Abstract

This research examines the political motive behind the formation of a grand coalition of political parties in the 2024 Batang Hari Regency Regional Head Election (Pilkada), which ultimately resulted in a single candidate. The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews with political party elites, campaign teams, and local political observers, and was supported by documentation in the form of internal party regulations and media reports. The research results show variations in motives between parties. PPP and NasDem are driven by their structural proximity to the candidate pair. PAN, PKB, Demokrat, and Gerindra emphasize political efficiency. PKS demonstrates a control motive, while PKB, Golkar, and PDIP reflect a political security motive. these findings contribute to broader debates on local democracy by showing that the dominance of pragmatic coalition motives has significant implications for democratic quality. This research argues that the cross-ideological pragmatic coalitions that produce single candidates in local elections are not merely an electoral strategy, but a mechanism for consolidating elite power that directly reduces competition, voter choice, and local democratic accountability.

Abstract

The 2024 Simultaneous Regional Head Elections constitute a critical test of intra-party cohesion in Indonesia’s increasingly competitive electoral landscape. This study examines the internal solidity of the Golongan Karya (Golkar) Party in Jambi City following internal conflict over the nomination of mayoral candidates. The dispute emerged from divergent preferences between the City Regional Leadership Council (DPD II), which endorsed internal cadres, and the Provincial and Central leadership (DPD I and DPP), which prioritized electability in selecting alternative candidates. Employing a qualitative case study design, this research draws on in-depth interviews with party officials, cadres, political observers, and academics, complemented by party documents and media reports. Data were analyzed using Miles and Huberman’s interactive model. The study offers a novel contribution by conceptualizing party solidity as adaptive rather than fully institutionalized, demonstrating how centralized authority, charismatic leadership, and cadre loyalty function as stabilizing mechanisms in the aftermath of internal conflict. The findings highlight the urgency of strengthening institutionalized decision-making processes to ensure sustainable party cohesion, thereby contributing to broader debates on party institutionalization and democratic consolidation in Indonesia.

Abstract

The phenomenon of homeless individuals and beggars (gepeng) in Jambi City remains a significant and ongoing social issue, indicating that efforts to address poverty and urban social vulnerability have not yet been fully effective. Although the local government, through the Jambi City Social Affairs Office, has implemented a Social Rehabilitation Program aimed at restoring beneficiaries’ social functioning through outreach, social assessment, social guidance, skills training, and family reunification, the presence of gepeng in public spaces continues to fluctuate from 2022 to 2024. This study analyzes the effectiveness of the program’s implementation, particularly the social guidance component, using a qualitative case study approach. Data were collected through in-depth interviews, field observation, and documentation review, and analyzed using George C. Edward III’s policy implementation theory, which emphasizes communication, resources, disposition, and bureaucratic structure. The findings show that the program has been carried out procedurally and humanely; however, its effectiveness remains limited due to insufficient numbers of social workers, weak and unsustained economic empowerment support, and inadequate post-rehabilitation monitoring. As a result, some beneficiaries return to the streets after completing the program. Therefore, strengthening inter-agency communication, increasing resource capacity, integrating sustainable economic empowerment initiatives, and improving consistent monitoring systems are essential steps to achieve long-term and more sustainable reductions in homelessness in Jambi.

Abstract

The digitalization of public services represents a strategic effort by governments to realize more efficient, transparent, and citizen-centric service delivery. This study analyzes the digitalization of birth certificate services implemented by the Department of Population and Civil Registration (Disdukcapil) in Jambi City as part of an innovation in public service and examines the level of data interoperability between Disdukcapil and other public service institutions. Using a qualitative case study approach, data were collected through in-depth interviews with users of digital birth certificate services and analysis of official policy documents. The analytical framework refers to the European Interoperability Framework (EIF 2017), which includes four dimensions: legal, organizational, semantic, and technical interoperability. The results show that digitalization enables hospitals to input birth data directly into the Disdukcapil system, reducing administrative burdens and improving service efficiency. Legal and organizational interoperability have been partially implemented, while semantic interoperability is already effective due to data consistency and non-redundant input. However, technical interoperability has not yet reached full integration because users are still required to provide physical documents and perform face-to-face verification. The study concludes that digital birth certificate services in Jambi City have achieved basic interoperability but require cross-sector integration to support the realization of smart and connected public service governance.

Abstract

Sexual violence against children in Jambi City continues to show a fluctuating trend, with 32 cases in 2022, decreasing to 24 in 2023, and increasing again to 33 in 2024. This condition emphasizes the importance of strengthening cross-sector case handling between the UPTD PPA Jambi City and the Jambi Police in cases of sexual violence against children. This study aims to analyze the division of labor between the two institutions using the coordination theory according to Hasibuan (2006), which includes indicators of unity of action, communication, division of labor, and discipline. The method used is a qualitative approach through in-depth interviews, documentation, and data triangulation to ensure the validity of the findings. The results show that coordination between the UPTD PPA Jambi City and the Jambi Police has generally been running well, especially in the aspects of unity of action and discipline, as reflected in the alignment of goals and a fairly rapid response in handling cases. Communication between the two agencies has also been ongoing through formal and informal channels to expedite case response. The division of labor has been aligned with each agency's respective authority, with the UPTD PPA focusing on victim assistance and psychological support, while the police handle law enforcement. However, the lack of formal SOPs and MoUs poses a barrier to strengthening sustainable institutional integration. The implications of this research emphasize the need to strengthen formal mechanisms, regular evaluation forums, and formal cooperation agreements to enhance effective coordination and comprehensive protection for child victims.

