Abstract

The very rapid development of risk management (RM) implementation in private sector industries as well as public sector organizations suggests a strong indication that RM has really succeeded in creating values for its implementers. The ultimate objective of this study is to formulate the best strategy that can effectively help organizations in adopting and improving the quality of RM implementation to enhance their performances. To achieve the objective, for two months (December 2019 through January 2020), this study applied the method of survey involving 309 respondents from various industrial sectors and position levels in organizations. The statistical technique used in this study was the contingency table analysis. The main findings of this study are (1) RM implementation can improve the economic competitiveness of the RM implementing organizations as well as their personnel, (2) the quality of RM human resource development positively effects the quality of RM implementation, and (3) RM competence certification improves the quality of RM trainings and in turn boosts the quality of RM human resource development. Based on the findings it is recommended that higher priority be put to RM human resource development (HRD) as a strategy to improve the quality of RM implementation. Abstract

Horticulture products price in Indonesia (for certain commodities) has experienced the issue of volatility, price decline at farm gate stage, due to an increase in supply is not equal to or comparable with price increase at the other stage. This paper endeavors to investigate threshold behavior in asymmetry test by taking the case of potatoes prices in two important state levels of price, i.e. farm gate prices, and retail prices. The observation used monthly price data from January 2009-December 2013. Threshold behavior detected by TAR model that fits in asymmetry testing with two regime. Threshold value is interpreted as a measure of transaction cost between retail to farm gate and increase the quantity supplied, that would create incentive for trade. Research results reveals as per monthly data price adjustment between farm gate to retail not presence of asymmetry price transmission. Asymmetry only reveals within seasonal data, threshold behavior forms margins overshoot of potatoes equilibrium trader’s levels, thus leading to farmer’s decision in profit maximization.      Keywords: threshold behavior, asymmetry testing, potatoes, TAR Model, seasonal

Abstract

Development of industrial estates in the region have a role as a driver of the regional economy and will attract industrial companies to be located in the industrial estates so it will give most multiplier effect in the region’s economic growth. The purpose of this research is to analyze the impact of industrial estate development on employment absorption in West Java Province. In this research, the Social Accounting Matrix (SAM) model had been used by desegrating it to industrial manufacturing sector inside industrial estate. The result of analysts indicates that the industrial estate development policy through investment has an impact to the rise of creating broad employement opportunities or creating greater employment opportunities in both the industry itself and in other production sectors.

Abstract

Dampak spillover terhadap kinerja pusat-pusat pertumbuhan di Indonesia yang diamati selama ini belum pernah sampai kepada pengujian secara statistik. Padahal, pembuktian ada tidaknya dampak spillover secara empiris sangat diperlukan mengingat penerapan teori pusat pertumbuhan yang telah dilakukan baik oleh negara-negara maju maupun negara-negara berkembang masih menimbulkan pro dan kontra. Pengujian dampak spillover pusat-pusat pertumbuhan di Kalimantan secara khusus dilakukan untuk mengetahui apakah peranannya sebagai lumbung energi nasional seperti yang tertuang dalam Program MP3EI tidak akan menimbulkan backwash effect bagi daerah sekitarnya. Pendeteksian awal akan adanya hubungan ketergantungan spasial (spatial lag dependent) antara pusat-pusat pertumbuhan di Kalimantan dan daerah sekitarnya diuji menggunakan Lagrange Multiplier Spatial Lag Dependent. Hasilnya ternyata membuktikan bahwa pertumbuhan output, pertumbuhan tenaga kerja, dan pertumbuhan investasi yang terjadi pada pusat-pusat pertumbuhan di Kalimantan secara signifikan memberikan dampak spillover negatif (backwash effect) terhadap wilayah sekitarnya. Pusat-pusat pertumbuhan secara signifikan berdampak spillover positif (spread effect) terhadap wilayah sekitarnya apabila pertumbuhan output, pertumbuhan tenaga kerja, dan pertumbuhan investasi pada pusat-pusat pertumbuhan disertai dengan aliran ekonomi ke wilayah sekitarnya. Dengan demikian, pengembangan wilayah pusat-pusat pertumbuhan di Kalimantan di masa mendatang harus diarahkan pada upaya peningkatan transaksi perdagangan antarwilayah agar dampak spillover positif dapat terjadi seperti yang diharapkan dan pertumbuhan yang diikuti pemerataan antarwilayah di Kalimantan niscaya akan terwujud.

