This study aims to analyze the quality of village administrative services in Bulango Selatan District, Bone Bolango Regency, based on the five SERVQUAL dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. Using a qualitative descriptive approach, data were collected through in-depth interviews, participatory observation, and document studies in three selected villages: Ayula Selatan, Huntu Selatan, and Lamahu. The findings indicate that physical facilities for service delivery remain limited, with insufficient technological devices and cramped waiting areas, affecting comfort and service efficiency. Reliability is suboptimal due to delays in document processing and procedural inconsistencies. While village officials demonstrate good personal responsiveness, it is not supported by adequate service information systems. The assurance dimension faces challenges in safeguarding citizen data, as manual archiving remains vulnerable. Empathy among officials is high, evident in their flexibility to serve vulnerable groups, though this has yet to be formalized in policy. The study recommends strengthening physical facilities, drafting written SOPs, digitizing archives, providing informational media, and training officials in public service ethics. These efforts are expected to foster a more professional, inclusive, and responsive village administrative service system that aligns with community needs. Penelitian ini bertujuan untuk menganalisis kualitas pelayanan administrasi desa di Kecamatan Bulango Selatan, Kabupaten Bone Bolango, berdasarkan lima dimensi SERVQUAL: Bukti Fisik (Tangibles), Keandalan (Reliability), Daya Tanggap (Responsiveness), Jaminan (Assurance), dan Empati (Empathy). Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi pada tiga desa terpilih: Ayula Selatan, Huntu Selatan, dan Lamahu. Hasil penelitian menunjukkan bahwa fasilitas fisik pelayanan masih terbatas, dengan minimnya perangkat teknologi dan ruang tunggu yang sempit, sehingga menghambat kenyamanan dan efisiensi pelayanan. Keandalan pelayanan belum optimal karena keterlambatan penyelesaian dokumen dan ketidakkonsistenan prosedur. Responsivitas aparatur desa cukup baik secara personal, namun belum didukung sistem informasi pelayanan yang memadai. Dimensi jaminan menghadapi kendala pada keamanan data warga akibat arsip manual yang rentan. Sementara itu, empati aparatur tinggi, terlihat dari fleksibilitas mereka dalam melayani kelompok rentan, meskipun belum diatur dalam kebijakan formal. Penelitian merekomendasikan penguatan fasilitas fisik, penyusunan SOP tertulis, digitalisasi arsip, penyediaan media informasi, dan pelatihan aparatur berbasis etika pelayanan publik. Dengan demikian, diharapkan dapat tercipta pelayanan administrasi desa yang lebih profesional, inklusif, dan responsif terhadap kebutuhan masyarakat.

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

In the government's efforts through modernization of procurement, namely by procuring goods and services through E-Purchasing. The purpose of this research is to find out how the implementation of the E-catalog application of North Gorontalo Regency Regional Devices. The research used a qualitative approach with descriptive methods. Data collection techniques Observation, Interview and Documentation. The results showed that (1) Communication established in the implementation of local E-catalog implementation in North Gorontalo Regency has not been fully implemented as a whole, (2) Human resources who have competence in the field of goods and services procurement are still very few. (3) Good disposition/attitude has been applied in the implementation process of the local e-catalog application for regional equipment in North Gorontalo Regency. (4) In the bureaucratic structure, the division of tasks in implementing the E-catalog application is very clear but uneven, the existence of SOPs has also been very helpful for regional apparatus to carry out the implementation of the E-catalog application. The purpose of this study is to describe how the coordination of the Village Community Empowerment Institution (LPMD) in the implementation of development in Butu Village, Tilongkabila District, Bone Bolango Regency. The research method is descriptive with a qualitative approach. The results of the study indicate that the vertical coordination in Butu Village has not been maximized, this can be seen by the absence of togetherness between all parties in the institution, so that the problems that arise cannot be overcome together. Horizontal coordination between institutions in the village can be said to have not gone well, this can be seen from the lack of cooperation between the LPMD management and other institutions, so that planning and decision-making related to village development does not involve LPMD. LPMD is a partner of the Village government, it should know the duties and functions of each administrator. Every important decision making related to development in an area can be well coordinated between the village government and other institutions. The coordination carried out by the LPMD can assist the village government in implementing village development programs, but this has not gone well, because the Butu LPMD has not played an active role in the activities carried out by Butu Village.

This research is entitled The Essence of the Main Thoughts of the DPRD in Equitable Regional Development, with the formulation of the problem: what is the development planning process in Gorontalo Province?, what is the process for preparing the Main Thoughts (POKIR) of the DPRD?, how is the process for preparing the Regional Government Work Plan (RKPD) )?, what are the steps for synchronizing POKIR with the RKPD in Gorontalo Province?. While the research method used is a qualitative method. The Main Thoughts (POKIR) DPRD is a program of regional development activities obtained by DPRD members based on minutes of meetings, hearings, or the results of absorption of aspirations through recess, which are then entered into the Regional Government Information System (SIPD) in the form of Programs and Activities. This is done considering the existence of the DPRD as the representative of the people who are expected to accommodate and accept the various aspirations of the citizens so that their difficulties are resolved and their needs are met. Of course, the community expects the DPRD's role to continue and fight for their aspirations to receive a budget or improve facilities from the government. The topic of discussion regarding the essence of the DPRD's main thoughts in the distribution of regional development will be directed to the discussion on the active role of the DPRD in absorbing, accommodating, and fighting for the aspirations of the citizens, which are outlined in the Regional Revenue and Expenditure Budget (APBD).

