Abstract

This study raises the topic of the strategy to increase local revenue by the North Bolaang Mongondow Regency Government. Policy decentralization encourages the existence of local governments to be more competitive in strengthening fiscal capacity through efforts to increase Local Revenue which can be used to finance development programs that directly benefit the local commusnity, such as education, health, infrastructure, and social programs. The contribution of PAD in North Bolaang Mongondow Regency from 2016-2020 tends to increase, although in 2018 there was a slight decline but in 2019 to 2020 it increased again. The research method uses a qualitative approach. The data analysis technique used in this study is the SWOT analysis technique with a qualitative approach consisting of Strengths, Weaknesses, Opportunities, Threats. The results of the study show that: 1) The SWOT analysis shows that the strategy to increase Local Revenue (PAD) of Bolaang Mongondow Regency is in quadrant I with an emphasis on the Progressive Strategy or better known as the ST Strategy; 2) The results of the QSPM analysis show that the TAS figure for external strategic factors of 4.53 is smaller than the TAS figure for internal strategic factors of 4.56; 3) The institutional/organizational aspect of managing local revenue (PAD) has implemented an employee placement system based on expertise in carrying out their main tasks and functions in each field; 4) The Governance Aspect, electronic transactions have a significant positive impact on local revenue by increasing tax compliance, administrative efficiency, and diversification of revenue sources; 5) The Personnel Aspect, shows that education and training programs related to regional financial management are in line with those carried out by the BPKD of North Bolaang Mongondow Regency by involving its employees in functional and managerial training as well as financial training at the central and regional levels.

Abstract

This study examines the application of Dynamic Governance in the investment climate development program in Gorontalo Province. The concept of Dynamic Governance includes adaptive and proactive governance in dealing with economic dynamics. The purpose of this study is to evaluate the effectiveness of local government policies in encouraging investment by considering factors such as regulations, infrastructure, and coordination between institutions. This research uses a qualitative approach through in-depth interviews with government officials, business actors, and investors. The results show that although Dynamic Governance has great potential in improving the investment climate, some key challenges still need to be overcome. These challenges include frequently changing regulations, weak cross-sectoral coordination, and inadequate infrastructure. These findings highlight the importance of more flexible, innovative, and participatory policies, as well as the need to increase the digitalization of licensing services to improve efficiency and transparency. This study contributes to the theory of Dynamic Governance by showing that dynamic governance can help local governments respond to investment challenges more effectively. The strength of this research lies in its in-depth and comprehensive qualitative approach, while its weakness is the limited scope of data that only focuses on Gorontalo Province. The results of this research are expected to be the basis for local governments in creating policies that are more responsive and relevant to the needs of investors.

Abstract

Fiscal decentralisation is the basic capital to reach better governance, regional development, and fiscal autonomy. This paper discusses financial management barriers and opportunities in the Gorontalo Province, a region with low fiscal autonomy, as shown by its index and heavy dependency on central government transfer. This qualitative research, using data from interviews and document studies, found various inefficiencies in the province, such as incongruence between expenditures and revenues, lack of coordination among stakeholders, non-compliance by taxpayers, and delays in financial reporting. Drawing on the theoretical work of Schick (1998) for a framework for public expenditure management and using empirical evidence, this paper proposes an integrated strategy toward a better fiscal management system, diversification of revenue sources, enhancements in planning techniques, introduction of comprehensive accounting mechanisms, and stakeholder participation. This paper contributes to the debate on fiscal decentralisation by giving practical suggestions on how to achieve fiscal autonomy and promote sustainable development in economically less-developed regions.

Abstract

Penelitian ini menganalisis penerapan collaborative governance dalam perencanaan pembangunan di Provinsi Gorontalo, khususnya penyelarasan antara Pokok-pokok Pikiran DPRD dan Rencana Kerja Pemerintah Daerah (RKPD). Dengan pendekatan kualitatif, data diperoleh melalui wawancara, observasi, dan analisis dokumen, serta divalidasi dengan triangulasi dan FGD. Hasil penelitian menunjukkan tantangan berupa kurangnya koordinasi, desain kelembagaan yang lemah, dan pengaruh ego sektoral. Namun, harmoni kebijakan dapat dicapai melalui kepercayaan, transparansi, dan kolaborasi yang inklusif. Penelitian ini merekomendasikan penguatan kelembagaan, kepemimpinan visioner, dan pelibatan publik untuk menghasilkan perencanaan pembangunan yang efektif dan responsif. Temuan ini memberikan kontribusi terhadap pengembangan praktik kepemerintahan di Indonesia.

Abstract

Penelitian ini bertujuan mengkaji peran nilai-nilai lokal dalam memotivasi PNS dalam melaksanakan tugas pelayanan publik, dengan fokus pada dua nilai utama Gorontalo, yaitu "huyula" (gotong royong) dan "bapodulu" (saling menghormati). Tujuan penelitian ini adalah untuk mengeksplorasi bagaimana nilai-nilai tersebut dapat diintegrasikan ke dalam reformasi administrasi publik guna meningkatkan motivasi PNS, serta dampaknya terhadap kualitas pelayanan publik. Pendekatan yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa integrasi nilai-nilai lokal dapat memperkuat budaya organisasi yang mendukung kolaborasi, empati, dan rasa tanggung jawab terhadap masyarakat. Meskipun ada tantangan dalam implementasinya, seperti resistensi terhadap perubahan dan ketidaksesuaian antara praktik birokrasi modern dan nilai lokal, penelitian ini menawarkan rekomendasi untuk pengembangan program pelatihan berbasis nilai lokal dan kebijakan yang mendukung penerapan nilai-nilai tersebut dalam administrasi publik. Penelitian ini diharapkan memberikan kontribusi terhadap pengembangan reformasi administrasi publik yang lebih responsif, efektif, dan berkelanjutan.

