Abstract

Community empowerment is an effort to raise awareness and build community capacityin managing natural potential as well as being able to overcome problems in coastal areas. Garbage in the east coast of Surabaya disrupts the balance of the mangrove ecosystem which can result in environmental pollution and can endanger public health. This study aims to describe the process of empowering coastal communities through waste management carried out by the Bintang Mangrove Waste Bank community. The method used is a descriptive method with a qualitative approach. This research was analyzed using theory 3 (three) aspects of empowerment, namely enabling, empowering, and protecting.Based on the results of the research on Coastal Community Empowerment (Study on the Bintang Mangrove Garbage Bank Community, the community empowerment process was successfully carried out using waste bank media with several elements of program innovation whose benefits were intended for the community. Suggestions that could be raised were, the need to develop savings and loan programs so that they can become cooperatives and communities need to establish cooperationby expanding networks with institutions that can support waste banks. Abstract

During the pandemic, the policies of the education industry are constantly changing, what was originally done with face-to-face freedom has evolved from distance learning (PJJ) to limited face-to-face learning (PTM). During the limited PTM implementation, there are 2 learning systems of 50% capacity and 100% capacity, this is adjusted to the regional conditions of each region at the PPKM level. The limited implementation of PTM at MAN 2 Lamongan has shown a difference in the perception of teachers, students and parents about policy acceptance. This presents advantages and disadvantages as well as challenges and obstacles in the implementation of limited CTP. The purpose of the study was to know how to implement PTM at MAN 2 Lamongan during the pandemic and the preparation of schools to implement PTM during the pandemic. The study used descriptive method. The data collection process is obtained through interviews, observations and documentation. The data was processed using Milles and Huberman's analytical techniques including data reduction, data presentation, and drawing conclusions. The objective of this study used four indicators according to George Edward III, including communication, resources, staffing and structure. The results show that a face-to-face learning implementation can work well even if it frequently undergoes policy changes, and there are facilities to support PTM implementation during the pandemic. The challenge encountered when implementing PTM is the undisciplined attitude of the implementer. Meanwhile, the obstacles teachers and students face are related to the short learning time. Abstract

Perselisihan hubungan industrial merupakan masalah yang terjadi antara pekerja dengan pengusaha dalam suatu perseroan atau perusahaan, penyebabnya meliputi kesalahan dalam melaksanakan tugas, tidak dipenuhinya hak-hak pekerja terkait pesangon, dan gaji. Perselisihan kepentingan, pemutusan hubungan kerja, perselisihan antara serikat pekerja dengan perusahaan, serta perselisihan pemenuhan hak merupakan beberapa jenis perselisihan hubungan industrial. Perselisihan hubungan industrial bisa diselesaikan di organisasi perangkat daerah terkait dengan cara mediasi. Penelitian ini bertujuan untuk mengetahui peran Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur dalam penyelesaian perselisihan hubungan industrial melalui mediasi dengan menggunakan metode deskriptif kualitatif yang fokus pada lima indikator fungsi pemerintahan yaitu stabilisator, inovator, modernisator, pelopor, pelaksana sendiri (Siagian, 2020). Hasil menunjukkan bahwa dalam melaksanakan tugasnya sebagai mediator Dinas Tenaga Kerja dan Transmigrasi Provinsi Jawa Timur telah melaksanakan 5 indikator fungsi pemerintahan dengan baik, namun masih terdapat beberapa kendala pada bagian inovator yang mana masih ada salah paham antara mediator dengan para pihak yang berselisih pada saat pelaksanaan konsultasi online, pada bagian modernisator instansi belum memiliki sumber daya manusia yang ahli untuk membuat aplikasi. Saran untuk mengatasi kendala tersebut adalah dengan memberikan anggaran khusus kepada dinas tenaga kerja pada tiap kota atau kabupaten yang bisa digunakan untuk melaksanakan kegiatan edukasi dan sosialisasi terkait dengan ketenagakerjaan khususnya penyelesaian perselisihan hubungan industrial, membuat SOP yang lebih jelas terkait dengan konsultasi online, dan menambah sumber daya manusia yang kompeten pada bidang pembuatan aplikasi Kata Kunci : Peran Dinas Tenaga Kerja, Penyelesaian Perselisihan, Mediasi The disputes of industrial relations is a problems that occur between employee with a company, the causes including mistakes in carrying out tasks, employees's rights that are not fulfilled on severance pay and salary. Conflict of interest, work termination, a disputes between the union and the company, and rights fulfillment dispute are several types of industrial relations disputes. The disputes of industrial relations can be resolved in the relevant regional organizations by means of mediation This study aims to determine the role of the Ministry of Labor and Transmigration of East Java Province in the completion of industrial relations disputes through mediation using qualitative descriptive method focus on five indicators of government functions that is stabilizers, innovators, modernizers, pioneers and implementers themselves (Siagian, 2020). The results indicate that in carrying out their duties as a mediator, the Ministry of Labor and Transmigration of East Java Province has properly implemented 5 indicators of government functions. But there are still some constraint in the innovator's position that there is still a misunderstanding between the mediator and the disputing parties at online consultation. In a modernizer position, corporations don’t have skilled human resources yet to create applications. Suggestions to resolve these constraints are by providing a specific budget to the Ministry of Labor for each city or district which can be used to carry out education and socialization activities concerning to employment especially the completion of industrial relations disputes, create SOP to clarify online consultation and increase a competent resources in the field of application development. Abstract

