Abstract

Penelitian ini bertujuan untuk menganalisis partisipasi masyarakat dalam Program Penyediaan Air Minum dan Sanitasi Berbasis Masyarakat (PAMSIMAS) di Desa Modelidu, Kecamatan Telaga Biru, Kabupaten Gorontalo dengan menggunakan kerangka analisis teori partisipasi menurut Kaho yang membagi partisipasi menjadi empat dimensi: perencanaan, pelaksanaan, pemanfaatan hasil, dan evaluasi. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap sembilan informan yang terdiri dari aparat desa dan masyarakat. Hasil penelitian menunjukkan bahwa partisipasi masyarakat cukup aktif pada tahap perencanaan dan pelaksanaan, namun rendah pada tahap evaluasi dan pemeliharaan. Faktor penghambat meliputi persepsi bahwa pemeliharaan adalah tanggung jawab pemerintah, rendahnya kesadaran kolektif, dan minimnya sosialisasi. Rekomendasi diarahkan pada peningkatan kapasitas kelembagaan lokal dan penguatan edukasi masyarakat.

Abstract

Employee performance is a crucial aspect that must be taken seriously by every organization because performance reflects the organization's ability to compete and survive in a dynamic and changing environment. However, currently, the Gorontalo Provincial Social Service still shows indicators of employee performance that have not been fully achieved. This can be seen from the uneven quality of work, which is reflected in the discrepancy between employee performance and the established service standards. This research will be conducted at the Gorontalo Provincial Social Service, motivated by the continuing challenges in improving employee performance at the Gorontalo Provincial Social Service, which has implications for the optimization of public services in the field of social welfare. Based on the theory proposed by Sedarmayanti, there are five main performance indicators that can be used as a basis for identifying problems in this agency. The purpose of this study is to determine the influence of female leadership on employee performance at the Gorontalo Provincial Social Service. The research method used is quantitative research, through which the problems to be studied in each variable can be seen. The population of the study on “The Influence of Female Leadership on Employee Performance at the Gorontalo Provincial Social Service” was all 122 employees at the Gorontalo Provincial Social Service. The data was collected from questionnaires distributed to 30 employees who were the subjects of the study. The results of this study show that female leadership has a positive and significant effect on employee performance, with female leadership accounting for 51.2% of the effect and the remaining 48.8% being influenced by other factors not examined in this study at the Gorontalo Provincial Social Services Agency.

Abstract

This study aims to analyze the quality of village administrative services in Bulango Selatan District, Bone Bolango Regency, based on the five SERVQUAL dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. Using a qualitative descriptive approach, data were collected through in-depth interviews, participatory observation, and document studies in three selected villages: Ayula Selatan, Huntu Selatan, and Lamahu. The findings indicate that physical facilities for service delivery remain limited, with insufficient technological devices and cramped waiting areas, affecting comfort and service efficiency. Reliability is suboptimal due to delays in document processing and procedural inconsistencies. While village officials demonstrate good personal responsiveness, it is not supported by adequate service information systems. The assurance dimension faces challenges in safeguarding citizen data, as manual archiving remains vulnerable. Empathy among officials is high, evident in their flexibility to serve vulnerable groups, though this has yet to be formalized in policy. The study recommends strengthening physical facilities, drafting written SOPs, digitizing archives, providing informational media, and training officials in public service ethics. These efforts are expected to foster a more professional, inclusive, and responsive village administrative service system that aligns with community needs. Hasil penelitian menunjukkan bahwa fasilitas fisik pelayanan masih terbatas, dengan minimnya perangkat teknologi dan ruang tunggu yang sempit, sehingga menghambat kenyamanan dan efisiensi pelayanan. Keandalan pelayanan belum optimal karena keterlambatan penyelesaian dokumen dan ketidakkonsistenan prosedur. Responsivitas aparatur desa cukup baik secara personal, namun belum didukung sistem informasi pelayanan yang memadai. Dimensi jaminan menghadapi kendala pada keamanan data warga akibat arsip manual yang rentan. Sementara itu, empati aparatur tinggi, terlihat dari fleksibilitas mereka dalam melayani kelompok rentan, meskipun belum diatur dalam kebijakan formal. Penelitian merekomendasikan penguatan fasilitas fisik, penyusunan SOP tertulis, digitalisasi arsip, penyediaan media informasi, dan pelatihan aparatur berbasis etika pelayanan publik. Dengan demikian, diharapkan dapat tercipta pelayanan administrasi desa yang lebih profesional, inklusif, dan responsif terhadap kebutuhan masyarakat.

