Abstract

Aktualisasi budaya Panji menjadi kunci dalam menjaga keberlanjutan warisan budaya yang berharga ini. Dengan membawa elemen-elemen budaya Panji ke dalam konteks kontemporer, menjadikannya relevan bagi generasi muda, memicu minat mereka untuk menjelajahi dan mewarisi budaya tersebut. Ini menciptakan lingkungan yang kondusif untuk pengembangan kreativitas dan inovasi di masa mendatang. Kaitannya dengan pendidikan, cerita-cerita Panji memiliki nilai moral yang dapat membentuk karakter generasi muda. Secara ekonomi, aktualisasi budaya Panji berpotensi menjadi sumber pendapatan melalui promosi wisata budaya dan produk-produk budaya Panji. Di bidang seni, aktualisasi budaya Panji membuka pintu untuk kreativitas dan inovasi dengan pengembangan bentuk-bentuk baru yang memadukan elemen-elemen tradisional dan modern. Aktualisasi dan relevansi ini, selain mempertahankan warisan budaya, aktualisasi budaya Panji membuka jalan bagi masa depan yang penuh potensi, memastikan agar cerita-cerita Panji tetap relevan dan menjadi bagian vital dari identitas budaya Indonesia.

Abstract

This study aims to examine the role of the Regional Technical Implementation Unit (UPTD) of the North Sumatra Provincial Social Service (Provsu) in improving the welfare of the abandoned elderly in Binjai City. The abandoned elderly are a vulnerable group that needs special attention because they do not have family support, housing, or a fixed income. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The informants consisted of UPTD officers, elderly service recipients, and community leaders. The results of the study show that the UPTD of the Provsu Social Service has carried out various programs such as the provision of social institutions, basic needs assistance, health services, social and psychological coaching, and empowerment of the elderly. This program is generally considered effective in improving the quality of life of the elderly, but it is still faced with many obstacles such as budget limitations, inadequate facilities, and low public awareness. This study recommends increasing budget allocation, strengthening cross-sector cooperation, utilizing information technology, and educational campaigns as strategic steps to increase program effectiveness and create a more sustainable social protection system for the elderly.

Abstract

Artikel ini menganalisis simbol tembok dalam serial Attack on Titan sebagai representasi ketimpangan sosial yang relevandengan kondisi pegawai honorer dalam birokrasi pemerintahan. Menggunakan metode analisis semiotika Roland Barthes, penelitian ini mengeksplorasi makna denotatif, konotatif, dan mitos untuk menginterpretasikan simbol tembok sebagaigambaran konflik kelas. Tembok Maria merepresentasikan posisi pegawai honorer yang berada di lapisan terluar denganketerbatasan akses dan perlindungan, sementara lapisan dalam mencerminkan perlindungan yang dinikmati pegawai tetap. Temuan penelitian menunjukkan bahwa simbolisasi tembok menggambarkan ketidaksetaraan sosial dan perjuangan kelasdalam sistem birokrasi. Seperti karakter Eren Yeager dalam serial tersebut, pegawai honorer berjuang melawan keterbatasandemi pengakuan dan stabilitas. Hasil kajian ini menegaskan pentingnya reformasi kebijakan yang mengedepankan keadilansosial serta penghargaan terhadap kontribusi honorer sebagai bagian vital birokrasi.

Abstract

This study aims to determine the leadership communication style applied by the Head of the Karo Regency BNN with employees in handling drug cases at the Karo Regency BNN office. This research uses the Behavioral Theory of Gage and Berliner to see what kind of communication style is carried out by the Head of BNN in an effort to handle drug cases at the Karo Regency BNN Office. This research uses a qualitative approach where researchers explain the data obtained through observation, documentation, and interviews to obtain more detailed information. The analysis process used in this research is based on the Miles and Huberman model through the process of data reduction, data presentation, and conclusion drawing. The result of this research is that the Head of the Karo Regency BNN uses 3 types of communication styles in his leadership, namely first the relingushing style, second the structuring style and finally the equalitarian style. In this case The relingushing style is a communication style that dominates the communication style possessed by the Head of BNN Karo in his leadership as evidenced by democratic communication and provides opportunities for all employees to convey aspirations and performance reporting in the success of superior programs built at the Karo Regency BNN Office.

Abstract

This study aims to examine the role of cross-cultural communication in promoting local tourism in Tanjung Balai City. As a coastal city with ethnic and cultural diversity, Tanjung Balai serves as a dynamic interaction space for local residents, domestic, and international tourists. This study used a qualitative approach with a case study method, through in-depth interviews, observations, and document analysis. The results indicate that cross-cultural communication plays a crucial role in creating shared understanding, improving the quality of tourism services, and strengthening the destination's image. Harmonious cultural interactions can create a more inclusive tourism experience and expand the reach of local tourism promotion. However, challenges such as language differences, cultural stereotypes, and limited communication skills among local residents remain obstacles that need to be addressed. Therefore, a more targeted communication strategy is needed through cross-cultural training, collaboration between the government and tourism actors, and strengthening the role of the community in destination promotion. The findings of this study confirm that cross-cultural communication is a strategic factor that can increase the competitiveness and sustainability of local tourism in Tanjung Balai City.

