Abstract

Systematic performance reporting in the form of the Government Agency Performance Accountability System (SAKIP) is a form of responsibility carried out by government agencies to the central government for their performance achievements during 1 period. In accordance with the Presidential Regulation of the Republic of Indonesia Number 29 of 2014, government agencies which are also regional apparatuses have an obligation to participate in the implementation of SAKIP. Strategic planning is the basis for implementing SAKIP as well as stated in the regulation. Then it was lowered into PAN-RB Ministry Regulation Number 88 of 2021, the AKIP evaluation was carried out to obtain information regarding the implementation of SAKIP. The standards for implementing SAKIP are clearly stated in these regulations. The purpose of this study was to obtain a description of the implementation of SAKIP at theDPMPTSP NAKER in Mojokerto City in determining strategic planning. The research will be studied using the top-down policy implementation model theory according to Van Meter and Van Horn. The research method used is descriptive with a qualitative approach. Data collected using observation techniques, interviews, and documentation. Determination of the informant sample using purposive sampling and snowball sampling techniques. The results of the study show that in the implementation of SAKIP DPMPTSP NAKER has implementation standards which have been clearly stated on the applicable legal basis. Communication and the existence of competent and quality resources are very important so that they can control the implementation of SAKIP properly and on target. The leadership's role in supporting the implementation of SAKIP DPMPTSP NAKER can affect agency performance. As well as support from experts for the implementation of SAKIP is also needed for the stability of the value of SAKIP at DPMPTSP NAKER Mojokerto City.

Abstract

Pemberdayaan masyarakat menjadi kunci dalam meningkatkan ekonomi masyarakat secara produktif sehingga mampu meningkatkan kesejahteraan. Kelompok masyarakat yang perlu diberikan perhatian ialah petani. Terdapat cukup banyak program pemberdayaan masyarakat yang diluncurkan pemerintah sebagai upaya dalam mengatasi kemiskinan petani. Desa Pucakwangi Kecamatan Babat Kabupaten Lamongan terdapat proses pemberdayaan melalui Budidaya Sorgum. Program ini diharapkan dapat meningkatkan kesejahteraan petani dengan cara meningkatkan sumber daya manusia khususnya Kelompok Tani Desa Pucakwang. Tujuan penelitian ini adalah untuk mendeskripsikan pemberdayaan masyarakat melalui program budidaya sorgum di Desa Pucakwangi Kecamatan Babat Kabupaten Lamongan. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan metode kualitatif. Fokus penelitian menggunakan teori pokok pemberdayaan meliputi bina manusia, bina usaha, bina lingkungan, bina kelembagaan. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Analisis data yang dilakukan dengan reduksi data, penyajian data, penarikan simpulan dan verifikasi data. Hasil penelitian menunjukan bahwa Pemberdayaan Masyarakat melalui Program Budidaya Sorgum dalam upaya meningkatkan SDM, produktivitas sorgum, peningkatan harga jual dengan melakukan pengolahan serta membantu pembudidaya dalam melakukan pemasaran. Namun, masih terdapat kendala dalam pelaksanaanya seperti pelatihan yang jarang dilakukan, toko Sorghum Center yang kurang terawat, belum adanya kebijakan terkait penanaman sorgum hingga belum adanya kebijakan yang jelas. Maka dari itu, penelitian ini merekomendasikan agar pemerintah dapat memperhatikan kebutuhan para pembudidayasorgum di Desa Pucakwangi. Kata Kunci: pemberdayaan, pertanian, sorgum Community empowerment is key in improving the community's economy productively so as to improve welfare. The community group that needs to be given attention is farmers. There are quite a number of community empowerment programs launched by the government as an effort to overcome poverty among farmers. Pucakwangi Village, Babat Sub-district, Lamongan Regency has an empowerment process through Sorghum Cultivation. This program is expected to improve the welfare of farmers by increasing human resources, especially the Pucakwang Village Farmer Group. The purpose of this research is to describe community empowerment through the sorghum cultivation program in Pucakwangi Village, Babat District, Lamongan Regency. This research uses descriptive research with a qualitative method approach. The research focus uses the main theories of empowerment including human development, business development, environmental development, institutional development. Data collection techniques using observation, interviews, and documentation. Data analysis is done by data reduction, data presentation, conclusion drawing and data verification. The results showed that Community Empowerment through the Sorghum Cultivation Program in an effort to improve human resources, sorghum productivity, increase selling prices by processing and assisting cultivators in marketing. However, there are still obstacles in its implementation such as training that is rarely carried out, the Sorghum Center shop that is less well maintained, there is no policy related to sorghum cultivation until there is no clear policy. Therefore, this research recommends that the government can pay attention to the needs of sorghum cultivators in Pucakwangi Village. Keywords: empowerment, farmers, sorghum

