Abstract

This research aims to determine the evaluation of the implementation of the population administration service system at the population and civil registration service in North Kolaka Regency. Using the research method is qualitative research with a qualitative descriptive type.  The informants in this study were 5 people. The process of searching and compiling data is obtained from observations, interviews and documentation. The results of this research show that: 1). Effectiveness, the implementation of Si LAKU O2T in terms of service quality in dukcapil has been effective for several services, but there will be a decrease in the number of services in 2023. 2).  Efficiency, the implementation of Si LAKU O2T has not been effective and efficient overall, and dukcapil provides services offline and online.  3).  The adequacy and completeness of the available facilities is not yet available, but the data availability is available and accurate because it is recorded in the SIAK application.  4).  Equality, all people get the same service and feel satisfied 5).  Responsiveness, Si LAKU O2T has a good response to data changes.  6).  Accuracy, information regarding Si LAKU O2T is accurate and well conveyed to thepublic.

Abstract

The purpose of this study was to find out the Conflict Management which focused on Land Dispute Conflict Management in Karueng Village, Enrekang District, Enrekang Regency. This study used  qualitative research with descriptive research type. The results showed that the Land Dispute Conflict Management in Karueng Village, Enrekang District, in the process of solving problems that occurred using the negotiation method and the mediation method. Apart from the Karueng Village Head who participated in the mediation process, the Head of Karueng Village  and the Enrekang Sector Police also participated in the mediation process. The results of the mediation process carried out in the form of peace between the two parties and there were also cases of disputes that had  not found a solution, so the problem was under the law. Conciliation and arbitration methods had never used in resolving land disputes in Karueng Village.Keywords: Conflict Management, Land Dispute

Abstract

This study purposed to find out how the Management of Housing Development Planning at the Department of Housing, Settlements and Land in order to realize livable housing. This study used descriptive qualitative research.  The number of informants in this study was 10 (ten) people. By using data collection techniques, namely interviews, documentation, media review and direct observation. The results of the study showed that the Management of Housing Development Planning at the Department of Housing, Settlements and Land had been running optimally. This seen based on the 3 (three) indicators used, namely: Planning, Implementation, Evaluation and control. From planning was optimal, it could be seen in the tasks and functions to achieve the level of effectiveness and operational efficiency. In terms of implementation, it was good because we could see from all the plans that had prepared, it run well and was implemented properly. Finally, in terms of evaluation and control, it were optimal, because it had been known what strategies or plans need to be added or reduced, what tools or facilities need to be prepared to carry out the program, how long additional time was needed, and so on.

Abstract

This study purposed was to determine the effectiveness of the Population Administration Collaboration Service Program in the Department of Population and Civil Registration of Gowa. This study used qualitative descriptive research type. Data collection techniques using the method of observation, interviews, and documentation. Data analysis techniques using data reduction steps, data presentation, and conclusions. The results showed  from the indicators of measuring the effectiveness of understanding of the program was quite good, seen  from each party and the community had understood their duties and responsibilities in implementing the Pak Adnan program. accuracy of targeting, had  achieved through collaboration carried out by each party in the Pak Adnan program. Punctuality could not be said to be effective because there were still various obstacles so that the time needed to complete the birth certificate was not as determined. The achievement of the objectives could not be said to have been achieved because there were still parties or people who had not felt the ease in implementing the Pak Adnan program, and real changes could  not be said to be effective because they were only able to provide real changes to the collaborating parties, Keywords: Effectiveness, Service, Administration.

Abstract

This research aims to determine the ethics of public service at the Rumbia District Office, Jeneponto Regency. The type of research used is a qualitative method. Data collection was carried out using observation, interview and documentation techniques. The results of the research show that the public service ethics implemented in the Rumbia District Office, Jeneponto Regency have not been fully implemented in accordance with applicable procedures or operational standards (SOP) when viewed from the aspect of 1) Equality of Rights, equality of rights has been running well, serving the community without looking at social, religious, political and class status between rich and poor, 2) Justice, serving the community in a friendly manner, providing explanations to people who want to carry out the administrative process, all communities are treated equally in the sense that whoever comes first is the one who served, 3) Loyalty of employees, especially employees with honorary status who are still loyal to the agency even though they have worked for years with salaries that are not that large, 4) Accountability has not been fully carried out properly.

