Abstract

This study aims to determine the extent to which service quality affects the satisfaction of recipients of administrative services at the Department of Population and Civil Registration in Bone Bolango Regency. The type of research conducted is field research, using a descriptive method with a referential approach. Instrument testing employed validity and reliability tests. Data analysis techniques used include normality tests, coefficient of determination (R) tests, t-tests, and simple linear regression analysis. The results showed that the t-count value is 5.515, while the t-table value is 2.048. Thus, t-count > t-table (5.515 > 2.048) and the significance value is 0.000 < 0.05, indicating that the service quality variable has a significant effect on the public satisfaction variable. The coefficient of determination (R³) resulted in a correlation of 5.21, meaning that service quality affects public satisfaction by 52.1%. The regression equation obtained is Y=35.693+0.446X, meaning that the constant value (a) is 35.693, which indicates that if the service quality value is 0, public satisfaction remains positive at 35.693. The regression coefficient (b) for service quality is positive at 0.446, indicating that for every 1.00 increase in service quality, public satisfaction increases by 0.446.

Abstract

Indonesia's Public services frequently encounter challenges, such as a lack of dedication and poor service quality. This study aimed to determine the influence of bureaucratic behavior on the quality of public services in the One-stop Administration Service Office of Gorontalo City. This quantitative research used a descriptive method and a referential approach applied to 34 samples. This study used validity and reliability tests to examine the instrument. The data analysis techniques used were normality test, determinant coefficient (R), t-test, and simple linear regression analysis with SPSS 26 software. Based on the analysis, the t-count test was 11.962, and the t-table was 2.036. This result indicated that He was rejected and H, was confirmed, or there was a significant influence between bureaucratic behavior and the quality of public services in the One-stop Administration Service Office of Gorontalo City. Further, the determinant coefficient (R2) test obtained 0.817, which meant bureaucratic behavior (independent variable or X) influenced 81.7% of the quality of public services (dependent variable or Y). The other 18.3% of the results were influenced by other variables: leadership, apparatus competence, awards, and the availability of work facilities.

Abstract

Limbah pertanian, khususnya tongkol jagung, merupakan sumber daya yang sering diabaikan dan berpotensi menjadi bahan baku energi terbarukan. Pemanfaatan limbah ini bisa menjadi solusi yang inovatif untuk mengatasi masalah energi yang semakin mendesak. Masyarakat Desa Tunggulo Selatan, Kecamatan Tilongkabila Kabupaten Bone Bolango, yang sebagian besar bergantung pada pertanian, sering kali tidak menyadari bahwa sisa-sisa hasil panen, seperti tongkol jagung, dapat dimanfaatkan untuk menghasilkan energi alternatif yang ramah lingkungan. Dengan meningkatnya kebutuhan energi dan kesadaran akan pentingnya keberlanjutan, penting untuk mengedukasi masyarakat tentang potensi luar biasa dari limbah pertanian ini. Melalui strategi pengabdian masyarakat, diharapkan dapat meningkatkan pemahaman dan penerimaan masyarakat terhadap pemanfaatan limbah ini. Pendekatan ini melibatkan pendampingan dan pelatihan yang bertujuan untuk memberikan pengetahuan praktis tentang cara mengolah tongkol jagung menjadi briket. Hal ini sangat penting mengingat banyaknya potensi limbah yang terbuang sia-sia, padahal jika dimanfaatkan dengan baik, dapat memberikan kontribusi signifikan terhadap pengurangan limbah dan penghematan energi. Hasil pengabdian menunjukkan bahwa edukasi yang tepat dapat meningkatkan kesadaran masyarakat dan mendorong adopsi teknologi briket, sehingga berkontribusi pada keberlanjutan lingkungan dan ekonomi lokal. Selain itu, partisipasi aktif masyarakat dalam proses ini juga dapat memperkuat rasa kepemilikan terhadap proyek dan meningkatkan rasa tanggung jawab terhadap lingkungan. Dengan demikian, penting untuk terus mendorong inisiatif yang mengedukasi dan memberdayakan masyarakat dalam memanfaatkan limbah pertanian. Melihat hasil yang positif dari pengabdian ini, langkah selanjutnya adalah memperluas program pelatihan dan pengabdian masyarakat ke desa-desa lain di sekitar Kecamatan Tilongkabila. Hal ini tidak hanya akan meningkatkan kualitas hidup masyarakat melalui penghematan energi, tetapi juga berkontribusi pada pengurangan dampak negatif terhadap lingkungan. Dengan kesadaran dan pengetahuan yang lebih baik, masyarakat dapat menjadi agen perubahan dalam penciptaan lingkungan yang lebih berkelanjutan dan ekonomi yang lebih tangguh.