Abstract

Tourism is the biggest contributor that can boost the economy from regional to national. Watukarung Village is one of the villages in Pacitan Regency with the most tourism potential having around 14 tourist points that can be developed. Watukarung Village has Pokdarwis as community empowerment actors in developing tourism. The purpose of this research is to describe community empowerment efforts by Pokdarwis in developing tourism in Watukarung Village. This research uses descriptive research with a qualitative approach. The focus of this research is community empowerment efforts which include enabling, empowering, and protecting. Sources of data come from informants and supporting documents. Data collection techniques used are interviews, observation, and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results of the study show that community empowerment through tourism development in Watukarung Village is going well. Enabling efforts by Pokdarwis Tirto Mukti and Pokdarwis Selogoni have been carried out with an analysis of tourism potential and community involvement, although improvements are still needed for Pokdarwis Selogoni. Empowering efforts are carried out by strengthening tourism branding, building facilities and infrastructure, as well as tourism awareness training for the community. Efforts to protect are carried out by safeguarding the interests of the weak community, as well as efforts to develop group legality. So that researchers provide suggestions, namely the need for continuation of the analysis of tourism potential that is being carried out, agency involvement in tourism development, and tourism promotion innovation. Pariwisata merupakan penyumbang pendapatan terbesar yang dapat mendongkrak perekonomian dari daerah hingga nasional. Pemanfaatan potensi wisata dapat diterapkan guna meningkatkan perekonomian suatu daerah. Desa Watukarung merupakan salah satu desa di Kabupaten Pacitan dengan potensi wisata terbanyak memiliki sekitar 14 titik wisata yang dapat dikembangkan. Pengembangan pariwisata tentu membutuhkan peran aktif masyarakat, dalam hal ini Desa Watukarung memiliki Pokdarwis sebagai aktor pemberdayaan masyarakat dalam mengembangkan pariwisata. Tujuan dari penelitian ini adalah mendeskripsikan upaya pemberdayaan masyarakat oleh Pokdarwis dalam mengembangkan pariwisata di Desa Watukarung. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Fokus dari penelitian ini adalah upaya pemberdayaan masyarakat yang meliputi enabling, empowering, dan protecting. Sumber data berasal dari informan dan dokumen pendukung. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemberdayaan masyarakat melalui pengembangan pariwisata Desa Watukarung berjalan dengan baik. Upaya enabling oleh Pokdarwis Tirto Mukti dan Pokdarwis Selogoni sudah dilakukan dengan analisis potensi wisata dan pelibatan masyarakat meskipun masih dibutuhkan peningkatan pada Pokdarwis Selogoni. Upaya empowering dilakukan dengan penguatan branding wisata, pembangunan sarana dan prasarana, serta pelatihan sadar wisata kepada masyarakat. Upaya protecting dilakukan dengan menjaga kepentingan masyarakat lemah, juga adanya upaya pembangunan legalitas kelompok. Sehingga peneliti memberikan saran yaitu perlunya kelanjutan dari analisis potensi wisata yang di lakukan, keterlibatan dinas dalam pengembangan wisata, dan inovasi promosi wisata.