This research aims to analyze the impact of facilities and service quality on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah Prof. Dr. H. Aloei Saboe Gorontalo either partially or simultaneously. The research approach is quantitative. The research method is ex post facto. The research design is causality. The data analysis technique used is double regression. The research findings are that: (1) Service quality has a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 43.00%); (2) Facilities have a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 12.20%); and (3) Facilities and quality service simultaneously have a positive and significant impact on outpatient satisfaction in the Nerve Poly, Cardiac Poly, and Internal Poly of Rumah Sakit Umum Daerah (RSUD) Prof. Dr. H. Aloei Saboe Gorontalo (the coefficient of determination is 55.20%). Meanwhile, the other 44.80% can be explained by other variables; such as patientsâ€™ physiological, psychological, and social factors and health workers and hospital administrative staffâ€™s commitments.

This research aims to: (1) analyze the poverty alleviation strategy in Tibawa Gorontalo District and (2) find the factors of the successful poverty alleviation strategy in Tibawa Gorontalo District. This research uses a descriptive-qualitative method with three data collection techniques i.e. (1) closed interview, (2) observation, and (3) documentation. Data were analyzed using Huberman and Milesâ€™s plot comprising (1) data reduction, (2) data display, and (3) data verification and conclusion drawing. This research figures out that: 1) The implementation of the poverty alleviation strategy in Tibawa Gorontalo District is still considered poor due to: a) Planning, b) Implementation, and c) Evaluation and 2) Factors that determine a successful poverty alleviation strategy in Tibawa Gorontalo District are: a) the government supports, b) budget, c) the community supports, and d) the organization supports. Our recommendations are thus: 1. The poverty alleviation strategy in Tibawa Gorontalo District is still considered poor despite the village funds that have been allocated to the poverty alleviation besides the supports from the Social Service and 2. The determinants of a poverty alleviation strategy in Tibawa Gorontalo District are the community supports. Meanwhile, the amount of budget to poverty alleviation should be increased to encourage the poor community in business.

In this research, we analyzed the influence, either partial or simultaneous, of performance-based budgeting procedures, emotional intelligence, and internal control system on the effectiveness of the supervisory function of legislative members in the DPRD of Gorontalo City. This research used a quantitative approach. The research method was ex post facto. The research design was causality. The data analysis technique used was double regression. Findings indicate that (1) Performance-based budgeting procedures had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional Peopleâ€™s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 44.50%, (2) Emotional intelligence had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional Peopleâ€™s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 21.20%, (3) Internal control system had a significant positive impact on the effectiveness of the supervisory function of legislative members in the Regional Peopleâ€™s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 25.00%, and (4) Performance-based budgeting procedures, emotional intelligence, and internal control system simultaneously had a significant impact on the effectiveness of the supervisory function of legislative members in the Regional Peopleâ€™s Representative Council (DPRD) of Gorontalo City at a coefficient of determination of 90.70%. The rest, which was 9.30%, was elucidated by other variables unexplained in this research, e.g., bureaucratic structure, cooperative networking, political interest, work competency, and work environment within supervision.Â

This research confers the description of the effectiveness of School Operational Assistance (BOS) management in MTs Alkhairaat Gorontalo City and proponent and inhibiting factors. It used a qualitative descriptive approach. The research data sources were primary and secondary, collected with observation, interview, and documentation. The data analysis technique used was Miles and Hubermanâ€™s interactive analysis model. Findings demonstrate that (1) Because of its success, the School Operational Assistance program implemented in MTs Alkhairaat Gorontalo City was considered effective, (2) BOS management was ineffective, attested by stagnant studentsâ€™ academic and non-academic achievements, (3) In general, the satisfaction level with the BOS program was effective, justified by parentsâ€™ responses arguing their satisfaction, (4) Input and output levels were still ineffective for there were many challenges which should be confronted to attain the program aims and targets, and (5) A successful BOS program implementation had a direct impact on the community, which now found it easy to fulfill education for children. Additionally, it is foreseeable that BOS can elevate studentsâ€™ achievement in MTs Alkhairaat Gorontalo City.

In maintaining the existence of the State University of Gorontalo, a quality higher education management system is needed to be able to adapt to the dynamics of change.Â Good governance of the State University of Gorontalo is a condition that ensures a synergistic process between internal elements and the support of external parties, as well as mutual control carried out by related components within an organization.Â This study aims to analyze what efforts can be made to improve the governance of academic services through optimizing information technology at the State University of Gorontalo. This research method is qualitative. Data collection was carried out through a literature study by tracing the sources of previously written writings obtained from various sources, journals, documentation books, the internet, and libraries. The results of the study show that efforts that can be made to improve the governance of academic services at the State University of Gorontalo are through structuring the management of functional aspects consisting of (1) Management of the academic service system centered on a curriculum that is adapted to the national curriculum, structuring the educational process cycle starting from student admissions. until graduation, and the arrangement of the Teaching and Learning Process; (2) The development and management of human resources starts from determining the number, quality, and effective teaching staff and education staff in accordance with the needs of higher education institutions to arranging pensions, dismissals, and severance pay for human resources; (3) The management of the financial performance system, namely the process of managing funds from receipt to use of the budget, can be properly accounted for based on applicable regulations; and (4) Improving facilities and infrastructure services by preparing all equipment/materials for the smooth implementation of the educational process. includes planning, procurement, storage of equipment items, maintenance, and removal.