Abstract

ABSTRAKKeberhasilan implementasi pertanian berkelanjutan tidak hanya terkait pada keamanan ketersediaanpangan secara nasional, tetapi juga terkait dengan peran penting sektor pertanian dalamperekonomian nasional. Unit-unit kegiatan usahatani yang berorientasi pada keberlanjutan usahaakan menjadi penggerak bagi perekonomian. Usaha pembesaran lobster merupakan salah satu unitkegiatan sektor perikanan yang memiliki kontribusi bagi perekonomian. Keberhasilan usahapembesaran lobster yang berkelanjutan dipengaruhi oleh keterlibatan beberapa pihak termasukpetani. Petani merupakan subjek yang terlibat langsung dalam pelaksanaan konsep pembangunanpertanian berkelanjutan dilapangan. Persepsi petani terhadap keberlanjutan usaha bisa menjadi tolokukur keberhasilan pertanian berkelanjutan di tingkat usahatani. Penelitian ini bertujuan untukmenganalisis tingkat keberlanjutan menggunakan indeks komposit dari data skala likert persepsipetani terhadap keberlanjutan usaha pembesaran lobster. Data skala likert yang merupakan skalaordinal ditransformasikan ke dalam skala interval menggunakan pendekatan Method of SuccesiveInterval (MSI). Pengumpulan data dilakukan melalui survey kepada 106 petani lobster di PulauLombok Provinsi Nusa Tenggara Barat menggunakan kuesioner terstruktur. Hasil penelitianmenunjukkan bahwa nilai indeks persepsi keberlanjutan untuk dimensi ekonomi, sosial danlingkungan masing-masing masuk pada katagori keberlanjutan “sedang” dengan nilai rata-rataadalah 0.58; 0.56 dan 0.54. Indeks gabungan yang merupakan interaksi antara ketiga dimensimemiliki rata-rata 0.56 juga masuk pada katagori “sedang”.Kata kunci : pertanian berkelanjutan, indeks keberlanjutan, persepsi petani, budidaya lobsterABSTRACTThe successful of sustainable farming implementation is not only related to the security of foodsupply, but also to the contribution to national economy. Sustainability oriented farming will becomea motor for the economy. One of contributing unit is lobster farming. The success of sustainablelobster farming is affected by the involvement of multiple parties, including the farmers. Farmers arethe subject who directly involved in implementing the concept of sustainable agriculturaldevelopment. The farmers’s perception of sustainability is a benchmark of successful sustainableagriculture at the farm level. This study aimed to analyze sustainability level by using the compositeindex of the likert scale data on the perception of farmers towards farming sustainability. Likertordinal scale data is transformed into interval scale using Method of Successive Interval (MSI).Data collected through a survey to 106 farmers in Lombok Island, West Nusa Tenggara provinceusing a structured questionnaire. The results suggest that the value of the index of sustainabilityperception for the economic, social and environment each fall into”moderate” category with theaverage value is 0.58, 0.56 and 0.54 respectively. Abstract