Abstract

Innovative services are currently being discussed in various circles, especially in the field of government. With the rapid development of technology today, many application-based technological innovations have emerged. In the realm of governance, the government has launched numerous applications aimed at creating effective public services. This is due to societal progress and the increasing population, which necessitates public services that can accommodate everyone. Wonokromo Subdistrict is one of the subdistricts that has implemented the application-based innovation called Klampid New Generation in public service matters. Therefore, this study aims to analyze the implementation of the Klampid New Generation application-based innovation in Wonokromo Subdistrict. This research utilizes a descriptive method with a qualitative approach. The data collection techniques employed in this study include interviews, observations, and documentation. The data is then analyzed through the stages of data reduction, data presentation, and drawing conclusions. The research focuses on four implementation indicators proposed by Edward III: communication, resources, disposition, and organizational structure. The results of the study indicate that the program implementation is progressing well according to the implementation indicators. This includes effective communication, adequate resources, and a wellstructured bureaucracy. However, in terms of the disposition indicator, specifically the intensive variable, it has not been implemented effectively by the government. Pelayanan yang inovatif kini tengah menjadi bahan diskusi di berbagai kalangan, utamanya di bidang pemerintahan. Dengan semakin berkembangnya teknologi saat ini, banyak muncul inovasi teknologi berbasis aplikasi. Dalam urusan pemerintahan, sudah banyak aplikasiaplikasi besutan pemerintah yang diluncurkan guna menciptakan pelayanan publik yang efektif. Hal ini disebabkan oleh perkembangan masyarakat serta semakin bertambahnya jumlah penduduk sehingga diperlukan pelayanan publik yang dapat mewadahi keseluruhannya. Kelurahan Wonokromo adalah salah satu kelurahan yang menerapkan inovasi berbasis aplikasi Klampid New Generation dalam urusan pelayanan publik. Oleh karena itu penelitian ini bertujuan untuk menganalisis implementasi inovasi berbasis aplikasi Klampid New Generation di Kelurahan Wonokromo. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data dalam penelitian ini melalui wawancara, observasi, dan dokumentasi. Kemudian dianalisis dengan tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini berfokus pada empat indikator implementasi oleh Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur organisasi. Hasil penilitian menunjukkan implementasi program berjalan dengan baik sesuai dengan indikator implementasi. Diantaranya komunikasi berjalan dengan baik, sumber daya yang memadai, dan struktur birokrasi yang bijaksana. Namun pada indikator disposisi yaitu variabel intensif, belum diterapkan dengan baik oleh pemerintah.

Abstract

Implementasi Program Hibah Bidang Urusan Pendidikan Keagamaan di Biro Kesejahteraan Rakyat Provinsi Jawa Timur ditemukan permasalahan, diantaranya sosialisasi mengenai program hibah tidak dilakukan secara meluas dan menyeluruh, adanya lembaga yang melakukan protes karena dana yang diterima tidak sesuai dengan pengajuannya, adanya pemakaian hibah yang tidak sesuai dengan RAB (Rencana Anggaran Biaya). Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Menggunakan teori Van Metter dan Van Horn (1975) dalam (Subarsono, 2015), yaitu 1) Standar dan Tujuan Kebijakan, 2) Sumber Daya, 3) Karakteristik Organisasi Pelaksana, 4) Komunikasi antar Organisasi, 5) Disposisi implementor, 6) Kondisi Sosial, Ekonomi dan Politik. Hasil dari penelitian ini, yaitu 1) Standar pencapaian program hibah berdasarkan rencana kerja tahunan. Tujuannya untuk membantu masyarakat dalam menunjang kegiatannya. 2) Sumber daya manusia yang menjalankan pelaksanaan hibah, yaitu pegawai Biro Kesejahteraan Rakyat. 3) Karakteristik instansi yang terlibat memiliki keterampilan dan ketelitian yang tinggi. 4) Komunikasi antar organisasi terjalin antara Biro Kesejahteraan Rakyat, Biro Hukum dan BPKAD (Badan Pengelolaan Keuangan dan Aset Daerah). 5) Pihak-pihak yang terlibat memberikan dukungan positif. 6) Masyarakat mengetahui program hibah saat ini dari mulut ke mulut, banyak lembaga yang memiliki kondisi keuangan sulit, besaran hibah bergantung pada komitmen DPRD (Dewan Perwakilan Rakyat Daerah) There were problems with the implementation of the grant program in the field of religious education at the Bureau of People's Welfare in East Java Province, including socialization regarding the grant program that was not carried out extensively and thoroughly, there were institutions that protested because the funds received were not in accordance with their proposals, there was use of grants that were not in accordance with the RAB (budgetary plan). This study uses a descriptive research method with a qualitative approach. Using the theory of Van Metter and Van Horn (1975) in (Subarsono, 2015), namely 1) Policy Standards and Objectives, 2) Resources, 3) Characteristics of Implementing Organizations, 4) Communication between Organizations, 5) Disposition of implementers, 6) Social, Economic and Political Conditions. The results of this study, namely 1) Standard achievement of the grant program based on the annual work plan. The goal is to help the community in supporting its activities. 2) Human resources who carry out the implementation of grants, namely employees of the People's Welfare Bureau. 3) The characteristics of the agencies involved have high skills and accuracy. 4) Inter-organizational communication is established between the People's Welfare Bureau, Legal Bureau and BPKAD (Regional Financial and Asset Management Agency). 5) The parties involved provide positive support. 6) The community knows the current grant program by word of mouth, many institutions have difficult financial conditions, the amount of the grant depends on the commitment of the DPRD (Regional People's Representative Council).

