Abstract

Penelitian ini menganalisis implementasi kebijakan izin usaha ketenagalistrikan di Dinas ESDMD Provinsi Sulawesi Utara dengan fokus pada struktur organisasi, koordinasi antar lembaga, penerapan SOP, serta sikap dan komitmen pemangku kepentingan. Hasil penelitian menunjukkan bahwa meskipun struktur organisasi dan SOP sudah ada, terdapat kendala dalam koordinasi dengan Dinas PMPTSPD dan inkonsistensi penerapan SOP. Penerima izin kesulitan memahami proses perizinan, dan masyarakat merasa kurang sosialisasi. Sikap pemangku kepentingan menunjukkan komitmen, tetapi terbatasnya sumber daya menghambat efektivitas. Rekomendasi penelitian ini mencakup peningkatan koordinasi antar lembaga, optimalisasi SOP, dan sosialisasi kepada masyarakat untuk meningkatkan efektivitas implementasi kebijakan.

Abstract

Penelitian ini bertujuan mendeskripsikan kinerja Pegawai Negeri Sipil (PNS) pada Sub Bagian Umum Perencanaan, Kepegawaian, dan Hukum Dinas Pendidikan dan Kebudayaan Daerah Kota Tomohon. Penelitian menggunakan metode kualitatif dengan teknik pengumpulan data melalui observasi, wawancara semi terstruktur, dan analisis dokumen. Berdasarkan laporan Rekapitulasi Kehadiran Tahun 2023, ditemukan bahwa dari 44 PNS, terdapat 2 pegawai yang mendapatkan hukuman disiplin ringan dan 2 lainnya menerima teguran tertulis, dengan total akumulasi keterlambatan mencapai 6.842 menit. Hasil penelitian juga mengacu pada laporan Kemendagri (2022) yang mengidentifikasi bahwa 30% PNS dinilai memiliki kualitas rendah, 30% kurang mampu memberikan pelayanan maksimal, dan 10% gagal mencapai target kerja. Evaluasi ini mengacu pada Peraturan Pemerintah Nomor 30 Tahun 2019 dan Undang-Undang Nomor 5 Tahun 2014 yang menegaskan pentingnya objektivitas dalam penilaian kinerja berbasis sistem prestasi dan karier. Temuan ini menunjukkan perlunya peningkatan disiplin, etos kerja, dan kualitas pelayanan PNS.

Abstract

Penelitian ini bertujuan menganalisis implementasi kebijakan yang mengutamakan kepentingan negara di Dinas Pendidikan Kabupaten Minahasa sesuai Peraturan Pemerintah Nomor 94 Tahun 2021 Pasal 4 huruf c. Hasil penelitian mengungkapkan sejumlah permasalahan. Subfokus komunikasi antara atasan penilai dan bawahan yang dinilai menunjukkan kurangnya transparansi, inkonsistensi umpan balik, serta terbatasnya ruang diskusi. Kompetensi penilai mengalami kendala berupa kurangnya pengalaman, konflik kepentingan, serta minimnya pelatihan berkelanjutan. Kondisi sosial budaya penilai dan yang dinilai diwarnai bias relasional, konflik kepentingan, dan komunikasi yang tidak efektif. Struktur birokrasi kepangkatan juga memperlihatkan pengaruh hubungan sosial yang membatasi objektivitas. Disarankan Dinas Pendidikan mengembangkan panduan penilaian, menyediakan pelatihan berkelanjutan, serta meningkatkan kesadaran budaya bagi seluruh pegawai. Selain itu, sistem birokrasi perlu diperkuat melalui mekanisme yang transparan dan responsif.