Abstract

Rural and Urban Land and Building Tax (PBB-P2) payments still face obstacles in the form of slow administrative processes, limited access, and low public digital literacy. To address these issues, the local government has begun implementing a Quick Response Code Indonesian Standard (QRIS)-based payment system. This study aims to analyze QRIS-based public service management in PBB-P2 payments at the Regional Revenue Agency (Badan Pendapatan Daerah) of Gorontalo Regency based on the principles of New Public Management (efficiency, effectiveness, transparency, accountability, professionalism, and responsiveness). The method used is descriptive qualitative with informants from the Regional Revenue Agency (Badan Pendapatan Daerah) employees and taxpayers, through interviews, observation, and documentation techniques. The results show that the implementation of QRIS improves administrative efficiency, accelerates transactions, and expands payment access. Transparency and accountability are strengthened through digital footprints, while professionalism is enhanced through human resource training. However, effectiveness remains limited due to low digital literacy and infrastructure, and responsiveness to user complaints needs to be improved. In conclusion, QRIS contributes positively to public service innovation, although it still requires strengthening in terms of literacy and technological support.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh tata kelola dan budaya organisasi terhadap kinerja Badan Usaha Milik Desa (BUMDes) di Kecamatan Bonepantai, Kabupaten Bone Bolango. BUMDes berperan penting dalam pengembangan ekonomi desa melalui pemanfaatan potensi lokal, namun efektivitasnya sangat ditentukan oleh kualitas tata kelola dan budaya organisasi yang diterapkan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei terhadap 30 responden yang terdiri dari pengurus dan masyarakat dari lima BUMDes aktif. Variabel tata kelola diukur melalui indikator transparansi, akuntabilitas, partisipasi, kerja sama, serta efisiensi dan efektivitas. Sementara itu, budaya organisasi diukur berdasarkan nilai dan norma, kepemimpinan, komunikasi, komitmen, dan profesionalisme. Instrumen penelitian dinyatakan valid dan reliabel dengan nilai Cronbach’s Alpha di atas 0,80. Analisis data dilakukan menggunakan regresi linier berganda setelah pengujian asumsi klasik. Hasil penelitian menunjukkan bahwa budaya organisasi berpengaruh positif dan signifikan terhadap kinerja BUMDes (p < 0,05), sedangkan tata kelola tidak berpengaruh signifikan. Namun, secara simultan kedua variabel memberikan kontribusi signifikan terhadap kinerja BUMDes dengan koefisien determinasi (R²) sebesar 46,26%. Hal ini menunjukkan bahwa hampir setengah variasi kinerja BUMDes dapat dijelaskan oleh kedua variabel tersebut. Temuan ini menegaskan pentingnya sinergi antara budaya organisasi yang kuat dan tata kelola yang baik dalam memperkuat kelembagaan BUMDes serta mendorong pembangunan ekonomi desa yang berkelanjutan. This study aims to analyze the influence of governance and organizational culture on the performance of Village-Owned Enterprises (BUMDes) in Bonepantai District, Bone Bolango Regency. BUMDes play a vital role in rural economic development through the utilization of local potential; however, their effectiveness is largely determined by the quality of governance and organizational culture implemented. This research employs a quantitative approach using a survey method involving 30 respondents, consisting of management members and community representatives from five active BUMDes. The governance variable is measured through indicators of transparency, accountability, participation, cooperation, as well as efficiency and effectiveness. Meanwhile, the organizational culture variable is assessed based on values and norms, leadership, communication, commitment, and professionalism. The research instruments were found to be valid and reliable, with a Cronbach’s Alpha value above 0.80. Data were analyzed using multiple linear regression following classical assumption tests. The results indicate that organizational culture has a positive and significant effect on BUMDes performance (p < 0.05), whereas governance does not show a significant effect. However, both variables simultaneously contribute significantly to performance, with a coefficient of determination (R²) of 46.26%. This implies that nearly half of the variation in BUMDes performance can be explained by governance and organizational culture. The findings highlight that the synergy between strong organizational culture and good governance is essential for strengthening BUMDes institutions and promoting sustainable rural economic development.

Abstract

Pengabdian masyarakat ini bertujuan untuk optimalisasi pelayanan publik tingkat desa melalui implementasi e-government di Hulawa, Kecamatan Paguyaman, Kabupaten Boalemo. Metode yang digunakan meliputi tiga tahapan: sosialisasi program, pelatihan teknis, dan pendampingan intensif bagi perangkat desa dalam penggunaan sistem digital untuk administrasi pemerintahan. Hasil implementasi menunjukkan peningkatan signifikan dalam efisiensi pelayanan publik, dengan percepatan proses administrasi desa pada layanan kependudukan, dan transparansi pengelolaan anggaran desa. Pengabdian ini menghasilkan rekomendasi strategis untuk pengembangan e-government berkelanjutan di tingkat desa, yang mencakup penguatan infrastruktur digital, peningkatan kapasitas SDM, dan penguatan regulasi pendukung, serta pentingnya komitmen pemerintah daerah dalam pendanaan dan pembinaan berkelanjutan.   This community service aims to optimise village-level public services through the implementation of e-government in Hulawa Village, Paguyaman Sub-district, Boalemo Regency. The method used includes three stages: programme socialisation, technical training, and intensive mentoring for village officials in the use of digital systems for government administration. The implementation results showed significant improvements in public service efficiency, with accelerated village administration processes in civil registration services, and transparency in village budget management. This service resulted in strategic recommendations for sustainable e-government development at the village level, which include strengthening digital infrastructure, increasing human resource capacity, and strengthening supporting regulations, as well as the importance of local government commitment in funding and sustainable coaching.