Abstract

Penguatan wilayah lokal adalah pekerjaan untuk mendorong wilayah lokal untuk berpartisipasi secara efektif dan bebas dalam mengatasi masalah dalam kehidupan sehari-hari. Penguatan kawasan lokal termasuk kawasan kota memberikan program aksi. Oleh karena itu, sangat penting untuk mengambil langkah yang tepat agar latihan yang dilakukan dapat berlanjut dan berdampak nyata pada lingkungan sekitar. Penelitian ini memiliki target untuk menggambarkan penguatan kawasan lokal melalui penanganan eceng gondok di Kota Jambangan Kota Surabaya. Pemeriksaan ini menggunakan jenis eksplorasi ekspresif dengan pendekatan teknik subyektif. Kajian ini berpusat pada hipotesis penguatan kawasan lokal oleh Ambar Teguh Sulistiyani (2004: 83) dimana dalam latihan penguatan kawasan terdapat tahapan-tahapan, khususnya Tahap Kesadaran dan Pengembangan, Tahap Perubahan, dan Tahap Peningkatan Kapasitas Keilmuan. Metode pemilahan informasi memanfaatkan pertemuan, persepsi, dan dokumentasi. Penyelidikan informasi diselesaikan dengan penurunan informasi, pertunjukan informasi dan berakhir. Hasil dari penyelidikan ini menemukan bahwa penguatan kawasan telah berjalan dengan baik dengan mengikutsertakan kawasan dalam penanganan eceng gondok yang dapat mempengaruhi gaya hidup tandan eceng gondok. Walaupun dalam pelaksanaannya masih terdapat kendala-kendala seperti penataan kantor, yayasan, persiapan, surat menyurat dengan daerah setempat. Studi ini menunjukkan bahwa Kota Jambangan memiliki pilihan untuk fokus pada kebutuhan eceng gondok yang menangani pengumpulan lokal dan kerangka ekologis di kota Jambangan. Local area strengthening is work to encourage local areas to participate effectively and freely in overcoming problems in everyday life. Strengthening local areas including urban areas provides an action program. Therefore, it is very important to take the right steps so that the exercises carried out can continue and have a real impact on the surrounding environment. This research has a target to describe the strengthening of local areas through the handling of water hyacinth in Jambangan City, Surabaya City. This examination uses a type of expressive exploration with a subjective technique approach. This study is centered on the hypothesis of local area strengthening by Ambar Teguh Sulistiyani (2004: 83) wherein the area strengthening exercise there are stages, particularly the Awareness and Development Stage, the Change Stage, and the Scientific Capacity Building Stage. Information sorting methods make use of encounters, perceptions, and documentation. Information inquiry ends with information drop, information show and ends. The results of this investigation found that area strengthening had gone well by involving the area in water hyacinth management which could affect the lifestyle of water hyacinth bunches. Although in practice there are still obstacles such as office arrangements, foundations, preparations, correspondence with the local area. This study shows that the City of Jambangan has the option to focus on the needs of water hyacinth addressing the local collection and ecological framework in the city of Jambangan.

