Abstract

The increasing volume of solid waste in Blahkiuh Village, Abiansemal District, Badung Regency, driven by population growth, residential expansion, and socio-economic activities, has created an urgent need for a more effective, participatory, and sustainable waste management system. The main challenges include the low rate of waste segregation at the household level, limited institutional capacity in community-based waste management, and the continued reliance on final disposal sites. This community service program aimed to strengthen the capacity of the village government and local community in developing an integrated waste management system based on local wisdom through improved governance, institutional strengthening, and active community participation. The implementation methods consisted of community outreach, capacity-building workshops, technical assistance in developing village regulations and Standard Operating Procedures (SOPs), the establishment of a community waste management working group, the implementation of a monitoring and evaluation system, and the formulation of sustainability strategies involving the village government, traditional village institutions, women's organizations (PKK), youth organizations, and community members. The program resulted in increased public awareness of waste segregation, the development of village regulations and SOPs for waste management, the establishment of a community-based waste management institution, and enhanced community participation through the application of the Tri Hita Karana philosophy. The program contributed to strengthening environmental governance, improving the quality of public services, and promoting a more sustainable community-based waste management system. Therefore, this empowerment model has the potential to serve as a best practice that can be replicated in other rural communities facing similar environmental challenges.

Abstract

The development of local values based rural tourism requires strong customary institutions to ensure that tourism development not only promotes economic growth but also preserves social sustainability, cultural heritage, and community harmony. Darmasaba Village, Badung Regency, Bali, possesses considerable socio cultural potential and a well-established customary village institution. However, the customary village leaders (Prajuru Desa Adat) continue to face challenges in implementing participatory, well-planned, and local values-based tourism governance. This community service program aimed to strengthen the capacity of customary village leaders in understanding, designing, and implementing local values-based tourism governance while promoting the integration of customary values into the management of the village's tourism potential. The program was implemented through a series of activities, including socialization, capacity building workshops, the introduction of appropriate technology, mentoring, evaluation, and the development of a sustainability plan. The results demonstrated significant improvements in the participants' understanding of the strategic role of customary institutions, enhanced capacity in tourism governance and organizational management, increased utilization of simple digital media for tourism promotion, and the formulation of guiding principles for local values-based tourism governance. The program also contributed to strengthening institutional capacity, fostering collaborative governance, and encouraging sustainable tourism management. In conclusion, strengthening the capacity of customary village leaders represents a strategic approach to promoting sustainable tourism governance rooted in local wisdom, reinforcing customary institutions, and improving the welfare of the Darmasaba Village community.

Abstract

Direct regional elections have been widely recognized as a cornerstone of Indonesia's democratic decentralization, expanding political participation and strengthening the electoral legitimacy of local governments. Nevertheless, evidence regarding their contribution to public welfare remains inconclusive. Existing studies have primarily examined electoral competitiveness and democratic participation, while paying limited attention to the mechanisms through which elite capture constrains welfare governance. This study investigates how direct regional elections shape welfare outcomes through the interaction between electoral competition, political patronage, and elite behavior after two decades of decentralization in Indonesia. Employing a qualitative comparative political analysis, the study draws on secondary data from the Central Statistics Agency (BPS), Bank Indonesia, the World Bank, government policy documents, and leading national media reports. The findings indicate that although direct elections have enhanced democratic participation and political legitimacy, welfare improvements remain uneven across regions. High campaign costs, patronage networks, and short-term electoral incentives encourage political elites to prioritize political survival over long-term development strategies, thereby weakening welfare governance. The study identifies an electoral governance paradox in which expanded democratic participation coexists with persistent elite capture, limiting the translation of electoral legitimacy into measurable welfare outcomes. These findings contribute to the literature on democratic decentralization by demonstrating that electoral institutions alone are insufficient to improve welfare without stronger accountability mechanisms that constrain elite capture and align political incentives with long-term public welfare. Abstract

Many studies have shown that money has power in political contestation in Indonesia, including research by Burhanuddin Muhtadi, Edward Aspinall, and others. This research finds the opposite: money does not confer power in political contestation in Indonesia. This is based on findings from regional head elections held simultaneously across 270 regions in Indonesia for the 2020-2025 period. Sixty business actors are running as candidates for regional heads and their deputies. Of this number, only 17 business pairs were regional head candidates and won the contest, or 28.3 percent. Forty-three candidate pairs from business backgounds lost the election, representing 71.7 percent of the total. This is relevant to the Kompas survey conducted in July 2020, which showed that 69.4 percent of voters did not pay attention to the money politics distributed by the candidates. Voters still receive the money distributed but vote according to their conscience. Money is not the main factor that determines the victory of a regional head candidate. There are many other factors, such as communication and the closeness of regional head candidates to voters. This research uses analytical qualitative methods, and data collection is carried out by searching for documents in trusted online media, both national and local. It would be no less attractive if further research examined whether the involvement of business actors in regional head elections is more successful when they become political investors or direct candidates.