Abstract

Objective: This study analyzes the role of the Regional Financial and Revenue Management Agency (BPKPD) in administering village transfer expenditures and identifies the inhibiting factors it faces in East Minahasa Regency, Indonesia.Methodology: A qualitative descriptive approach was employed. Data were collected through observation, in-depth interviews with nine key informants (including BPKPD officials, the Community and Village Empowerment Agency (DPMD), and village heads), and documentation. Analysis followed Miles, Huberman, and Saldana’s interactive model.Findings: Regional government agencies possess comprehensive regulatory knowledge, but village officials lack such mastery. Roles are clearly understood by all parties. However, no binding regional regulation establishes formal Standard Operating Procedures (SOPs) or time standards. Rapidly changing central government policies (e.g., the introduction of the Red-and-White Village Cooperative/KDMP) are a major hindrance. Additional obstacles include a shortage of competent village financial staff, difficult topography, and delayed issuance of the legal framework for distributing the share of Regional Tax and Levy Revenue (BHPRD).Conclusion: The administration of village transfer expenditures is hampered by the absence of standardized SOPs, frequent policy changes, and limited village apparatus competence.Suggestions: Issue a binding regulation for SOPs, provide technical guidance for village officials, accelerate the establishment of Village Cooperatives, and promptly issue the decree on revenue sharing.Keywords: Administration, Village Transfer Expenditures, Local Financial Management, Inhibiting Factors, East Minahasa. ABSTRAK Penelitian ini bertujuan untuk menganalisis peran Badan Pengelola Keuangan dan Pendapatan Daerah (BPKPD) dalam penatausahaan belanja transfer desa serta mengidentifikasi faktor-faktor penghambat yang dihadapi di Kabupaten Minahasa Timur. Dengan menggunakan pendekatan kualitatif deskriptif, data dikumpulkan melalui observasi, dokumentasi, dan wawancara mendalam terhadap sembilan informan kunci yang terdiri dari pejabat BPKPD, DPMD, dan kepala desa, yang kemudian dianalisis menggunakan model interaktif Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa meskipun pemahaman regulasi di tingkat pemerintah daerah sudah komprehensif dan pembagian peran telah dipahami dengan jelas, namun perangkat desa masih memiliki keterbatasan dalam penguasaan aturan. Selain itu, belum tersedia regulasi daerah yang mengikat terkait Standar Operasional Prosedur (SOP) formal dan standar waktu pelayanan. Penatausahaan ini juga terhambat oleh dinamika kebijakan pemerintah pusat yang berubah cepat (seperti pengenalan Koperasi Desa Merah Putih), kurangnya kompetensi staf keuangan desa, kendala topografi, serta keterlambatan regulasi Bagi Hasil Pajak dan Retribusi Daerah (BHPRD). Oleh karena itu, disarankan agar pemerintah daerah segera menerbitkan regulasi SOP yang baku, memberikan bimbingan teknis intensif bagi perangkat desa, serta mempercepat penerbitan kerangka hukum distribusi pendapatan desa. Abstract

The study addresses the need for a more effective early detection and early prevention system in a socially plural district whose stability is strategically important for governance, investment, tourism, and intergroup harmony. Using a qualitative descriptive design, the original thesis collected data through in-depth interviews, observation, and document analysis involving officials of the Regional National Unity and Politics Agency (Kesbangpol), the Early Warning Community Forum (FKDM), interfaith actors, security institutions, district-level officials, and community leaders. The present article reorganizes the thesis into a full academic journal article and highlights the empirical findings through adapted tables and thesis-based figures. The findings indicate that the early warning policy has been implemented, but its performance remains suboptimal. Institutionally, Kesbangpol has carried out coordination, early detection, conflict mapping, and communication functions. However, implementation is constrained by limited human resources, insufficient budget, weak cross-sector coordination, limited analytical capacity, uneven public participation, and the absence of an integrated digital information system. The role of FKDM as a strategic community partner also remains underdeveloped due to limited training and operational support. At the same time, the policy benefits from several supportive factors, including local government commitment, a relatively strong regulatory foundation, collaboration with TNI and the Police, the influence of community and religious leaders, and local socio-cultural values that emphasize solidarity. The article argues that policy strengthening should move beyond formal compliance toward a collaborative, capacity-building, and digital governance model. It proposes an integrated strengthening strategy that combines institutional clarification, competency development, community-based reporting, and digital early warning infrastructure. The study contributes to the public administration literature by showing that regional early warning policy in plural local settings is not only a matter of legal design but also of implementation capacity, trust, inter-organizational coordination, and the ability to translate preventive governance into routine practice.

Abstract

This article analyzes the implementation of Village-Owned Enterprise (BUMDes) policy in Budo Village, Wori District, North Minahasa Regency. The study is located within public administration, village governance, and policy implementation scholarship, and examines how formal regulation is translated into institutional practice, business management, community participation, and accountability. A qualitative descriptive approach was used through interviews, observation, and documentation involving village government actors, BUMDes managers, village consultative actors, community economic actors, and local stakeholders. The findings indicate that BUMDes implementation in Budo Village has produced important institutional and economic foundations, particularly through village deliberation, tourism-based business activity, community involvement in micro-enterprises, and recognition of mangrove tourism as a strategic local asset. However, implementation remains partially effective rather than fully institutionalized. Several weaknesses were identified: local regulation has not been fully harmonized with the newer national legal framework; financial reporting and asset documentation remain incomplete; business planning is still limited; supervision is more procedural than evidence-based; and human resource capacity is not yet sufficient for professional enterprise management. The determinant factors shaping implementation include institutional fit, regulatory clarity, supervision quality, human resource capacity, community participation, and the socio-economic capacity of village business actors. The article argues that BUMDes should be understood not merely as a village business unit, but as a hybrid public-economic institution that requires good governance, entrepreneurial capability, transparent accounting, and participatory accountability. The study contributes to policy implementation literature by showing that village enterprise success depends on the alignment between legal legitimacy, managerial capacity, local economic potential, community trust, and continuous institutional learning

