Abstract

In June 2023, Thailand took a unilateral move to engage with Myanmar’s junta government, surprising ASEAN. It occurred in the midst of the lack of progress that ASEAN has made in addressing the Myanmar crisis, which directly affects Thailand as Myanmar’s closest neighbor. Although Thailand’s move did not worsen the situation, other ASEAN countries criticised it as going against ASEAN’s stance on the crisis. This article argues that Thailand’s decision was largely driven by concerns about its own national security. In terms of the research method, this article employs a qualitative approach. In particular, national security concepts and rational choice theory are employed to build the analysis. Using secondary data, this study shows how the Myanmar crisis impacts Thailand’s security, such as refugee inflows and airspace violations. ASEAN’s lack of progress, Thailand’s experience in engaging with Myanmar, and the presence of a precedent by Cambodia can also be seen as some of the driving forces behind its eventual move. Abstract

Riset ini bertujuan untuk menjelaskan peranan dari ARF on Cybersecurity Initiatives dalam mewujudkan cybersecurity di Kawasan Asia Tenggara. Konsep yang digunakan adalah konsep keamanan siber menurut Jeniffer L. Bayuk, serta konsep komunitas keamanan milik Karl Deutsch.  Riset ini menggunakan metode riset kualitatif melalui pengumpulan data dari literatur dan wawancara, serta triangulasi sebagai cara untuk memverifikasi data. ARF sebagai salah satu forum yang dibentuk oleh ASEAN dalam usahanya untuk menciptakan perdamaian di Kawasan Asia Tenggara, ikut memasukkan isu keamanan siber sebagai salah satu pokok bahasannya. Melalui prinsip Confidence Building Measures (CBM), Preventive Diplomacy (PD), dan Conflict Resolution (CR) yang dijalankan oleh ARF, ASEAN mencoba untuk mencapai prinsip-prinsip dari keamanan siber itu sendiri. Namun, efektivitas dari pelaksanaan ARF ini masih belum dapat dikatakan optimal.

Abstract

Tingginya angka permasalahan Pekerja Migran Indonesia (PMI) di Malaysia yang terus berlanjut sedari dahulu hingga sekarang membutuhkan upaya kedua pemerintah untuk menanggulangi permasalahan tersebut. Tahun 2022 Indonesia-Malaysia menetapkan MoU yang berisikan One Channel System sebagai satu-satunya kanal penempatan dan pengawasan PMI. One Channel System merupakan sistem terintegrasi antara pemerintah Indonesia dengan Malaysia dalam seluruh proses penempatan, pemantauan, dan kepulangan PMI disana, nantinya semua data yang mencakup lokasi bekerja, identitas majikan dan latar belakang majikan akan diawasi sepenuhnya oleh kedua pemerintah. One Channel System diinisiasi sebagai sebuah solusi untuk jaminan perlindungan bagi PMI dengan transparansi data terkait PMI di Malaysia dalam sebuah sistem siber yang akan berpotensi akan mengurangi berbagai ancaman yang sebelumnya menjadi isu bagi para PMI di Malaysia. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan beberapa teknik pengumpulan data, yaitu wawancara, studi literatur, dan penelitian berbasis internet. Fokus utama penelitian ini adalah membahas mengenai One Channel System sebagai sistem keamanan siber untuk memberikan pelindungan bagi PMI melalui dua konsep kunci dalam keamanan siber, yaitu Critical Infrastructure Protection (CIP) dan Information Security. Hasil dari penelitian ini menunjukan bahwa One Channel System tidak memiliki kementerian yang berwenang terkait keamanan siber sehingga belum memenuhi standar keamanan siber. Selain itu, pemerintah Indonesia belum menjadikan PMI prioritas dalam konteks memberikan perlindungan dalam keamanan siber karena PMI belum mendapatkan perhatian dari lembaga kementrian terkait keamanan siber itu sendiri.

