Abstract

The productivity level of cabbage farming in North Sumatra Province is low compared to other provinces on the island of Sumatra, where Karo Regency represents the general condition in North Sumatra Province. This study aims to estimate the level of technical, allocative, economic efficiency and the factors that affect the technical inefficiency of cabbage farming. The production function uses the Cobb-Douglas production function. Data analysis used the stochastic frontier method with a total sample of 116 farmers. The results of the analysis showed that cabbage farming in Karo District had not achieved technical, allocative and economic efficiency. The average technical, allocative and economic efficiency values of the respondent farmers were 0,697, 0,374 and 0,215. These results indicate that low efficiency is a contributing factor to the low productivity of farmer respondents' cabbage in Karo District. Factors that have a significant effect on efficiency are farming experience, labor ratio, land ownership status and cabbage harvest age. Based on the estimation results, the research policy suggestions include; increase farmer activeness to be involved in farmer groups, build and facilitate the growth and development of agricultural institutions and provide good seeding training so that farmers have good skills, thus improving the technical efficiency of cabbage farming in Karo District.

Abstract

Central Sulawesi is a province in Indonesia with abundant natural resources particularly in agricultural sector. This condition suggests that the agricultural sector plays a very significant role in Central Sulawesi economy. One of the causal factors leading to the disparity of income distribution and poverty is investment allocation with its inconsistency occurs in sectoral development planningThe Gini Ratio of Central Sulawesi Province was 0.4844 in 2008 reflecting moderate level of income disparity for the income distribution among household groups. Simulation of increasing investment on agricultural and other sectors for 10% can generally decrease poverty at all groups of households both in rural and urban area.  Simulation 2 (investment in plantation subsector) led to highest poverty decline as comparison to other simulation.

Abstract

Abstrak. Salah satu agenda besar dalam strategi pembangunan wilayah perdesaan adalah mengimplementasikan program dana desa. Namun, masih ditemukan kendala yang menghambat keberhasilan program dana desa yang sebabkan oleh lemahnya kapasitas kelembagaan desa. Sehingga, penelitian ini bertujuan untuk menganalisis faktor penghambat ditinjau berdasarkan perspektif kelembagaan yang menghambat proses pengelolaan dana desa dalam pembangunan wilayah perdesaan. Penelitian ini merupakan penelitian studi kasus yang menggunakan metode analisis isi dan analisis tematik dengan pendekatan kualitatif untuk menggali proses pengelolaan dana desa dalam menunjang pembangunan wilayah perdesaan yang dilakukan di Kabupaten Bogor. Berdasarkan hasil analisis, belum optimalnya alokasi pemanfaatan dana desa dalam perencanaan pembangunan dipengaruhi oleh unsur kognitif-kultural masyarakat. Secara normatif, kepala desa memiliki keprofesionalitasan yang rendah. Lemahnya pengawasan kepada kepala desa menyebabkan rendahnya profesionalisme kepala desa dalam melaksanakan pertanggungjawaban kepada masyarakat. Hal ini menyebabkan rendahnya rasa memiliki masyarakat terhadap program dana desa, sehingga pelaksanaan pembangunan desa melalui program dana desa dinilai belum sampai pada tahap menjadikan masyarakat desa sebagai subyek pembangunan. Abstract. The big agenda in the rural area development strategy is implementing the village fund program. However, there are still obstacles that hinder the success of the village fund program which is caused by the weak capacity of village institutions. Thus, this study aims to to analyze the inhibiting factors from an institutional perspective that hinder the management of village funds in developing rural areas. This is case study research that use content and thematic analysis with a qualitative approach to explore the process of managing village fund in Bogor Regency. Found that, the non-ideal allocation of village fund utilization in development planning was influenced by the cognitive-cultural element. Weak supervision of the village head causes the low professionalism of the village head in carrying out accountability. This led to low sense of belonging from community towards the village fund program. The implementation of rural area development through the village fund program is considered not have reached the stage of making rural communities the subject of development.

Abstract

BPJS Ketenagakerjaan has a function to provide social security for employees who work in Indonesia, both Indonesian citizens and foreign citizens, including Indonesian migrant workers. BPJS Ketenagakerjaan participation in Indonesia is mandatory by law, but based on internal data of BPJS Ketenagakerjaan (2021) there are still many workers who have not become participants. Therefore, outreach is needed by BPJS Ketenagakerjaan to implement its function. Where 99,9% of participants and prospective participants are workers who work in micro, small and medium scale enterprises (MSMEs). This study aims to analyze the effect of outreach on the financial sustainability of BPJS Ketenagakerjaan and to describe whether there is a trade-off or compatible. This study uses secondary data in the form of a cross-section consisting of 122 BPJS Ketenagakerjaan main branch offices in Indonesia in 2018. The analytical method used in this study is the Ordinary Least Square (OLS) method. The outreach carried out by BPJS Ketenagakerjaan has effect on its financial sustainability. It can be concluded that there is a trade-off between outreach and the financial sustainability of BPJS Ketenagakerjaan. This indicates that when BPJS Ketenagakerjaan wants to maintain its financial sustainability, it will reduce the outreach of services and potential participants. Abstract