EnglishKaro Regency is the center of cabbage production in North Sumatra Province. The cabbage farming productivity in North Sumatra Province is low compared to other provinces on the island of Sumatra. This study aims to evaluate the cabbage farmings economic feasibility and technical efficiency. Farming feasibility was evaluated financially whereas technical eficiency was measured using the stochastic Cobb-Douglas production function in two categories, marginal and non-marginal farmings. The data was collected through a survey in February-June 2020 with respondents of 58 farmers for each categories. The results showed that the marginal farmings were technically efficient but were not profitable if land rent and labor cost were inputed. In contrary, the non-marginal farmings were technically inefficient but were profitable. This indicates that the poor but efficient hypothesis is true. The significant determinants of of the marginal farmings technical inefficiency were farmer’s age, labor ratio, land ownership, and farmer group membership. The study failed to find any significant determinant of technical inefficiency of the non-marginal farmers. The techical efficiency and profitablity of the cabbage farmings could possibly increased by increasing farmers’ participation in farmers group, building irrigation, developing agricultural institutions and trainings on good seedling practices.IndonesianKabupaten Karo adalah sentra utama produksi kubis di Provinsi Sumatera Utara. Tingkat produktivitas usaha tani kubis di Provinsi Sumatera Utara relatif rendah dibandingkan provinsi lainnya di Pulau Sumatera. Penelitian ini bertujuan untuk mengevaluasi kelayakan ekonomi dan efisiensi teknis usaha tani kubis. Kelayakan usaha dianalisis secara finansial, sedangkan efisiensi teknis diukur dengan fungsi produksi Cobb-Douglas stokastik dalam dua kategori usaha tani, yaitu petani gurem dan bukan gurem. Data dikumpulkan melalui survei pada Februari–Juni 2020 dengan responden 58 petani untuk setiap kategori yang dipilih purposif. Penelitian menunjukkan bahwa usaha tani kubis skala gurem efisien secara teknis namun tidak menguntungkan jika biaya tenaga kerja keluarga dan sewa lahan diperhitungkan. Sebaliknya, usaha tani kubis berskala bukan gurem tidak efisien secara teknis namun menguntungkan secara finansial. Artinya, hipotesis ‘poor but efficient’ berlaku. Faktor-faktor yang berpengaruh terhadap inefisiensi teknis usaha tani gurem hingga tingkat nyata 10% adalah usia petani, rasio tenaga kerja, status lahan, anggota kelompok tani, sedangkan untuk usaha tani bukan gurem tidak ditemukan faktor-faktor sosial ekonomi yang memengaruhi efisiensi teknis hingga tingkat nyata 10%. Efisiensi teknis dan pendapatan usaha tani kubis masih dapat ditingkatkan dengan meningkatkan partisipasi petani dalam kelompok tani, membangun saluran irigasi, memfasilitasi tumbuh kembangnya lembaga pertanian dan memberikan pelatihan menyemai bibit yang baik.

Abstract

Islamic banking is an alternative for entrepreneurs in trade, hotel, and restaurants (THR) to obtain capital relief that can push the pace of economic. The purpose of this study was to analyze the response of  Islamic banking financing ratios on THR sector in the event of shocks to the banking performance factors, monetary instruments, macroeconomic conditions and the rate of return and analyze the contribution of each variable in explaining the diversity of Islamic financing ratios in THR sector. The analytical method used is Vector Error Correction Model (VECM) with variables that describe the performance of banking, macroeconomic conditions, monetary instruments, and financial returns. The results showed that, shocks to the variables Industrial Production Index (IPI), lending rates (SBK) and equivalent rate financing (ERP) will be responded positively by Islamic financing ratio of THR sector. While shocks to the variables of Third Party Funds (TPF), troubled financing (NPF), a bonus SBI Sharia (BSBIS), inflation (INF) and the placement of funds in the money market with Sharia principles (PUAS) will be responded negatively by Islamic financing ratio of THR sector. Based on this research, Islamic banking should be more focus on financing for the PHR sector because it will provide a great benefit to the development of the real sector.