Abstract

Kinerja pegawai pada Badan Perencanaan Penelitian Pengembangan Daerah (Bapppeda) Kota Gorontalo belum merata, salah satunya disebabkan oleh kurangnya penerapan etika dalam bekerja. Penelitian ini bertujuan untuk mengetahui pengaruh etika kerja terhadap kinerja pegawai pada Badan Perencanaan Penelitian Pengembangan Daerah Kota Gorontalo. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Dalam penelitian ini sampel yang digunakan sebanyak 58 pegawai dengan teknik total sampling. Teknik pengumpulan data menggunakan kuesioner. Teknik analisis data yang digunakan adalah uji validitas dan reliabilitas, uji asumsi klasik, uji regresi linear sederhana, dan uji hipotesis. Hasil koefisien determinasi menunjukkan bahwa variabel kinerja pegawai dapat dijelaskan oleh variabel etika kerja sebesar 21,2% sedangkan sisanya dijelaskan oleh variabel yang tidak masuk dalam model regresi ini. Hasil uji T menunjukkan bahwa etika kerja berpengaruh secara positif dan signifikan terhadap kinerja pegawai pada Badan Perencanaan Penelitian Pengembangan Daerah Kota Gorontalo.

Abstract

This study aims to analyze the management strategy of Village-Owned Enterprises (Badan Usaha Milik Desa (BUMDes)) in an effort to sustain business in Ombulodata Village, Kwandang District, North Gorontalo Regency. The focus of the study includes organizational strategies, programs, resources, and institutions, as well as supporting and inhibiting factors in Badan Usaha Milik Desa (BUMDes) management. The research method uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. Research informants involve Badan Usaha Milik Desa (BUMDes) managers, village governments, and the community. The results of the study indicate that Ombulodata Badan Usaha Milik Desa (BUMDes) faces major challenges such as limited human resource quality, minimal community participation, bad debts, and dependence on the village budget. The management strategies implemented include local potential-based program planning, increasing human resource capacity through training, and optimizing natural resources such as agriculture and MSMEs. The main supporting factor is the commitment of the village government in allocating funds and regulations, while inhibiting factors include limited capital, lack of private sector support, and suboptimal internal coordination. The conclusion of the study emphasizes the importance of strengthening institutions, transparency of management, and synergy with external parties to ensure the sustainability of Badan Usaha Milik Desa (BUMDes). The implications of this research can be a reference for village governments in formulating more inclusive and sustainable Badan Usaha Milik Desa (BUMDes) development policies.

Abstract

This study aims to explore the synergy between the DPRD and the provincial government in order to create effective governance using a collaborative governance approach. This study focuses on four key elements, namely initial conditions, institutional design, leadership, and collaboration processes. Qualitative methods are applied with data collection techniques in the form of in-depth interviews, field observations, documentation studies, and focus group discussions. The results of the study indicate that collaboration between the DPRD and the provincial government is often colored by differences in priorities. The DPRD tends to focus on constituent aspirations, while the provincial government emphasizes macro-scale development strategies. Institutional designs, such as public consultation forums and Musrenbang , although designed to support collaboration, still require optimization to be more effective. Inclusive and communicative leadership plays an important role in building harmonious working relationships, while less responsive leadership can be an obstacle. This study recommends aligning visions, strengthening institutional mechanisms, developing collaborative leadership styles, and using technology to increase transparency and efficiency. These findings are expected to contribute to improving regional governance in a more inclusive and sustainable manner.

Abstract

This study aims to analyze employee perceptions regarding the approach of Reinventing Organizational Behavior Management at the Higher Education Service Institution (LLDIKTI), specifically in Region XVI. The research data was collected through interviews and observations and analyzed using an interactive model. The findings indicate that employee participation in the decision-making process within the LLDIKTI Region XVI work environment remains uneven. The study found that leadership figures, such as the Head of LLDIKTI Region XVI and Team Leaders, primarily control the decision-making process within LLDIKTI Region XVI. This results in lower-level staff merely accepting decisions that have already been made. While this approach may be more efficient in terms of time, it could significantly impact employees' perceptions of their roles if it continues over an extended period. Employees may develop sentiments of being undervalued or excluded from the formulation of policies, potentially leading to a decline in their motivation to contribute to the organization's goals. This, in turn, may result in apathy among employees, consequently hindering the organization's performance and preventing it from achieving its intended objectives. Increasing employee participation in decision-making would provide various stakeholders opportunities to contribute and assume responsibility for achieving organizational goals, thereby fostering a more engaged and accountable workforce.

Abstract

This study aims to analyze the implementation of inclusivity and holistic approaches in higher education in Private Universities (PTS) in Gorontalo, with an emphasis on the role of gender leadership in creating policies that support equality and diversity. Inclusivity in higher education includes providing equal access for all students, while a holistic approach focuses on the development of students as a whole, including academic, social, and character aspects. This study uses a qualitative approach with a case study method, involving in-depth interviews with leaders, lecturers, and students in several PTS in Gorontalo. The results of the study indicate that although a number of PTS in Gorontalo have implemented inclusive policies, there are still challenges related to limited resources and resistance to changes in patriarchal culture that affect gender equality in leadership. In addition, female leadership has been shown to play an important role in encouraging more inclusive policies and empowering female students. This study concludes that in order to achieve inclusive and holistic higher education, collaboration between leaders, lecturers, and students is important in developing policies that strengthen gender equality, as well as increasing women's participation in leadership positions in PTS. These findings are expected to provide recommendations for higher education policies in Gorontalo and Indonesia, especially to encourage gender equality and the development of women's leadership in higher education.