Abstract

Artikel ini membahas keterlibatan perempuan dalam pengembangan Usaha Mikro, Kecil, dan Menengah (UMKM) kue sukade di Desa Tunggulo Selatan Kecamatan Tilongkabila Kabupaten Bone Bolango. Dalam beberapa tahun terakhir, perhatian terhadap pemberdayaan perempuan dalam sektor ekonomi telah meningkat secara signifikan. Hal ini sejalan dengan upaya global untuk mencapai kesetaraan gender dan meningkatkan partisipasi perempuan dalam berbagai bidang, termasuk ekonomi. Pengabdian ini bertujuan untuk mengidentifikasi peluang dan tantangan yang dihadapi oleh perempuan dalam mengelola UMKM kue sukade, yang merupakan salah satu produk unggulan desa tersebut. Metode yang digunakan adalah pendampingan dan partisipatif masyarakat. Selain itu, keberadaan UMKM ini juga menciptakan lapangan kerja bagi anggota komunitas lainnya, sehingga memperkuat jaringan sosial dan ekonomi di desa. Namun, meskipun terdapat banyak peluang, perempuan yang terlibat dalam UMKM kue sukade juga menghadapi berbagai tantangan yang signifikan. Salah satu hambatan utama adalah akses terhadap modal, yang sering kali menjadi kendala bagi perempuan untuk memulai atau mengembangkan usaha mereka. Selain itu, kurangnya pelatihan dan keterampilan dalam manajemen usaha serta pemasaran produk juga menjadi tantangan yang tidak kalah penting. Banyak perempuan yang tidak memiliki pengetahuan yang cukup tentang strategi pemasaran yang efektif, sehingga produk mereka kurang dikenal di pasar yang lebih luas. Dengan mempertimbangkan tantangan yang ada, penting untuk mengembangkan strategi yang dapat membantu perempuan dalam mengatasi hambatan-hambatan tersebut. Upaya untuk meningkatkan akses terhadap pelatihan dan modal sangat diperlukan agar perempuan dapat mengoptimalkan potensi usaha mereka. Program-program pemberdayaan yang melibatkan kerja sama antara pemerintah, lembaga swadaya masyarakat, dan sektor swasta dapat menjadi solusi efektif untuk mendukung perempuan dalam mengelola UMKM kue sukade. Oleh karena itu, mengatasi akar permasalahan yang dihadapi oleh perempuan dalam sektor UMKM bukan hanya akan meningkatkan kesejahteraan individu, tetapi juga berkontribusi pada pembangunan ekonomi yang lebih inklusif dan berkelanjutan di Desa Tunggulo Selatan.

Abstract

This study aims to look at the implementation process of gray water and black water wastewater management policies in Gorontalo City in the context of improving environmental quality. The method used is a descriptive qualitative approach with the Miles and Huberman model technique in the form of data collection through field observation, analysis of documents from related agencies and interviews with resource persons by providing a structured questionnaire so as to obtain research results by reconstructing policies that show that the implementation of centralized wastewater management policies in northern cities using Charles O. Jones' theory by looking at factors The following are the following: (1) The organization still faces several significant obstacles, such as the lack of adequate wastewater management infrastructure, (2) The interpretation of the government's weak commitment in monitoring and maintaining IPALT facilities made by the Directorate of Cipta Karya, In addition, the enforcement of regulations such as Mayor Regulation Number 9 of 2016 has not been effective due to the lack of supervision of the community who dump domestic wastewater into the river so that the sanctions given by violators neglected policies. (3) Application In the implementation process, it turned out that there was a lack of budget given to DLH (Environmental Service) so that it did not run properly and optimally, so that development (IPALT) did not function optimally. This study recommends more equitable infrastructure improvements, increased budget allocation, and strengthening sanctions against communities that pollute water with wastewater, Novelty for the success of gray water and black water wastewater management to improve the quality of the environment in Gorontalo City is the existence of a more appropriate wastewater management method that is clearly explained in the policy so that waste management is more effective and sustainable. to create a cleaner and healthier environment in Gorontalo City. Abstract

This study aims to explore women's leadership in the context of private higher education governance (PTS) in Gorontalo Province. Through a qualitative approach, this study analyzes the factors that influence leadership styles, including masculine and feminist leadership styles, as well as the challenges and obstacles faced in managing educational institutions.The results show that female leaders tend to adopt a democratic and collaborative leadership style, listen to input from team members, and create an inclusive work environment. Despite obstacles related to a centralized management system, leaders can still implement strategies that build synergy and collaboration among team members. This study identifies supporting factors such as foundation support, strategic campus locations, and innovative team commitment as key elements in improving the quality of education management.The implications of these findings indicate the importance of integrating masculine and feminist leadership styles to achieve organizational success. The recommendations produced aim to maximize the effectiveness of women's leadership in the context of PTS, as well as encourage the development of more inclusive and collaborative policies in the management of higher education in Gorontalo Province. This research is expected to make a significant contribution to improving the quality of education and women's empowerment in the realm of higher education leadership.

