Abstract

This article or writing aims to find out and describe the performance of the State Civil Apparatus in the General Section of the Regional Secretariat Of Serdang Bedagai Regency based on their duties. The problem is focused on the results of ASN work based on the intructions of the Regional Secretary when loading a coordination meeting that invites all apparatus to show an attitude of loyalty at work, then ability, innovation, and best performance as well as improving ASN discipline. Thus, those who do not comply will be given strict action. In order to approach this problem, Sedarmayanti’s theoretical reference is used which includes measurement such as work performance, expertise, behavior, and leadership. The data were collected based on data collection techniques through observation, interviews, and documentation and analyzed qualitatively. The data analysis technique used is data reduction, data presentation, and conclusion drawing. This study concludes that the performance of ASN in the general section of the Regional Secretariat of Serdang Bedagai Regency which has been analyzed from work performance, expertise, behavior, and leadership can be said to be good with proper and optimal execution and completion of work.

Abstract

The research purposes to see the netnography that occurs in the WTSM community in WAG about street photography. In this research, researchers used a virtual ethnographic approach. Virtual ethnography is an ethnographic method used to observe social phenomena and or user culture in cyberspace. Communication in the WAG Community WTSM is a social interaction that occurs in an open, flexible, and dynamic way. Every day WTSM Community members interact with each other, discuss with each other. This makes the knowledge of WTSM Community members grow, especially in the field of street photography. The social integration that occurs in the WTSM Community WAG can be seen from the social activities carried out by fellow members, these mutual help activities build good integration among members. Based on the contents of the WAG conversation, the WTSM Community has a star pattern communication pattern, each member communicates with each other without any relationship restrictions between members, so that each member is free to communicate with all members.

Abstract

This article aims to find out how the Implementation and Obstacles are in Medan Mayor Regulation Number 10 of 2021 Concerning Public Peace and Order at Street Vendors using George Edward III's theory with the variables Communication, Resources, Disposition, and Bureaucratic Structure. The method used in this study is a descriptive qualitative research method using observation, interview and documentation data collection techniques. From the results of the study it can be concluded using variables in Policy Implementation according to George Edward III namely, Communication has been carried out quite well by the PD Pasar by giving warnings in the form of letters but not getting a response from the PKL and still selling on the roadside, Resources that there are still inadequate ones such as a lack of budgetary funds for policing and a lack of land for parking causing traffic jams. The disposition in this study is maximal enough to give a warning letter in the form of an SP to all who violate the regulations but traders still violate it for economic reasons, bureaucratic structure can be said to be quite good because the officers carry out their duties according to the applicable SOP. The obstacle is that there is still a lack of awareness from traders of the existence of rules that should not be violated, but traders still insist on opening stalls on the shoulder of the road and do not accept it when disciplined by officers, but traders who have been disciplined continue to violate existing regulations by never being afraid if someday there will be more control by the existing officers.

Abstract

Digitalisation has become an integral part of people's daily lives, particularly with the significant impact of the COVID-19 pandemic. In the past, Public Relations (PR) primarily focused on public branding, catering mostly to a select audience. However, the rise of Digital Uses and Gratifications has led to a transformation in media dynamics, giving rise to a new paradigm known as Corporate Communications and Influencer Marketing. In this research, AI Machine learning and Pattern Analysis was employed to examine the patterns of the Influencer aspect within Public Relations. This emerging PR paradigm demonstrates the dynamic nature of the field as it expands to encompass new dimensions. Incorporating Influencer Relations to promote products requires integrating Corporate Communications skills to establish a thriving Influencer Relations industry. This highlights the evolving nature of PR in response to the changing media landscape, indicating the need for a comprehensive approach to harnessing the potential of digitalisation and Influencer Marketing in modern Public Relations practices.

Abstract

Artikel ini membahas Tortor, sebuah tarian tradisional dari Masyarakat Batak Toba yang masih hidup dan berkembang dalam horja yang teratur. Dengan menggunakan kajian literatur dari berbagai penelitian yang terpublikasi, perspektif seni Susanne K. Langer diterapkan untuk memahami makna dan fungsi Tortor. Hasilnya menunjukkan bahwa Tortor tidak hanya sekadar gerakan fisik, tetapi juga merupakan ekspresi mendalam dari pengalaman batin, emosi, dan nilai-nilai spiritual masyarakat Batak Toba. Penelitian ini menegaskan bahwa Tortor bukan hanya merupakan warisan budaya, tetapi juga menjadi sarana penting untuk menyampaikan pesan budaya, memperkaya kehidupan sosial, dan memperkuat identitas masyarakat. Sebagai simbol penting, Tortor memelihara dan memperkuat warisan budaya serta kehidupan sosial masyarakat Batak Toba.

