Abstract

Globalization has brought about numerous changes to the world. However, those changes and advances have also been enjoyed by terrorist groups, one of them is ISIS which uses those things in its terror acts. This article seeks to explain how ISIS has adapted and enhanced its capacity as a result of globalization. Apart from employing the qualitative research method, this article also uses concepts and theories like terrorism, globalization, and James D. Kiras's theory on how globalization enhances terrorism. This article would then proceed to the three matters of ISIS as a threat to national and international security, how ISIS has developed as a result of globalization, and how despite its current state, it is still a threat to reckon with. First, ISIS has shown its uniqueness as a terrorist group in its capacity to adapt to globalization and concern with territories. The latter pushed it to utilize the former to strengthen its grasp on the territories it has taken over. Moving on, ISIS has grown in its mobility, lethality, proselytizing, coordination, and security. Finally, despite its decline, the international community is left with ISIS's remnants as well as the prospect of its reemergence.

Abstract

This paper discusses about war and peace is one part of world history and an important phenomenon in International Relations. Since the end of the Cold War conflict not only occurs between countries but also intra-state so that non-state actors have an important role including the peace forces shaded by the United Nations Security Council. Indonesia is one of the contributing countries that sent peacekeepers to join the Garuda Contingent to Lebanon. The United Nations has carried out various peace operations which have also involved the participation of women’s forces which are also based on the Security Council Resolution 1325 of 2000. This research is aimed to understand the role of TNI Women as members of the Garuda Contingent who have been sent to Lebanon using the concept of peacekeeping operations and humanitarian assistance. This research attempts to describe the role of TNI Women in humanitarian assistance, which has been an important part of peace operations since resolution 1701 of 2006 issued by the United Nations Security Council.

Abstract

The Southeast Asian region is home to five countries that are included in the list of the top 10 countries that produce marine debris in the world. Although there are a lot of efforts to handle the situation through the creation of marine debris governance in the region such as the ASEAN Regional Action Plan, not much has changed. This article aims to determine what Is the cause of weak marine debris governance and how it is impacted the increasing environmental insecurity In Southeast Asia based on the concept of policy harmonization and environmental security according to John Barnett's thinking which divides its meaning into three forms, namely changes in the environment, threats to national security, human security, and triggers for conflict. The research method used is descriptive qualitative research. Researchers found that weak marine debris governance formed as the result of a lack of policy harmonization between countries in the region regarding marine debris pollution and that environmental degradation that ensued had implications for the scarcity of marine resources, which is one of the main economic driving sectors for countries in the region and the possibility to contribute to fisheries conflicts that often occur in the South China Sea, which poses a threat to the national security of the surrounding countries. In addition, this environmental issue also creates human insecurity in the form of economic losses for coastal communities as well as health hazards for the human body.

Abstract

Regional economic growth is a support for countries in certain regions. One of the regions with a fairly high level of regional economic growth is Southeast Asia. Regional economic growth in this region cannot be separated from the existence of ASEAN (Association of Southeast Asian Nations) as a regional organization in the region. There is an area of regional economic growth in this region that is interesting to study, namely IMT-GT (Indonesia-Malaysia-Thailand Growth Triangle), a sub-regional cooperation in ASEAN with the membership of Indonesia, Malaysia, and Thailand as three countries with regional borders. The challenge of IMT-GT is economic recovery after the Covid-19 pandemic. This research method is qualitative with data collection techniques through documentation studies, archival studies, and internet search studies. This research found that the dynamics of economic conditions in the three IMT-GT member countries are one of the pillars for post-Covid-19 economic recovery in the region, and the IMT-GT has even become a support for these three countries to get through the COVID-19 pandemic. Cooperation between regions that directly border the ASEAN region is important to establish because it can increase economic growth in the three regions involved in IMT-GT