Abstract

This study aims to describe and analyze the intensification process and evaluate the monitoring mechanisms implemented by the Bitung City Government in optimizing Regional Original Revenue (PAD). The background to this research is the phenomenon of fluctuations in PAD realization, where the Regional Tax sector showed significant growth while the Regional Retribution sector experienced a drastic decline between 2015 and 2025. Furthermore, the regional financial condition facing a debt burden demands stronger fiscal independence The research method used was a qualitative approach with a post-positivistic paradigm. Data were collected through in-depth interviews with key informants from the Regional Revenue Agency (Bapenda) and the Transportation Agency (Dishub), supplemented by field observations and documentation studies. The research focused on the intensification and oversight of parking fees as a potential target. The results of the study indicate that: (1) The parking levy intensification process is not yet optimal due to the collection system which is still manual (tickets), network constraints on digital tools, and inter-agency coordination (Bapenda and Transportation Agency) which is only carried out once a year; (2) The competence of officers in the field is still limited due to the lack of formal technical training; (3) The monitoring mechanism has not been automatically integrated and still relies on the annual audit stage. This study concludes that digitalization of the collection system and increasing the frequency of data reconciliation are crucial to reduce budget leakage and achieve the expected PAD targets.

Abstract

The purpose of this study is to analyze the effectiveness of the utilization of PPLP Class II Bitung resources in implementing maritime safety. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Research informants consisted of structural officials, operational officers, and administrative staff directly involved in the implementation of maritime safety tasks. Data analysis was carried out through data reduction, data presentation, and systematic drawing of conclusions. The results of the study indicate that the effectiveness of resource utilization is not yet fully optimal. From the human resources aspect, there are limitations in numbers and competencies that are not evenly distributed. From the aspect of facilities and infrastructure, there are still limitations in numbers and conditions that are not optimal. From the budget aspect, limited allocations and administrative constraints affect operational implementation. Supporting factors include human resource commitment and inter-agency cooperation, while inhibiting factors include limited resources and complex bureaucracy. The conclusion of this study indicates that the effectiveness of resource utilization is influenced by the alignment between organizational capacity and operational demands. The implications of this study emphasize the need to improve human resources, strengthen facilities, optimize budgets, and improve managerial and coordination systems.

Abstract

The purpose of this study was to determine the level of digitalization implementation and the determinants in personnel administration services. This study used a descriptive qualitative method with data collection techniques through interviews, observation, and documentation. The results indicate that implementation has been carried out through the use of several applications such as SILAON (Online Personnel Service System) and SIADAB (ASN Digital Attendance Information System). However, this implementation is still partial and not yet fully integrated, resulting in most administrative processes still being carried out manually. Barriers identified include limited technological infrastructure, human resource disparities, and resistance to conventional work cultures. In general, digitalization plays a strategic role in accelerating service processes, improving data accuracy, and achieving transparency and efficiency. The conclusion of this study confirms that although the benefits of digitalization have been felt, strategic and tactical efforts are needed, including infrastructure improvements, enhanced human resource competencies, and system integration, to ensure more optimal and modern personnel services.

Abstract

This Maternity Guarantee is a program that aims to help the underprivileged in terms of childbirth costs to reduce maternal and infant mortality, and the targets of this maternity insurance are pregnant women, mothers in labor, postpartum and neonatal mothers. However, after field observations were made by researchers, it was found that the socialization of the program had not been maximized. So that the objectives of this research are: a. To describe and analyze the implementation of the Maternity Guarantee Program policy in North Minahasa Regency. b. To describe and analyze the determinants of the implementation of the Maternity Insurance Policy in North Minahasa Regency, North Sulawesi Province. The method used in this study is a qualitative research method, where the focus of the first research is a Maternity Guarantee participants target, b. The procedure for the implementation of maternity financing. The second research focus a. Effective socialization, b. Competent resources. Sources of data used in this study using semi-structured interview techniques and documentation. Interviews were conducted with the Health Office and Puskesmas and the community in Kab. North Minahasa, North Sulawesi Province. The results of this study are 1. Effective Socialization: The Maternity Insurance Program has been socialized in health service facilities in North Minahasa district, but it has not been maximized because there are still people who do not know about this Maternity Insurance program. 2.
