Abstract

This study aims to explore the synergy between the DPRD and the provincial government in order to create effective governance using a collaborative governance approach. This study focuses on four key elements, namely initial conditions, institutional design, leadership, and collaboration processes. Qualitative methods are applied with data collection techniques in the form of in-depth interviews, field observations, documentation studies, and focus group discussions. The results of the study indicate that collaboration between the DPRD and the provincial government is often colored by differences in priorities. The DPRD tends to focus on constituent aspirations, while the provincial government emphasizes macro-scale development strategies. Institutional designs, such as public consultation forums and Musrenbang , although designed to support collaboration, still require optimization to be more effective. Inclusive and communicative leadership plays an important role in building harmonious working relationships, while less responsive leadership can be an obstacle. This study recommends aligning visions, strengthening institutional mechanisms, developing collaborative leadership styles, and using technology to increase transparency and efficiency. These findings are expected to contribute to improving regional governance in a more inclusive and sustainable manner.

Abstract

This study aims to analyze employee perceptions regarding the approach of Reinventing Organizational Behavior Management at the Higher Education Service Institution (LLDIKTI), specifically in Region XVI. The research data was collected through interviews and observations and analyzed using an interactive model. The findings indicate that employee participation in the decision-making process within the LLDIKTI Region XVI work environment remains uneven. The study found that leadership figures, such as the Head of LLDIKTI Region XVI and Team Leaders, primarily control the decision-making process within LLDIKTI Region XVI. This results in lower-level staff merely accepting decisions that have already been made. While this approach may be more efficient in terms of time, it could significantly impact employees' perceptions of their roles if it continues over an extended period. Employees may develop sentiments of being undervalued or excluded from the formulation of policies, potentially leading to a decline in their motivation to contribute to the organization's goals. This, in turn, may result in apathy among employees, consequently hindering the organization's performance and preventing it from achieving its intended objectives. Increasing employee participation in decision-making would provide various stakeholders opportunities to contribute and assume responsibility for achieving organizational goals, thereby fostering a more engaged and accountable workforce.

Abstract

This study aims to analyze the implementation of inclusivity and holistic approaches in higher education in Private Universities (PTS) in Gorontalo, with an emphasis on the role of gender leadership in creating policies that support equality and diversity. Inclusivity in higher education includes providing equal access for all students, while a holistic approach focuses on the development of students as a whole, including academic, social, and character aspects. This study uses a qualitative approach with a case study method, involving in-depth interviews with leaders, lecturers, and students in several PTS in Gorontalo. The results of the study indicate that although a number of PTS in Gorontalo have implemented inclusive policies, there are still challenges related to limited resources and resistance to changes in patriarchal culture that affect gender equality in leadership. In addition, female leadership has been shown to play an important role in encouraging more inclusive policies and empowering female students. This study concludes that in order to achieve inclusive and holistic higher education, collaboration between leaders, lecturers, and students is important in developing policies that strengthen gender equality, as well as increasing women's participation in leadership positions in PTS. These findings are expected to provide recommendations for higher education policies in Gorontalo and Indonesia, especially to encourage gender equality and the development of women's leadership in higher education.

Abstract

Transformation service Primary health care (PHC) is a key pillar in improvement results health public globally, especially in high- income countries low and medium . This article analyze approach comprehensive in strengthening PHC through Healthy Indonesia Program (PIS) policy with approach family (PIS-PK), integration digital technology , and policy reform. This study highlight importance continuity service , participation community , readiness source Power humans , and use technology information For support taking decision data -driven and sustainable services . Research This adopt method qualitative with interviews , observations , and reviews document to implementation of PIS-PK in North Gorontalo Regency . Research results show that success PHC transformation is greatly influenced by communication effective policies , availability​ source power , structure adaptive bureaucracy , as well as support digitalization service . Findings this is also associated in a way direct with theory and practice implementation policies , including classical models such as Van Meter and Van Horn and Edwards III .

