Abstract

 Openness of public information has an important role as a manifestation of a democratic state which gives priority to people's sovereignty in monitoring the implementation of the duties of the state and other public bodies, as regulated in Law Number 14 of 2008. Public Information Management Officers (PPID) are responsible as officers who authorized to carry out public information provision services. The aim of this research is to assess the extent of the contribution of Information and Documentation Management Officers (PPID) in providing public information services in Minahasa Regency. The research method used in this study is a qualitative method, with data collection techniques through direct interviews with informants who are Information and Documentation Management Officers (PPID). The research results show that PPID's role in realizing public information openness in Minahasa Regency is in accordance with the provisions of Law Number 14 of 2008 and Minahasa Regent Regulation number 251 of 2015 concerning Management of Information and Documentation Services within the Minahasa Regency Government. However, there are several obstacles in implementation, both technical and non-technical. As a result of this research, it is recommended that Minahasa Regency consider adding staff or human resources in the IT sector, providing a special room for activities and data storage for Assistant PPIDs, and creating a data bank that has been validated by the relevant Regional Apparatus Organization (OPD) officials. . This is expected to increase the accessibility of public information for the community and facilitate the process of accessing information.

Abstract

This article discusses community empowerment in the food security program (a case study of farming road construction in totolan village, kakas barat sub-district, minahasa district) This research aims to describe community empowerment in the construction of farming roads. To analyze the level of empowerment in the process of planning, development, and utilization of the farm road program in Totolan Village, West Kakas District, Minahasa Regency. This type of research is descriptive qualitative. Informants are village heads, village assistants (sub-district assistants), village officials, community leaders, Village Representative Council, and people who work as farmers in Totolan village. Data were obtained through interviews, observation, and documentation. Furthermore, this research was analyzed with data validity techniques using the credibility test, transferability test, dependability test, and confirmability test. The results of this study show that community empowerment in the planning process of the farming road program in Totolan village has gone well. The decision-making process is done in a button up manner. The construction of farm roads has involved local labor and the maintenance scheme is a shared responsibility. Utilization of farm road infrastructure has been going well, this can be seen in the increased flow of transportation of agricultural products. The farm road development program has been carried out and has a positive impact on farmers and road users. Another thing that the government needs to do is to build community awareness and mentality, access to capital and institutions in improving community welfare in Totolan village

Abstract

This study This study aims to determine 1) the ratio of family planning instructors to the number of assisted villages/sub-districts in the implementation of family planning programs in the field in terms of placement through the Minahasa Regency Population Control and Family Planning Office; 2) The process of distributing PLKB through work transfers between those in the Department of Population Control and Family Planning in Minahasa Regency; 3) Fulfillment of facilities in the implementation of work in the field for PLKB through the provision of operational work facilities by the Department of Population Control and Family Planning of Minahasa Regency. The research method used is qualitative research. The results of the research that have been obtained and described are: 1) Policy implementation in the utilization of PLKB in the field in terms of placement through the Department of Population Control and Family Planning in Minahasa Regency seen through the ratio of extension workers to the target area is not fully appropriate, in the sense that the number of PLKB is not proportional to the area of The vast Minahasa Regency. Even though in terms of placement it is in accordance with the tiered procedure from Province to Regency, but there is discomfort from PLKB regarding the workload of the region. 2) Policy implementation in terms of PLKB work mutations in the Regency has generally been running in accordance with the tiered mechanism, but the distribution of PLKB has not been fully implemented, due to the limited number of PLKB so that it is only based on the domicile closest to the area of responsibility of the PLKB in addition to the existence of formation based adjustments 3) The implementation of policies in terms of fulfilling facilities in the implementation of work in the field for PLKB through the provision of operational work facilities by the Department of Population Control and Family Planning in Minahasa Regency has not been fully evenly distributed and in accordance with needs, this is because the procurement of work facilities does not involve program managers and PLKB so that there is an inappropriate target for work facilities

