Abstract

This research provides several important implications, especially for owners / managers of e-commerce websites in order to increase their understanding in dealing with online consumer tastes. One of them is by improving the quality of the website that is presented, so that user confidence increases with the quality of the e-commerce website that is presented. The implications of this study indicate that e-service quality or which is more directed to the quality of services on e-commerce websites is very important for website users, especially students. With the quality of services on the website that is presented, it will certainly be able to increase user confidence. Especially with the type of goods that are often bought by students and students who are known to have quality products such as clothes, airplane tickets, books, and other things. To create high loyalty, online business people who manage e-commerce websites should be able to improve the quality of services on their websites, so that later trust will be higher in using e-commerce websites.

Abstract

Child has the human rights protected by law, applicable even in the womb, because the children are also entitled to legal protection for all the activities that lead to growth and development in the future. History in the school of Law, also explained how the law provides real protection against children. Legal protection of children in Indonesia have applied the principle of the best interest of the child, but in fact the application of that principle remains unimplemented. In the journey Indonesian government has also issued rules relating to the protection of children as follows: Law No. 4 of 1979 on Child Welfare, Law No. 3 of 1997 on Juvenile Justice and Law No. 23 of 2002 on Child Protection. As a result of the development of child protection. then the government changed, renewed, ratified and issued new rules related to the protection of children, namely Law No. 9 of 2012 on the Ratification of the Optional Protocol To The Convention On The Child On The Involvement Of Children In Armed Conflict, Law Number 10 Year 2012 on Ratification of the Protocol To The Convention on The Rights Of The Child on The Sale Of Children, Child Prostitution's Child Pornography, Law No. 11 of 2012 on the Criminal Justice System Child and Act No. 35 of 2014 Amendment Act No. 23 of 2002 on Child Protection. But still, realize the protection of children still can not be implemented, due to lack of community participation and awareness in implementing children's rights.Keywords: Child, Society, History Sect, Protection, Indonesia

Abstract

Indonesia is a vast archipelago country and borders directly with other countries. This article will look at the role of local government borders on child protection. The author will explain the rights of children to education and health. This paper also discusses how the role of local government borders on child protection, as well as offering ideas on child protection by the border area. The conclusion of this paper, the role of border areas are still lacking in meeting the protection of children, this is due to lack of support from the central government. Abstract

Kids are part of human who is not separated, all humans are from childhood. Protection of children are increasingly being discussed, as a result of the frequent violations of child protection cases in every region in Indonesia. In the border areas of Indonesia, many trafficked children. Therefore this paper tries to explain bagimana factors that cause the sale of children in border areas, how to organize the strengthening of the protection of children in border areas of Indonesia as well as how mewujdukan sustainable child protection in the border area. Apparently a lot of factors that led to the sale of children in border areas, especially poverty, in organizing the protection of children in the border area, it is necessary to strengthen the rule of law protecting children against trafficking, and to realize sustainable child protection to keep child life continuously. Keywords: Child, Human Trafficking, Regional, Border, Indonesia. Anak-anak adalah bagian dari manusia yang tidak terpisah, semua manusia berasal dari masa kanak-kanak. Perlindungan anak semakin banyak didiskusikan, akibat seringnya terjadi pelanggaran kasus perlindungan anak di setiap wilayah di Indonesia. Di daerah perbatasan Indonesia, banyak anak yang diperdagangkan. Oleh karena itu makalah ini mencoba menjelaskan bagimana faktor-faktor yang menyebabkan penjualan anak di daerah perbatasan, bagaimana mengorganisir penguatan perlindungan anak-anak di daerah perbatasan di Indonesia serta bagaimana mewujdukan perlindungan anak yang berkelanjutan di daerah perbatasan. Rupanya banyak faktor yang menyebabkan penjualan anak-anak di daerah perbatasan, terutama kemiskinan, dalam mengorganisir perlindungan anak-anak di daerah perbatasan, perlu memperkuat peraturan undang-undang yang melindungi anak-anak dari perdagangan manusia, dan untuk mewujudkan perlindungan anak yang berkelanjutan. Untuk menjaga kehidupan anak terus menerus. Kata kunci: Anak, Perdagangan Manusia, Daerah, Perbatasan, Indonesia.

