Abstract

Penelitian ini dilakukan dengan tujuan untuk mengetahui dan menganalisis pengaruh kepemimpinan dan disiplin kerja terhadap kinerja pegawai di BAPPPEDA Provinsi Gorontalo. Penelitian ini menggunakan pendekatan kuantitatif dengan metode penelitian survei. Sampel penelitian berjumlah 81 orang pegawai di BAPPPEDA Provinsi Gorontalo. Teknik pengumpulan data menggunakan angket dan dokumentasi. Analisis data dilakukan dengan regresi linear berganda. Kesimpulan dari penelitian ini adalah: 1) kepemimpinan berpengaruh positif dan signifikan terhadap kinerja pegawai di BAPPPEDA Provinsi Gorontalo. Hal ini berarti bahwa semakin baik kepemimpinan, semakin meningkat kinerja pegawai di BAPPPEDA Provinsi Gorontalo; 2) Disiplin kerja berpengaruh positif dan signifikan terhadap kinerja pegawai di BAPPPEDA Provinsi Gorontalo. Hal ini berarti bahwa semakin baik disiplin kerja, semakin meningkat kinerja pegawai di BAPPPEDA Provinsi Gorontalo; 3) kepemimpinan dan disiplin kerja secara simultan berpengaruh positif dan signifikan terhadap kinerja pegawai di BAPPPEDA Provinsi Gorontalo. Hal ini berarti bahwa semakin baik kepemimpinan dan disiplin kerja, semakin meningkat kinerja pegawai di BAPPPEDA Provinsi Gorontalo.

Abstract

The results of this study indicate that 1) the role of the village government as an innovator has been going well where the latest program is in accordance with the aspirations of the community. Moreover, the preparation of new program has been carried out using simple language which then increases interest and participation of the community in its development. 2) The role of the govemment as a facilitator has also been going well where they are able to create conducive conditions for the inflementation of development to bridge various community interests in optimizing village development it is done by involving other village government institutions such as Village Consultative Body (BPD), Family Welfare Program (PKK), Community Empowerment Institution (LPM) Dasawisma and Youth Organization (Karang Taruna). These institutions are then playing an important role to bridge the interests pf the community. Furthemore, the government also involves the Police Officers Community (Babinkabtimnas) to create a conducive environment. 3) The government’s role as a motivator has been going quite well where the village government has mobilized the community’s participation. If there are obstascles in the development process, the village government encourages and maintains the dynamics of village development by providing opportunities for the community to be able to participate directly in the implementation of it. In addition, the government has also held training to empower the community with the aim of increasing the economy in the family.

Abstract

This study aims to analyze the implementation of inclusivity and holistic approaches in higher education in Private Universities (PTS) in Gorontalo, with an emphasis on the role of gender leadership in creating policies that support equality and diversity. Inclusivity in higher education includes providing equal access for all students, while a holistic approach focuses on the development of students as a whole, including academic, social, and character aspects. This study uses a qualitative approach with a case study method, involving in-depth interviews with leaders, lecturers, and students in several PTS in Gorontalo. The results of the study indicate that although a number of PTS in Gorontalo have implemented inclusive policies, there are still challenges related to limited resources and resistance to changes in patriarchal culture that affect gender equality in leadership. In addition, female leadership has been shown to play an important role in encouraging more inclusive policies and empowering female students. This study concludes that in order to achieve inclusive and holistic higher education, collaboration between leaders, lecturers, and students is important in developing policies that strengthen gender equality, as well as increasing women's participation in leadership positions in PTS. These findings are expected to provide recommendations for higher education policies in Gorontalo and Indonesia, especially to encourage gender equality and the development of women's leadership in higher education.

Abstract

This article offers an integrated model of ethical values ​​and NPS principles in overcoming corruption in the context of reform in Indonesia. The research findings identify several forms of deviation of the value system, such as abuse of authority, deviation of norms, discriminatory practices, and intervention of power in bureaucratic practices, which have become major issues for the potential for corruption that has taken root in the bureaucratic culture in Indonesia. On the other hand, the contribution of the NPS paradigm related to service values, transparency, participation and accountability is also inadequate in strengthening the governance system. Therefore, this study recommends ethical values, about the importance of honesty, integrity and ethics, prioritizing public interests as an alternative to strengthening the reform system in overcoming corruption. A systematic review and inclusive criteria showed several weaknesses of the reform system and the inadequacy of NPS in strengthening governance to overcome corruption. However, empirical facts show that post-reform corruption has occurred more widely in almost all lines of bureaucracy and public sector organizations. This study offers the I-EdMP model as an analytical tool for strengthening the NPS value system and principles as a moderating factor in overcoming various forms of corruption violations. This model was developed as an alternative that clarifies ethical obligations and violations to strengthen reform by integrating public ethical values ​​into the reform system.