Pembangunan desa memegang peranan yang penting karena merupakan bagian yang tidak terpisahkan dengan pembangunan daerah dan nasional. Dalam struktur pemerintahan, desa menempati posisi terbawah, akan tetapi terdepan dan langsung berada di tengah masyarakat. Karenanya dapat di pastikan setiap program pembangunan dari pemerintah akan selalu bermuara ke desa. Keberhasilan pembangunan merupakan upaya dari memadukan berbagai sektor dan kerjasama antar stakeholder. Kerjasama dengan stakeholder dalam pembangunan desa bisa juga dilakukan dengan TNI. Merujuk pada UU Nomor 34 tahun 2004 tentang TNI, Pasal 7 ayat (2b) no.9, bahwa tugas pokok TNI dilakukan dengan operasi militer selain perang untuk membantu tugas pemerintahan di daerah. TNI Manunggal Membangun Desa (TMMD) adalah salah satu wujud Operasi Bhakti TNI, yang merupakan program terpadu lintas sektoral antara TNI dengan Departemen, Lembaga Pemerintah Non Departemen dan Pemerintah Daerah serta komponen bangsa lainnya, dilaksanakan secara terintegrasi bersama masyarakat, guna meningkatkan akselerasi kegiatan pembangunan di daerah pedesaan, khususnya daerah yang tergolong tertinggal, terisolasi, perbatasan, dan daerah kumuh. Penelitan ini bertujuan untuk mengetahui dan mendeskripsikan hasil dari evaluasi program TMMD di Desa Tlogosari Kabupaten Situbondo menggunakan teori evaluasi William N. Dunn yang meliputi enam indikator yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Jenis penelitian yang digunakan yaitu deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan program TMMD Desa Tlogosari Kabupaten Situbondo telah berjalan cukup baik dan memenuhi enam indikator evaluasi kebijakan. Kegiatan TMMD ini dinilai baik dalam meningkatkan kesejahteraan masyarakat dan kegiatan ini sangat bermanfaat bagi masyarakat dan hasil yang sudah terlaksanakan bisa dijaga dengan baik oleh masyarakat dan dapat dikembangankan lagi oleh masyarakat setempat. Kata Kunci: Evaluasi, Pembangunan desa, TNI Manunggal Membangun Desa Village development plays an important role because it is an inseparable part of regional and national development. Referring to Law Number 34 of 2004 concerning the TNI, Article 7 paragraph no.9, that the main tasks of the TNI are carried out with military operations other than war to assist local government tasks. TNI Manunggal Developing Villages is a form of TNI Bhakti Operation, which is an integrated cross-sectoral program between the TNI and Departments, Non-Departmental Government Institutions and Regional Governments as well as other components of the nation, carried out in an integrated manner with the community, in order to increase the acceleration of development activities in Indonesia. rural areas, especially areas that are classified as underdeveloped, isolated, bordered, and slum areas. The type of research used is descriptive with a qualitative approach. Data collection techniques through interviews, observation, and documentation. The results showed that the implementation of the TMMD program in Tlogosari Village, Situbondo Regency had run quite well and met the six policy evaluation indicators. This TMMD activity is considered good in improving the welfare of the community and this activity is very beneficial for the community and the results that have been implemented can be well maintained by the community and can be developed again by the local community. Abstract

