Abstract

This study investigates the effectiveness of the Regional Government Information System (SIPD) implementation in the General Affairs Section of the Regional Secretariat of North Minahasa Regency. SIPD, mandated by Permendagri No. 70/2019, aims to improve transparency, accountability, and efficiency in regional governance by integrating planning, budgeting, execution, reporting, and asset management processes. The primary objectives are to assess the operational performance of SIPD, identify factors inhibiting its effectiveness, and propose strategic recommendations for improvement. Using a qualitative descriptive approach, data were collected through in-depth interviews with key informants, including the Regional Secretary, Head of the General Affairs Section, Budget Treasurer, and SIPD Operators, direct observation of SIPD usage, and document analysis of SIPD reports and related regulatory frameworks. Data were analyzed following Miles and Huberman’s interactive model, encompassing data reduction, presentation, and verification through triangulation. Findings reveal that SIPD has substantially streamlined administrative and financial processes, enabling real-time access to budgetary data, reducing manual paperwork, and enhancing decision-making. However, constraints such as limited human resource capacity, intermittent infrastructural support, incomplete data integration, and resistance to change hinder optimal performance. Challenges arise from inadequate training, inconsistent internet connectivity, and unclear standard operating procedures. The study concludes that while SIPD holds significant potential for modernizing local governance, its efficacy is undermined by technical, human, and organizational barriers. Recommendations include targeted capacity-building programs, infrastructural upgrades, refinement of data protocols, and stronger leadership commitment to foster a culture of digital transformation. These measures are expected to enhance SIPD’s functionality, thereby elevating public service quality and accountability in North Minahasa Regency.

Abstract

This study aims to analyze the management of the Personnel Information System (SIMPEG) application in North Minahasa Regency, focusing on three main aspects: human resource (HR) management, facilities and infrastructure, and budget support. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies. The results of the study indicate that although SIMPEG has been implemented quite well, there are several significant obstacles. First, from the HR side, there was a competency gap in operating the SIMPEG advanced module, as well as resistance from employees who still rely on manual systems. Second, facilities and infrastructure, such as network infrastructure and hardware, that are starting to become obsolete hamper system performance. Third, less flexible budget support causes delays in infrastructure rejuvenation and HR training. Based on these findings, this study recommends increasing HR capacity through continuous training and certification, improving IT infrastructure, and optimizing budget allocation to support system sustainability. With these steps, it is hoped that SIMPEG can function more effectively in supporting transparent and efficient personnel governance in North Minahasa Regency.

Abstract

The research was conducted in North Sulawesi Province, focusing on Kauneran Village, Sonder District, Minahasa Regency. This location was chosen because initial data showed that the area was one of the major recipients of BSPS assistance.The purpose of this research is to Describe, analyze and explain the Implementation of the Self-Help Housing Stimulus Assistance (BSPS) Policy in Kauneran Village, Sonder District, Minahasa Regency,This study will use a qualitative approach with the aim of gaining an in-depth understanding of the implementation of the Self-Help Housing Stimulus Assistance policy, as well as identifying the determinant factors that influence the success and obstacles to program implementation in the field. Based on the results of research and discussions that have been conducted regarding the implementation of the Self-Help Housing Stimulus Assistance (BSPS) policy, several main points can be concluded as follows: The implementation of the BSPS Policy in Kauneran Village has not been fully optimal, although in general it is running according to procedure. Several indicators show success such as the distribution of building materials, community involvement, and the involvement of craftsmen. However, there are still technical and non-technical obstacles that hinder the effectiveness of the program.