Abstract

This article aims to find out how Community Empowerment in Raya Village is done through BUMDes Arih Ersada and find out what the obstacles are in the empowerment process using the Delivery Team theory (Totok Mardikanto) with the variables Location Selection Stage, Socialization Stage, Empowerment Process Stage and Community Self-Reliance Stage. The method used in this research is a descriptive qualitative research method using observation, interview and documentation data collection techniques. From the research results, it can be concluded that the location selection stage was quite good because before determining the location, deliberations were held with the community. The socialization stage carried out by BUMDes Arih Ersada was quite good, because most people already knew about the existence and benefits of BUMDes and participated in the socialization held. The empowerment process stage is not yet optimal because the business unit being run is still in the construction and development stage. The self-reliance stage is not yet optimal because it is still in process, but the village government has carried out outreach and training to the community. The inhibiting factor is capital, this happens because the business unit run by BUMDes is hit by a natural disaster so it requires a lot of money to build and develop the business unit. Lack of awareness and community participation, even though community participation will be able to offset the limited costs and capabilities of the village government and BUMDes managers in achieving the implementation of the Arih Ersada BUMDes program.

Abstract

Adapun tujuan dari penelitian kami ini, Untuk mengetahui urutan tata acara komponen-komponen dan fungsi dan makna upacara peringatan hari Dewi Saraswati bagi umat Hindu Bali di Kota Medan. Metode penelitian yang dilakukan adalah penelitian Deskriptif. Sedangkan pendekatan yang digunakan dalam penelitian ini yaitu menggunakan pendekatan kualitatif. Penelitian ini dilaksanakan di Jalan Polonia No. 216 tepatnya berada di pura Agung Raksa Bhuana sebagai pura satu-satunya yang ada di Kota Medan. urutan tata acara tahap pertama pemujaan dan untuk orang yang membagikannya tidak harus seseorang yang memimpin didalam upacara, bunga yang dibagikan tadi dimasukkan kedalam saku. yang dilakukan adalah memasukkan bunga dan menyan yang tadi dipakai dalam berdoa ke dalam pedupaan, komponen-komponennya yakni air, api, dan tanah.    Fungsi Upacara Hari Raya Saraswati dilakukan sebagai persembahan terhadap Dewi Saraswati dewi pelindung dan pelimpah pengetahuan, kesadaran (widya), dan sastra. Makna Ketiga komponen diatas melambangkan keberadaan tuhan, api sebagai dewa brahma, air sebagai symbol dewa wisnu, bunga sebagai simbol dewa siwa.

Abstract

This study aims to analyze the prevalence of individuals choosing traditional medicine for both medical and non-medical treatment, emphasizing the unwavering faith of the Tembung community in the efficacy of traditional medicine, particularly green coconut oil, and herbal remedies. The literature review is anchored in the concept of preserving local wisdom in traditional medicine. Employing a qualitative research approach with an ethnographic lens, the author conducted data collection through observation, in-depth interviews, and documentation, utilizing Spradley's model for analysis. The findings reveal the persistent utilization of ancestral herbal remedies in traditional medicine, driven by ingrained beliefs and financial considerations, particularly as a cost-effective alternative for both medical and non-medical ailments. In summary, the study concludes that the community's strong belief in traditional medicine is rooted in its affordability and accessibility, allowing individuals to seek treatment without bureaucratic hurdles. The paper underscores the importance of government support and monitoring to ensure that traditional medicine aligns with regulations, fostering a sense of security for those seeking treatment within these practices. It is recommended that the government continues to collaborate with traditional medicine practices, ensuring a balance between cultural preservation and adherence to established standards.

Abstract

Aktualisasi budaya Panji menjadi kunci dalam menjaga keberlanjutan warisan budaya yang berharga ini. Dengan membawa elemen-elemen budaya Panji ke dalam konteks kontemporer, menjadikannya relevan bagi generasi muda, memicu minat mereka untuk menjelajahi dan mewarisi budaya tersebut. Ini menciptakan lingkungan yang kondusif untuk pengembangan kreativitas dan inovasi di masa mendatang. Kaitannya dengan pendidikan, cerita-cerita Panji memiliki nilai moral yang dapat membentuk karakter generasi muda. Secara ekonomi, aktualisasi budaya Panji berpotensi menjadi sumber pendapatan melalui promosi wisata budaya dan produk-produk budaya Panji. Di bidang seni, aktualisasi budaya Panji membuka pintu untuk kreativitas dan inovasi dengan pengembangan bentuk-bentuk baru yang memadukan elemen-elemen tradisional dan modern. Aktualisasi dan relevansi ini, selain mempertahankan warisan budaya, aktualisasi budaya Panji membuka jalan bagi masa depan yang penuh potensi, memastikan agar cerita-cerita Panji tetap relevan dan menjadi bagian vital dari identitas budaya Indonesia.

Abstract

This research aims to examine the relationship between Interpersonal Communication of Teachers and Students' Learning Motivation at Teladan Ghupy Middle School. The sample for this study consisted of 98 first-grade students. Learning motivation was measured based on characteristics such as diligence in facing tasks, perseverance in overcoming difficulties, showing interest in various problems, preferring to work independently, quickly getting bored with repetitive tasks, being able to maintain opinions, and not easily letting go of what is believed. Interpersonal communication in this study was measured based on Interpersonal Communication Aspects, including Openness, Empathy, Supportive Attitude, Positive Attitude, and Equality. The results of the analysis using the product moment correlation showed a positive relationship between interpersonal communication and learning motivation. This is evidenced by the correlation coefficient rxy = 0.890, with a significant value of p = 0.007 0.05. The coefficient of determination (r2) = 0.791, indicating that interpersonal communication contributes to learning motivation by 79.10%.