Masalah kesehatan merupakan masalah besar negara berkembang, termasuk negara Indonesia. Program KIA selalu menjadi fokus utama dalam pelayanan kesehatan terutama bagi Puskesmas. Berdasarkan Permenkes No.75 Tahun 2014 tentang Puskesmas, menjelaskan Puskesmas merupakan layanan kesehatan tingkat dasar yang berkewajiban melaksanakan layanan program KIA baik secara promotif dan preventif. Tujuan adanya program pelayanan KIA yaitu untuk menurunkan angka kematian ibu dan bayi. Tujuan penelitan ini adalah untk mengetahui dan mendeskripsikan implementasi program pelayanan KIA di Puskesmas Dupak menggunakan teori implementasi dari Van Horn dan Van Meter yang meliput enam indikator yaitu ukuran dan tujuan kebijakan, Sumber daya, Karakteristik organisasi pelaksana, Sikap para pelaksana, Komunikasi antar agen pelaksanaan, Lingkungan sosial, ekonomi dan politik. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa dari 12 kegiatan program pelayanan KIA hanya dua program yang tercapai. Sumber daya manusia untuk melakukan pelaksanaan program pelayanan KIA masih kurang memadai. Pelaksana sudah melaksanakan tugas dan fungsi sesuai peraturan yang berlaku. Pelaksana semua netral dalam melakukan tugas dan adanya dukungan positif dari masyarakat. Komunikasi antar organisasi sudah berjalan dengan baik dengan selalu berkoordinasi antar organisasi internal maupun eksternal. Lingkungan sosial, ekonomi dan politik di wilayah kerja puskesmas dupak ini kurang mendukung dikarenakan kurangnya kesadaran masyarakat tentang kesehatan ibu dan anak. Saran penambahan jumlah sumber daya manusia, menjaga komunikasi dan koordinasi antara pihak-pihak yang terlibat, dan meningkatkan sikap positif dalam pelaksanaan program. This study uses a descriptive qualitative approach. The results showed that of the 12 program activities for KIA service, only two programs were achieved. Human resources to carry out the implementation of the KIA service program are still inadequate. The executor has carried out his duties and functions in accordance with applicable regulations. All implementers are neutral in carrying out their duties and there is positive support from the community. Communication between organizations has been going well by always coordinating between internal and external organizations. The social, economic and political environment in the working area of ​​the Dupak Health Center is less supportive due to the lack of public awareness about maternal and child health. Suggestions for increasing the number of human resources, maintaining communication and coordination between the parties involved, and increasing positive attitudes in program implementation. Abstract

Kampung wisata merupakan salah satu terobosan untuk mengatasi problematika kampung di wilayah perkotaan. Kampung wisata berdampak positif pada kualitas lingkungan, sumberdaya manusia serta perekonomian secara berkelanjutan. Kampung Ondomohen merupakan salah satu kampung yang berhasil menjadi kampung wisata edukasi berbasis pengelolaan lingkungan hidup yang terletak di Ondomohen Magersari V RT 08, RW 07 Kelurahan Ketabang, Genteng, Kota Surabaya. Kampung ini menjalin kolaborasi berkonsep sister kampung dengan Kampung Pintar Tembok Gede untuk menjadi satu manajemen bernama Kampung Wisata Oase Surabaya. Penelitian ini membahas tentang pengembangan Kampung Wisata Oase melalui perspektif pemberdayaan masyarakat dengan pendekatan deskriptif-kualitatif. Fokus penelitian mencakup tiga proses pemberdayaan masyarakat yang meliputi enabling, empowering dan protecting. Hasil penelitian menunjukkan bahwa setiap tahap dalam proses pemberdayaan masyarakat telah memberikan implikasi positif yakni perubahan pola pikir yang semakin peduli lingkungan, meningkatnya rasa percaya diri, kreativitas serta produktifitas warga sehingga memperoleh penghasilan tambahan. Meski demikian, terdapat hal- hal yang perlu diperbaiki yakni minimnya partisipasi aktif masyarakat, keterbatasan dana, optimalisasi potensi setempat melalui pelatihan serta minimnya kontribusi para pemuda dalam mempertahankan keberlanjutan Kampung Ondomohen. Kata Kunci: kampung wisata, pemberdayaan masyarakat, pengelolaan lingkungan hidup Tourism village is one of the breakthroughs to overcome village problems in urban areas. Tourism villages have a positive impact on the quality of the environment, human resources and the economy in a sustainable manner. Ondomohen Village is one of the villages that has succeeded in becoming an educational tourism village based on environmental management, which is located in Ondomohen Magersari V RT 08, RW 07, Ketabang Village, Genteng, Surabaya City. This village collaborated with the concept of a sister village with Kampung Pintar Tembok Gede to become one management named Kampung Wisata Oase Surabaya. This study discusses the development of the Oasis Tourism Village through the perspective of community empowerment with a descriptive-qualitative approach. The focus of the research includes three processes of community empowerment which include enabling, empowering and protecting. The results showed that each stage in the community empowerment process has given positive implications, namely a change in mindset that is increasingly concerned with the environment, increasing self-confidence, creativity and productivity of residents so that they can earn additional income. However, there are things that need to be improved, namely the lack of active community participation, limited funds, optimizing local potential through training and the minimal contribution of youth in maintaining the sustainability of Ondomohen Village. Abstract