Abstract

Untuk mengetahui, memahami, menjelaskan dan menerangkan bagaimana Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat dan faktor-faktor yang mempengaruhi Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara. Adapun metode yang digunakan dalam penelitian ini adalah medode penelitian kualitatif. Sedangkan untuk hasil penelitian yaitu digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara, ternyata belum efektif. Dilihat dari indicator Sosialisasi digitalisasi aplikasi e-Samsat belum efektif dilaksanakan. Mekanisme digitalisasi aplikasi e-Samsat belum efektif, Terbukti bahwa kesadaran dan tanggung akan kewajibannya masih rendah. Hasil ini mengidikasikan bahwa pembinaan, pengarahan, pembimbingan, petunjuk teknis, pelatihan dari petugas belum banyak berhasil dan Sikap/prilaku menerapkan aplikasi e-Samsat bagi masyarakat wajib membayar Pajak Kendaraan Bermotor belum efektif. Adapun faktor penghambat pembayaran Pajak Kendaraan Bermotor dengan Digitalisasi aplikasi e-Samsat karena kurangnya sarana dan fasilitas penunjang, seperti komputer, HP khusus, listrik sering mati, gangguan jaringan internet. Kurangnya pengetahuan dan keterampilan teknis warga masyarakat yang wajib membayar pajak menggunakan media elektronik.

Abstract

Tujuan penelitian ini yaitu untuk mendeskripsikan, menganalisis serta menginterprestasikan efektifitas implementasi kebijakan kurikulum merdeka belajar di SMA Negeri 8 Manado. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi kebijakan kurikulum merdeka belajar di SMA Negeri 8 Manado sudah dilaksanakan dengan baik dan efektif, karena : 1) Implementasi kebijakan kurikulum merdeka belajar sudah melibatkan semua komponen sekolah; 2) Perancangan kurikulum operasional satuan pendidikan SMAN 8 Manado sudah berjalan dengan baik, melibatkan semua komponen yang ada di lingkungan sekolah dengan mengambil peran dan tanggung jawab masing-masing; 3) Berbagai kegiatan P5 dengan ragam tema yang telah dilakukan dapat meningkatkan kepercayaan diri siswa, kemandirian, gotong royong, kebersamaan, kebhinnekaan global, kreativitas dan tanggung jawab, meskipun diakui bahwa masih ada kendala yang dihadapi; 4) Pendampingan minat dan bakat siswa bahwa kegiatan ini sudah dilaksanakan dengan baik sesuai kebutuhan; dan 5) Factor pendukung yaitu frekuensi sosialisasi yang begitu intens, pemberdayaan komunitas belajar, pengaktifan kegiatan MGMP sesuai rumpun bidang studi, keterlibatan BBPMP, BBGP dan stakeholder pemerintah daerah, sedangkan factor yang menghambat dari sisi penyediaan sarana prasarana yang masih perlu ditingkatkan lagi.

Abstract

Bureaucratic Ethics in Public Service explains where bureaucratic ethics is defined as a system that contains moral principles or influences the habits of civil servants in carrying out a hierarchical government system and a hierarchy of positions as stipulated in Law Number 5 of 2014 concerning State Civil Apparatuses. The focus of this research is the Ethics of State Civil Servants in Public Services at the Regional Education Office of North Sulawesi Province. The method used is a qualitative research method, using Observation, Interview, and Documentation techniques using Equality, Loyalty and Responsibility indicators. Theresults of the study show that for 1. Equality, in general, employees at the Regional Education Office of North Sulawesi Province in providing services in terms of equality have been going well, but not optimal. Because there are still people who think that if you want to take care of files in the office, you need acquaintances who work in the office to get faster processing. 2. Loyalty, regarding Employee Ethics at the Regional Office of Education of North Sulawesi Province in terms of indicators of Loyalty is classified as good. Where, in carrying out their duties as State Civil Apparatus (ASN), employees have carried out their duties properly, helping each other, as well as good communication between fellow employees and the community. 3. Responsibility, in carrying out public service duties at the Regional Education Office of North Sulawesi Province that the ethics of the State Civil Apparatus in providing services is still not conducive. Where there are still employees who make people wait.