Abstract

Desa Limbato, Kecamatan Tilamuta, Kabupaten Boalemo, menghadapi tantangan dalam penyelenggaraan pelayanan administrasi desa, khususnya terkait keterbatasan sumber daya manusia, sarana, prasarana, dan rendahnya penerapan digitalisasi layanan. Padahal, desa ini memiliki potensi besar dengan mayoritas penduduk berpendidikan sarjana dan capaian nominasi nasional PHBS. Untuk mengatasi permasalahan tersebut, dilaksanakan program pengabdian masyarakat melalui KKN-MBKM Terintegrasi dengan fokus optimalisasi tata kelola pelayanan administrasi berbasis digital. Metode yang digunakan meliputi sosialisasi, pelatihan pembuatan dan penggunaan website desa, serta simulasi layanan administrasi digital bagi aparatur desa selama 4 bulan. Hasil kegiatan menunjukkan bahwa aparatur desa mampu mengelola layanan administrasi secara digital, meningkatkan efisiensi pelayanan, serta memperluas akses informasi publik melalui website desa. Keberhasilan program ini diharapkan dapat mempercepat transformasi digital pemerintahan desa dan menjadi inspirasi bagi desa-desa lain di Kabupaten Boalemo dalam mewujudkan pelayanan publik yang efektif, efisien, dan transparan.

Abstract

Creative economy is a concept for realizing sustainable economic development based on creativity. Utilization of resources that not only renewable, but also unlimited, namely ideas, talent and creativity. The economic value of a product or service in creative era is no longer determined by raw materials or production systems as industrial era, but rather by utilizing creativity and creating innovation through increasingly advanced technological developments. Industry can no longer compete in the market by relying solely on price or product quality, but must compete based on creativity, innovation and imagination. In Lamu Village, Tilamuta District, there are two community micro business groups who really hope for assistance in the form of guidance, mentoring and training in strengthening micro businesses through improving the creative economy so that these businesses can be improved towards better development. Through the integrated KKN program, MBKM in Lamu village in 2022 can improve students' caring attitudes, empathy and the condition of the community's existence towards the economy in improving living standards through creative economic efforts.   Activities will be carried out using a combination of community empowerment, training and mentoring methods involving students participating in the KKN MBKM Public Administration study program FIS UNG in Lamu village. The first step taken was to empower and provide assistance to the community, especially housewives who have micro businesses through the creative economy. The final target activities is to empower housewives who have micro businesses with a touch of science and technology from lecturers, students and the community by taking advantage of opportunities as a basis for the community's local economy, including utilizing coconut waste, namely coconut shells. Skills improvement is carried out through training in the field of production from coconut waste, namely coconut belts into cocopeat products.  business management and marketing. Efforts to increase productivity through production assistance, improving product quality, introducing production equipment, creating brands and packaging, and market access. The conclusion of this activity has been the strengthening of the abilities and independence of communities operating in several small business sectors through a program to increase skills and productivity of the cocopeat business.Ekonomi kreatif adalah suatu konsep untuk merealisasikan pembangunan ekonomi yang berkelanjutan berbasis kreativitas. Pemanfaatan sumber daya yang bukan hanya terbarukan, bahkan tidak terbatas, yaitu, ide, gagasan, bakat dan kreativitas. Nilai ekonomi dari suatu produk atau jasa di era kreatif tidak lagi ditentukan oleh bahan baku atau sistem produksi seperti di era industri, tetapi lebih kepada pemanfaatan kreativitas dan penciptaan inovasi melalui perkembangan teknologi yang semakin maju. Industri tidak dapat lagi bersaing dipasar dengan hanya mengandalkan harga atau kualitas produk saja, tetapi harus bersaing berbasiskan kreativitas, inovasi dan imajinasi. Di Desa Lamu Kecamatan Tilamuta ada dua kelompok usaha mikro masyarakat   sangat berharap adanya bantuan berupa pembinaan, pendampingan dan pelatihan dalam   penguatan usaha mikro melalui peningkatan ekonomi kreatif   sehingga usaha tersebut dapat ditingkatkan kearah pengembangan yang lebih baik. Melalui program KKN terintegrasi MBKM di Desa Lamu Tahun 2022 dapat meningkatkan sikap peduli, empati mahasiswa dan kondisi keberadaan masyarakat terhadap perekonomian dalam meningkatkan taraf hidup melalui usaha ekonomi kreatif.   Kegiatan akan dilaksanakan dengan menggunakan perpaduan antara metode pemberdayaan masyarakat, diklat dan pendampingan dengan melibatkan Mahasiswa Peserta KKN MBKM program studi Administrasi Publik FIS UNG di desa Lamu. Langkah awal yang dilakukan adalah melakukan pemberdayaan dan pendampingan kepada masyarakat khususnya ibu rumah tangga yang memiliki usaha mikro melalui ekonomi kreatif. Target akhir dari kegiatan KKN-MBKM UNG Tahun 2022 ini adalah melakukan pemberdayan kepada ibu rumah tangga yang memiliki usaha mikro dalam sentuhan ilmu dan teknologi dari dosen mahasiswa dan masyarakat dengan memanfaatkan peluang sebagai basis ekonomi lokal masyarakat antara lain memanfaatkan sampah kelapa yakni kulit kelapa. Peningkatan ketrampilan yang dilakukan melalui pelatihan di bidang produksi dari hasil limbah kelapa, yakni sabuk kelapa menjadi produk cocopeat.  manajemen usaha serta pemasaran. Upaya peningkatan produktivitas melalui pendampingan produksi, peningkatan kualitas produk, introduksi peralatan produksi, pembuatan merek dan kemasan, serta akses pasar. Kesimpulan dari kegiatan ini telah terjadi penguatan kemampuan dan kemandirian masyarakat yang bergerak di beberapa sektor usaha kecil melalui program peningkatan ketrampilan dan produktivitas usaha cocopeat.