Salah satu wilayah yang berpotensi kaya akan sumber daya alam laut adalah wilayah pesisir. Alhasil, banyak masyarakat pesisir yang berprofesi sebagai nelayan atau petani tambak untuk memanfaatkan potensi tersebut. Pemberdayaan masyarakat dalam sektor perikanan biasanya berkembang ke arah agrobisnis. Oleh karena itu, penting untuk mengambil tindakan yang tepat saat melaksanakan pemberdayaan masyarakat agar program berhasil dan membawa perubahan positif dalam kehidupan masyarakat. Penelitian ini mempunyai tujuan untuk mendeskripsikan pemberdayaan masyarakat melalui program Kampung Perikanan Budidaya di Desa Kupang, Kecamatan Jabon, Kabupaten Sidoarjo Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan metode kualitatif. Fokus penelitian ini adalah pendekatan pemberdayaan masyarakat 5P (pemungkinan, penguatan, perlindungan, penyokongan, pemeliharaan). Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Analisis data yang dilakukan dengan persiapan dan penyusunan data, pendalaman awal, koding, pengkategorian dan pemberian tema, serta interpretasi. Hasil penelitian ini menemukan bahwa pemberdayaan masyarakat telah berjalan dengan baik dengan melibatkan masyarakat pembudidaya rumput laut untuk berpartisipasi dalam program Kampung Perikanan Budidaya. Walaupun, masih terdapat kendala dalam pelaksanaannya seperti penyediaan fasilitas sarana, prasarana, pelatihan, serta perlindungan terhadap usaha budidaya rumput laut mengenai fluktuasi harga jual rumput laut maupun persyaratan kelayakan usaha untuk bisa ekspor secara mandiri. Maka dari itu, penelitian ini merekomendasikan agar pemerintah dapat memperhatikan kebutuhan-kebutuhan yang dibutuhkan oleh masyarakat pembudidaya rumput laut di Desa Kupang. One possible area rich in marine natural resources is the coastline region. As a result, many coastal communities work as fishermen or pond farmers to capitalize on this potential. Empowerment in the fishing sector typically progresses toward agrobusiness. Therefore, it is important to take the right actions when implementing community empowerment in order for the program to be successful and affect positive change in people's lives. This study aims to describe community empowerment through the Aquaculture Fisheries Village program in Kupang Village, Jabon District, Sidoarjo Regency. This research uses a descriptive research type with a qualitative method approach. The focus of this research is the 5P community empowerment approach (enabling, strengthening, protecting, supporting, nurturing). Data collection techniques using interviews, observation, and documentation. Data analysis was carried out by prepa ring and compiling data, initial insight, coding, categorizing and giving themes, and interpretation. The results of this study found that community empowerment had gone well by involving seaweed cultivators to participate in the Aquaculture Fisheries Village program. Although, there are still obstacles in its implementation such as the provision of facilities, infrastructure, training, and protection for seaweed cultivation businesses regarding fluctuations in the selling price of seaweed and business feasibility requirements to be able to export independently. Therefore, this study recommends that the government pay attention to the needs of the seaweed cultivating community in Kupang Village.

