Abstract

This study critically evaluates the School Operational Assistance (BOS) policy in enhancing inclusive and quality education in North Bolaang Mongondow Regency. The objective is to assess the policy’s effectiveness in improving educational access, quality, and equity, particularly in bridging gaps between urban and rural schools. Employing a qualitative descriptive method, the research analyzes participation and retention rates in BOS-funded schools, as well as compares access to education before and after the program’s implementation. Findings show that the BOS program significantly contributes to increasing student enrollment, enhancing school performance, and reducing educational disparities. However, challenges persist, including delayed fund disbursements, burdensome administrative processes, and weak monitoring and accountability mechanisms, which hinder optimal utilization of resources at the school level. Despite these limitations, the BOS policy remains a vital tool for promoting educational equity. The study recommends policy refinement through strengthened school management capacity, strategic planning, and evidence-based monitoring and evaluation systems. The proposed roadmap—comprising analysis, corrective action, and continuous learning—is essential for sustainable policy improvement. This research highlights the need for further longitudinal studies with mixed methods to evaluate long-term impacts and support the development of more responsive education policies. Ultimately, improved BOS governance is key to fostering inclusive, equitable, and high-quality education across the region.

Abstract

This study examines how information system interoperability within public primary healthcare networks influences the effectiveness of quality control processes. Using a cross-sectional mixed-methods design, data were collected from heads of public health centers, quality officers, and district-level health data managers. Quantitative measures included the interoperability maturity index and index, complemented by qualitative interviews and document analysis to examine feedback mechanisms and governance practices. Multivariate regression analysis showed that interoperability maturity was positively associated with quality control effectiveness. Mediation analysis revealed that feedback loop intensity significantly mediated this relationship, while moderation analysis indicated that leadership and data governance strengthened the impact of interoperability on quality control effectiveness. These findings highlight that interoperability improves quality control not only through technical integration but also through structured feedback processes and strong governance arrangements. The study contributes a measurable and auditable process model for data-driven quality improvement in primary healthcare and underscores the importance of semantic standardization, disciplined feedback cycles, and institutionalized data governance to support sustainable quality improvement.

Abstract

This study aims to explore the dynamics of women's leadership in the governance of private universities in Gorontalo Province, focusing on the challenges, strategies, and their contributions to the quality of management of higher education institutions. Although the discourse of gender equality is increasingly strengthening in the world of education, the representation of women in strategic positions is still relatively limited. A qualitative approach was used with a case study method through in-depth interviews, participant observation, and document review in a number of private universities in Gorontalo. The results of the study indicate that women leaders have high adaptive capacity, build collaborative leadership models, and play an important role in driving institutional innovation. However, they still face various structural barriers, including gender stereotypes, patriarchal culture, and lack of internal policy support. This study concludes that empowering women's leadership not only has an impact on more inclusive and responsive governance, but also on improving the academic quality and governance of universities as a whole. The implications of these findings encourage the need for affirmative policies and institutional cultural transformation to strengthen participation in higher education leadership structures.

Abstract

This study examines performance management in higher education by developing an integrative framework that bridges institutional governance, operational systems, and value orientation within the implementation of Indonesia’s Government Agency Performance Accountability System (SAKIP). Focusing on Gorontalo State University, the research addresses a critical gap in performance management studies that often treat institutional, operational, and value dimensions separately without integrating local governance context and organizational culture.  Using a qualitative case study approach, this research employs document analysis, institutional performance reports, regulatory reviews, and in-depth analytical triangulation. The analysis is guided by three analytical dimensions: institutional (commitment, legitimacy, digital leadership), operational (planning, measurement, reporting, and evaluation), and value orientation (effectiveness, efficiency, accountability). The findings reveal that performance improvement at Gorontalo State University was driven by strengthened leadership commitment, digital governance initiatives, and alignment of strategic planning with Key Performance Indicators (IKU). However, institutional legitimacy through internal regulations and integrated performance information systems remains incomplete. At the value level, organizational agility and accountability culture require further consolidation to ensure sustainable governance transformation. The study introduces the "Lekko" model as a novel performance management framework, enhancing performance through legality, electronic governance, concern, and collaboration. The research contributes theoretically by expanding performance management literature in higher education governance and practically by offering a replicable adaptive framework for public universities in developing countries undergoing bureaucratic reform and digital transformation.

Abstract

The dialectic between bureaucracy and post-bureaucracy in public administration has given rise to various interpretations that often criticize the limitations  of conventional bureaucracy and encourage the adoption of the post-bureaucracy model. This study aims to analyze the theoretical dialectic between the two paradigms with a focus on identifying gaps in bureaucracy that can be filled through the presence  of post-bureaucracy. The research method used is qualitative with a library research approach, which relies on primary and secondary data sources from related literature. The findings of the study show that  conventional bureaucracy is still needed as a foundation of governance that ensures stability, legal certainty, and procedural accountability. However, in the face of the complexity of the modern environment, this model is considered less responsive to the demands of the dynamics of change, participation, and innovation. This is where post-bureaucracy offers structural flexibility, cross-actor collaboration, digital governance, as well as an orientation to public values. The resulting ideal space is not a substitution, but an integration between the two models: a bureaucracy that maintains rules and accountability, but is flexible and adaptive to change. This synthesis is expected to answer the gap in contemporary public administration and realize stable, inclusive, and responsive governance to the interests of the community.

