Abstract

Health services are a form of public service that plays an important role in improving the quality of life of the community. This study aims to describe the quality of health services at the Pagar Merbau Health Center, Deli Serdang Regency, using a descriptive qualitative approach. The focus of the research is directed at the five dimensions of service quality according to the SERVQUAL model, namely, tangible (physical evidence), reliability (reliability), responsiveness (responsiveness, assurance (guarantee), and empathy (concern). The data collection technique was carried out through in-depth interviews, observations, and documentation of health center officers and the community using the service. The results of the study show that, in general, the quality of service is quite good, especially in the aspects of facility cleanliness, service accuracy, and the friendly attitude of officers. However, there are still several obstacles that affect the effectiveness of services, including a lack of patient understanding of procedures, suboptimal information delivery, and limited health personnel. These factors have an impact on several dimensions of service, especially responsiveness and assurance. This study recommends patient education, information strengthening, and human resource improvement to optimize services.

Abstract

Public services are services provided by the government as a state administrator to the community, the Electronic Identity Card is an identity card that must be owned by every Indonesian citizen which contains a clear number, name, place/date of birth, gender, clear address along with RT/RW, village/village, sub-district, religion, marital status, occupation, citizenship, and the validity period of the ID card, The purpose of this study is to determine the quality and obstacles of employee service in making Electronic KTP in Medan Baru District, Medan City, by using qualitative research methods, this research focuses on Medan Baru District, the techniques used in this study are interviews, observations, and documentation in data collection, the performance of the State Civil Apparatus is guided by the Standard Operating Procedures in Medan Baru District and has been applied from In 2017 until now, there is a lack of blanks from the central government, a lack of clear information for the public and limited electronic ID card recording tools, the conclusion of the Electronic ID card contains security codes and electronic recordings as a means of verifying and validating a person's identity data.

Abstract

Virgin Coconut Oil (VCO) merupakan minyak yang diperoleh dari ekstraksi kelapa segar dan diproses dengan berbagai cara, termasuk metode produksi tradisional di rumah. Tujuan pembuatan VCO dan pliek-u yaitu untuk memberikan informasi tentang pemanfaatan produk kelapa berupa santan yang dapat diolah kembali menjadi minyak VCO, dan ampas minyaknya digunakan sebagai pliek-u sebagai makanan tradisional. VCO memiliki nilai jual yang tinggi dan berkhasiat obat. Pliek-u terbuat dari ampas kering sisa minyak kelapa tua. Kedua produk ini dibuat dengan mitra melalui praktik langsung. Hasil yang diperoleh dari pembuatan VCO adalah memiliki sifat fisik yang baik yaitu bening seperti air, memiliki aroma yang harum dan rasa yang dapat diterima, serta bebas dari bau tidak sedap. Pliek-u merupakan alternatif pengganti buah kelapa dan makanan tradisional yang harus dilestarikan. Pliek-u biasanya ditambahkan sebagai bumbu masakan kari, sehingga memberikan rasa yang unik dan otentik. Hasil uji organoleptik pliek-u yaitu warnanya coklat, rasanya asam dan aromanya tidak berbau.

Abstract

This research aims to explore and understand more deeply the implementation of the no-fishing policy as an effort to achieve sustainable development goals for life below water. The research method uses qualitative with a descriptive approach with the aim of building meaning based on the views of participants. Data collection is carried out through three stages: observation by directly observing fishing activities and comparing them to the activities of the day of the fishing ban, in-depth interview stages by meeting informants and the literature study stage is carried out by collecting research results that are closely related to the research. The determination of informants was carried out purposively with the criteria of the Sabang City Community, who work as Fishermen, fishermen who know about the no fishing policy, ship-owning financiers who are closely related to fishing operations, and traditional representatives of the laot customary commander. The research findings of the communication stage, which originally prohibited fishing as part of the culture, was changed into a rule with a legal umbrella in Qanun No. 7 of 2010 concerning fisheries. The resources stage was carried out by forming an institution in charge of supervising and enforcing customary law rules, namely Panglima laot, which was further reinforced by the issuance of Qanun No. 10 of 2008 concerning the role of customary institutions. The disposition stage provides social sanctions in the form of ostracism and gives negative stigma to strict sanctions in the form of confiscation of catches and boats for three to seven days; the bureaucratic structure stage reinforces the authority of customary law and the role of Panglima laot as stated in Qanun No. 10 of 2008 and Qanun No. 7 of 2010.

Abstract

This study aims to systematically examine the development and scientific findings related to the effectiveness of information in shaping public expectations of government policies using the Systematic Literature Review (SLR) method. Public policy information is understood not only as a process of conveying a message, but as a psychological stimulus that influences public perception, attitudes, and expectations. The SLR process is carried out through the stages of identification, screening, eligibility, and inclusion of literature based on the PRISMA guidelines. Literature searches were conducted on Google Scholar databases, Scopus (secondary references), and accredited national journals, with a publication range of 2000–2024. The results of the study show that the effectiveness of information is influenced by five main themes, namely the credibility of the source, the message framing strategy, the role of the media agenda, the cognitive bias of the audience, and the level of media literacy. This study confirms that public expectations of government policies are formed through complex psychological processes and mediated by public communication systems. These findings make a theoretical and practical contribution to the development of communication strategies for communication psychology and support transparent and sustainable governance.