Abstract

Kinship communication is a vital aspect of Batak culture, reflecting social structure, identity, and group norms. Within the multicultural setting of Universitas Medan Area, Batak students continue to carry these values into their daily interactions, including those conducted digitally. This study aims to examine the forms and dynamics of Batak students’ kinship communication, both in face-to-face and online interactions, through the lenses of symbolic interactionism and social identity theory. A qualitative method with a phenomenological approach was employed, involving eight purposively selected informants from various faculties. Data collection techniques included semi-structured interviews and limited observation of digital interactions. The findings reveal that Batak students consistently use kinship address terms such as tulang, amang, and namboru as symbols of respect for clan hierarchy, serving both as social control and expressions of collective identity. Moreover, digital media does not diminish these values but instead acts as a medium for cultural preservation and expansion. Students form online communities based on clan affiliation, maintain verbal etiquette, and strengthen solidarity through coordinated support and emotional connection. In conclusion, Batak students’ kinship communication proves to be adaptive, thriving not only in physical spaces but also contextually within digital environments. Traditional values remain relevant and are actively maintained, bridging culture and technology in a harmonious way.

Abstract

This community service aims to enhance the understanding of the community in Bandar Labuhan Village regarding the non-litigation resolution of Micro, Small, and Medium Enterprises (MSMEs). The implementation method involves counseling activities covering the understanding of rights and obligations in the context of MSMEs, along with non-litigation dispute resolution mechanisms. The results reflect a positive impact, including increased legal awareness and active community participation. However, challenges and disagreements in implementing these mechanisms are also indicated. The discussion includes an analysis of success and potential obstacles. Acknowledging challenges as natural hurdles, suggestions for advanced approaches such as mentoring or additional training are proposed. The evaluation results provide profound insights for developing future community service programs, emphasizing material adjustments and a more focused approach. In conclusion, this community service affirms the success of increasing community understanding through counseling activities, but the challenges require a sustainable approach. Future program development is expected to be more effective in responding to community needs and contextual changes regarding the non-litigation resolution of MSME disputes.

Abstract

This research aims to explore and gain a deeper understanding of the marketing strategies employed by PT. Sipirok Nauli Express in attracting customer interest. This research method used is descriptive qualitative, with data collection techniques involving in-depth interviews, observations, and documentation studies. The research informants consist of the Head of the PT Sipirok Nauli Express Medan Representative Office, ticketing staff, agents, warehouse staff, and 8 loyal customers of PT Sipirok Nauli Express Medan. Informants were selected using the snowball sampling technique. Based on the research findings, to increase the number of customers, the promotion strategy applied by the PT Sipirok Nauli Express Medan Representative Office focuses on three stages of marketing communication strategies. These strategies include the implementation of marketing communication objectives utilizing both conventional and digital promotional media; the implementation of segmentation and targeting through direct marketing strategies using local approaches such as local greetings (e.x.,  ipar, lae, oppung, bapak uda, amangoru, and anggi) to create familiarity, build familial and emotional relationships through regional approaches; and the implementation of differentiation and positioning. Amidst technological innovations and service improvements aimed at attracting customer interest, PT Sipirok Nauli Express adopts a unique approach by leveraging regional approaches to attract and retain customers.

Abstract

This study aims to analyze the prevalence of individuals choosing traditional medicine for both medical and non-medical treatment, emphasizing the unwavering faith of the Tembung community in the efficacy of traditional medicine, particularly green coconut oil, and herbal remedies. The literature review is anchored in the concept of preserving local wisdom in traditional medicine. Employing a qualitative research approach with an ethnographic lens, the author conducted data collection through observation, in-depth interviews, and documentation, utilizing Spradley's model for analysis. The findings reveal the persistent utilization of ancestral herbal remedies in traditional medicine, driven by ingrained beliefs and financial considerations, particularly as a cost-effective alternative for both medical and non-medical ailments. In summary, the study concludes that the community's strong belief in traditional medicine is rooted in its affordability and accessibility, allowing individuals to seek treatment without bureaucratic hurdles. The paper underscores the importance of government support and monitoring to ensure that traditional medicine aligns with regulations, fostering a sense of security for those seeking treatment within these practices. It is recommended that the government continues to collaborate with traditional medicine practices, ensuring a balance between cultural preservation and adherence to established standards.

Abstract

The Family Hope Program (PKH) is a conditional cash transfer targeting Very Poor Families (KSM) with the aim of alleviating poverty. This article aims to analyze the performance of government officials in distributing PKH to the poor in Kenangan Baru Village and to find out what are the inhibiting factors in distributing PKH in the Village. The problem in this research is focused on the less than optimal distribution of PKH aid funds and also the target of receiving PKH assistance that has not been realized properly. In order to approach this problem, the theoretical reference from Mondy, Noe and Premeaux regarding performance measurement includes Quantity, Quality, Independence, Initiative, Adaptation, Cooperation. The data collected is based on data collection techniques through observation, interviews, and documentation. Then analyzed using a descriptive qualitative method. This study concludes that the quantity of work; PKH distribution has been carried out well, Quality of work; not yet precise target and timing of distribution of funds, the independence of the apparatus; have not been able to work with minimal help from others, Initiative; in response to data problems PKH companions visited KPM homes, Adaptation; PKH assistants adapt well to KPM in monthly activities, Cooperation; lack of coordination between assistants and apparatus in the Kelurahan. Obstacles in PKH distribution are not synchronized KPM data, lack of KPM participation in monthly activities, limited companion human resources, and undisbursed aid funds.