Abstract

Children as the nation's next generation, should be protected from childhood to adulthood. If the child since childhood was in the neighborhood crime, the boy can be the perpetrators of criminal acts in the future, and will be disturbing people's lives. It is wise if the protection of children starting in school. School as place a child studying, along with peers, and learn to respect for peers, with smaller or teachers. Nowadays, very sad child protection in the school environment, imagine in the school of environmental protection of children is not running properly, many child protection were violated, so kids do not feel comfortable at school, absences from school, or drop out of school. Against this it's good, we are all concerned with the protection of children, especially in the area of the school. This paper tries to offer the world the concept of the protection of children in schools on an ongoing basis, starting from the urgency of the protection of children in school, and the dynamics of child protection solutions in schools, as well as offering a sustainable concept of child protection in the school. The conclusion of this paper expects that all parties can participate in an ongoing child protection in the school. Keywords: Dynamic, Solution, Protection, Child, School Anak sebagai generasi penerus bangsa, harus dilindungi dari kecil sampai dewasa. Jika anak sejak kecil sudah berada di dalam lingkungan kejahatan, anak itu pasti menjadi pelaku tindak pidana di kemudian hari, dan akan meresahkan kehidupan masyarakat. Sangat bijak jika perlindungan anak dimulai di dunia sekolah. Sekolah sebagai tempat anak menimba ilmu, bergaul dengan teman sebaya, dan belajar menghargai kepada teman sebaya, teman yang lebih kecil ataupun para guru. Sekarang ini, perlindungan anak sangat menyedihkan di lingkungan sekolah, bayangkan di lingkugan sekolah perlindungan anak tidak berjalan dengan semestinya, banyak perlindungan anak yang dilanggar, sehingga anak tidak merasa nyaman di sekolah, absen dari sekolah, atau putus sekolah. Terhadap hal tersebut ada baiknya, kita semua memperhatikan perlindungan anak, terutama di wilayah sekolah. Tulisan ini mencoba menawarkan gagasan konsep perlindungan anak di dunia sekolah secara berkelanjutan, dimulai dari urgensi perlindungan anak di sekolah, dinamika dan solusi perlindungan anak di sekolah, serta menawarkan konsep perlindungan anak yang berkelanjutan di sekolah. Kesimpulan dari tulisan ini mengharapkan semua pihak dapat berpartisipasi di perlindungan anak yang berkelanjutan di wilayah sekolah. Kata Kunci: Dinamika, Solusi, Anak, Perlindungan, Sekolah

Abstract

The domino effect of employment problems is unemployment will have a negative impact on the survival of nation and state. The negative impact of unemployment is the increasing variety of criminal acts, the increasing number of homeless and street singers, has become a social pathology or social germ disease that spread like a virus that is difficult to eradicate. Therefore it is necessary to do a serious step both from the side of the government and the labor itself and of course the willingness of the company. The government serves as a supervisor and regulator as well as facilitators of both parties of the company and workers not to harm each other. The worker should try to continue to improve his competence so that he has a higher bargaining power over the company rather than relying solely on government protection. And finally the good faith of the company so as not to see the worker as a cost factor but an important asset of the company, so that the company can maximize the value of the company itself. This can be seen from the days before independence, after independence, the old order, the new order, and the reform era have each of the existing legal dynamics. In addition, in realizing sustainable legal development must prepare the participation of all parties, so as to realize the protection of good employment. Efek domino dari masalah ketenagakerjaan adalah pengangguran akan menimbulkan dampak yang negatif bagi kelangsungan hidup berbangsa dan bernegara. Dampak negatif dari pengangguran adalah kian beragamnya tindakan kriminal, makin banyaknya gelandangan dan pengamen, sudah menjadi patologi sosial atau kuman penyakit sosial yang menyebar bagaikan virus yang sulit di berantas. Oleh karena itu perlu dilakukannya sebuah langkah-langkah serius baik dari sisi pemerintah maupun tenaga kerja itu sendiri dan tentunya kesediaan pihak perusahaan. Pihak pemerintah berfungsi sebagai pengawas dan regulator sekaligus fasilitator kedua pihak perusahaan dan pekerja untuk tidak saling merugikan. Pihak pekerja seharusnya untuk berusaha terus meningkatkan kompetensi dirinya sehingga lebih memiliki daya tawar yang lebih tinggi terhadap perusahaan dan bukannya hanya bergantung pada perlindungan pemerintah. Dan terakhir itikad baik dari perusahaan supaya tidak melihat pekerja sebagai faktor biaya melainkan sebuah asset penting perusahaan, sehingga perusahaan dapat memaksimalkan nilai perusahaan itu sendiri. Hal ini bisa dilihat dari zaman sebelum kemerdekaan, setelah kemerdekaan, orde lama, orde baru, dan zaman reformasi memiliki masing-masing dinamika hukum yang ada. Selain itu dalam mewujudkan pembangunan hukum yang berkelanjutan harus menyiapkan keikutsertaan semua pihak, sehingga bisa mewujudkan perlindungan ketenagakerjaan yang baik. Abstract