Abstract

Penelitian Ini bertujuan untuk pengetahui menganalisis (1) Bagaimana pemahaman program sebagai indikator keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (2) Untuk mengetahui menganalisis bagaimana ketetapan sasaran sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (3) Bagaimana ketetapan waktu sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (4) Untuk mengetahui bagaimana tercapainya tujuan sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut, (5) Untuk mengetahui bagaimana perubahan nyata sebagai indikator faktor penentu keberhasilan efektivitas BPNT terhadap penanggulangan kemiskinan di Kecamatan Bolangitang Barat Kabupaten Bolmut. Hasil penelitian menunjukkan bahwa dari segi pemahaman program, BPNT telah berhasil dipahami dengan baik oleh masyarakat. Namun, dari aspek ketepatan sasaran, program ini masih menghadapi kendala. Masih terdapat penerima bantuan yang tidak sesuai dengan kriteria kemiskinan akibat data DTKS yang tidak diperbarui dan lemahnya pengawasan lapangan. Selanjutnya, ketepatan waktu dalam penyaluran bantuan juga masih menjadi masalah. Sementara itu, dari sisi tercapainya tujuan, program ini cukup efektif dalam mengurangi beban pengeluaran rumah tangga miskin. Terakhir, dari aspek perubahan nyata, program ini dinilai efektif.

"Quality of Narcotics Prevention, Eradication, Abuse, and Illicit Circulation Services (P4GN) at BNN Gorontalo Province in Drug Addict Rehabilitation Patients". Supervisor I Prof. Dr. Asna Aneta, M.Si., Supervisor II Dr. Drs. Rusli Isa, M.Si.The study aims to find out and analyze the quality of narcotics prevention, eradication, abuse, and illicit circulation (P4GN) services in BNN Gorontalo Province in drug addict rehabilitation patients. The research approach used is a qualitative method with descriptive research methods and research procedures carried out by observation and interviews with informants. The data analysis technique used was the interactive analysis of the Miles and Huberman models. The results of the study show that the quality of P4GN services at BNN Gorontalo Province for drug addict rehabilitation patients shows a fairly systematic and structured implementation, especially in the dimensions of medical, non-medical, and social rehabilitation services. Each stage of rehabilitation, from assessment, detoxification, stabilization, to re-entry and after care, is carried out with a multidisciplinary approach that prioritizes team coordination, family involvement, and community involvement. However, budget constraints and the suboptimal sustainability of post-rehabilitation economic empowerment programs are challenges that can affect patient recovery resilience. However, the existence of service practices based on empathy, responsiveness, and quality assurance through periodic evaluation and social support shows that BNN Gorontalo Province strives to maintain the quality of service professionally. This reflects that drug rehabilitation services in the institution have moved towards sustainable recovery and are oriented towards the social reintegration of former addicts in a sustainable manner.

Abstract

This study aims to analyze the implementation of Dynamic Governance in investment policies in Gorontalo Province. it emphasizes flexibility, innovation, and adaptability in the decision-making process, so that it can respond to changes in the investment environment more effectively. In the context investment policies, they still face various challenges, including regulations that are not yet fully adaptive, complex bureaucracy, and limited infrastructure that can hinder investment attractiveness. The research method used is a qualitative approach with data collection techniques through in-depth interviews, documentation studies, and direct observation of policies implemented by the Investment and One-Stop Integrated Service Office (DPMPTSP). The results of the study indicate that efforts to digitize licensing services and bureaucratic reform have been carried out, but have not been fully optimal in creating a conducive investment environment. In addition, the lack of coordination between local and central governments is often an obstacle to effective policy implementation. With a more adaptive and innovative strategy, it is hoped that Gorontalo can increase its competitiveness as an attractive and sustainable investment destination