Abstract

This study aims to enhance the effectiveness of interpersonal communication through understanding and strengthening self-concept. Effective interpersonal communication is a crucial skill in human life, contributing to building meaningful relationships, fostering trust, and resolving conflicts. However, a weak self-concept often hinders effective communication, such as low self-esteem or social anxiety. This research highlights that a positive self-concept is key to boosting confidence, openness, and empathy, essential elements in social interactions. In increasingly complex cross-cultural communication, a strong self-concept is the foundation for adapting to diverse social backgrounds. The study emphasizes the importance of self-acceptance, feedback management, and motivation for personal growth as primary components in enhancing interpersonal communication skills. These findings provide insights into how individuals can build more harmonious and constructive relationships by managing a healthy self-concept effectively.

Abstract

This study aims to analyze strategies to improve the competence of the State Civil Apparatus (ASN) in supporting good–governance–based public services in Medan Denai Subdistrict. The research employs a qualitative, descriptive approach. Data were collected through in-depth interviews, observation, and documentation involving government officials at the subdistrict level who are directly engaged in public service delivery. The findings indicate that improving ASN competence is achieved through several strategies, including training and capacity development programs, periodic performance evaluations, and the use of information technology in public service systems. These strategies contribute to improving the quality of public services by making them more transparent, accountable, responsive, and efficient, in accordance with the principles of good governance. However, the implementation of these strategies still faces several challenges, including limited training budgets, variations in civil servants’ competence levels, and a suboptimal career development system for ASN. Therefore, stronger policy support and more systematic human resource management are needed to ensure sustainable improvement of ASN competence. This study highlights that the development of civil servant competence plays a crucial role in enhancing public service quality and strengthening the implementation of good governance at the subdistrict government level.

Abstract

This study aims to evaluate the effectiveness of the Electronic Traffic Law Enforcement (ETLE) system through CCTV surveillance on Balai Kota Street, Medan City. The research focuses on how far ETLE contributes to improving traffic discipline while also identifying obstacles that hinder its implementation. A qualitative approach with a descriptive method was applied, using interviews, observations, and documentation as data collection techniques. Data were analyzed thematically by referring to Duncan’s theory of organizational effectiveness, which consists of three approaches: Goal Approach, which assesses effectiveness based on the achievement of objectives; System Approach, which evaluates the organization’s ability to acquire, manage, and maintain resources; and Strategic Constituencies Approach, which measures effectiveness based on the extent to which the needs of key stakeholders are satisfied. The findings indicate that ETLE has made a positive contribution by increasing public awareness and encouraging more disciplined road use. However, its effectiveness remains limited due to technical issues such as signal disruptions and poor CCTV image quality; administrative problems related to outdated vehicle ownership data; and low public awareness caused by insufficient socialization. Therefore, improving technical facilities, updating vehicle data, and enhancing public education are crucial for optimizing ETLE implementation.

Abstract

The post-truth era is characterized by the erosion of the role of facts in shaping public opinion, which is increasingly replaced by personal emotions and beliefs. The younger generation, as the dominant users of social media, faces serious challenges in sorting out accurate information amid the dominance of emotional content, algorithms that create echo chambers, and digital social pressures. This study employs a descriptive-qualitative approach based on literature studies to identify the main challenges faced by the younger generation and formulate strategies to improve information literacy. The study's results show that low media literacy, digital fatigue, a crisis of trust in institutions, and the weak integration of media literacy in formal education all contribute to increased vulnerability to disinformation. Therefore, a systemic approach is needed through the collaboration of various parties to form a healthy information ecosystem and strengthen the resilience of the digital generation to information manipulation.

Abstract

The phenomenon of GPA inflation in Indonesian higher education reflects a complex social issue, where academic grades often fail to represent intellectual capacity and instead emerge as products of power relations between lecturers and students. This paper analyzes how symbolic power within academic spaces cultivates a culture of compliance and strategic adaptation among students in pursuit of cum laude honors. Employing a theoretical-critical approach and Michel Foucault’s discourse analysis, the study reveals that academic assessment systems frequently function as instruments of power reproduction, reinforcing academic feudalism and suppressing critical expression. High GPAs, in this context, are often symbolic compromises rather than genuine intellectual achievements. The findings suggest that social structures in universities shape students into submissive, administratively efficient individuals with limited intellectual courage—ultimately undermining the emancipatory function of higher education. This paper calls for academic decolonization to establish egalitarian dialogue, transparent grading systems, and a redefinition of respect (adab) as a foundation for critical and ethical discourse in education.