Abstract

Desa Darmasaba memiliki potensi sumber daya alam dan manusia yang menjanjikan, namun pengelolaan BUMDes masih menghadapi kendala dalam tata kelola dan pengembangan produk. Program pengabdian masyarakat ini bertujuan untuk menganalisis kapasitas pengelola BUMDes melalui optimalisasi tata kelola dan pelatihan pengemasan produk eco enzim. Metode yang digunakan adalah participatory action research dengan pendekatan pelatihan, pendampingan, dan praktik langsung. Kegiatan ini meliputi pengelola BUMdes Desa Darmasaba sebagai mitra utama, Kelompok masyarakat pengerajin Eco Enzim dan Perangkat Desa serta Mahasiswa Universitas Warmadewa. Analisis data dilakukan secara Deskriptif kualitatif yang diperoleh melalui wawancara, observasi partisipatif, dan Focus Group Discussion (FGD), kemudian dianalisis menggunakan teknik. Hasilnya menunjukkan peningkatan kapasitas pengelolaan BUMDes, pengembangan produk eco enzim dan turunannya, serta sistem pengemasan yang terstandarisasi. Program ini berhasil meningkatkan nilai jual produk dan membuka peluang pasar yang lebih luas. Disimpulkan bahwa pendekatan kolaboratif dan pendampingan berkelanjutan efektif dalam memberdayakan BUMDes dan masyarakat desa. Kegiatan pengabdian ini berdampak pada meningkatnya partisipasi dan kesadaran masyarakat Desa Darmasaba terhadap pentingnya pengelolaan sumber daya lokal secara berkelanjutan. Selain itu, muncul jejaring sosial baru yang memperkuat solidaritas antarwarga dalam mengembangkan usaha desa.

Abstract

The conversion of agricultural land in Denpasar City has impacted the existence of the *Subak* system, including *Subak* temples—which serve as hubs for religious, social, cultural, and customary legal activities for the Balinese people. Urban expansion, accompanied by the conversion of agricultural land into residential, commercial, and investment areas, has reduced the agricultural space that sustains *Subak* organizations and the functions of *Subak* temples. This study aims to analyze the implications of agricultural land conversion on the existence of *Subak* temples in Denpasar City and to identify the protection measures needed to ensure their sustainability. The study employs an empirical legal method with a qualitative approach, utilizing field observations, in-depth interviews, and document analysis regarding *Subak Intaran* and *Subak Renon* in Denpasar City. The findings indicate that agricultural land conversion has led to a reduction in rice field acreage, a shrinking economic base for *Subak* organizations, and increased threats to the continued religious function of *Subak* temples. While *Subak Intaran* retains opportunities for preservation through agrotourism development and farmer incentives, *Subak Renon* has experienced significant land loss due to urban development pressures. The study also reveals that existing customary regulations (*awig-awig*) have not been fully effective in controlling land conversion; therefore, synergy is required among the local government, customary villages (*desa adat*), *Subak* organizations, and the community to strengthen the protection of *Subak* temples as an integral part of the *Subak* ecosystem and the *Tri Hita Karana* values.

Abstract

This research was conducted to find out the potential, constraints and expectations of farmers in Anggabaya Subak as a sustainable subak to become agro-tourism. The research method used is descriptive qualitative. A qualitative approach was used to analyze the data from a survey of the community in Anggabaya Village. From the interview, it can be seen that Anggabaya subak has the potential to be developed into an agro-tourism. The obstacles faced are infrastructure problems such as roads, parking, toilets, and other supporting facilities that are not sufficient. The hope is to be able to open new job opportunities for local communities and be able to increase added value for farmers in Anggabaya subak. All efforts to make Subak Anggabaya an agro-tourism must be carried out by preserving nature and culture. Water sources, rice fields, farmers, subak temples, and autonomous properties both inside and outside must remain but must also be present.