Abstract

This research aims to determine the impact of leadership and work discipline on employee performance at the regional office of the Gorontalo provincial ministry of trust. The research approach used in this research is quantitative, where the sample in this research is 35 employees using a research approach and research design. The data collection technique was carried out by distributing questionnaires or questionnaires to the data analysis technique used was multiple regression analysis. The results of the regression analysis test indicate the influence of leadership and work discipline on employee performance in the regional office of the Gorontalo provincial ministry of trust. Using this, the first hypothesis (H1) can be demonstrated or accepted. The R Square value is 0.412, in other words, 41.2% of the independent variables, namely (X1) Leadership, (X2) work discipline contribute to the variable (Y) employee performance, while the balance is 58.8% in the form of donations from other variables not examined in this research. The results of the regression analysis test show the influence of leadership and work discipline on employee performance in the Regional Office of the Ministry of Religion, Gorontalo Province. Thus the first hypothesis (H1) can be proven or accepted. The R Square value is 0.412, in other words, 41.2% of the independent variables, namely (X1) Leadership, (X2) Work Discipline contribute to the variable (Y) Employee Performance, while the remaining 58.8% is in the form of contributions from other variables not examined in this research. Penelitian ini bertujuan buat mengetahui imbas kepemimpinan dan disiplin Kerja Terhadap Kinerja Pegawai pada kantor daerah kementerian kepercayaan provinsi Gorontalo. Pendekatan penelitian yang digunakan pada penelitian ini yaitu kuantitatif, dimana sampel pada penelitian ini berjumlah 35 orang pegawai dengan memakai pendekatan penelitian serta desain penelitian. Teknik pengumpulan data dilakukan dengan cara menyebarkan angket atau kuesioner kepada teknik analisis data yang digunakan adalah analisis regresi berganda. Hasil uji analisis regresi yang menandakan pengaruh kepemimpinan serta Disiplin Kerja Terhadap Kinerja pegawai di kantor daerah kementerian kepercayaan provinsi Gorontalo. Menggunakan demikian hipotesis pertama (H1) dapat ditunjukan atau diterima. Nilai R Square sebesar 0,412 dengan kata lain itu sebanyak 41,2% dari variable bebas yaitu (X1) Kepemimpinan, (X2) disiplin kerja memberikan donasi buat variable (Y) kinerja pegawai, adapun keseimbangan sebanyak 58,8% berupa donasi dari variabel lain yang tidak diteliti pada penelitian ini. Hasil uji analisis regresi yang menunjukan Pengaruh Kepemimpinan Dan Disiplin Kerja Terhadap Kinerja Pegawai Di Kantor Wilayah Kementerian Agama Provinsi Gorontalo. Dengan demikian hipotesis pertama (H1) dapat dibuktikan atau diterima. Nilai R Square sebesar 0,412 dengan kata lain bahwa sebesar 41,2% dari variable bebas yaitu (X1) Kepemimpinan, (X2) Disiplin Kerja memberikan kontribusi untuk variable (Y) Kinerja Pegawai, adapun sisanya sebesar 58,8% berupa kontribusi dari variable lain yang tidak diteliti dalam penelitian ini.

Abstract

This study aims to explore the dynamics of women's leadership in the governance of private universities in Gorontalo Province, focusing on the challenges, strategies, and their contributions to the quality of management of higher education institutions. Although the discourse of gender equality is increasingly strengthening in the world of education, the representation of women in strategic positions is still relatively limited. A qualitative approach was used with a case study method through in-depth interviews, participant observation, and document review in a number of private universities in Gorontalo. The results of the study indicate that women leaders have high adaptive capacity, build collaborative leadership models, and play an important role in driving institutional innovation. However, they still face various structural barriers, including gender stereotypes, patriarchal culture, and lack of internal policy support. This study concludes that empowering women's leadership not only has an impact on more inclusive and responsive governance, but also on improving the academic quality and governance of universities as a whole. The implications of these findings encourage the need for affirmative policies and institutional cultural transformation to strengthen participation in higher education leadership structures.

Abstract

This study aims to describe the effectiveness of E-KTP services at thePopulation and Civil Registration Office of Gorontalo Regency and identify thefactors that influence it. The study uses a descriptive qualitative approach withdata collection techniques through observation, interviews, and documentation.The effectiveness of the service is analyzed based on indicators of goalachievement, integration, and adaptation. The results of the study indicate thatalthough the E-KTP service has shown an increase in terms of the number ofrecordings and printing each year, there are still obstacles in terms of timelinessof service, data errors, and employee attitudes towards the community. Factorsthat influence service effectiveness include employee ability, expertise,knowledge, attitude, motivation, and work stress. This study concludes that theE-KTP service in Gorontalo Regency is not yet fully effective and requiresimprovements in aspects of human resources and service systems.