Abstract

Program pemberdayaan petani melalui GAPOKTAN (gabungan kelompok tani ) merupakan suatu bentuk kelembagaan yang dibentuk oleh pemerintah untuk dapat melakukan pemberdayaan pada petani melalui kegiatan-kegiatan yang akan meningkatkan pengetahuan serta keahlian dari petani. Tujuan dari penelitian adalah untuk mendeskripsikan bagaimana program pemberdayaan petani melalui GAPOKTAN di Desa Kesambenwetan, Kecamatan Driyorejo, Kabupaten Gresik ini dapat berjalan. Penelitian ini merupakan jenis penelitian kualitatif deskriptif. Metode pengumpulan data pada penelitian ini didapatkan dari kegiatan observasi, wawancara, dan dokumentasi. Kegiatan-kegiatan pemberdayaan petani yang dilakukan oleh GAPOKTAN Kesambenwetan ini dikaji dengan melihat dari indikator pengukuran evaluasi kebijakan dari William N.Dunn yaitu Efektivitas, Efisiensi, Ketepatan, Pemerataan, Responsivitas, dan Ketepatan. Dari keenam indikator tersebut menunjukkan bahwa program pemberdayaan petani melalui GAPOKTAN ini telah berjalan dengan baik, dengan adanya kegiatan-kegiatan yang dilakukan oleh GAPOKTAN Kesambenwetan untuk meningkatkan keahlian serat pengetahuan dari petani. Kegiatan-kegiatan ini berupa penyuluhan serta sosialisasi oleh pihak profesional yaitu penyuluh dari Balai Penyuluh Pertanian Driyorejo. Selain itu GAPOKTAN Kesambenwetan ini juga membantu para petani mulai dari masa tanam awal hingga menjual hasil tani mereka dengan menyediakan sarana prasarana serta membantu petani untuk mengolah serta memasarkan hasil tani mereka. The farmer empowerment program through GAPOKTAN (combined farmer groups) is an institutional form formed by the government to be able to empower farmers through activities that will increase the knowledge and expertise of farmers. The purpose of this research is to describe how the farmer empowerment program through GAPOKTAN in Kesambenwetan Village, Driyorejo District, Gresik Regency can run. This research is a type of descriptive qualitative research. Data collection methods in this study were obtained from observation, interviews and documentation. The farmer empowerment activities carried out by GAPOKTAN Kesambenwetan are studied by looking at the policy evaluation measurement indicators from William N. Dunn namely Effectiveness, Efficiency, Accuracy, Equity, Responsiveness, and Accuracy. The six indicators show that the farmer empowerment program through GAPOKTAN has been going well, with the activities carried out by the GAPOKTAN Kesambenwetan to increase the skills and knowledge of farmers. These activities were in the form of outreach and outreach by professionals, namely extension workers from the Driyorejo Agricultural Extension Center. Apart from that, GAPOKTAN Kesambenwetan also helps farmers from the early planting period to selling their agricultural products by providing infrastructure and helping farmers to process and market their agricultural products.

Abstract

Kebutuhan tentang adanya keterbukaan informasi publik dari lembaga negara di Indonesia telah menghasilkan UU no. 14 tahun 2008 tentang Keterbukaan Informasi Publik (KIP). DPR RI mengimplementasikan kebijakan keterbukaan informasi publik melalui Open Parliament yang bertujuan untuk memberikan informasi seputar parlemen serta menjaring aspirasi masyarakat melalui sarana teknologi informasi. Open Parliament merupakan perwujudan dari tiga indikator utama dalam parlemen modern, yakni transparansi, teknologi informasi, dan representasi. Untuk menganalisis keberhasilan kebijakan Open Parliament, digunakan metode penelitian kualitatif deskriptif dengan menganalisis pencapaian hasil akhir (outcomes) yang didasarkan pada proses perumusan kebijakan hingga pelaksanaan kebijakan. Pengumpulan data pada penelitian ini menggunakan metode observasi, studi literatur, dan wawancara mendalam dengan menggunakan pendekatan teori Merilee S. Grindle mengenai implementasi kebijakan. Bentuk realisasi kebijakan Open Parliament dapat ditinjau dari komitmen yang telah dibuat serta hasil yang telah terlaksana seperti beragam aplikasi penunjang keterbukaan informasi dengan berbasis teknologi. Tujuan dari penelitian ini adalah agar dapat mengetahui sejauh mana implementasi kebijakan yang telah dilakukan serta dapat memberikan wawasan kepada masyarakat mengenai kebijakan ini. The need for public information disclosure from state institutions in Indonesia has passed Law no. 14 of 2008 concerning Public Information Disclosure. The House of Representatives of the Republic of Indonesia implements a public information disclosure policy through the Open Parliament program which aims to provide information about parliament and capture people's aspirations through information technology means. Open Parliament is a manifestation of the three main indicators in a modern parliament, namely transparency, information technology and representation. To analyze the success of the Open Parliament policy, descriptive qualitative research methods are used by analyzing the achievement of the final results (outcomes) based on the process of policy formulation to policy implementation. Collecting data in this study used observation methods, literature studies, and in-depth interviews using Merilee S. Grindle's theoretical approach regarding policy implementation. The realization of the Open Parliament policy can be seen from the commitments that have been made and the results that have been implemented, such as various technology-based supporting applications for information disclosure. The purpose of this research is to be able to find out the extent to which policy implementation has been carried out and to provide insight to the public regarding this policy.
