Abstract

This study aims to examine the authority of notaries in making power of attorney deeds in credit agreements without the consent of the land title certificate owner, along with its legal consequences, and legal protection against misuse of power of attorney deeds for additional credit agreements made without the knowledge of the certificate owner. This study is a type of normative legal research using a statutory approach and a conceptual approach. The legal materials used include primary legal materials, secondary legal materials, and tertiary legal materials. The results of this study are: first, Notaries do not have the authority to make power of attorney deeds for credit agreements without the consent of the land title certificate owner; second, the legal consequences for the owner of the land title certificate if there is a misuse of the power of attorney for credit agreements without his/her consent can be in the form of material or immaterial losses; and third, the form of legal protection for the owner of the land title certificate for the misuse of the power of attorney for credit agreements without his/her consent can be taken through legal efforts in the form of: civil lawsuits for compensation, criminal charges on the basis of unlawful acts, and/or complaints to the Notary Supervisory Board for violations of the notary's code of ethics in making power of attorney for credit agreements without the consent of the owner of the land title certificate.

Abstract

Industri tambang merupakan salah satu sektor usaha yang memiliki peran sangat penting dalam perekonomian baik secara nasional maupun global. Dalam rangka pemenuhan kebutuhan akan tempat tinggal bagi tamu yang berkunjung ke lokasinya seperti kontraktor, inspektor maupun pengunjung lainnya, Sumbawa Jutaraya melaksanakan pembangunan Guest House. Dalam pembangunan Guest House ini diperlukan suatu perencanaan dan pelaksanaan yang efektif dan cermat salah satunya dengan penerapan Value Engineering (VE). Tujuan penelitian ini untuk membuatkan pilihan desain alternatif dalam penerapan Value Engineering, mengetahui nilai penghematan dan perbandingan biaya proyek awal dan berdasarkaan hasil penerapan Value Engineering. Penelitian ini menggunakan metode kuantitatif dengan pendekatan deskriptif analitis, melibatkan analisis distribusi Pareto untuk mengidentifikasi 80% komponen biaya terbesar dari total biaya proyek sebesar Rp. 2,663,309,668.66.  Berdasarkan hasil analisis diperoleh sepuluh gagasan alternatif desain yang dapat diimplementasikan dengan tetap mempertahankan fungsi dan kualitas bangunan. Hasil penelitian menunjukkan bahwa implementasi Value Engineering berhasil mengidentifikasi peluang penghematan pada sepuluh item pekerjaan strategis dengan tingkat efisiensi biaya yang bervariasi antara 12-47% per item pekerjaan. Nilai penghematan yang didapatkan dalam pelaksanaan analisis alternatif desain adalah sebesar Rp. 283,437,718.00 atau berbobot 11% dari nilai awal. Temuan ini membuktikan bahwa pendekatan Value Engineering dapat menjadi strategi efektif untuk optimasi biaya konstruksi di sektor pertambangan, dengan implikasi positif terhadap daya saing perusahaan dan sustainability proyek infrastruktur.

Abstract

Rigid pavement with nailed-slab system is a replacement for the use of concrete claws with short posts. This study aims to design a prototype of rigid pavement with a nailed-slab system to be applied to soft soil in Demak. Soft soil samples were taken from Guntur, Demak by digging the soil surface ±50 cm. The prototype design began with the manufacture of a test tub measuring 200 x 200 x 150 cm with walls of thin steel plates on the back and sides. The base of the test body is made of thin steel plate and the front of the body is made of glass. At the bottom of the thin steel plate wall there is a water pipe that is used as an outlet water channel. The soil in the test tub that has been in accordance with the density in the field will be cut, so that the elevation is the same as the top of the test tub before the prototype of the pavement plate is placed on it. The prototype schematic of the test piece consists of reinforced concrete with a slab dimension of 120 cm x 120 cm x 10 cm, and a pole as an anchor with a depth of 100 cm and a diameter of 10 cm. Before casting on reinforced concrete, a strain gauge is installed that is tied to the prototype reinforcement, then cast and left for 28 days to make the concrete 100% perfect strength. After that, a loading test was carried out with a monotonic load in the form of a beam measuring 20 cm x 20 cm gradually with an increase in load twice from the previous load. The load is given from 1 kN, 2 kN, and 4 kN, the results show that the greater the load given, the greater the deflection produced.

Abstract

PT Maruwai Coal faces challenges in increasing hauling production efficiency due to the decline in the quality of hauling roads. In April 2023, dump truck traffic only reached 1.58 cycles/shift, far below the target of 2 cycles/shift, causing a production loss of 26% (91,280 tons). This condition is influenced by the decline in the quality of hauling roads, which is reflected in the Coal Hauling Road Index (CHRI) value which only reached 81.02% in the 17th week of 2023, far below the standard of 90%. Decreased road performance results in increased travel time, maintenance costs, and faster vehicle damage.   This research aims to apply the principles of geosynthetic (geocell) and chemical (geopoll) materials in improving transport roads. In addition, the Road Maintenance application is used to maintain road conditions, provide recommendations for repairs, and ensure proper implementation of SOPs. A case study was carried out on Segment 4 (KM39”“KM52) by measuring changes in CHRI values, average speed and production results. The application of geocell increased the CHRI value from 83% to 91.23% and extended the life of the road by more than 8 weeks. The use of geopoll increases the bearing capacity of the soil, reduces installation and maintenance costs by 21.95%, and increases the average speed from 35.08 km/h to 38.66 km/h. Production increased from 362,419 tonnes/month to 397,337 tonnes/month, resulting in increased profits of $8,243,790 per month. This research shows that geocells, geopolls and digital applications significantly improve cost efficiency, road performance and support production sustainability at PT Maruwai Coal. This study makes a real contribution to the development of infrastructure technology.