Abstract

In the era of globalization and digital transformation, the need for human resources who have the ability to adapt, innovate and entrepreneurship skills is increasing. This research aims to analyze the design of public policy in the field of entrepreneurship education in the Merdeka Curriculum in class X Social Sciences subjects, with a focus on integrating the values of fish farming entrepreneurship. The research method used is qualitative. Data collection techniques were carried out using observation, interviews and documentation. The research subjects are policy makers in the education sector. Data analysis is carried out by data reduction, data presentation, and drawing conclusions or verification. The research results show that the integration of fish farming values, such as social values, tenacity values, patience values, independent learning values, diligence values, and innovation values, into the Merdeka Curriculum can equip students with relevant practical skills. Applying a project approach allows students to be directly involved in managing fish farms to strengthen technical and managerial skills. This research also highlights the importance of forming entrepreneurial character, such as hard work and mental resilience, through contextual entrepreneurial activities. Policy support from local governments, including the provision of facilities and market access. This research provides recommendations for public policy in the field of entrepreneurship education based on pond entrepreneurial values in Pohuwato Regency. The novelty of this research is the design of public policy regarding the integration of fish farming values in the Merdeka Curriculum in the local context of Pohuwato, and implementation strategies based on local potential.

Abstract

This study aimed to analyze and describe the implementation of the Village Fund Allocation (ADD) policy in Mananggu Sub-district, Boalemo Regency, focusing on communication, resources, disposition/attitudes of implementers, and bureaucratic structure. The study employed a descriptive approach with qualitative analysis. Data collection techniques included observation, interview, and documentation. The findings indicate that implementing the ADD policy in Mananggu Sub-district faces significant human resources and facilities challenges. A lack of skilled personnel and limited infrastructure has resulted in inefficiencies in administration and reporting. Additionally, poor communication in task distribution and coordination among policy implementers hinders transparency and effectiveness. Although socialization efforts have been made, not all community members receive the information effectively, reducing the program's impact. While there is strong support for the policy, delays in fund disbursement remain a critical challenge. In conclusion, the implementation of the ADD policy in Mananggu Sub-district, Boalemo Regency, has not been fully optimized.

Abstract

The implementation of policies often encounters obstacles in its execution. One contributing factor is the lack of support, and policies are frequently met with resistance from the public. This often leads to failures in achieving policy goals and objectives. This study aims to identify forms of participation that are culturally rooted or emerge due to the local wisdom values held by the community. Through an in-depth examination of the coherence between policy values and social cultural values, empirical analysis is conducted using a qualitative approach based on the policy implementation model framework. To meet methodological standards, research data is analyzed through several stages: data presentation, data reduction, verification, and conclusion drawing. Data validity is ensured through data triangulation (sources and documents). The research findings indicate that village governments in Boalemo Regency have culturally coherent forms of participation related to the stages of Village Fund management policy. This participation involves "Mo'dulohupa Participation" in the policy planning stage, "Mo'huyula Participation" in the implementation stage, and "Mo'tahuli Participation" in the policy success evaluation stage. Despite being often overlooked, these forms of participation should be an integral part of decision-making regarding the governance of the Village Fund. Therefore, it is recommended that village governments in Boalemo Regency intensify the use of public participation forms, prioritizing the local wisdom of the Gorontalo region in the governance of the Village Fund, in all stages of policy planning, implementation, and evaluation, to achieve the expected policy success.

Abstract

Penelitian ini bertujuan untuk mengetahui dan menganalisis kinerja pegawai dalam pelayanan administrasi kependudukan di Kantor Catatan Sipil Kabupaten Bolaang Mongondow Timur dikaji dari kualitas kerja, ketepatan waktu, inisiatif, kemampuan, dan komunikasi. Pendekatan penelitian ini yakni kualitatif. Jenis penelitian ini adalah deskriptif kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan studi dokumentasi. Teknik analisis data yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian bahwa 1) Kinerja pegawai dilihat dari kualitas kerja sudah dapat diwujudkan, akan tetapi belum sepenuhnya optimal. Hal ini terbukti dari masih ada kegiatan pelayanan yang belum sesuai dengan mutu baku waktu pada SOP, serta masih ada pegawai yang kurang cermat dalam melakukan pelayanan; 2) Kinerja pegawai dilihat dari ketepatan waktu sudah dapat diwujudkan, akan tetapi belum sepenuhnya optimal. Hal ini terbukti dari adanya beberapa oknum pegawai yang tidak tepat waktu pada jam masuk dan pulang kantor, serta penyelesaian pelayanan administrasi kependudukan melebihi target waktu; 3) Kinerja pegawai dilihat dari inisiatif sudah dapat diwujudkan, akan tetapi belum sepenuhnya optimal. Hal ini terbukti dari masih ada yang bergantung pada instruksi dari Kepala Seksi sebagai atasannya; 4) Kinerja pegawai dilihat dari kemampuan sudah dapat diwujudkan, akan tetapi belum sepenuhnya optimal. Hal ini terbukti dari tingkat pendidikan dan tingkat keikutsertaan pegawai dalam pelatihan, serta kemampuan pegawai dalam berbahasa Inggris masih belum optimal; 5) Kinerja pegawai dilihat dari komunikasi sudah dapat diwujudkan dengan optimal. Hal ini terbukti dari adanya pemanfaatan teknologi informasi, adanya pengembangan berbagai bentuk mekanisme komunikasi efektif, serta terjalinnya komunikasi yang efektif antara pegawai dengan pimpinan/ atasan maupun antara pegawai dengan rekan kerja.
