Abstract

This study was motivated by the decline in votes and seats for the Golkar Party in Merangin Regency in the 2024 legislative elections. Whereas this party has consistently been the top performer in terms of vote share and seats in previous elections. Therefore, this study aims to explain the dynamics of the Golkar Party's consolidation in Merangin Regency in preparation for the 2024 legislative elections, using a party institutionalization perspective. The research method employed in this study is qualitative, with a case study approach. Data collection techniques include in-depth interviews and documentation. The results of this study show that the institutional consolidation of the Golkar Party in Merangin Regency for  the 2024 legislative elections weak, contributing to the party’s decline in vote share and parliamentary seats. Weaknesses were identified across key dimensions of party institutionalization, including societal roots, organizational autonomy, organizational capacity, and internal coherence. The study contributes theoretically by reinforcing the argument that weak party institutionalization undermines electoral competitiveness. Furthermore, this study's findings provide insights into the dynamics of political party institutionalization at the local level, which is often overlooked in the national political literature

Abstract

Purpose: This study examines the level of internal solidity of the Partai Amanat Nasional (PAN) in Merangin Regency in the context of the 2024 Simultaneous Regional Head Election. Methods: This research used qualitative methods with a case study approach. Data were collected through in-depth interviews with party elites, local party administrators, legislative members, political observers, and academics, complemented by document analysis of party statutes and bylaws, official party decisions, local media coverage, and electoral data provided by the General Election Commission. Results: The findings indicate that PAN Merangin demonstrated functional solidity, reflected in cadre loyalty, short-term organizational stability, and the absence of open internal fragmentation. However, this condition cannot yet be categorized as an institutionalized solidity. Decision-making remains highly centralized, formal conflict resolution mechanisms are weak, and cadre regeneration is not systematically institutionalized. Conclusions: The Partai Amanat Nasional (PAN) in Merangin Regency for the 2024 Simultaneous Regional Elections cannot be categorized as institutionally solid, although cadre loyalty is the cornerstone. Limitations: This study’s limitation is that it focuses only on the dynamics of PAN Merangin's solidity in the context of the 2024 simultaneous regional head elections, thereby limiting the generalizability of the findings to other parties or regions. Contributions: This study contributes to political science and local democracy studies by highlighting the gap between functional solidity and institutional strength within local political parties during regional electoral competitions.

Abstract

This study aims to analyze the political culture of the community in supporting the implementation of social assistance programs in Rantau Indah Village, Tanjung Jabung Timur Regency. This research employed a descriptive qualitative approach to understand community political culture through cognitive, affective, and evaluative orientations toward social assistance programs. Data were collected through interviews, observations, and documentation involving village officials, RT/RW leaders, and social assistance beneficiaries. The findings indicate that community political culture plays an important role in supporting the implementation of social assistance programs. In the cognitive aspect, most people understand the existence and objectives of social assistance, although some still have limited understanding of beneficiary criteria. In the affective aspect, the community shows trust in village officials despite perceptions of inequality in aid distribution. Meanwhile, the evaluative aspect reflects community participation in supervision and feedback. Overall, community political culture tends to be participatory in supporting social assistance implementation. The study also reveals that transparent communication, active community involvement, and accountability of village authorities contribute significantly to strengthening public trust and improving the effectiveness of program implementation. Community participation in monitoring and evaluating the distribution process helps minimize potential conflicts and encourages greater transparency. These findings suggest that strengthening political awareness, enhancing public access to information, and promoting participatory governance are essential to ensure that social assistance programs are implemented fairly, effectively, and sustainably while improving community welfare and reinforcing good local governance practices.

Abstract

This study employs the party institutionalization perspective to examine the increase in the vote share of the Golkar Party in Sungai Penuh City in the 2024 elections. This research uses a qualitative method with a case study approach. Data were collected through in-depth interviews with 12 informants consisting of party elites, legislative candidates, and grassroots cadres, and complemented by document analysis. The findings of this study explain that the increase in the vote of the Sungai Penuh City Golkar party in the 2024 elections was due to good institutionalization factors as shown by three indicators ranging from roots in society ((the party has a mass base and a strong image in the community), level of organization (organizational tools that consistently work for the benefit of the party at every level of management) and coherence (cohesiveness of party members). However, there is a note on the autonomy indicator (independent in decision-making) that, although the Golkar party has internal rules that uphold autonomy and independence, the practice in the field shows that decisions are still dominated by the party's internal elite in a closed manner. Therefore, while institutionalization appears to have contributed to Golkar’s electoral performance in Sungai Penuh City, the findings should be understood as indicative rather than strictly causal, as other contextual and political factors may also have played a role. This study contributes to enriching the literature on party institutionalization at the local level in post-Reformasi Indonesia, particularly in the period leading up to the 2024 elections. Nonetheless, the study has limitations, including its single-case design, the potential bias inherent in elite-based interviews, and the limited generalizability of its findings beyond the specific local context examined.

Abstract

This study examines how Indonesia's political party finance regulations can be redesigned to strengthen transparency and accountability in a multiparty system. Using normative legal research based on statutory and legal theory approaches, it finds that the current framework remains ineffective because of limited public disclosure, weak independent auditing, fragmented oversight, and inadequate regulation of political contributions. The study proposes an integrated governance model comprising six regulatory pillars: standardized public financial reporting, a national digital reporting system, independent audits by the State Audit Agency (BPK), stricter regulation of private donations, performance-based public funding, and institutionalized public oversight. The study contributes to the political finance literature by advancing an integrated governance model for political party finance in multiparty democracies.

Abstract

This study aims to analyze the personal branding strategy of the Maulana–Diza pair and examine its influence on voters’ electoral preferences in the 2024 Jambi City mayoral election. The research employed a quantitative approach using a survey method with an associative research design. Data were collected through questionnaires distributed to 400 respondents registered as permanent voters (DPT) in Jambi City, selected using probability sampling with a simple random sampling technique. The independent variable in this study was political image, measured through indicators of political identity, authenticity, and emotional closeness, while the dependent variable was voting decision. The findings indicate that political image plays a significant role in shaping voters’ electoral preferences. A clear political identity, consistency between attitudes and actions, and emotional closeness to the community contribute to the formation of voter trust. These results demonstrate that personal branding strategy is a crucial factor influencing voting behavior at the local political level.