Abstract

Kehadiran Tujuan Pembangunan Berkelanjutan (SDGs) merupakan satu upaya Perserikatan Bangsa-Bangsa untuk menghadapi tantangan global. SDGs terdiri dari 17 tujuan yang memiliki keterikatan dan hubungan satu sama lain serta dilandasi oleh berbagai hukum dan deklarasi. Salah satu tujuan dari Tujuan Pembangunan Berkelanjutan ialah mengembangkan pendidikan berkualitas, yakni SDG 4 yang memiliki berbagai sub-tujuan di dalamnya. Dalam pengimplementasian SDG 4, Indonesia telah mengupayakan berbagai cara yang mengikutsertakan seluruh sektor, seperti masyarakat, pemerintahan, komunitas, hingga perusahaan. Sektor bisnis menjadi salah satu komponen negara yang berperan penting dalam pengimplementasian SDG 4 di Indonesia. Sebagai salah satu perusahaan yang bergerak di bidang pendidikan, PT. Partner Impian Milenial (Schoters) menawarkan layanan jasa bimbingan bagi masyarakat Indonesia yang ingin melanjutkan studi di luar negeri melalui beasiswa. Dalam penelitian ini, peneliti menggunakan metode pendekatan kualitatif dan sumber data primer juga sekunder. Berdasarkan hasil yang diperoleh, PT. Partner Impian Milenial (Schoters) memiliki peran yang selaras dengan pengimplementasian SDG 4 di Indonesia, khususnya pada target-target berikut: target 4.3, target 4.4, target 4.7, target 4.a, dan target 4.c.

Abstract

The capability of Roesmin Nurjadin Air Force Base in utilizing Air Combat Maneuvering Instrumentation (ACMI) Wing 6 plays a crucial role in addressing violations of national airspace. This research aims to explore the capabilities of Lanud Roesmin Nurjadin in utilizing ACMI Wing 6 and to identify efforts that can be made to enhance them. The research problem includes the operational capabilities of ACMI Wing 6 and the challenges in addressing violations of national airspace. Factors such as technical limitations, personnel training, and supporting infrastructure are the main focus of the analysis. The research method used is qualitative, characterized by descriptive analysis. This research obtained data through interviews with several relevant informants, documentation studies, internet-based studies, and archival studies aimed at collecting data related to the capabilities of Lanud Roesmin Nurjadin in utilizing ACMI Wing 6. The research results indicate that Roesmin Nurjadin Air Base has sufficient operational capability in using ACMI Wing 6. However, there are still several technical challenges, personnel training issues, and supporting infrastructure that need to be addressed. This study finds that Roesmin Nurjadin Air Base has the potential to enhance its capabilities in using ACMI Wing 6 by improving supporting infrastructure, increasing personnel training, and overcoming technical obstacles. Although the ACMI operator personnel have good technical skills, there is a need to enhance conceptual analysis abilities, especially regarding responses to violations of national airspace. The teamwork among ACMI personnel is very good, demonstrating readiness to face emergency situations and complex airspace violations

Abstract

Based on Colin Gray’s defense planning theory, Russia’s territorial control in Ukraine reflects a clear strategic defense objective to strengthen its position in Eastern Europe. The success of Russia’s defense strategy is influenced by the interplay between political policies, military power, and the ability to adapt to close-range conflict situations. This territorial control is not merely a result of military conflict but also an integral part of a long-term plan to achieve broader political goals. Additionally, the motivation of Russian human resources in Ukraine demonstrates a well-planned and directed strategic approach. The high number of volunteers and the motivation of troops indicate Russia’s efforts to achieve its objectives through optimizing human resource partnerships. The prioritization of Ukraine’s natural resources also reflects Russia’s strategy to enhance its geopolitical position and fulfill its economic needs. This resource control not only provides financial advantages but also strengthens Russia’s military capabilities. Therefore, the interplay between political policies, military power, and the ability to adapt to dynamic situations is a key factor in Russia’s defense strategy during this conflict.

