Abstract

This research aims to describe the implementation and the aspects that hinder the No Smoking Area Policy at the Tomohon’s DPRD Secretariat Office. This research uses descriptive qualitative method. The data in this study were obtained from interviews and documentation. The informants in this study were the Head of the Trial and Legislation Section, the Head of the Trial, Minutes and Publications Sub-Section, the Head of the Equipment and Household Sub-Division, as well as the staff of the Tomohon’s DPRD Secretariat Office. The results of the study show that the implementation of the No Smoking Area policy at the Tomohon’s DPRD Secretariat Office has not been fully implemented properly. The socialization has been carried out since the implementation of the No Smoking Area policy. The readiness for implementation has not fully demonstrated an attitude that supports the No Smoking Area policy at the Tomohon City DPRD Secretariat Office. There are still employees who do smoking activities not in the space provided. The office head has not implemented strict sanctions related to the Non-Smoking Area.

Abstract

This research aims to analyze the implementation of career development of state civil servants at Tomohon's Personnel and Human Resources Development Agency. The focus of this research includes two indicators of competency education qualifications. This research uses qualitative research methods and data collection techniques: Observation, Interview, and Documentation. Primary data of this research are Civil Servants at Tomohon's Personnel and Human Resources Development Agency, and secondary data are documents, archives, and related literature. The results showed that the Civil Service and Human Resources Development Agency of Central Tomohon is generally are preparing for the career development implementation. It can be seen from the performance not going well since there are no regional regulations that technically regulate career development, educational qualifications in structural positions in the placement of educational background are not under the field, or cognate and competency standards in the class have no technical competence. The advice given is career development in Tomohon's Personnel and Human Resources Development Agency. Thus, evaluating employees' placement based on educational background qualifications and field is needed. Regional regulations competency standards in career development are immediately made to map competency standards for employees at Tomohon's Personnel and Human Resources Development Agency.

Abstract

Tomohon is one of the tourist city destinations in North Sulawesi Province has a high potential to be developed. Restaurant Tax is a tax whose existence is essential as a source of Original Local Government Revenue (PAD). The restaurant tax revenue target consistently increases every year, and the realization of restaurant tax revenue has not fully met the set target. The difference between the realization of restaurant tax revenues and the target of restaurant tax revenues indicates that the potential has not been optimally explored. This study aimed to analyze the implementation and potential contribution of the Restaurant Tax in Tomohon. The data used in this study are primary data and secondary data. The analytical method used in this research is a descriptive qualitative method and implementation analysis. The analysis results show that the potential value of Restaurant Tax is substantial compared to the realization of Restaurant Tax receipts. This difference shows that the actual potential is also immense. However, the local government has not explored it optimally. The implementation of the Restaurant Tax shows that the collection and management of the Restaurant Tax in Tomohon have not gone well. The analysis results show that the restaurant tax potential affects Tomohon's PAD.

Abstract

This article is a study related to religious moderation in minority Islamic villages. Moderation of religion in the Muslim-Christian community in Sea Village, Pineleng District is going very well in social interactions and activities. This study raises the issue of how the practice of religious moderation in socio-religious life in a minority Islamic village in Sea Village. The purpose of this study is to describe the practice of religious moderation in socio-religious life in a minority Islamic village in Sea Village. The method used in this research is descriptive-qualitative with a phenomenological approach. The results showed that the practice of religious moderation in the socio-religious life of the Muslim community in Sea Village was applied in social activities, religious activities, and political activities and “village” leadership. The implication of this research is as an effort to maintain cohesiveness and increase religious moderation that has been implemented and maintain it continuously from generation to generation to become a miniature of religious moderation in North Sulawesi.

Abstract

Bureaucratic Ethics in Public Service explains where bureaucratic ethics is defined as a system that contains moral principles or influences the habits of civil servants in carrying out a hierarchical government system and a hierarchy of positions as stipulated in Law Number 5 of 2014 concerning State Civil Apparatuses. The focus of this research is the Ethics of State Civil Servants in Public Services at the Regional Education Office of North Sulawesi Province. The method used is a qualitative research method, using Observation, Interview, and Documentation techniques using Equality, Loyalty and Responsibility indicators. Theresults of the study show that for 1. Equality, in general, employees at the Regional Education Office of North Sulawesi Province in providing services in terms of equality have been going well, but not optimal. Because there are still people who think that if you want to take care of files in the office, you need acquaintances who work in the office to get faster processing. 2. Loyalty, regarding Employee Ethics at the Regional Office of Education of North Sulawesi Province in terms of indicators of Loyalty is classified as good. Where, in carrying out their duties as State Civil Apparatus (ASN), employees have carried out their duties properly, helping each other, as well as good communication between fellow employees and the community. 3. Responsibility, in carrying out public service duties at the Regional Education Office of North Sulawesi Province that the ethics of the State Civil Apparatus in providing services is still not conducive. Where there are still employees who make people wait.