Abstract

The Indonesian Air Force (TNI AU), which is the main component of air defense, has an organization equipped with human resources, regulations, and material resources, which legally includes assets referred to as State-Owned Goods (BMN). The assets can be classified as fixed assets and other assets. Fixed assets can further be divided into two categories: movable assets and immovable assets. Currently, the management of military land assets is still chaotic, including land assets that are classified as State Property (BMN) at Husein Sastranegara Air Base in Bandung. (Lanud Husein). To this end, a study was conducted aimed at analyzing the institutional cooperation between the Air Force and local/central government in asset management, specifically the management of state-owned assets at Husein Sastranegara Air Force Base in Bandung. Additionally, it analyzes the cooperation currently being undertaken by the Air Force and local/central government for the security of Air Force land assets at Husein Sastranegara Air Force Base within the framework of good governance. This research uses a qualitative method with descriptive narration, where the data sources come from interviews with several informants and data collection from documents. The research results indicate that the institutional cooperation between the Air Force (TNI AU) at Husein Sastranegara Air Base and the ATR BPN as well as the local DJKN/KPKNL in the management of state assets shows that efforts have been made to enhance asset management effectiveness. Although progress has been made, there are still obstacles such as differences in the value of state asset utilization rates, a lack of personnel, and insufficient training. However, the management of land assets of the Indonesian Air Force at Husein Sastranegara Air Base has aligned with the fundamental concepts of asset management, which include planning, organizing, utilizing, maintaining, and disposing of assets.

Abstract

Tingginya angka permasalahan Pekerja Migran Indonesia (PMI) di Malaysia yang terus berlanjut sedari dahulu hingga sekarang membutuhkan upaya kedua pemerintah untuk menanggulangi permasalahan tersebut. Tahun 2022 Indonesia-Malaysia menetapkan MoU yang berisikan One Channel System sebagai satu-satunya kanal penempatan dan pengawasan PMI. One Channel System merupakan sistem terintegrasi antara pemerintah Indonesia dengan Malaysia dalam seluruh proses penempatan, pemantauan, dan kepulangan PMI disana, nantinya semua data yang mencakup lokasi bekerja, identitas majikan dan latar belakang majikan akan diawasi sepenuhnya oleh kedua pemerintah. One Channel System diinisiasi sebagai sebuah solusi untuk jaminan perlindungan bagi PMI dengan transparansi data terkait PMI di Malaysia dalam sebuah sistem siber yang akan berpotensi akan mengurangi berbagai ancaman yang sebelumnya menjadi isu bagi para PMI di Malaysia. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan beberapa teknik pengumpulan data, yaitu wawancara, studi literatur, dan penelitian berbasis internet. Fokus utama penelitian ini adalah membahas mengenai One Channel System sebagai sistem keamanan siber untuk memberikan pelindungan bagi PMI melalui dua konsep kunci dalam keamanan siber, yaitu Critical Infrastructure Protection (CIP) dan Information Security. Hasil dari penelitian ini menunjukan bahwa One Channel System tidak memiliki kementerian yang berwenang terkait keamanan siber sehingga belum memenuhi standar keamanan siber. Selain itu, pemerintah Indonesia belum menjadikan PMI prioritas dalam konteks memberikan perlindungan dalam keamanan siber karena PMI belum mendapatkan perhatian dari lembaga kementrian terkait keamanan siber itu sendiri.

Abstract

The Indo-Pacific region is an area that connects the Indian and Pacific Oceans so that it has a strategic geopolitical and geo-economics’ position. This region became the center of rapid growth, giving rise to a hierarchy for the United States as a great power country. This is demonstrated by the emergence of the Free and Open Indo-Pacific policy in the era of Donald Trump. This research aims to analyze psychological factors in US foreign policy under Donald Trump through the The Policy of Free and Open Indo-Pacific. This research uses the theory of leaders in foreign policy decision-making. This paper uses qualitative methods by collecting data through interviews with several informants and documentation studies. This research found that the Free and Open Indo-Pacific policy was considered more aggressive due to the influence of psychological factors from Donald Trump, ranging from idiosyncratic factors such as the nature and character of Donald Trump to external factors such as business background and relations between the United States and other countries.