Abstract

This study aims to analyze transparency in managing the village fund in Pasigadan Sub-district, South Bolaang Mongondow Regency. Transparency in managing village funds is crucial to ensure that allocation and utilization align with the principles of accountability, participation, and budget discipline. The study employed a qualitative approach with a descriptive research method. Data were collected through interview. Observation, and documentation from several villages in Posigadan Sub-district. The findings show that transparency in managing village fund in the sub-district remains suboptimal. The main challenges identified include limited public access to village financial information, minimal community involvement in planning deliberations and a lack of openness in the management and documentation processes. Although village governments have made efforts to improve transparency, more effective strategies are still needed, such as using information technology and enhancing the capacity of village officials. This study strengthens village governance by emphasizing the importance of transparency to support better village development. The implications of this study highlight the need for stricter policies to enforce principles of transparency and increase community participation in monitoring the village fund.

Abstract

Kue Sabongi merupakan salah satu produk pangan yang memiliki potensi besar dalam meningkatkan perekonomian masyarakat, khususnya di Motilango. Dalam konteks ini, penting untuk memahami bagaimana pengembangan produk lokal seperti Kue Sabongi dapat memberikan dampak signifikan terhadap kesejahteraan masyarakat. Dengan demikian, pengabdian ini bertujuan untuk mendampingi masyarakat Desa Motilango dalam pengembangan usaha mikro, kecil, dan menengah yang berbasis pada Kue Sabongi, yang tidak hanya mengedepankan aspek produksi tetapi juga pemasaran dan pengemasan. Pendampingan ini diharapkan dapat meningkatkan keterampilan masyarakat dalam memproduksi Kue Sabongi yang memiliki nilai jual tinggi. Metode yang diterapkan dalam pengabdian ini adalah pendekatan partisipatif, di mana masyarakat dilibatkan secara aktif dalam setiap tahap proses produksi. Hasil dari pendampingan ini menunjukkan bahwa masyarakat tidak hanya mampu memproduksi Kue Sabongi secara mandiri, tetapi juga memahami pentingnya aspek pemasaran dan pengemasan yang menarik. Dalam hal ini, pengemasan produk menjadi salah satu faktor kunci yang dapat mempengaruhi keputusan konsumen untuk membeli. Oleh karena itu, dalam pengabdian ini, masyarakat diajarkan cara mendesain kemasan yang menarik serta mencantumkan informasi yang relevan mengenai produk. Dengan demikian, diharapkan produk ini dapat menjadi salah satu sumber pendapatan baru bagi masyarakat Desa Motilango. Selain itu, pengembangan Kue Sabongi juga berpotensi untuk meningkatkan daya saing produk lokal di pasar yang lebih luas. Oleh karena itu, penting bagi masyarakat untuk terus berinovasi dan beradaptasi dengan tren pasar yang berkembang. Sabongi Cake is one of the food products that has great potential in improving the economy of the community, especially in Motilango. In this context, it is important to understand how the development of local products such as Sabongi Cake can have a significant impact on community welfare. Thus, this community service aims to assist the Motilango Village community in developing micro, small, and medium enterprises based on Sabongi Cake, which not only prioritizes production aspects but also marketing and packaging. This assistance is expected to improve community skills in producing Sabongi Cake which has high selling value. The method applied in this community service is a participatory approach, where the community is actively involved in every stage of the production process. The results of this assistance show that the community is not only able to produce Sabongi Cake independently, but also understands the importance