Abstract

Ethical considerations in the implementation of public services have serious implications for developing public issues, where negligence in complying with moral principles can result in inequality in public policy. This negative impact can involve individuals or groups who become victims of immoral policies. Public services, as an instrument for improving collective welfare, are threatened with being marginalized due to inadequate services, less than optimal implementation of tasks, and the tendency to prioritize personal and certain group interests. This research aims to analyze Public Service Ethics at the North Sulawesi Province Regional Development Planning Agency Office. The research method used is qualitative descriptive research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The research results show that implementation of the concepts of equal rights, justice, loyalty and responsibility is not yet optimal. In terms of equal rights, it appears that awareness of the importance of providing equal services to all citizens is still low among employees. In the aspect of justice in public services, it is also still hampered by limited facilities, lack of emphasis on honesty, and personal interference which creates inequality. In the dimension of employee loyalty to their duties and responsibilities, it has also not reached the optimal level. Factors such as the dynamics of the work environment, lack of time discipline, resistance to criticism, and lack of awareness of responsibility affect employee performance. Therefore, to improve the quality of public services, it is necessary to carry out improvement efforts that focus on increasing employee awareness, discipline and loyalty to their duties and responsibilities. Implementation of strong public service ethics is the key to creating a service environment that is equal, fair and responsive to community needs.

Abstract

This study aims to describe and analyze the intensification process and evaluate the monitoring mechanisms implemented by the Bitung City Government in optimizing Regional Original Revenue (PAD). The background to this research is the phenomenon of fluctuations in PAD realization, where the Regional Tax sector showed significant growth while the Regional Retribution sector experienced a drastic decline between 2015 and 2025. Furthermore, the regional financial condition facing a debt burden demands stronger fiscal independence The research method used was a qualitative approach with a post-positivistic paradigm. Data were collected through in-depth interviews with key informants from the Regional Revenue Agency (Bapenda) and the Transportation Agency (Dishub), supplemented by field observations and documentation studies. The research focused on the intensification and oversight of parking fees as a potential target. The results of the study indicate that: (1) The parking levy intensification process is not yet optimal due to the collection system which is still manual (tickets), network constraints on digital tools, and inter-agency coordination (Bapenda and Transportation Agency) which is only carried out once a year; (2) The competence of officers in the field is still limited due to the lack of formal technical training; (3) The monitoring mechanism has not been automatically integrated and still relies on the annual audit stage. This study concludes that digitalization of the collection system and increasing the frequency of data reconciliation are crucial to reduce budget leakage and achieve the expected PAD targets.

Abstract

The purpose of this study is to analyze the effectiveness of the utilization of PPLP Class II Bitung resources in implementing maritime safety. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants consisted of structural officials, operational officers, and administrative staff directly involved in the implementation of maritime safety tasks. Data analysis was carried out through data reduction, data presentation, and systematic drawing of conclusions. The results of the study indicate that the effectiveness of resource utilization is not yet fully optimal. From the human resources aspect, there are limitations in numbers and competencies that are not evenly distributed. From the aspect of facilities and infrastructure, there are still limitations in numbers and conditions that are not optimal. From the budget aspect, limited allocations and administrative constraints affect operational implementation. Supporting factors include human resource commitment and inter-agency cooperation, while inhibiting factors include limited resources and complex bureaucracy. The conclusion of this study indicates that the effectiveness of resource utilization is influenced by the alignment between organizational capacity and operational demands. The implications of this study emphasize the need to improve human resources, strengthen facilities, optimize budgets, and improve managerial and coordination systems.

Abstract

The purpose of this study was to determine the level of digitalization implementation and the determinants in personnel administration services. This study used a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results indicate that implementation has been carried out through the use of several applications such as SILAON (Online Personnel Service System) and SIADAB (ASN Digital Attendance Information System). However, this implementation is still partial and not yet fully integrated, resulting in most administrative processes still being carried out manually. Barriers identified include limited technological infrastructure, human resource disparities, and resistance to conventional work cultures. In general, digitalization plays a strategic role in accelerating service processes, improving data accuracy, and achieving transparency and efficiency. The conclusion of this study confirms that although the benefits of digitalization have been felt, strategic and tactical efforts are needed, including infrastructure improvements, enhanced human resource competencies, and system integration, to ensure more optimal and modern personnel services.