Abstract

Kebijakan Sekolah Ramah Anak merupakan aturan mengatasi kekerasan terhadap peserta didik. Tujuan penelitian ini untuk mendeskripsikan implementasi kebijakan Sekolah Ramah Anak di SD Negeri Kandangan Kecamatan Krembung Kabupaten Sidoarjo. Penelitian ini merupakan jenis penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Teknik analisis data terdiri dari reduksi data, penyajian data dan kesimpulan. Data penelitian berupa data primer melalui wawancara dan data sekunder melalui dokumentasi dan dokumen lain yang berkaitan dengan fokus penelitian. Subyek penelitian ini adalah Guru dan Siswa menggunakan teknik purposive sampling. Hasil penelitian ini menunjukan, yaitu 1) Indikator ukuran dan tujuan kebijakan, seluruh warga sekolah dapat berkolaborasi dan bekerja sama serta mendukung kebijakan sekolah ramah anak. 2) Indikator sumber daya manusia, beberapa guru menggunakan cara yang lama dalam mendisplinkan siswa.3) Indikator karakteristik agen pelaksana, terdapat koordinasi dan sinergitas dalam menyukseskan program sekolah. 4) Indikator sikap atau kecenderungan para pelaksana, pihak sekolah memenuhi kebutuhan dan kenyamanan belajar dan tingkat kepedulian kepada murid berkebutuhan khusus. 5) Indikator Komunikasi antarorganisasi dan aktivitas para pelaksana, terdapat kegiatan sosialisasi, rapat pertemuan dan kegiatan evaluasi tahunan. 6) Indikator Lingkungan Sosial, Ekonomi, dan Politik, menciptakan suasana belajar yang nyaman dan memberikan perlindungan kepada hak-hak anak. Oleh karena itu, dibutuhkan agenda setiap tahun sekali, kegiatan diklat, fasilitas musholla, penataan lokasi kantin yang baik dan fasilitas penunjang pembelajaran khusus berkebutuhan khusus. Kata Kunci: implementasi kebijakan, sekolah ramah anak dan kebijakan Pendidikan. The Child Friendly School Policy is a rule to address violence against students. The purpose of this study is to describe the implementation of the Child Friendly School policy in SD Negeri Kandangan, Krembung District, Sidoarjo Regency. This research is a type of qualitative research with a descriptive approach. Data collection techniques through interviews, observation and documentation. Data analysis techniques consist of data reduction, data presentation and conclusion. Research data in the form of primary data through interviews and secondary data through documentation and other documents related to the research focus. The subjects of this study were Teachers and Students using purposive sampling techniques. The results of this study show, namely 1) Indicators of policy size and objectives, all school residents can collaborate and work together and support child-friendly school policies. 2) Human resource indicators, some teachers use the old way of disciplining students.3) Indicators of the characteristics of implementing agents, there is coordination and synergy in the success of school programs. 4) Indicators of attitudes or tendencies of the implementers, the school meets the needs and comfort of learning and the level of concern for students with special needs. 5) Interorganizational communication indicators and activities of implementers, there are socialization activities, meetings and annual evaluation activities. 6) Social, Economic and Political Environmental Indicators, creating a comfortable learning atmosphere and providing protection to children's rights. Therefore, an agenda is needed once every year, training activities, prayer room facilities, good canteen location arrangement and special learning support facilities for special needs. Abstract