Abstract

Sejak tahun 2011, Suriah telah dilanda perang saudara terbesar di Timur Tengah. Beberapa upaya mediasi telah dilakukan, terutama oleh Perserikatan Bangsa-Bangsa (PBB), namun sampai saat ini belum ada hasil yang memuaskan. Konflik ini merubah kondisi kehidupan jutaan warga Suriah. Dengan mengangkat resolusi konflik, penelitian ini berusaha untuk menelaah langkah-langkah upaya mediasi yang dilakukan oleh PBB, khususnya oleh Utusan Khusus untuk Suriah Lakhdar Brahimi. Analisis ini ditujukan untuk mengulas dan mengeksplorasi bagaimana langkah-langkah mediasi yang diterapkan oleh PBB dalam berupaya untuk mengatasi konflik di Suriah serta pengaruh eksternal dari negara-negara lain. Penelitian ini menggunakan metode kualitatif dengan 2 jenis sumber data, yaitu penelitian berbasis dokumen resmi dan penelitian berbasis internet. Penelitian ini menemukan bahwa terdapat beberapa langkah yang diterapkan oleh Lakhdar Brahimi yang merugikan Suriah dan gagal dalam mengakhiri perang saudara di Suriah. PBB telah menunjuk dua utusan khusus setelah Lakhdar Brahimi dan satu sebelumnya. Langkah-langkah yang dilakukan sebagian besar sama dan tidak dapat disetujui oleh setiap pihak yang terlibat dalam konflik ini. Abstract

Quebec is a sub-state actor active in carrying out paradiplomacy in various fields. This is supported by Canada’s federal state form, which gives its constituent actors the freedom to conduct foreign relations freely. The dynamics of Quebec paradiplomacy are not only in the context of trade and investment but also in political aspects related to identity. Quebec is a sub-state actor whose citizens are predominantly French-Canadian (Quebecois). The desire to gain recognition for its identity as Quebecois makes Quebec active in carrying out paradiplomacy by participating in soccer in CONIFA. Entities in Quebec have fought for their identity as Quebecois through the self-determination movement. The purpose of this research is to analyze the efforts made by Quebec to show the existence of its identity abroad through paradiplomacy in the field of soccer. The research method used is qualitative, collecting data through interviews with several relevant sources, internet based studies, document tracking, and archives related to the research problem. This research shows that soccer has become one of the instruments Quebec uses to show its existence and identity as Quebecois to the global public. Although Quebec’s activities are no longer to pursue independence from Canada, Quebec uses football to promote the achievement of interests in other areas, such as economics and socio-culture. Keywords: Identity, Paradiplomacy, Football, Sub-state, Quebec Quebec merupakan aktor sub-negara yang sangat aktif melakukan paradiplomasi di berbagai bidang. Hal ini didukung oleh bentuk negara federal dari Kanada yang memberikan aktor konstituennya untuk melakukan hubungan luar negeri secara leluasa. Dinamika paradiplomasi Quebec tidak hanya dalam konteks perdagangan dan investasi, tetapi juga pada aspek politik yang terkait dengan identitas. Quebec sebagai aktor sub-negara yang mayoritas warganya Prancis-Kanada (Quebecois). Keinginan untuk mendapatkan pengakuan terhadap identitasnya sebagai Quebecois inilah yang menjadikan Quebec aktif dalam melaksanakan paradiplomasi melalui keikutsertaannyadalam olahraga sepakbola dalam CONIFA. Bahkan, entitas di Quebec pernah memperjuangkan identitas sebagai Quebecois melalui gerakan self-determination. Tujuan dari riset ini adalah menganalisis upaya-upaya yang dilakukan oleh Quebec untuk menunjukkan eksistensi identitasnya di luar negeri melalui paradiplomasi di bidang olahraga sepakbola. Metode riset yang digunakan adalah kualitatif dengan mengumpulkan data melalui wawancara terhadap sejumlah narasumber yang relevan, studi berbasiskan internet, pelacakan dokumen dan arsip yang terkait dengan masalah riset. Riset ini menunjukkan bahwa olahraga sepakbola telah menjadi salah satu instrumen bagi Quebec untuk menunjukkan eksistensi dan identitasnya sebagai Quebecois terhadap publik global. Meskipun kegiatan Quebec ini bukan lagi untuk mengejar kemerdekaan dari Kanada, Quebec menggunakan instrumen sepakbola untuk promosi dalam pencapaian kepentingan di bidang lain, seperti ekonomi dan sosial budaya.
