Abstract

Ethical considerations in the implementation of public services have serious implications for developing public issues, where negligence in complying with moral principles can result in inequality in public policy. This negative impact can involve individuals or groups who become victims of immoral policies. Public services, as an instrument for improving collective welfare, are threatened with being marginalized due to inadequate services, less than optimal implementation of tasks, and the tendency to prioritize personal and certain group interests. This research aims to analyze Public Service Ethics at the North Sulawesi Province Regional Development Planning Agency Office. The research method used is qualitative descriptive research, with data collection techniques through observation, interviews and documentation. The data obtained was analyzed descriptively qualitatively. The research results show that implementation of the concepts of equal rights, justice, loyalty and responsibility is not yet optimal. In terms of equal rights, it appears that awareness of the importance of providing equal services to all citizens is still low among employees. In the aspect of justice in public services, it is also still hampered by limited facilities, lack of emphasis on honesty, and personal interference which creates inequality. In the dimension of employee loyalty to their duties and responsibilities, it has also not reached the optimal level. Factors such as the dynamics of the work environment, lack of time discipline, resistance to criticism, and lack of awareness of responsibility affect employee performance. Therefore, to improve the quality of public services, it is necessary to carry out improvement efforts that focus on increasing employee awareness, discipline and loyalty to their duties and responsibilities. Implementation of strong public service ethics is the key to creating a service environment that is equal, fair and responsive to community needs.

Abstract

Regulation Government Number 12 of 2019 Concerning Management Regional Finance also mentions management finance area is whole activities that include planning and budgeting, implementation and administration, reporting and accountability, as well supervision finance area. The purpose of this research is to analyze and describe management administration finance at the General Bureau Regional Secretariat of North Sulawesi Province. The type of research used in this study is descriptive qualitative and the collection technique is by observation, interviews and documentation. Informants in this study are a) Head of the General Bureau Regional Secretariat of North Sulawesi Province, b) Head of Sub-Division of Accounting and Administration of Regional Assets of the General Bureau Regional Secretariat North Sulawesi Province, c) Head Field Planning, Control and Evaluation of Regional Development Bapeda of North Sulawesi Province, and d) Treasurer expenditure General Bureau Regional Secretariat North Sulawesi Province. In general, the results of this research are 1) The management of financial administration at the General Bureau of the Regional Secretariat of North Sulawesi Province has not been effective in accordance with Government Regulation Number 12 of 2019 Concerning Regional Financial Management, this is based on research results that it is known that out of 4 (four) aspects of management financial administration is only the reporting and accountability aspects that have been running effectively while the other 3 (three) aspects are a) Planning and budgeting, b) Implementation and administration , and c) Supervision has not been running effectively , 2) Inhibiting factors management of financial administration at the General Bureau of the Regional Secretariat of North Sulawesi Province are: a) Lack of knowledge of the Head of Finance and Verification Subdivision and lack of accuracy and thoroughness of TAPD b) Limited HR of the Regional Government Budget Team, namely from the North Sulawesi Province Regional Finance and Assets Agency and the North Sulawesi Provincial Bappeda, as well as limited human resources working at the North Sulawesi Provincial Inspectorate (PPUD and Auditor) c) Inadequate financial administration management facilities where the internet connection network system is weak in SIMDA North Sulawesi Province, d) The last inhibiting factor is the low performance of human resources, namely slowness in collecting worksheets , inaccuracy of spending treasurers and PPK, low time discipline of financial managers in issuance, SPD and SP2D finalization