The implementation of the Family Learning Center Program (Puspaga) is inseparable from the implementation of policies supervised by the Office of Women's Empowerment and Child Protection as well as Population Control and Family Planning. Puspaga is a form of prevention service under the coordinator of Surabaya City DP3APPKB as a form of state concern in improving family life and resilience through education/parenting programs, child protection skills, the ability to increase children's participation in the family and the implementation of counseling programs for children and families. The purpose of this study is to describe the implementation of the Puspaga program in Tambaksari District, Surabaya City. This type of research is descriptive qualitative, which is analyzed with several policy indicators according to George Edward III consisting of communication, resources, disposition, and bureaucratic structure. The subject of this study was DP3APPKB Surabaya City and additional data were obtained from Surabaya City residents who received the program. This research was conducted in DP3APPKB and Tambaksari District, Surabaya City with observation, interview, and documentation techniques. Analyzed by collecting data, reducing data, presenting data and drawing conclusions sourced through primary data and secondary data. The results of the study show that communication between DP3APPKB and policy implementers and the community in program delivery is clear, but for human resources from program implementers are still limited and lack of budget, lack of community participation in participating in Puspaga program socialization activities. Based on the results of the study, suggestions that can be given by researchers in the implementation of the Puspaga program are 1) The delivery of the Puspaga program related to adolescent promiscuity has not been prioritized. 2) Increase the number of human resources implementing the Puspaga program. 3) The role of the community in implementation needs to be improved.

Abstract

This research is grounded in the crisis regarding the effectiveness of regional health insurance in Situbondo Regency, specifically the failure of the Situbondo Free Healthcare (Sehati) program due to technical constraints regarding cost ceilings and the accumulation of hospital debt, which impeded public accessibility. This situation necessitated a policy transformation toward the Unlimited Free Treatment Program (Berantas). This study aims to analyze the agenda-setting dynamics of the program utilizing John W. Kingdon’s Multiple Streams Framework (MSF). Employing a descriptive qualitative method with a single case study design, data were collected via in-depth interviews with key executive and legislative actors, alongside official documentation studies. The results of the retrospective analysis indicate that the formalization of the Berantas Program into the 2025–2029 Medium-Term Regional Development Plan (RPJMD) was driven by the convergence of three main streams. The problem stream emerged from the fiscal burden of the previous system; the policy stream offered a solution through a more stable hybrid Universal Health Coverage (UHC) scheme; and the politics stream was influenced by the political mandate following the 2024 Regional Head Election. The Regent's strategic role as a policy entrepreneur successfully created a phenomenon of "mandatory coupling," leveraging the RPJMD formulation momentum as a policy window to enact Regional Regulation Number 6 of 2025. The study concludes that this agenda-setting process transcends mere administrative procedure; rather, it represents a political strategy utilizing the planning cycle as a policy-locking instrument. It is recommended that the local government strengthen the integrated data verification system to maintain fiscal sustainability and ensure the technical involvement of regional hospital management in drafting derivative regulations to prevent the recurrence of previous bureaucratic loopholes.

Abstract

Population identity is necessary to ensure orderly administration. The Indonesian government, through Minister of Home Affairs Regulation No. 72 of 2022 concerning Standards and Specifications for Hardware, Software, and Electronic Identity Card Forms and the Implementation of Digital Population Identity, launched the IKD application as a solution to facilitate service access and data security. However, policy implementation at the village level, particularly in Tunggalpager Village, has low public awareness, resulting in targets not being met. This study aims to analyze the implementation of the IKD Program policy in Tunggalpager Village. The research method used qualitative descriptive methods through observation, interviews, and documentation. It uses George C. Edward III's implementation theory with four main indicators: communication, resources, disposition, and bureaucratic structure. The results show that the implementation of the IKD policy in Tunggalpager Village has not been optimal. Communication, information between implementers are optimal, but the community is hampered by low digital literacy and a lack of active outreach. Resources are limited due to the presence of only one operator, limited access to SIAK, and a lack of facilities such as laptops and supporting facilities. Disposition of the implementers shows good commitment, but the absence of coercive policies results in weak community support, and the incentives provided are not a determinant of program success. Bureaucratic structure, SOPs are aligned with the central government's. However, fragmented data security reduces service flexibility. In conclusion, the implementation of the IKD in Tunggalpager Village is hampered by limited resources, the need for active outreach, additional staff, and policies related to access restrictions to expedite the IKD process.