Poverty is one of the most crucial problems in Indonesia which is the fifth city in South-East Asia, have a poverty line around 11.2% in 2014 (BPS 2016). Moreover, poverty in Indonesia has decreased slowly from 2000 (19.1%) until 2016 (10.9%) (Smeru, 2015). It means poverty in Indonesia should be accelerated the decline. One of the things that can reduce poverty is education (Gounder and Xing 2012). Education has a relationship with household consumption per capita. That means, the higher the education of household head, the higher the consumption per capita that household get. The aim of this study is to analyze the impact of education on poverty as measured by household's consumption in West Indonesia in 2014. This study uses Two-Stage Least Square (2SLS) methods with cross-section data and obtained from IFLS (Indonesia Family Life Survey). The result shows that there is a relationship between education and other independent variables on poverty. The independent variables that significantly affect poverty are age, age squared, gender, and marital status. The implication of this study is education can increase the number of consumption per capita so that the living standard will increase and poverty will decrease.JEL Classification: I20, I21, I25Keywords: consumption per capita, cross section, education, Two Stage Least Square, poverty.

Abstract

This study is explore the quality of ICG in sharia banking in Indonesia during the period of 2011 – 2020, analyze the effect of the quality of ICG implementation and complexity on the frequency of fraud in sharia banking in Indonesia. This study uses a descriptive method with a quantitative approach. The data analysis method used panel data regression. The results that the quality of ICG implementation at BUS during 2011-2020 on average was in the predicate of “very good”, “good” and “good enough”. The implementation of ICG in BUS BUKU III is better than BUS BUKU II and BUKU I. The results also show that the quality of ICG implementation has a significant effect on fraud, if the ICG value increases (the quality of ICG implementation decreases) by 1 unit, then fraud will increase by 1.3251 unit. Then, the complexity has no effect on the frequency of fraud, meaning that the complexity of banks reflected in the category of BUKU 1 banks has the same level of fraud as BUKU II and III.

Abstract

AbstractThe first critical step required in university reputation risk management is defining the meaning and formulating the method for measurement of reputation. This step can be facilitated by considering approaches utilized by world university ranking systems combined with relevant Ministerial policies and strategic planning of the university. Based on IPB University’s empirical experience in conducting reputation risk management, it can be concluded that reputation risk management is a type of strategic risk management that requires inter-functional integration so intensive that it needs involvement of the top management of the university. AbstrakLangkah kritikal pertama yang diperlukan dalam manajemen risiko reputasi perguruan tinggi adalah perumusan makna dan penetapan metode pengukuran reputasi. Langkah ini dapat dipermudah dengan mempertimbangkan pendekatan-pendekatan yang digunakan dalam sistem- sistem pemeringkatan perguruan tinggi dunia yang dikombinasikan dengan kebijakankebijakan Kementerian yang relevan serta berbagai rencana strategis perguruan tinggi yang bersangkutan. Berdasarkan pengalaman empirik manajemen risiko reputasi yang diselenggarakan oleh IPB University, dapat disimpulkan bahwa manajemen risiko ini tergolong ke dalam manajemen risiko strategis yang memerlukan integrasi antarfungsi dalam organisasi sedemikian intensif sehingga memerlukan keterlibatan dari pucuk pimpinan perguruan tinggi. Abstract

The decision to access tertiary education is influenced by individual characteristics, household characteristics, and regional factors. This study aimed to examine the determinant of  individual decision to access tertiary education based on individual characteristics, household characteristics, and regional factors. The respondents of the study were 19 years old or above and already finished secondary education. This study used secondary data from data Indonesian Family Life Survey (IFLS) 5. Technique analysis used multinominal logit by samples that consist of 1.936 respondent. The result of this analysis showed that the individual characteristic that consist of UN score, Sex, and Occupational status while study has significant impact on the choice to access undergraduate study. Likewise, on the household characteristics that consist of educational assistance from non government, level of education of  head of household, and the consumption per member of the family has significant impact to the choice to access diploma. In undergraduate education, only the UN score in individual characteristic that has significant impact. The household characteristics were consist of educational assistance from government and non-government, the level of education of head of household, the consumption per member of the family, and dependency ratio impact significantly on the choice to access undergraduate study.JEL Classification: I20, I21, I25Keywords: Household Characteristics, Individual Characteristics, Indonesia Family Life Survey, Multinomial Logit, Regional Factors, Tertiary Education

Abstract

Purpose – The effectiveness of risk management in an organization depends largely on its organizational culture as revealed in its governance structure and organizational process. The research question of this study is how to develop strategy to improve the effectiveness of risk management under the constraints of a given organizational culture. The objective of this study is to show that there are fundamental differences and similarities between the governance structure and organizational process that significantly influence the effectiveness of risk management in private companies and the one in public sector organizations. Methodology – To achieve the objective, legal documents of major public and private organizations are reviewed and key resource persons working for the organizations are interviewed. Findings – This paper reports preliminary results that identify several important dimensions of governance structure and organizational process in both sectors that crucially influence the effectiveness of risk management.  Originality – Studies on the similarities and differences between public and private organizations in implementing risk management have been very rare. Very few studies explicitly address the effectiveness of risk management in the perspective of the comparative study.  This study has never been carried out before, at least in the Indonesian context.