Abstract

This article aims to analyze the political positioning strategy of the NasDem Party in the context of the Prabowo Subianto – Gibran Rakabuming Raka administration after the 2024 elections. This study employs a qualitative method, with a literature review as the primary data collection technique. The findings reveal that NasDem implements three main strategies: market-oriented (aligning the party's stance with public perception), differentiation (creating strategic distance from coalition parties to establish an independent image), and functional positioning (optimizing its role in parliament as a tangible contribution). These strategies have enabled NasDem to build an image as a rational, ethical, and non-opportunistic party while maintaining long-term political flexibility. These findings contribute to studies on Indonesian political parties, particularly in understanding the dynamics of party positions outside executive power and the importance of positioning in maintaining electoral support sustainability within a complex multiparty system.

Abstract

This study examines the political motivations underlying the National Awakening Party’s (PKB) decision to join the Indonesia Maju Coalition following the 2024 presidential election by integrating insights from coalition theory, particularly office-seeking and policy-seeking frameworks, as well as party institutionalization theory. This research adopts a qualitative case study approach to uncover micro-level motivations through the analysis of multi-source data, including credible online news reports, official party documents, and elite public statements.The findings demonstrate that PKB’s realignment is not merely a general pragmatic shift but reflects a calculated balance between office-seeking and policy-seeking behavior. Empirically, PKB’s maneuver is evidenced by its targeted pursuit of strategic cabinet positions, indicating a structured effort to secure institutional access to executive power. At the same time, the study finds that PKB actively negotiates policy influence, particularly in socio-economic and religious-based welfare programs, to maintain alignment with its traditional voter base. Furthermore, the role of Muhaimin Iskandar is identified as a decisive factor, where leadership consolidation and personal political survival shape party strategy. The research also reveals that long-standing relational ties with Prabowo Subianto function as informal political capital, facilitating smoother coalition entry and reducing transactional costs. This study contributes to the literature by providing a micro-level empirical explanation of post-election coalition realignment in Indonesia, highlighting how ideological narratives are strategically embedded within pragmatic power calculations. Unlike previous studies that treat coalition shifts as purely opportunistic or structurally determined, this research demonstrates that PKB’s decision reflects a hybrid model of political behavior, where institutional interests, leadership agency, and policy aspirations interact simultaneously.

Abstract

This research aims to analyze the digital personal branding strategies of the chairpersons of the Democratic Party, PKB, and PAN on TikTok. This research uses a qualitative method with a comparative case study approach. The findings of this study indicate that Agus Harimurti Yudhoyono tends to use a formal communication style and content focused on political and professional activities, reflecting an image of institutional and professional leadership. Muhaimin Iskandar demonstrates a more balanced, integrative communication pattern by combining formal, informal, symbolic, and emotional elements with diverse content narratives. Meanwhile, Zulkifli Hasan emphasizes informal and entertainment content, demonstrating a strong adaptation to TikTok's participatory culture. In terms of public response, Agus Harimurti Yudhoyono received mostly positive sentiment, while Muhaimin Iskandar and Zulkifli Hasan showed more varied sentiment patterns. Differences were also found in posting frequency strategies, ranging from momentum-based communication to consistent digital presence. Overall, this research shows that digital personal branding among Indonesian political leaders is diverse and reflects different approaches to political personalization in the digital era. This research highlights the increasing importance of social media in shaping political image, public engagement, and leadership legitimacy in contemporary Indonesian politics.

Abstract

Penelitian ini bertujuan untuk menganalisis motif politik partai Nasdem dalam mengusung pasangan calon Romi Haryanto-Sudirman di pemilihan kepala daerah provinsi jambi tahun 2024. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara mendalam dan dokumentasi. Hasil penelitian ini menjelaskan bahwa Motif Politik Partai NasDem dalam Mengusulkan Pasangan Romi Hariyanto-Sudirman tidak didorong oleh satu motif, melainkan merupakan kombinasi dari motif politik Insentif Idealisme, Solidaritas, dan Materil. Ketiga Insentif ini bekerja secara bersamaan dan membentuk dasar keputusan politik partai dalam kontestasi Pilkada Jambi 2024. Implikasi penelitian ini menjelaskan bahwa partai politik dalam mengusung kandidat di kontestasi elektoral memiliki beragam pertimbangan politik sebagai upaya memperluas peluang kemenangan.

Abstract

This research aims to explain the extent to which Indonesian political parties use social media to maintain their existence and relevance in the political arena. This study uses a qualitative method with a case study approach. The case studies are the Indonesian Democratic Party of Struggle (PDIP), the Golkar Party, and the Gerindra Party. The findings of this study explain that political parties in Indonesia today must carry out organizational transformation to remain relevant and exist in the present and future.  This has begun to be done by political parties that utilize digital technology facilities, namely social media by creating accounts and posting professionally packaged content to attract the attention of netizens. PDIP, Golkar, and Gerindra, the top three parties in Indonesia, have actively utilized Instagram and TikTok social media for their party branding needs and to face the 2024 elections by promoting their candidates. In the context of the 2024 Presidential Election, the three political parties are dominant in creating content on Instagram and TikTok regarding the presidential and vice presidential candidates being promoted rather than the political parties themselves. This is an effort by political parties to utilize social media to garner more individual popularity, which leads to the interest in electoral contestation. Political parties that manage their social media professionally are directly proportional to their electoral presence in the community.