Abstract

ABSTRACTABSTRACTThis research aims to analyse the Pentahelix model in the implementation of a free nutritious meal programme in Gorontalo City, focusing on primary and secondary education in the pursuit of the Golden Generation 2045. The Pentahelix model involves five key elements: government, academia, industry, community, and media, which collaborate to achieve a shared objective of enhancing the nutritional quality of children. Through a collaborative approach, the free nutritious meal programme is expected to reduce malnutrition rates and improve the quality of education and health for future generations. This study employs qualitative methods, including interviews and observations, to gather data from various stakeholders. The findings indicate that collaboration between the government and the community is crucial for the success of this programme. Furthermore, the role of media in disseminating information about the importance of nutrition has proven to be effective. Therefore, recommendations to enhance the participation of all Pentahelix elements are essential for achieving long-term goals in creating a healthy and productive generation.

Abstract

This study aims to systematically review the implementation of collaborative governance strategies in regional health policy, with a particular focus on integrating socioeconomic data to support Universal Health Coverage (UHC). The province of Gorontalo, Indonesia, is highlighted as a reflective case of underrepresented contexts in global health governance literature.A systematic literature review (SLR) was conducted following the PRISMA 2020 protocol. Forty-five peer-reviewed articles published between 2000 and 2025 were identified through Scopus, PubMed, ScienceDirect, and Google Scholar. Inclusion criteria emphasize empirical studies on regional health governance, socioeconomic data utilization, and multi-actor collaboration. Data were analyzed using thematic synthesis (Thomas & Harden, 2008), supported by coding reliability checks and the CASP qualitative appraisal tool to ensure rigor and validity. The analysis revealed three dominant themes: actor fragmentation and mandate asymmetry, partial integration of socioeconomic data into decision-making, and facilitative leadership as a critical success factor. While Latin America demonstrated advanced data integration supported by strong regulation, Southeast Asia and Sub-Saharan Africa demonstrated collaborative practices rooted in trust-building but hindered by limited institutional interoperability. In Gorontalo, strategies remain experimental, relying heavily on health-sector data while neglecting poverty, education, and demographic indicators. This highlights the absence of a comprehensive framework bridging local data ecosystems with collaborative policy design. This review identifies a persistent gap in data-integrated collaborative governance within regional health policy, particularly in marginalized contexts. The study proposes the Integrated Collaborative Governance Framework for UHC Realization, emphasizing trust-building, leadership, and local cultural values (eg, huyula) as essential drivers. The findings enrich collaborative governance theory while offering practical insights for strengthening UHC-oriented health policies in Indonesia and the Global South.

Abstract

This study examines the governance of artisanal and small-scale mining (ASM) in Bone Bolango Regency, with a particular focus on the role of the Regional House of Representatives (DPRD) in balancing economic, environmental, and social interests. Although the contribution of ASM to the Gross Regional Domestic Product (GRDP) is relatively small, the sector serves as a primary or supplementary livelihood for more than 4,000 households, creating a high level of microeconomic dependency. The research employs a systematic literature review, analysis of government data, official statistics, and local media reports to map economic dynamics, ecological risks, and social vulnerabilities. The findings reveal that the DPRD tends to align with the aspirations of the majority of miners, while environmental concerns and the protection of vulnerable groups—such as women, children, and indigenous communities—receive limited attention. Unregulated mining practices generate significant ecological risks, including mercury contamination and landslides, as well as social conflicts related to land access and ownership. The study concludes that more adaptive and inclusive legislative strategies are needed, encompassing the strengthening of deliberative forums, participatory monitoring, ecological risk zoning, and compensation mechanisms for affected groups. Through such approaches, ASM can continue to sustain community-level microeconomies while minimizing ecological and social risks, thereby achieving a balance between economic growth, environmental sustainability, and social justice.

Abstract

The digital transformation of public health systems has created an urgent need to reexamine leadership roles and strategies amidst the dynamics of multi-level governance and increasing digital inequality. This study aims to identify patterns, challenges, and strategic contributions of digital leadership in the complex context of public health policy.A Systematic Literature Review (SLR) approach was used following the PRISMA 2020 guidelines. A total of 96 articles from seven international databases were screened, and 18 selected articles were thematically analyzed using the Braun & Clarke method. The analysis focused on three main dimensions: leadership style, multi-level governance context, and digital equity in public services. The results reveal three key findings: first, current digital leadership tends to be technocratic and insufficiently responsive to inequalities in digital access and literacy. Second, a policy paradox exists between the central and local levels, creating obstacles to strategic implementation. Third, ethics and public justice have not been explicitly underpinned in the design of digital leadership strategies. Based on these three findings, a conceptual model was developed based on the intersection of ethical digital leadership, cross-level governance, and sensitivity to digital inequality. This research contributes to the development of a more reflective and applicable theory of public sector leadership, and offers policy direction and training for justice-based digital leadership.