Abstract

This research discusses the supervision, and planning, development of the Development Planning Agency (BAPPEDA) Office Southeast Minahasa District. This study aims first, to know and analyze as well as illustrate planning development in the district of Southeast Minahasa. Second, that is a known and analyzed factor determinant of planning development in the Southeast Minahasa district. The type of study is qualitative. The informant main is the Head of the District Development Planning Agency (Bappeda) Southeast Minahasa. Besides That, informant other that is functional nor Apparatus State Civil Service (ASN) in scope Bappeda Regency Southeast Minahasa, head village, Representative Body Village (BPD), figure community, youth and women representatives in the District Ratahan and East Ratahan Southeast Minahasa Districts. Data was obtained through interviews, observation, and documentation. Next, this research analyzed with a technique that the validity of data is based on the belief that with criteria This level existing beliefs already true, That is, stage This part from the validation process. Results of the research show that BAPPEDA supervision in planned programs is Still not enough stable. BAPPEDA still faces challenges in the supervision of planned programs related to development. The challenge in system BAPPEDA's planning lies yet effectiveness supervision, esp related to the extent of the planned programs following the plan beginning. Some of the programs it turns out Not yet following plans that have been set initially. One suggestion is an implementation of e-supervision in planning to get it held in real time.

Abstract

Untuk mengetahui, memahami, menjelaskan dan menerangkan bagaimana Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat dan faktor-faktor yang mempengaruhi Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara. Adapun metode yang digunakan dalam penelitian ini adalah medode penelitian kualitatif. Sedangkan untuk hasil penelitian yaitu digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara, ternyata belum efektif. Dilihat dari indicator Sosialisasi digitalisasi aplikasi e-Samsat belum efektif dilaksanakan. Mekanisme digitalisasi aplikasi e-Samsat belum efektif, Terbukti bahwa kesadaran dan tanggung akan kewajibannya masih rendah. Hasil ini mengidikasikan bahwa pembinaan, pengarahan, pembimbingan, petunjuk teknis, pelatihan dari petugas belum banyak berhasil dan Sikap/prilaku menerapkan aplikasi e-Samsat bagi masyarakat wajib membayar Pajak Kendaraan Bermotor belum efektif. Adapun faktor penghambat pembayaran Pajak Kendaraan Bermotor dengan Digitalisasi aplikasi e-Samsat karena kurangnya sarana dan fasilitas penunjang, seperti komputer, HP khusus, listrik sering mati, gangguan jaringan internet. Kurangnya pengetahuan dan keterampilan teknis warga masyarakat yang wajib membayar pajak menggunakan media elektronik.

Abstract

Tujuan penelitian ini yaitu untuk mendeskripsikan, menganalisis serta menginterprestasikan efektifitas implementasi kebijakan kurikulum merdeka belajar di SMA Negeri 8 Manado. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi kebijakan kurikulum merdeka belajar di SMA Negeri 8 Manado sudah dilaksanakan dengan baik dan efektif, karena : 1) Implementasi kebijakan kurikulum merdeka belajar sudah melibatkan semua komponen sekolah; 2) Perancangan kurikulum operasional satuan pendidikan SMAN 8 Manado sudah berjalan dengan baik, melibatkan semua komponen yang ada di lingkungan sekolah dengan mengambil peran dan tanggung jawab masing-masing; 3) Berbagai kegiatan P5 dengan ragam tema yang telah dilakukan dapat meningkatkan kepercayaan diri siswa, kemandirian, gotong royong, kebersamaan, kebhinnekaan global, kreativitas dan tanggung jawab, meskipun diakui bahwa masih ada kendala yang dihadapi; 4) Pendampingan minat dan bakat siswa bahwa kegiatan ini sudah dilaksanakan dengan baik sesuai kebutuhan; dan 5) Factor pendukung yaitu frekuensi sosialisasi yang begitu intens, pemberdayaan komunitas belajar, pengaktifan kegiatan MGMP sesuai rumpun bidang studi, keterlibatan BBPMP, BBGP dan stakeholder pemerintah daerah, sedangkan factor yang menghambat dari sisi penyediaan sarana prasarana yang masih perlu ditingkatkan lagi.