Abstract

Abstrak Nilai tukar merupakan salah satu aspek yang memengaruhi daya saing ekspor. Pada tahun 2013 hingga tahun 2015, volatilitas nilai tukar mengalami kenaikan, khususnya pada triwulan akhir tahun 2015 yaitu sebesar 16,90%. Kondisi ekspor utama pertanian Indonesia pada tahun tersebut rata-rata mengalami penurunan. Penelitian ini bertujuan untuk menganalisis pengaruh volatilitas nilai tukar terhadap kinerja ekspor utama pertanian Indonesia ke negara mitra dagang utama dengan menggunakan gravity model. Ekspor utama pertanian yang dianalisis yaitu karet alam, kopi, udang, dan Crude Palm Oil (CPO). Model ARCH-GARCH digunakan untuk mengukur volatilitas nilai tukar. Hasil analisis menunjukkan bahwa volatilitas nilai tukar berpengaruh negatif terhadap ekspor karet alam, kopi, dan udang Indonesia. Artinya, semakin fluktuatif nilai tukar rupiah maka akan menurunkan ekspor karet alam, kopi, dan udang Indonesia ke negara mitra dagang utama. Pengaruh negatif tersebut juga menunjukkan adanya penghindaran risiko yang dilakukan oleh pelaku usaha. Beberapa rekomendasi hasil kajian yang dapat dilakukan Pemerintah Indonesia adalah menjaga stabilitas nilai tukar, kemudahan akses ke lembaga keuangan, penerapan lindung nilai (hedging), kontrak jangka panjang (longterm contracts), dan menjaga pertumbuhan produksi komoditas. Kata Kunci: Volatilitas Nilai Tukar, Ekspor Utama Pertanian, Model ARCH-GARCH Abstract The exchange rate is one aspect that affects export competitiveness. From 2013 to 2015, exchange rate volatility increased, especially in the final quarter of 2015, which was 16.90%. Indonesia's main agricultural export conditions in the year on average experienced a decline. This paper analyzes the effect of exchange rate volatility on the performance of Indonesia's main agricultural exports to major trading partner countries using the gravity model. The main agricultural exports analyzed were natural rubber, coffee, shrimp, and Crude Palm Oil (CPO). The ARCH-GARCH model is used to measure exchange rate volatility. The analysis shows that exchange rate volatility harms on Indonesia's exports of natural rubber, coffee, and shrimp. This means, the more the rupiah exchange rate fluctuates will reduce Indonesia's natural rubber, coffee and shrimp exports to the main trading partner countries. The negative influence also indicates the existence of risk aversion by business actors. Some recommendations for the Government of Indonesia based on the study findings are maintaining exchange rate stability, easy access to financial institutions, implementing hedging, long-term contracts, and maintaining commodity production growth. Abstract

The decision to access tertiary education is influenced by individual characteristics, household characteristics, and regional factors. This study aimed to examine the determinant of  individual decision to access tertiary education based on individual characteristics, household characteristics, and regional factors. The respondents of the study were 19 years old or above and already finished secondary education. This study used secondary data from data Indonesian Family Life Survey (IFLS) 5. Technique analysis used multinominal logit by samples that consist of 1.936 respondent. The result of this analysis showed that the individual characteristic that consist of UN score, Sex, and Occupational status while study has significant impact on the choice to access undergraduate study. Likewise, on the household characteristics that consist of educational assistance from non government, level of education of  head of household, and the consumption per member of the family has significant impact to the choice to access diploma. In undergraduate education, only the UN score in individual characteristic that has significant impact. The household characteristics were consist of educational assistance from government and non-government, the level of education of head of household, the consumption per member of the family, and dependency ratio impact significantly on the choice to access undergraduate study.JEL Classification: I20, I21, I25Keywords: Household Characteristics, Individual Characteristics, Indonesia Family Life Survey, Multinomial Logit, Regional Factors, Tertiary Education

Abstract

Poverty is one of the most crucial problems in Indonesia which is the fifth city in South-East Asia, have a poverty line around 11.2% in 2014 (BPS 2016). Moreover, poverty in Indonesia has decreased slowly from 2000 (19.1%) until 2016 (10.9%) (Smeru, 2015). It means poverty in Indonesia should be accelerated the decline. One of the things that can reduce poverty is education (Gounder and Xing 2012). Education has a relationship with household consumption per capita. That means, the higher the education of household head, the higher the consumption per capita that household get. The aim of this study is to analyze the impact of education on poverty as measured by household's consumption in West Indonesia in 2014. This study uses Two-Stage Least Square (2SLS) methods with cross-section data and obtained from IFLS (Indonesia Family Life Survey). The result shows that there is a relationship between education and other independent variables on poverty. The independent variables that significantly affect poverty are age, age squared, gender, and marital status. The implication of this study is education can increase the number of consumption per capita so that the living standard will increase and poverty will decrease.JEL Classification: I20, I21, I25Keywords: consumption per capita, cross section, education, Two Stage Least Square, poverty.