Abstract

ABSTRACTThis study aims to describe the implementation of strengthening the value of character education in learning at MIN 1 Minahasa, Pineleng District, Minahasa Regency, North Sulawesi Province. This study uses a qualitative approach. The informants in this study were the head of the madrasah and teachers of the Minahasa 1st Minahasa class. The data collection techniques for this research are observation, interviews, and document studies. The findings of this study are that the implementation of 18 character education values has been carried out in learning and extracurricular activities at Min 1 MInahasa. Implementing character education values in learning at Minahasa 1 Minahasa has implications for achieving good student character. Students become individuals with character and become role models in society.Keywords: implementation, values, character education, MIN 1 Minahasa ABSTRAKPenelitian ini bertujuan untuk menggambarkan implementasi penguatan nilai pendidikan karakter dalam pembelajaran di MIN 1 Minahasa, Kecamatan Pineleng, Kabupaten Minahasa, Provinsi Sulawesi Utara. Penelitian ini menggunakan pendekatan kualitatif. Informan dalam penelitian ini adalah kepala madrasah dan guru kelas MIN 1 Minahasa. Teknik pengumpulan data penelitian ini adalah observasi, wawancara, dan studi dokumen. Temuan penelitian ini adalah impementasi 18 nilai pendidikan karakter telah berjalan dalam kegiatan pembelajaran dan kegiatan ekstrakurikuler di MIN 1 MInahasa. Implementasi nilai pendidikan karakter dalam pembelajaran di MIN 1 Minahasa berimplikasi pada tercapainya karakter peserta didik yang baik. Peserta didik menjadi pribadi yang berkarakter dan menjadi teladan di tengah-tengah masyarakat.Kata kunci: implementasi, nilai, pendidikan karakter, MIN 1 Minahasa

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana pelaksanaan program pendampingan dari Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kab. Minahasa dalam melakukan pendampingan terhadap anak korban Kekerasan Seksual. Metode penelitian yang digunakan adalah penelitian kualitatif dan teknik pengumpulan data dalam penelitian ini adalah observasi dan wawancara dimana jumlah informan dan narasumber sebanyak 8 orang. Berdasarkan hasil penelitian dan temuan di lapangan dapat disimpulkan bahwa Program Pendampingan Anak Korban Kekerasan Seksual di Dinas Pemberdayaan Perempuan dan Perlindungan Anak di Kabupaten Minahasa belum sepenuhnya terlaksana dengan baik karena dalam mengimplementasikan kebijakan lebih terfokus pada proses pendampingan tanpa menyentuh proses pencegahan, sehingga orang tua tidak mengetahui apa yang harus dilakukan ketika terjadi kekerasan seksual dan masih kurangnya sosialisasi dari dinas terkait tentang kekerasan seksual terhadap anak kepada masyarakat.

