengelolaan keuangan yang tidak dimiliki oleh kelompok usaha ini. Pelatihan manajemen usaha kepada kelompok usaha ini antara lain adalah pelatihan manajemen usaha, pelatihan pemasarn digital dan penyusunan laporan keuangan. Setelah dilakukan pelatihan, kelompok usaha menunjukkan perkembangan yang baik, kelompok usaha sudah membuat pembagian kerja, mereka juga sudah memasarkan produknya melalui media social dan sekarang telah menyusun laporan keuangan sederhana secara digital.

Abstract

The spread of hoaxes in social media has raised some concerns. Various efforts have been made by the government to minimize its distribution. However, a number of cases related to hoaxes that contain slander and hatred of the Ethnic, Religion, and Race increase over the past three years. This research seeks to find out what strategic and policy steps have been taken by the government. The results show that the government attempted to minimize the distribution of hoax by issuing a number of regulations and supporting infrastructure. That regulation is not optimal because there are some weaknesses contained in the regulation. The existing regulations only address a number of anticipatory steps that must be taken and do not address the root causes of the spread of hoax. On the other hand, the government is also not optimal in coordinating across agencies. And, the government is not optimal to provide media literacy to the community of social media users. Media Literacy is important to make media users have the ethic when interacting in cyberspace

Abstract

The government's efforts to achieve good governance in accordance with public demand have been realized, by the issuance of Law no. 14 of 2008 on Public Information. Follow-up of the enactment of Law no. 14 In 2008 it was the establishment of the Public Information Committee at the central, provincial and regency / city. The fundamental reasons of public disclosure are none other than to encourage public bodies at all levels of an organization or unit is more transparent to the public (society). Moreover, the principle of transparency is a part of good governance. This study aims to determine the type of information requested by the community and what the barriers faced by those that took him to the realm of mediation and adjudication non-litigation at the Information Commission's Central Java province. The primary data used in this study is dispute information submitted to the Commission of Public Information of Central Java Province. Techniques of data collection conducted by an interview of Commissioner KIP to obtain further information regarding general dispute information submitted by the applicant as a community. The conclusion is still a lot of public bodies are not ready to fully open in providing information requested by the community. This is because the nature of the bureaucracy that had been closed. They also worry if the information requested by the public will be abused to their interests.

Abstract

Bureaucratic reform is one of the government programs that are projected to improve the performance of services to the community. Suck we all know, the public demand for the bureaucracy that serves the expectations of many parties. So far, the focus of bureaucratic reforms directed to government agencies at the central level. Subsequently, in 2013, in addition to government institutions at the central level, some regions consist of provinces, districts, and the city also became a pilot project under the supervision of bureaucratic reforms Ministry of Administrative Reform and Bureaucratic Reform. A pilot project areas bureaucratic reform policy is Jabar Banten provincial government and the provincial government. The results showed that the challenges faced by local governments are quite varied. There are many factors that cause this, factors such as leadership, bureaucratic mindset, and regional characteristics.

Abstract

Local government effort to improve the welfare of civil servants in local government has been continued to be made. However, this practice allegedly bankrupted precisely Budget Reveneus and expenditures (APBD). As a result of capital expenditures for development cannot run optimally because the budget must be spent for personnel expenditure reached 70 percent. Some things are considered to be causing it is the large number of employees, the absence of clear parameters in determining the nominal standard allowances, and political factors. To that end, the government should immediately find an alternative solution in the short term that is applicable while running a program of bureaucratic reform

Abstract

Proses reformasi yang terjadi dalam kurun waktu sepuluh tahun terakhir telah membawa babak baru dalam kehidupan sosial dan politik di Indonesia. Reformasi yang ditandai dengan perubahan tatanan sistem politik, munculnya partai politik baru serta tuntutan pemerintahan yang profesional, transparan, responsif dan akuntabel ternyata dalam implementasinya ibarat jauh panggang dari api. Banyak persoalan yang muncul dalam membangun kelembagaan instrumen demokrasi. Sejumlah persoalan seperti derajat pelembagaan partai politik yang rendah, kurangnya profesionalisme birokrasi, praktek korupsi serta kuatnya tarikan kepentingan politik menyebabkan upaya untuk membangun kelembagaan politik dan birokrasi yang profesional menjadi sulit tercapai. Berpijak pada persoalan itu dan bertepatan dengan Dies Natalis Magister Administrasi Publik Universitas Gajah Mada (MAP- UGM) Yogyakarta yang ke – 15 pada tahun 2008 digelar seminar yang melibatkan politisi, pakar, praktisi, birokrat dan pengamat yang selama ini menggeluti masalah politik dan pemerintahan untuk mencari formulasi atas beragam persoalan tersebut. Makalah hasil seminar itu kemudian dibukukan dan diberi judul Governance Reform di Indonesia : Mencari Arah Kelembagaan Politik yang Demokratis dan Birokrasi yang Profesional.

Abstract

Rencana kenaikan harga bahan bakar minyak (BBM) yang diwacanakan oleh pemerintah beberapa bulan terakhir ini terns menghiasi ruang publik. Meskipun jika kita perhatikan intensitasnya mulai berkurang pascakeputusan pemerintah untuk menunda kenaikan harga BBM. Namun, bukan berarti penundaan ini iantas mengurungkan niat pemerintah untuk menaikkan harga BBM. Pemerintah tetap membuka kemungkinan untuk menaikkan harga BBM dengan memperhatikan harga minyak dunia. Pica harga minyak dunia naik melebihi Batas yang diproyeksikan dalam APBN, otomatis pemerintah mau tidak man menaikan harga BBM demi mengurangi beban APBN untuk subsidi BBM yang melonjak dari tahun ke tahun. Pada tahun 2010, beban subsidi BBM pada APBN dipatok sebesar Rp 68,7 triliun namun realisasinya mencapai Rp. 82,4 triliun. Tabun 2011 dianggarkan Rp 96 triliun dan realisasinya mencapai Rp 165,2 triliun. Tabun 2012 dianggarkan di APBN sebesar Rp. 123,6 triliun. Beban subsidi pada tahun 2012 ini kemungkinan bisa lebih tinggi jika harga minyak dunia mengalami kenaikan. Rencana pemerintah itu ternyata disambut resistensi oleh masyarakat umum, buruh dan mahasiswa yang langsung menggelar demonstrasi menentang rencana kenaikan harga BBM. Kenaikan harga BBM dipastikan akan berdampak pada semakin beratnya beban hidup