Abstrak : Pancasila adalah Ideologi dan sumber dari segala pembentukan perturan perundang-undangan yang ada di Indonesia. Undang Undang Dasar Negara Republik Indonesia Tahun 1945 dan Undang Undang Bela Negara mengisyaratkan agar setiap masyarakat melaksanakan pertahanan negara, demi menjaga keutuhan NKRI. Tujuan penelitian ini adalah untuk menegtahui dan menganalisis bagaimana kedudukan Pancasila sebagai Ideology Indonesia? dan bagaimana mewujudkan perlindungan anak sebagai cita-cita bela negara. Metode penelitian yaitu metode pendekatan yuridis normatif yang menitik beratkan penggunaan bahan atau meteri penelitian data sekunder dengan di dukung oleh data kepustakaan. Hasil penelitain adalah Nilai-nilai luhur yang terkandung dalam Pancasila sebagai ideologi bangsa seharusnya bukan hanya untuk diketahui saja tetapi harus dimengerti yang kemudian diamalkan dikehidupan sehari-hari dalam berabagai aspek kehidupan. Perlakuan yang sama terhadap setiap warga Negara Indonesia (terkhususnya terhadap perlindungan anak) dalam bidang hukum, juga harus menerapakan nilai-nilai luhur yang terkandung dalam Pancasila dan Melalui bela negara akan terbangun karakter disiplin, optimisme, kerjasama dan kepemimpinan guna turut menjamin kelangsungan hidup bangsa dan negara. Kita sebagai warga negara wajib mengupayakan untuk membela negara. Kesimpulan, kita sebagai generasi penerus mempunyai kewajiban untuk memberi contoh bela negara, sesuai dengan arti atau pengertian bela negara Indonesia yaitu seperti belajar bersungguh-sungguh serta taat terhadap peraturan perundang-undangan. Hal itu diwujudkan dalam bentuk perlindungan anak berkelanjutan. Perlindungan anak berkelanjutan, akan menciptakan generasi penerus bangsa yang mempertahankan dan membela Negara Indonesia.Kata Kunci: Ideologi, Pancasila, Perlindungan, Anak, Bela Negara. THE LAW PROTECTION OF CHILDREN IN THE PANCASILA  PERSPECTIVE AND STATE DEFENSE Abstrak : Pancasila is a ideology and the source of any formulation of existing laws and regulations in Indonesian. The 1945 Constitution of the Republic Indonesia and the state defebse act of the Republic Indonesia, in order to maintan the integrety of NKRI. the aims to knows and analyze  how to  position of Pancasila as Ideology Indonesian and how to realize the protection of children as the ideals of satet defense,  This research method used normative juridical approach that emphasizes the use of naterials seconadry data with the support by literature study. The result of research is the noble values contained in Pancasila as the nation's ideology to know, understood which then must be practiced in everyday life in various aspects of life. The equal treatment of every citizen of Indonesia (especially against child protection) in the field of law, the application of values contained in Pancasila in the state defense that will build the character of discipline, optimism, cooperation and leadership, the form of ensuring the survival of the nation and state, we as citizens must strive to defend the country. In conclusion, we as the next generation have an obligation to be an example of defending the country, in accordance with the meaning or understanding of defending the state of Indonesia as in studying seriously and obedient to the laws and regulations. It is manifested in the form of sustainable child protection. The continuous child protection, will create the next generation of nation that defends and defends the State of Indonesia. Abstract