Abstract

This research aims to determine Public Service Ethics at the Regional Development Planning Agency Office of North Sulawesi Province. This research was carried out at the Regional Development Planning Agency of North Sulawesi Province. The type of research used is qualitative research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The number of informants was 6 people. Based on the research results, it shows that public service ethics from the aspects of equality of rights, justice, loyalty and responsibility have not worked well and optimally. This can be seen from 1) Equality of Rights (equality), this is based on Equality of Rights in serving incoming guests, employees still discriminate. 2) Justice, this is based on unfair treatment which of course can be detrimental, and is not in line with the fifth principle, namely social justice for all Indonesian people. 3) Loyalty, this is based on a lack of employee loyalty, where due to environmental influences that cause a sense of loyalty to fade, employees have not fully complied with applicable official regulations. 4) Responsibility (responsibility) this is based on the employee's responsibility in carrying out and adjusting his work which has not gone well. Efforts given in public service ethics include maintaining and paying more attention to service ethics so that they are more effective and efficient, providing equitable services regardless of race, ethnicity, religion, politics, etc., increasing loyalty to work, being more responsible for every task and responsibilities given. Penelitian ini bertujuan untuk mengetahui Etika Pelayanan Publik di Kantor Badan Perencanaan Pembangunan Daerah Provinsi Sulawesi Utara. Penelitian ini dilaksanakan di Badan Perencanaan Pembangunan Daerah Provinsi Sulawesi Utara. Jenis penelitian yang digunakan yaitu penelitian kualitatif, dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Data yang diperoleh dianalisis secara deskriptif kualitatif, Jumblah informan yaitu 6 orang. Berdasarkan hasil penelitian menunjukkan bahwa etika pelayanan publik dari aspek persamaan hak, keadilan, kesetiaan, tanggung jawab belum berjalan dengan baik dan maksimal. Hal ini dapat dilihat dari 1) Persamaan Hak (equality) hal ini didasarkan pada Persamaan Hak dalam melayani tamu yang datang pegawai masih membeda-bedakan. 2) Keadilan (justice) hal ini didasarkan pada adanya perlakuan yang tidak adil yang tentunya dapat merugikan, dan tidak selaras dengan sila kelima yaitu keadilan sosial bagi seluruh rakyat Indonesia. 3) Kesetiaan (loyality) hal ini didasarkan pada kurangnya kesetiaan pegawai dimana karna pengaruh lingkungan yang membuat pudarnya rasa kesetiaan, pegawai belum sepenuhnya menaati peraturan kedinasan yang berlaku. 4)Tanggung Jawab (responsibility) hal ini didasarkan pada tanggung jawab pegawai dalam melaksanakan dan menyesuaikan pekerjaannya belum berjalan dengan baik. Upaya-upaya yang diberikan dalam etika pelayanan publik yaitu sebaiknya lebih mempertahankan dan memperhatikan etika pelayanan agar lebih efektif dan efisien, memberika pelayanan yang merata tanpa memandang ras, suku, agama, politik dll, meningkatkan kesetiaan terhadap pekerjaan, lebih bertanggung jawab terhadap setap tugas dan tanggung jawab yang diberikan.

Abstract

Penelitian ini bertujuan untuk mengetahui, mendeskripsikan dan menganalisis mekanisme pelaksanaan Program Sembako di Kecamatan Kawangkoan Utara Kabupaten Minahasa. Metode penelitian yang digunakan yakni kualitatif. Hasil penelitian menunjukkan bahwa: 1) Pengetahuan aparat pemerintah tentang proses persiapan pelaksanaan, landasan regulasi, pedoman umum, bahkan Program BPNT yang bertransformasi menjadi Program Sembako masih sangat minim. 2) Edukasi dan sosialisasi sudah diberikan kepada masyarakat dan KPM Program Sembako tetapi masih kurangnya pengetahuan aparat pemerintah terkait alur dan pelaksana edukasi dan sosialisasi Program Sembako. 3) Tidak adanya pendampingan dari pemerintah desa saat pendistribusian KKS, kemudian kurangnya pemahaman secara spesifik tentang tahapan pelaksanaan pendistribusian KKS dan penyebutan Kartu Keluarga Sejahtera (KKS) oleh Pimpinan Kecamatan dan KPM. 4) KPM Program Sembako masih belum tepat sasaran kemudian belum ada pemutakhiran data terkait KPM Program Sembako, dan Pemerintah Desa yang masih belum mengetahui secara terperinci kriteria KPM yang dapat diganti. 5) Proses penyaluran dana bantuan program Sembako masih kurangnya dipahami oleh para implementor dan adanya keterlambatan penyaluran dana bantuan, dan ada KPM yang tidak berada ditempat saat penyaluran bantuan. Adapun faktor-faktor determinan dalam penelitian ini adalah komunikasi, sumber daya, disposisi (sikap), dan struktur birokrasi.

Abstract

The purpose of this research is to understand and evaluate the standard of diversion services, along with factors that support or hinder the quality of diversion services in providing legal protection for children at the Manado Class I Correctional Center. The type of research used in this research is descriptive qualitative and the collection techniques are observation, interview and documentation. In general, the results of the research and discussion above can be concluded 1) The quality of diversion services in providing legal protection for children at the Manado Class I Correctional Center has not been effective, 2) There are 6 (six) supporting factors: (a) The availability of legality, legal umbrella, (b) The availability of opportunities for recruitment of new CPNS personnel, (c) Training institutions are available, (d) The availability of a budget that can be submitted (e) There is a control institution (f) There is support from all parties both from the police, prosecutor's office, court, family of the perpetrator or victim to take the diversion route, deliberation consensus rather than continuing the case to the green table.