Abstract

This study aimed 1) to find out how  the performance of employees at the Office of Religious Affairs, Somba Opu District, Gowa Regency, 2) to find out how good the quality of service at the Office of Religious Affairs, Somba Opu District, Gowa Regency and 3) to find out how the influence employee performance on quality services at the Office of Religious Affairs, Somba Opu District, Gowa Regency. The population and sample in this study amounted to 20 employees, data collection by questionnaire. Data analysis used descriptive analysis and simple linear regression analysis. The results showed that: 1) Employee performance was in good category with process indicators being the most prominent in shaping employee performance at the KUA Somba Opu Office, Gowa Regency, 2) Service quality was in good category with responsiveness indicators being the most prominent in forming service quality at the KUA Somba Opu Office, Gowa Regency, and 3) Employee performance had a positive and significant effect on service quality at the KUA Somba Opu Office, Gowa Regency.

Abstract

The purpose of this study was to determine the implementation of the ultra-micro financing program at the state treasury service office in Sinjai district. The method used in this study is a qualitative method which explains how the implementation of the ultra-micro financing program at the state treasury service office in Sinjai district is used. The research informants were 10 people. Research information was collected through observation, interviews and documentation. The results showed that the implementation of the ultra-micro financing program at the state treasury service office in Sinjai district, seen from the resources, had distributed optimally and evenly for business actors who had not been touched by banks with good capital assistance. in terms of human as well as financial and time. Furthermore, judging from the attitude (disposition) of the implementers are good, but in the economic, social and political environment there are supporting factors and several obstacles in the distribution of ultra micro.

Abstract

The results of this research show that Service Ethics at the Makassar City Population and Civil Registry Office in terms of the services provided to the community have been said to be effective, accurate and of high quality, where the population registration process, issuance of identity documents such as KTPs and birth certificates, as well as other services have met community administrative needs quickly and accurately. The services provided by the Makassar Civil Registry Office are designed to be efficient and also save time for the public. Then the public services established at the Makassar City Population and Civil Registry Office have similarities in the process of processing documents such as Digital KTPs, Family Cards, birth certificates, and so on. The process generally involves gathering the required information and documents, verifying the data, and printing the requested documents.

Abstract

Public services are a basic right of every citizen that must be fulfilled optimally by the government. The Sinjai Regency Government develops innovation through the implementation of the Innovative Management Service System (SIMPELMI) application. This study aims to analyze the implementation of SIMPELMI as a digital tool in public services. The research method employed is qualitative, utilizing data collection techniques that include observation, interviews, and documentation. The informants of this research are the Head of the Office of Investment and One-Stop Integrated Services, the Secretary of the Office of Investment and One-Stop Integrated Services, and four staff of the Office of Investment and One-Stop Integrated Services in Sinjai Regency. The data analysis techniques employed include data reduction, data presentation, and concluding. The results of the study show that SIMPELMI has had a significant impact on the effectiveness of licensing services in terms of five indicators: information quality, transaction quality, service responsiveness, application design, and navigation, and data security and privacy. However, the implementation of SIMPELMI still faces challenges, such as regulatory changes that shift some functions to national applications (OSS RBA and SIMBG), limited human resources in socialization and training, and internet network obstacles in certain areas. In general, the SIMPELMI application can encourage the transformation of public services in Sinjai Regency towards efficient and responsive digitalization. This research is expected to serve as a reference for developing a more inclusive and adaptive digital service system in the future, as well as contributing to the improvement of local governance quality.

Abstract

The implementation of public service reforms through the Integrated Administrative Services (PATEN) policy aims to simplify administrative processes and enhance service quality at the sub-district level. In Sape Sub-district, Bima Regency, the policy has been adopted to provide fast and integrated services. However, challenges such as poor communication, limited resources, and overlapping bureaucracy hinder its effectiveness. This study evaluates the PATEN policy's implementation in Sape Sub-district, focusing on communication, resources, personnel placement, and bureaucratic structure. The research uses a qualitative descriptive approach with data collected through interviews, observations, and documentation. The findings aim to identify challenges and provide recommendations to improve the efficiency and quality of public services at the sub-district level.