Abstract

Penelitian ini bertujuan mendeskripsikan penyaluran dan faktor determinan kebijakan Kredit Usaha Rakyat (KUR) di Kota Manado. Teknik pengumpulan data meliputi observasi, dokumentasi, dan wawancara, dengan analisis deskriptif kualitatif menggunakan model interaktif. Fokus penelitian adalah penyaluran KUR (sosialisasi, persyaratan, manfaat terhadap UMKM, dan monitoring oleh bank) serta faktor determinan (suku bunga kredit). Hasil menunjukkan bahwa implementasi kebijakan KUR di Manado Tahun 2023 belum optimal, terutama dalam sosialisasi program. Meskipun demikian, KUR memberikan dampak positif bagi pengembangan usaha UMKM dengan persyaratan mudah dan suku bunga rendah. Disarankan adanya kerjasama antara pemerintah dan lembaga penyalur untuk meningkatkan sosialisasi dan edukasi persuasif kepada nasabah guna menghindari kendala seperti kredit macet.

Abstract

Penelitian ini menganalisis implementasi kebijakan izin usaha ketenagalistrikan di Dinas ESDMD Provinsi Sulawesi Utara dengan fokus pada struktur organisasi, koordinasi antar lembaga, penerapan SOP, serta sikap dan komitmen pemangku kepentingan. Hasil penelitian menunjukkan bahwa meskipun struktur organisasi dan SOP sudah ada, terdapat kendala dalam koordinasi dengan Dinas PMPTSPD dan inkonsistensi penerapan SOP. Penerima izin kesulitan memahami proses perizinan, dan masyarakat merasa kurang sosialisasi. Sikap pemangku kepentingan menunjukkan komitmen, tetapi terbatasnya sumber daya menghambat efektivitas. Rekomendasi penelitian ini mencakup peningkatan koordinasi antar lembaga, optimalisasi SOP, dan sosialisasi kepada masyarakat untuk meningkatkan efektivitas implementasi kebijakan.

Abstract

Penelitian ini bertujuan mendeskripsikan kinerja Pegawai Negeri Sipil (PNS) pada Sub Bagian Umum Perencanaan, Kepegawaian, dan Hukum Dinas Pendidikan dan Kebudayaan Daerah Kota Tomohon. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara semi terstruktur, dan analisis dokumen. Berdasarkan laporan Rekapitulasi Kehadiran Tahun 2023, ditemukan bahwa dari 44 PNS, terdapat 2 pegawai yang mendapatkan hukuman disiplin ringan dan 2 lainnya menerima teguran tertulis, dengan total akumulasi keterlambatan mencapai 6.842 menit. Hasil penelitian juga mengacu pada laporan Kemendagri (2022) yang mengidentifikasi bahwa 30% PNS dinilai memiliki kualitas rendah, 30% kurang mampu memberikan pelayanan maksimal, dan 10% gagal mencapai target kerja. Evaluasi ini mengacu pada Peraturan Pemerintah Nomor 30 Tahun 2019 dan Undang-Undang Nomor 5 Tahun 2014 yang menegaskan pentingnya objektivitas dalam penilaian kinerja berbasis sistem prestasi dan karier. Temuan ini menunjukkan perlunya peningkatan disiplin, etos kerja, dan kualitas pelayanan PNS.

Abstract

Penelitian ini bertujuan menganalisis implementasi kebijakan yang mengutamakan kepentingan negara di Dinas Pendidikan Kabupaten Minahasa sesuai Peraturan Pemerintah Nomor 94 Tahun 2021 Pasal 4 huruf c. Hasil penelitian mengungkapkan sejumlah permasalahan. Subfokus komunikasi antara atasan penilai dan bawahan yang dinilai menunjukkan kurangnya transparansi, inkonsistensi umpan balik, serta terbatasnya ruang diskusi. Kompetensi penilai mengalami kendala berupa kurangnya pengalaman, konflik kepentingan, serta minimnya pelatihan berkelanjutan. Kondisi sosial budaya penilai dan yang dinilai diwarnai bias relasional, konflik kepentingan, dan komunikasi yang tidak efektif. Struktur birokrasi kepangkatan juga memperlihatkan pengaruh hubungan sosial yang membatasi objektivitas. Disarankan Dinas Pendidikan mengembangkan panduan penilaian, menyediakan pelatihan berkelanjutan, serta meningkatkan kesadaran budaya bagi seluruh pegawai. Selain itu, sistem birokrasi perlu diperkuat melalui mekanisme yang transparan dan responsif.
