Abstract

Micro, small and medium-sized enterprises (MSMEs) in Kamali Beach, Baubau City, have several limitations, including the low work productivity of MSME actors, namely the low quality of MSME human resources, especially in the areas of management, organization, mastery of technology, and marketing and have limited access to cooperation. The purpose of this research is to find out and analyze the strategy for increasing the work productivity of Micro, Small and Medium Enterprises (MSMEs) at Kamali Beach in Baubau City in order to formulate solutions for its development. The method used is a qualitative and quantitative analysis method because this research was carried out in two stages, namely SWOT analysis is used to determine the strategy and AHP (Analitycal Hierarchy Process) will function as a tool to determine which strategy should be prioritized. Based on the findings of the analysis that quality human resources are one of the strengths of MSMEs in Kamali Beach, Baubau City, according to the AHP decision-making technique. Because the product manufacturing process is still traditional, using simple technology and human labor, the approach that can be taken is to develop human resource expertise through the use of technology coupled with the use of more contemporary equipment in the product manufacturing process, as well as by expanding product distribution. networks built through government-run training programs.

Abstract

Government discretion plays a crucial role in enhancing the efficiency of public service delivery, particularly in addressing complex societal needs. This study aims to explore the dimensions of governmental discretion, examining its potential to improve public service quality while identifying inherent challenges. The research employs a qualitative approach, including case studies, and identifies key factors influencing discretion, such as organizational culture, resource management, and legal frameworks. While discretion can encourage innovation and responsiveness, it also carries risks of mismanagement and reduced accountability without appropriate safeguards. The study's findings indicate that regional government discretion, although effective in improving public service efficiency, must be implemented with consideration of existing challenges, such as limited resources and managerial capacity. The novelty of this research lies in the integration of the concept of discretion with digital technology and the enhancement of public participation. It also offers concrete recommendations on how to improve the effectiveness of discretion in the context of more transparent and accountable local government practices. This research further emphasizes the importance of creating a clear legal framework that supports better management of discretion without posing the risk of abuse of power.

Abstract

The development of information and communication technology (ICT) has driven the digital transformation of government, with e-government becoming the main instrument for improving bureaucratic efficiency, quality of public services, transparency, and community participation. In ASEAN countries, the implementation of e-government varies significantly, with Singapore leading the way, while Cambodia, Myanmar, and Laos are still in the early stages of development. This study aims to analyze trends in scientific publications on e-government in Asean countries between 2014-2024 using a bibliometric approach. Data were obtained using Publish or Perish software from the Scopus database, then analyzed and visualized using VOSviewer. The results of the study show that 2020 was the peak of productivity with the highest number of publications and citations, especially related to the adoption of digital services during the Covid-19 pandemic. Indonesia and Thailand were recorded as the countries with the largest contribution to publications, while Singapore dominated in the implementation of e-government practices. The main focus of the study was still on the issues of digital transformation and information and communication technology, with the theme of innovation covering digital transformation. These findings confirm that the success of e-government is greatly influenced by the readiness of digital infrastructure, public literacy, human resource capacity, and government commitment. This study contributes by providing a comprehensive overview of the dynamics of e-government research in Asean countries.
