Abstract

This study aimed to estimate the level of efficiency and socio-economic factors that predispose the technical efficiency of shallot farming in Aceh Province based on differences in growing seasons. The data analysis method was estimated using the Stochastic Frontier Cobb-Douglas production function with the maximum likelihood estimation (MLE) approach. The 2014 Horticultural Crops Household survey data from the Central Statistics Agency (BPS). The number of samples was 143 shallot farming units. The results showed that seed production, fertilizer, labor, and the harvested area positively and significantly affected shallot output. Shallot farming in this province has been efficient at around 85,09%. Based on the growing season, the value of efficiency in the dry season is 90,08%, which is more efficient than farming in the rainy season, which is 70,03%. However, the technical efficiency value of shallots in the dry season and rainy season can still be improved. In addition to seasonal variables, significant factors affecting the efficiency of shallots are participation in farmer groups and land type, while education and seed sources have no considerable effect. The government's role is to provide quality seeds and conduct cultivation during the dry season to increase the technical efficiency of shallot farming. Abstract

Indonesia is a nutmeg exporter with the highest export value during 2012‒2020. However, the growth of Indonesia's export value is lower than its competitors. Therefore, to maintain its position as a major exporter, it is important to know its competitiveness. This study aims to explain the competitiveness of Indonesian nutmeg in the world and in ten export destinations. In addition, this study was conducted to analyze the competitive position in the export destination market. The study uses secondary data from UN Comtrade. The data are Indonesian export values of whole and powdered nutmeg in the international market and in ten destination countries during 2012‒2020. The data were processed using revealed comparative advantage (RCA) and dynamic revealed comparative advantage (DRCA) analysis. The results showed that Indonesian whole and powdered nutmeg were competitive in the world market. However, the competitiveness is lower than nutmeg competitiveness of Sri Lanka. Indonesian nutmegs in ten destination markets are also competitive, with the highest competitiveness being in Italy and Germany. Nevertheless, the always positive growth of competitiveness from two products occurred in Japan, thus make Japan's competitive position in rising star during the period of 2018‒2020. Increasing the competitiveness of nutmeg can be done by increasing the export value of the product through regulations by the government regarding post-harvest handling so that there is only a small amount of aflatoxin. Abstract

Processed food SMEs in Gorontalo Province are one of the sectors contributing to regional economic development. The government implements policies and programs to develop competitive processed food SMEs. This study aims to analyze the formulation of policies for the development of processed food SMEs, with the hope of optimizing the production and added value of these SMEs through increasing production volume and market access. This study used a quantitative approach using primary data and secondary data in the form of time series. A dynamical system method with six scenarios is used and simulated until 2045. The results showed that the best scenario for achieving the research objectives was scenario six. Scenario six is carried out by simulating business capital assistance programs as well as increasing partnerships, business legality, and digitalization simultaneously. The production volume of processed food SMEs will reach 764,352 pcs in 2045, with a market access value of 41.67%. Policies need to focus on business financing and increasing the business capacity of processed food SMEs in Gorontalo province. The results of the policy simulation can be considered in realizing the achievement of accelerating the development of competitive SMEs, as stated in the Long-Term Development Plan of Gorontalo Province.