AbstractThis research aims to discuss the Status Users Budgets and the Budget User Proxy and Its Implications. This paper uses normative research. Results of this writing, the Regulation number 21 of 2011, or a change to a 2 Regulation No. 13 of 2006 was duly converted again, to make room for the regional head of local government in the Province / District / City, to set a minimum threshold associated with the use of money UP / GU, toward direct payments to third parties related goods and services. Presidential Decree number 54 of 2010, has given space to nominal 100 million, related to spending or procurement for the procurement of goods and services directly. Direct procurement is not to see the properties or provide provisions in terms of spending on goods and services, but it belongs to the category of capital expenditures space. AbstrakPenulisan ini bertujuan membahas Kedudukan Pengguna Anggaran dan Kuasa Pengguna Anggaran dan Implikasinya. Tulisan ini menggunakan penelitian yuridis normatif. Hasil dari tulisan ini, Peraturan nomor 21 tahun 2011, atau perubahan ke 2 Peraturan nomor 13 tahun 2006 sepatutnya diubah lagi, untuk memberikan ruang bagi kepala daerah pemerintah daerah di Provinsi/Kabupaten/Kota, untuk menetapkan batas minimum terkait dengan penggunaan uang UP/GU, terhadap pembayaran langsung kepada pihak ketiga barang dan jasa yang terkait. Keputusan Presiden nomor 54 Tahun 2010, telah memberikan ruang sampai nominal 100 juta, terkait belanja atau pengadaan barang dan jasa atas pengadaan langsung. Pengadaan langsung bukan untuk melihat sifat atau memberikan ketentuan didalam hal belanja barang dan jasa, tetapi hal ini termasuk kategori ruang belanja modal.

Abstract

AbstractThis paper examines and analyzes the role and constraints of the Department of Social Welfare and Labor of Padang in carrying out child protection economically exploited. This paper uses socio legal research. The results of this paper are: Department of Social Welfare and Labor of Padang has been quite active in implementing the protection of children who are economically exploited, by conducting raids, coaching and training. The obstacles foundwere classic, namely: the nature of the child, the family, the fade of religious values, education, community, economic, cultural shift, the lack of facilities for the development of children, the lack of human resources, and inadequate funds. The author expects that in the future the child is considered by the government of Padang and also by the Child Family and Community. AbstrakTulisan ini meneliti serta menganalisis peran dan kendala-kendala Dinas Sosial dan Tenaga Kerja Kota Padang dalam menjalankan perlindungan anak yang dieksploitasi secara ekonomi. Tulisan ini menggunakan penelitian socio legal. Hasil dari tulisan ini adalah: Dinas Sosial dan Tenaga Kerja Kota Padang sudah cukup aktif dalam melaksanakan perlindungan anak yang dieksploitasi secara ekonomi, dengan mengadakan razia, pembinaan dan pelatihan. Kendala yang ditemukan, adalah kendala yang terbilang klasik yaitu: sifat dari anak, keluarga, nilai-nilai agama yang luntur, pendidikan, lingkungan masyarakat, masalah ekonomi, pergeseran budaya, fasilitas pembinaan anak yang kurang, sumber daya manusia yang kurang, dan dana yang kurang memadai. Penulis mengharapkan kedepannya, agar anak lebih diperhatikan oleh Pemerintah Kota Padang serta Masyarakat dan Keluarga anak.

Abstract

AbstractAfter the enactment of Act No.6 of 2014 concerning Villages, the village financial arrangements become independent, usually based on the Regional Government law. Active involvement of villagers becomes the key to good governance and village development. So that management can run transparently through community supervision. The legal problem is how the management of village money after the birth of the Village Law? and how is community participation in village money management?. This paper uses normative legal research method. The result showed that after the enactment of the Village Act, then under Article 71 and Article 72, the Village is entitled to manage its own finances, and the budget is derived from the State Revenue Budget. Community participation in village money management is passive and active.  AbstrakPasca diundangkannya Undang-Undang Nomor 6 Tahun 2014 tentang Desa, maka pengaturan keuangan Desa menjadi mandiri, biasanya didasari pada Undang-Undang Pemerintah Daerah. Keterlibatan aktif masyarakat desa, menjadi kunci terwujudnya penyelenggaraan pemerintahan dan pembangunan desa yang baik. Sehingga pengelolaan dapat berjalan secara transparan melalui pengawasan masyarakat. Permasalahan dalam artikel ini adalah bagaimana pengelolaan uang Desa pasca lahirnya UU Desa? dan bagaimana partisipasi masyarakat terhdap pengelolaan uang Desa?. Artikel ini menggunakan metode penelitian hukum normatif. Hasil penelitian menunjukkan bahwa Pasca lahirnya UU Desa, maka berdasarkan Pasal 71 dan Pasal 72, Desa berhak untuk mengelola keuangannya sendiri, dan anggarannya berasal dari Anggaran Pendapatan Belanja Negara. Partisipasi masyarakat terhadap pengelolaan uang desa bersifat pasif dan aktif.