Abstract

The information, communication, and technology (ICT) sector has grown significantly in China. One of the advancements they have seen is in the area of cybersecurity. China's growing cybersecurity competence enabled it to create the Great Firewall of China (GFW), a set of control and censorship regulations for internet communications in China. This article investigates the significance of cybersecurity in the development of China's authoritarian authority, with a focus on the GFW as a strategic component. The concepts of cybersecurity and cyberpower served as the article's theoretical foundation. Through interviews and literature reviews, this article employs qualitative methodologies.  This article demonstrates how China employs GFW to protect its citizens from cyber-attacks by focusing on political risks. China's cyber power is likewise increasing.

Abstract

The Indonesia-Korea Comprehensive Economic Partnership Agreement (IK-CEPA) is a significant bilateral agreement in the trade and economic fields between Indonesia and South Korea. It is based on three main pillars: market access for trade in goods and services, trade and investment facilitation, and cooperation and capacity building. This study aims to analyze the bilateral relationship between Indonesia and South Korea through the lens of IK-CEPA, with a particular focus on the rationale, implementation, obstacles, and significance of this cooperation. Using a qualitative approach with a descriptive method, the study collects data through document-based research, internet-based research, and interviews. To ensure data validity and reliability, data triangulation procedures are applied. The study finds that IK-CEPA requires Indonesia and South Korea to commit to higher tariff positions and to facilitate market access and better protection for investors. This fosters a closer relationship between the two countries and enables interdependence. Both countries complement each other's weaknesses to meet their national interests. Although obstacles exist in the negotiation process and the signing of IK-CEPA, the bilateral relationship between Indonesia and South Korea is improving and demonstrating success in economic cooperation.

Abstract

The government’s attention is anticipated to be directed towards the proper management of maritime cybersecurity in the Malacca Strait, given the intricate nature of the dangers involved. This will assist Indonesia’s objectives as a Global Maritime Axis. Indonesia has created institutional synergies through BSSN and BAKAMLA to ensure that daily operations in this area are at the forefront of minimizing maritime cybersecurity threats. Using theories of cybersecurity, maritime security, and security cooperation, this article aims to understand the cooperation between these institutions, namely BSSN through BDS and BAKAMLA with IMIC, in the field of maritime security, including the mitigation of maritime cybersecurity threats that jeopardize national sovereignty. The essay uses a descriptive qualitative method to show how Indonesia is working hard to merge these two agencies so they can better address maritime cybersecurity in Indonesian waters and this paper was validated by interviewing several actors or strategic position holders in IMIC and BSSN who play a direct role in the technical field. This involves working together to address marine cybersecurity concerns in the “Nusantara Jaya,” or Malacca Strait. Though decisions from the Indonesian House of Representatives (DPR RI) are still pending, in practice, collaboration between these government entities is dependent on the legal frameworks provided by Indonesian laws and regulations controlling marine security, safety, and law enforcement. After these frameworks are put into effect, it is envisaged that they will make maritime management and operations clearer and avoid redundancies between the pertinent agencies.

Abstract

Through the lens of normative feminism, this article examines the many difficulties experienced by female migrant workers within Taiwan's patriarchal framework. Taiwan's economy has mostly benefited from the labor of migrant workers, most of whom are women. Because of the country's pervasive patriarchal system, these workers frequently face complex gender-based problems. This study explores the overlapping layers of marginalization, exploitation, and discrimination faced by female migrant workers via the lens of normative feminist theory, drawing attention to the many difficulties that these women face as a result of Taiwan's patriarchal norms interacting with the job market, social structures, and cultural prejudices. Utilizing non-participatory observation and internet-based literature research, this article finds that there is a lack of research on gender-based factors that cause these challenges. Though there has been international support from labor protection-focused organizations, there are still limitations and loopholes in the existing legal protections available in Taiwan and sending countries of these workers, causing cases of risks faced by female migrant workers go undocumented at a large number. This study pushes forth the urgency for more robust instruments and government bodies that bind and regulate the treatments and protections towards these female migrant workers.