Abstract

To find out, identify and analyze the efficiency of operational data management of patrol vessels through an integrated information system at the Bitung Class II Coast Guard Base.In accordance with the problems that the researcher explains, the type of research used by the researcher is descriptive with a qualitative approach. The purpose of this research is to observe and find out what is to be researched..Based on the discussion above, it can be concluded that the efficiency of operational data management of patrol boats at PPLP Class II Bitung is not optimal, this is greatly influenced by the harmonious integration between procedures, resources, and information systems, namely: Procedures, although there are standard operational guidelines as reflected in the implementation of SIM KPLP, these procedures do not fully support real-time reporting and data processing. The technical reporting process of the ship is only carried out once a month, while other workflows such as logistics and administration still use a manual approach. This causes delays in decision making and lack of integration between units which has the potential to hinder the effectiveness and efficiency of patrol boat operations.

Abstract

This study aims to analyze the implementation of the right of initiative by the Regional People's Representative Council (DPRD) of Mamasa Regency and the factors influencing it in proposing regional regulations. Using a qualitative method, the study examines issues related to the legislative function during the 2014–2019 period. It highlights the unique challenges faced by Mamasa Regency, including procedural inefficiencies, minimal public participation, and limited legislative capacity. The findings reveal that during the 2014–2019 period, only 3 out of 59 regional regulations originated from the initiative of the DPRD. This is attributed to the lack of understanding among DPRD members regarding legislative procedures, budget constraints, and the limited legal education background of its members. Public participation is also restricted due to limited access to information regarding legislative session schedules. Additionally, internal coordination within the DPRD and the commitment of its members to fulfilling their legislative functions remain suboptimal, indicating a reliance on executive-proposed regulations. These findings underscore the need to enhance legislative capacity and public engagement to promote participatory and effective regional regulations.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan e-Aspirasi di Sekretariat DPRD Provinsi Sulawesi Utara berdasarkan model Edward yang meliputi komunikasi, sumber daya, disposisi, dan struktur birokrasi. Hasil penelitian menunjukkan bahwa program e-Aspirasi memiliki potensi sebagai inovasi digital dalam meningkatkan partisipasi masyarakat, namun implementasinya menghadapi berbagai tantangan. Kurangnya promosi, keterampilan sumber daya manusia, dan anggaran menjadi hambatan utama. Platform teknologi yang telah tersedia mampu menyediakan sistem pengelolaan dan keamanan data yang baik, tetapi rendahnya partisipasi masyarakat menghambat efektivitas program. Rekomendasi mencakup peningkatan pelatihan bagi staf, sosialisasi yang lebih luas melalui media, dan alokasi anggaran yang memadai untuk mendukung implementasi. Diharapkan, perbaikan ini dapat mendorong transparansi, akuntabilitas, dan peningkatan partisipasi masyarakat, sehingga program e-Aspirasi dapat berfungsi optimal sebagai sarana komunikasi antara masyarakat dan DPRD.

Abstract

 Openness of public information has an important role as a manifestation of a democratic state which gives priority to people's sovereignty in monitoring the implementation of the duties of the state and other public bodies, as regulated in Law Number 14 of 2008. Public Information Management Officers (PPID) are responsible as officers who authorized to carry out public information provision services. The aim of this research is to assess the extent of the contribution of Information and Documentation Management Officers (PPID) in providing public information services in Minahasa Regency. The research method used in this study is a qualitative method, with data collection techniques through direct interviews with informants who are Information and Documentation Management Officers (PPID). The research results show that PPID's role in realizing public information openness in Minahasa Regency is in accordance with the provisions of Law Number 14 of 2008 and Minahasa Regent Regulation number 251 of 2015 concerning Management of Information and Documentation Services within the Minahasa Regency Government. However, there are several obstacles in implementation, both technical and non-technical. As a result of this research, it is recommended that Minahasa Regency consider adding staff or human resources in the IT sector, providing a special room for activities and data storage for Assistant PPIDs, and creating a data bank that has been validated by the relevant Regional Apparatus Organization (OPD) officials. . This is expected to increase the accessibility of public information for the community and facilitate the process of accessing information.