of marketing aspects and attractive packaging. In this case, product packaging is one of the key factors that can influence consumer decisions to buy. Therefore, in this community service, the community teaches how to design attractive packaging and include relevant information about the product. Thus, it is hoped that this product can become a new source of income for the Motilango Village community. In addition, the development of Sabongi Cake also has the potential to increase the competitiveness of local products in a wider market. Therefore, it is important for the community to continue to innovate and adapt to developing market trends.

Abstract

Desa Motilango memiliki potensi sumber daya alam berupa pisang pagata yang melimpah. Namun, pemanfaatannya masih terbatas pada penjualan sebagai bahan mentah, sehingga tidak memberikan nilai tambah yang signifikan. Untuk mengatasi hal ini, dilakukan kegiatan pengabdian masyarakat melalui pelatihan pembuatan keripik pisang guna meningkatkan nilai ekonomi produk lokal. Kegiatan ini menerapkan metode partisipatif yang melibatkan ibu-ibu Dasawisma sebagai mitra lokal dalam seluruh tahapan, mulai dari observasi kondisi desa, pelatihan pembuatan keripik, pendampingan produksi, hingga pelatihan pengemasan dan pemasaran. Hasil kegiatan menunjukkan peningkatan keterampilan masyarakat dalam menghasilkan keripik pisang dalam tiga varian rasa, serta kemampuan dalam pengemasan dan pemasaran produk. Beberapa peserta bahkan telah berhasil memasarkan produknya di pasar lokal. Kegiatan ini diharapkan mampu meningkatkan pendapatan masyarakat dan mendorong pertumbuhan UMKM berbasis potensi lokal. Motilango Village has abundant natural resource potential in the form of pagata bananas. However, its utilization is still limited to sales as raw materials, so it does not provide significant added value. To overcome this, community service activities were carried out through banana chip making training to increase the economic value of local products. This activity applies a participatory method that involves Dasawisma mothers as local partners in all stages, starting from observing village conditions, chip making training, production assistance, to packaging and marketing training. The results of the activity showed an increase in community skills in producing banana chips in three flavors, as well as the ability to package and market products. Several participants have even succeeded in marketing their products in the local market. This activity is expected to increase community income and encourage the growth of MSMEs based on local potential.

Abstract

This study aims to analyze the influence of leadership and organizational culture on the job promotion of civil servants at the Regional Office of the National Land Agency in Gorontalo Province, with work commitment as a mediating variable. A quantitative research method with a descriptive design was employed, using Structural Equation Modeling-Partial Least Squares (SEM-PLS) for data analysis. Data were collected through questionnaires distributed to 71 selected employees using purposive sampling. The results show that leadership has a positive and significant effect on work commitment, and organizational culture also exerts a positive and significant influence. Although leadership does not have a direct significant effect on job promotion, work commitment is found to significantly mediate the relationship between leadership and job promotion. Organizational culture has a positive impact on job promotion both directly and indirectly through work commitment. The study concludes that job promotion should be based on an objective and transparent merit system, supported by the development of positive leadership and organizational culture. These findings are expected to contribute to the advancement of human resource management in the public sector, particularly in enhancing the effectiveness of job promotion processes.