Abstract

Desa Kaidundu merupakan salah satu desa yang berada di kawasan pesisir Teluk Tomini yang memiliki sumber daya perikanan yang cukup melimpah dan mendukung ekonomi masyarakat sekitar maupun ekonomi daerah. Salah satu jenis ikan yang banyak dihasilkan perairan laut desa Kaidundu kecamatan Bulawa kabupaten Bone Bolango adalah cumi-cumi. Kegiatan pengabdian ini bertujuan untuk pemberdayaan kepada kelompok perempuan pesisir desa Kaidundu Kecamatan Bulawa Kabupaten Bone Bolango melalui kegiatan sosialisasi, pendampingan dan diversifikasi cumi-cumi sebagai produk olahan perikanan yang dapat meningkatkan pendapatan masyarakat khususnya kaum perempuan. Hal ini dilakukan untuk mengantisipasi kelimpahan produksi dan penganekaragaman produk perikanan khususnya cumi-cumi. Hasil dari kegiatan ini adalah peningkatan pengetahuan dan keterampilan dalam mengolah hasil perikanan serta meningkatkan keberdayaan kelompok perempuan dalam pengolahan/diversifikasi produk hasil perikanan yaitu sambal cumi yang dikemas praktis dan menarik.    Kaidundu Village is one of the villages in the coastal area of Tomini Bay which has quite abundant fishing resources and supports the economy of the surrounding community and the regional economy. One type of fish that is produced a lot in the sea waters of Kaidundu village, Bulawa subdistrict, Bone Bolango district, is squid. This service activity aims to empower groups of coastal women in Kaidundu Village, Bulawa District, Bone Bolango Regency through socialization, mentoring and diversification of squid as a processed fishery product that can increase community income, especially women. This is done to anticipate the abundance of production and diversity of fishery products, especially squid. The results of this activity are increased knowledge and skills in processing fishery products as well as increasing the empowerment of women's groups in processing/diversifying fishery products, namely squid sauce which is packaged practically and attractively.

Abstract

This study analyzes the effectiveness of public service in the Complete Systematic Land Registration (PTSL) program in Pohuwato Regency. The background highlights the need to evaluate service quality to ensure public satisfaction and smooth program implementation. The study employs a mixed-method approach with an explanatory sequential design, including SERVQUAL questionnaires, in-depth interviews, focus group discussions (FGD), and participatory observation. Findings reveal that the service effectiveness of PTSL is fairly good, yet all SERVQUAL dimensions show negative gaps between public expectations and perceptions. The largest gap is found in the tangible dimension (-0.94), while the smallest is in assurance (-0.56). Institutional factors are the most dominant in influencing service effectiveness (β=0.724), followed by human resources (β=0.689), technological infrastructure (β=0.567), and public participation (β=0.445). The main recommendations call for a holistic improvement approach emphasizing institutional strengthening, capacity building for human resources, upgrading physical facilities and technological infrastructure, and increasing public participation, including special programs for vulnerable groups. This study offers practical contributions by presenting a model to enhance public service effectiveness based on community participation and theoretical contributions by enriching the understanding of key factors influencing public service effectiveness in the context of the PTSL program.

Abstract

During the implementation of the election, there were a number of problems, including the problem of human resources (HR). Attention to human resource management (HRM), namely election organizers is important to do, in anticipation of improving services and success in organizing the 2024 simultaneous elections in the Gorontalo City KPU work environment. Starting from this reason, it is necessary to take several approaches in order to improve the performance of the Gorontalo City KPU. First, the indicators for holding elections in realizing democratic elections with integrity. Second, bureaucratic reform within the Gorontalo City KPU.

Abstract

This research aims to 1) analyze and describe the implementation of the One-stop Service (PTSP) policy to improve the service quality at the Ministry of Religious Affairs Office in Gorontalo, 2) analyze and describe the supporting factors of the implementation of one-stop service (PTSP) to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo, and 3) analyze and describe the inhibiting factors of the implementation of the One-stop Service (PTSP) policy to improve the quality of religious education and religious affairs services at the Ministry of Religious Affairs Office in Gorontalo. The research method used is qualitative-descriptive; while the research location is the Ministry of Religious Affairs Office in Gorontalo. The data collection techniques are observation, interview, and documentation. The descriptive data are analyzed using Miles and Huberman’s theory with the approaches i.e. 1) data reduction and simplification, 2) data presentation, and 3) conclusion drawing. This research clarifies that the implementation of the One-stop Service (PTSP) policy in the Ministry of Religious Affairs Office in Gorontalo is conducted by the plan and procedures following SOP and KMA No. 90/2018. Some improvements are made through regular evaluations of target achievement, supporting power, and challenges. Institutional and technical supporting factors are crucial for the implementation of One-stop Service (PTSP). Among the inhibiting factors found are a lack of resources, a lack of public awareness of operational service standards, the level of activity of the officials in charge of the legality of the document, and a limited budget. The corrective actions are adjusting the service provision to the allocated budget, giving socializations regarding the service procedures via printed and audio media, conducting verbal communication, and mapping and proffering the fulfillment of budget by considering the priority scale.