Abstract

This article discusses community empowerment in the food security program (a case study of farming road construction in totolan village, kakas barat sub-district, minahasa district) This research aims to describe community empowerment in the construction of farming roads. To analyze the level of empowerment in the process of planning, development, and utilization of the farm road program in Totolan Village, West Kakas District, Minahasa Regency. This type of research is descriptive qualitative. Informants are village heads, village assistants (sub-district assistants), village officials, community leaders, Village Representative Council, and people who work as farmers in Totolan village. Data were obtained through interviews, observation, and documentation. Furthermore, this research was analyzed with data validity techniques using the credibility test, transferability test, dependability test, and confirmability test. The results of this study show that community empowerment in the planning process of the farming road program in Totolan village has gone well. The decision-making process is done in a button up manner. The construction of farm roads has involved local labor and the maintenance scheme is a shared responsibility. Utilization of farm road infrastructure has been going well, this can be seen in the increased flow of transportation of agricultural products. The farm road development program has been carried out and has a positive impact on farmers and road users. Another thing that the government needs to do is to build community awareness and mentality, access to capital and institutions in improving community welfare in Totolan village

Abstract

This study This study aims to determine 1) the ratio of family planning instructors to the number of assisted villages/sub-districts in the implementation of family planning programs in the field in terms of placement through the Minahasa Regency Population Control and Family Planning Office; 2) The process of distributing PLKB through work transfers between those in the Department of Population Control and Family Planning in Minahasa Regency; 3) Fulfillment of facilities in the implementation of work in the field for PLKB through the provision of operational work facilities by the Department of Population Control and Family Planning of Minahasa Regency. The research method used is qualitative research. The results of the research that have been obtained and described are: 1) Policy implementation in the utilization of PLKB in the field in terms of placement through the Department of Population Control and Family Planning in Minahasa Regency seen through the ratio of extension workers to the target area is not fully appropriate, in the sense that the number of PLKB is not proportional to the area of The vast Minahasa Regency. Even though in terms of placement it is in accordance with the tiered procedure from Province to Regency, but there is discomfort from PLKB regarding the workload of the region. 2) Policy implementation in terms of PLKB work mutations in the Regency has generally been running in accordance with the tiered mechanism, but the distribution of PLKB has not been fully implemented, due to the limited number of PLKB so that it is only based on the domicile closest to the area of responsibility of the PLKB in addition to the existence of formation based adjustments 3) The implementation of policies in terms of fulfilling facilities in the implementation of work in the field for PLKB through the provision of operational work facilities by the Department of Population Control and Family Planning in Minahasa Regency has not been fully evenly distributed and in accordance with needs, this is because the procurement of work facilities does not involve program managers and PLKB so that there is an inappropriate target for work facilities

Abstract

Untuk mengetahui, memahami, menjelaskan dan menerangkan bagaimana Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat dan faktor-faktor yang mempengaruhi Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara. Adapun metode yang digunakan dalam penelitian ini adalah medode penelitian kualitatif. Sedangkan untuk hasil penelitian yaitu digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara, ternyata belum efektif. Dilihat dari indicator Sosialisasi digitalisasi aplikasi e-Samsat belum efektif dilaksanakan. Mekanisme digitalisasi aplikasi e-Samsat belum efektif, Terbukti bahwa kesadaran dan tanggung akan kewajibannya masih rendah. Hasil ini mengidikasikan bahwa pembinaan, pengarahan, pembimbingan, petunjuk teknis, pelatihan dari petugas belum banyak berhasil dan Sikap/prilaku menerapkan aplikasi e-Samsat bagi masyarakat wajib membayar Pajak Kendaraan Bermotor belum efektif. Adapun faktor penghambat pembayaran Pajak Kendaraan Bermotor dengan Digitalisasi aplikasi e-Samsat karena kurangnya sarana dan fasilitas penunjang, seperti komputer, HP khusus, listrik sering mati, gangguan jaringan internet. Kurangnya pengetahuan dan keterampilan teknis warga masyarakat yang wajib membayar pajak menggunakan media elektronik.
