Abstract

Abstract

Abstract This study began on the basis of past events experienced by the Kerokhanian group in Malang City which were related to the dynamics of tyranny that occurred in their social life. This research aims to analyze how forms of tyranny relate to the social conditions of the spiritual group community in Malang City. For this reason, this research uses a qualitative methodology with an explanatory case study analysis method in studying the tyranny of the majority over minority rights. This research found a connection between the past life of the Kerokhanian group and the life they lead today. Regarding the fulfillment of rights and the impact on forms of tyranny from the majority. However, what is still a problem is that this form of tyranny has not completely disappeared and does not happen again after the legalization of the government. This research found that there was tyranny carried out by the majority group against the Kerokhanian group. The perceived tyranny can take the form of rejection by the majority or a form of bad stigma built by the majority group. However, the Kerokhanian group ignored this on the basis of their religious beliefs. In the end, this researcher's findings have the potential to develop a tyrannical process that has an impact on attitudes of inferiority both in institutions and culture and the implementation of rights should be expanded. Ultimately, tyranny should be seen as a form of inferiority towards individuals or groups so that not all tyranny can have a negative impact in every condition. Keywords: Groups, Inferiority, Fulfillment of Rights. Abstract

The development of e-government has encouraged the use of digital applications in public services, including citizen complaint systems. The Yogyakarta City Government developed the Jogja Smart Service (JSS) to facilitate online reporting, monitoring, and resolution of public complaints. However, delays in response and several complaints that are not consistently followed up on remain. This study aims to analyze the performance of the JSS complaint service, focusing on staff responsiveness, follow-up mechanisms, and compliance with standard operating procedures (SOP). This research employed a descriptive qualitative approach, using in-depth interviews, limited observation, and document reviews of complaint records and related regulations. Data were analyzed through reduction, presentation, and conclusion drawing. The findings show that JSS improves service accessibility and simplifies complaint recording, yet responsiveness remains uneven across implementing agencies. Follow-up mechanisms function, but the duration of case resolution and documentation of evidence are not always consistent. Compliance with SOP remains partial, particularly for complaints that require cross-agency coordination. In conclusion, the JSS complaint service performs moderately effectively but requires improvements in responsiveness, standardized follow-up procedures, and stricter enforcement of SOPs. These findings provide insights for improving digital complaint management in local government.

Abstract

Background: Progress in digital technology has prompted commercial banks to undergo digital transformation to improve operational efficiency and consolidate risk management measures. The empirical relationship between bank risk-taking and digital transformation is however inconclusive and subject to contingencies. Purpose: The study aims to examine the effect of digital transformation on credit risk (Non-Performing Loan/NPL), insolvency risk (Z-score), and liquidity risk (Loan-to-Deposit Ratio/LDR) at Indonesian commercial banks during the period from 2014 to 2024. Design/methodology/approach: This study employs the quantitative technique of panel data regression of 10 Indonesian commercial banks. The Analytic Hierarchy Process (AHP) method is also employed to determine the priority between risk indicators affected by digital transformation in order to guarantee methodological triangulation. Findings/Result: The regression result indicates that digital transformation is statistically negatively correlated with credit risk (NPL), although the correlation is not significant at the 5% level. No significant relationship comes out of Z-score and LDR. AHP results identify that NPL has the highest priority weight of 0.7445, indicating that digital transformation activities are primarily focused on mitigating credit risk. Conclusion: Digitalization of Indonesian commercial banks could potentially reduce credit risk but needs further strengthening and testing to obtain statistically significant outcomes. Emphasis on NPL in AHP analysis highlights the strategic importance of credit risk management in digitalization. Originality/value (State of the art): This study contributes to the exceedingly small empirical literature on the impact of digital transformation on risk-taking in emerging banking markets. It combines econometric and decision-making approaches (regression and AHP) for a first-of-its-kind, combined look at the way digital initiatives prioritize different types of banking risks.
